Syria's Power Map 2026: Sharaa's Fragile Republic

Eighteen months ago, Syria did not have a power map. It had a frozen civil war, a dictator hiding behind Russian and Iranian guarantees, and four separate authorities pretending the others did not exist. Then, in the space of eleven days in late 2024, the entire architecture collapsed. Bashar al-Assad fled to Moscow. Fifty-four years of Baath Party rule ended. And a former al-Qaeda affiliate commander who had spent the previous seven years quietly building a functioning mini-state in Idlib walked into Damascus and declared himself president.

What has happened since is one of the most consequential, least understood state-formation experiments in the modern Middle East. Ahmed al-Sharaa has gone from insurgent commander to head of state recognized by Washington, Brussels, and most of the Arab world. He has crushed the Kurdish autonomous project in the northeast, absorbed the country's largest oil fields, and secured the lifting of American sanctions. But underneath that headline consolidation sits a country still bleeding from sectarian massacres, still hosting an Israeli-backed breakaway enclave in the south, still haunted by a resurgent Islamic State, and still governed under emergency constitutional powers with no real elections in sight until the end of the decade. This is the actual power map of Syria in 2026 - not the simplified one, the real one.

Executive Summary

Syria today is best understood as a state with one dominant, internationally recognized center of gravity - the Damascus-based Syrian Transitional Government (STG) under President Ahmed al-Sharaa - surrounded by a shrinking but still meaningful periphery of contested, semi-autonomous, or externally-protected zones. Following a stunning January 2026 military and political campaign, the STG dismantled the Kurdish-led Autonomous Administration of North and East Syria (AANES) and absorbed its territory, oil fields, and security infrastructure, formalized through a January 30 ceasefire and integration deal. This single development reshaped more of Syria's map in five weeks than the previous year of diplomacy had managed.

Yet consolidation has not meant reconciliation. In the south, the Druze-majority province of Sweida operates as a de facto Israeli protectorate, governed by a "National Guard" militia loyal to Sheikh Hikmat al-Hijri that flies Israeli flags in its town squares and has become, by multiple independent accounts, a significant narcotics-trafficking node destabilizing neighboring Jordan. Identity-based massacres against Alawites and Druze in 2025 killed well over three thousand civilians combined and remain unaddressed by any credible transitional justice mechanism. The Islamic State has exploited the chaos of the SDF-to-government detention camp handover to stage a quiet resurgence. And Israel continues to occupy Syrian territory beyond the 1974 disengagement line in Quneitra and Dara'a, conducting strikes deep into Syrian territory whenever it judges its red lines crossed.

The deeper strategic story is the dramatic reordering of external patronage. Russia and Iran - Assad's two indispensable guarantors for over a decade - have been almost entirely displaced. Turkey and Qatar now enjoy outsized influence over Damascus's decision-making, while the United States, under President Donald Trump, has pursued a policy of conditional but increasingly personal backing for Sharaa, even as it abandoned its longtime Kurdish partners with striking speed. Syria has, in effect, swapped one set of external patrons for another - and the question now is whether Sharaa's government can convert military consolidation into genuine national legitimacy before the next sectarian fault line cracks open.

Background

To understand Syria's current map, it helps to remember how fast the old order actually fell. For most of 2024, Syria's civil war looked frozen - Assad controlled roughly two-thirds of the country with Russian air support and Iranian-aligned militia backing, the Kurdish-led SDF held the oil-rich northeast with American support, Turkish-backed factions controlled a strip along the northern border, and Hay'at Tahrir al-Sham (HTS) governed an Islamist mini-state in Idlib province under Sharaa's leadership, having formally broken from al-Qaeda in 2016.

That frozen picture shattered in late November 2024, when HTS launched a surprise offensive codenamed "Deterrence of Aggression" out of Idlib. What followed stunned virtually every regional intelligence service. Assad's army, hollowed out by years of corruption, low morale, and an economy in freefall, simply did not fight. Aleppo fell within days. Hama and Homs followed within two weeks. On December 8, 2024, opposition forces entered Damascus essentially unopposed, and Assad fled to Moscow, ending over fifty years of Assad family rule that began when his father Hafez seized power in a 1970 coup.

The speed of the collapse mattered as much as the outcome. Russia, consumed by its war in Ukraine, could not mobilize the kind of intervention that had saved Assad in 2015. Iran's regional network was already reeling - Israel's campaign against Hezbollah had killed much of its senior leadership through 2024, and Tehran simply did not have the capacity or appetite to rescue a third front. Assad's fall was, in many respects, collateral damage from the broader unraveling of Iran's regional axis rather than a Syria-specific military defeat.

What came next was Sharaa moving with remarkable discipline to consolidate sole authority. He declared the dissolution of all armed factions - including HTS itself - and called for their integration into new state institutions. He suspended the 2012 constitution, dissolved the Baath Party and Assad-era legislature, and on January 29, 2025, was formally declared president for a transitional period. A provisional Constitutional Declaration, ratified in March 2025, established a five-year transition running through 2030, concentrating executive power heavily in the presidency, with no prime minister position and direct presidential authority over judicial and legislative appointments - a structure Human Rights Watch and other observers have criticized for lacking meaningful checks or oversight, justified by transitional authorities as a temporary necessity.

Current Situation

The map of Syria today divides into five distinct zones of authority, each with a different trajectory, external patron, and risk profile.

Zone One: The Damascus Core - Consolidated STG Authority

The Syrian Transitional Government, formally established on March 29, 2025, now governs the large majority of Syrian territory, including Damascus, Aleppo, Homs, Hama, and - as of January 2026 - most of the former Kurdish-administered northeast. Sharaa retained key wartime allies in central positions: Asaad al-Shaibani as Foreign Minister and Murhaf Abu Qasra as Defense Minister, while building a cabinet that, on paper, reflects genuine sectarian diversity - including an Alawite, a Druze, a Christian, and a Kurdish minister among the technocratic appointees unveiled in March 2025.

Institutionally, the government has moved toward a managed, indirect electoral process rather than genuine competitive elections. A People's Assembly was partially seated in October 2025 through indirect voting, with seats in Raqqa, Hasakah, Suweida, and Kobane postponed due to security conditions at the time. Indirect elections for remaining Raqqa seats were completed by March 2026, with further voting in Hasakah and Kobane following. President Sharaa retains the authority to directly appoint a further 70 members of the Assembly himself - meaning the legislature that eventually convenes will be substantially shaped by presidential discretion rather than popular mandate, a structure that critics argue undermines the credibility of any claim to democratic transition.

On the international front, Sharaa's diplomatic rehabilitation has been extraordinarily fast by any historical standard for a former insurgent commander. The Trump administration lifted a wide range of US sanctions on May 23, 2026, following a meeting between Foreign Minister al-Shaibani and Secretary of State Marco Rubio in Antalya. President Trump has met Sharaa twice and has spoken approvingly of his consolidation efforts. The European Union followed with substantial financial commitment: European Commission President Ursula von der Leyen visited Damascus on January 9, 2026, announcing approximately €620 million in assistance to be disbursed through 2026 and 2027. This combination of sanctions relief and reconstruction financing represents the most significant external validation any Syrian government has received in over a decade - though it sits uneasily against the World Bank's estimate that Syria's actual reconstruction needs approach $216 billion, a figure that dwarfs everything pledged so far.

Zone Two: The Former Kurdish Northeast - A Rapid, Contested Absorption

The single most dramatic shift in Syria's power map over the past six months has been the collapse of Kurdish autonomy in the northeast. The Syrian Democratic Forces (SDF), commanded by Mazloum Abdi, had controlled roughly a quarter of Syrian territory east of the Euphrates since 2019, including the country's largest oil fields, the Tabqa hydroelectric dam, and detention facilities holding tens of thousands of Islamic State fighters and family members - a position built on its role as Washington's primary ground partner in the anti-ISIS campaign.

That leverage evaporated with stunning speed in January 2026. Talks on full SDF integration into a unified Syrian armed force, originally targeted for completion by the end of 2025, stalled - prompting Turkey to reportedly threaten direct military action, given Ankara's longstanding position that core SDF elements are functionally an extension of the Kurdistan Workers' Party (PKK), a group proscribed as terrorist by Turkey, the United States, and the United Kingdom. US envoy Tom Barrack publicly assessed that the SDF's original anti-ISIS purpose had "largely expired," and the Trump administration showed little interest in defending Kurdish political autonomy once the immediate counter-ISIS mission was judged complete.

Damascus moved decisively. Government forces seized swathes of northern and eastern Syria from Kurdish control, capturing the country's largest oil fields, the hydroelectric dam, and ISIS detention facilities. The SDF fell back toward Kurdish-majority core areas, and on January 30, 2026, signed a ceasefire and integration agreement that, by any honest reading, represented capitulation framed as negotiation. Under the deal's subsequent 14-point elaboration on January 18 (refined further through the spring): the SDF ceded territorial control over Deir al-Zour and Raqqa provinces outright; Hasakah province was retained nominally by SDF-linked local forces but integrated administratively into the central government; oil fields and external borders reverted to interim authority control; Kurdish fighters would join the new national army as individuals rather than as intact units (eliminating the SDF as a coherent independent force); and all non-Syrian PKK fighters were required to leave the country.

Implementation has not been clean. Local groups linked to the SDF stormed government internal security headquarters in Qamishli in March 2026, tearing down the Syrian flag at the city's airport, which triggered retaliatory attacks on Kurdish civilians in Aleppo - a pattern of low-level friction that suggests genuine integration, as opposed to managed subjugation, remains incomplete. Iraq's Kurdistan Democratic Party intervened to mediate between the SDF and Damascus, while the rival Kurdish National Council - long opposed to PKK-linked YPG dominance of Kurdish politics - has resurfaced as an alternative Kurdish political voice more amenable to Damascus.

The broader lesson of the northeast collapse is structural: the SDF's entire strategic position for nearly a decade rested on serving as Washington's indispensable partner against ISIS. Once Washington judged that mission complete, Kurdish political leverage essentially vanished overnight, despite years of SDF promises to Western audiences about building a pluralistic, democratic model of governance in northeast Syria.

Zone Three: Sweida - An Israeli-Protected Druze Enclave

If the northeast represents successful government consolidation, southern Syria's Druze-majority Sweida province represents its mirror opposite: a province Damascus does not control and, for now, cannot retake.

The roots of the rupture trace to escalating violence through 2025. Identity-based killings of Druze civilians by government-aligned forces occurred in April 2025, but the decisive break came in July 2025, when a kidnapping dispute between Bedouin tribes and Druze factions spiraled into a full government and allied-tribal assault on Sweida that killed at least 1,400 to 2,000 civilians according to UN and human rights documentation - violence the UN Commission of Inquiry assessed may have amounted to war crimes, carried out, according to joint investigation by Human Rights Watch and Syrian monitoring groups, under centrally coordinated direction from the Ministry of Defense.

Israel intervened directly, launching strikes on more than 160 sites across four Syrian provinces - including direct strikes on Damascus itself - forcing government forces to withdraw from Sweida. In the aftermath, Druze factions consolidated into the National Guard, a unified militia announced August 23, 2025, bringing together roughly forty local armed groups under the spiritual authority of Sheikh Hikmat al-Hijri, one of three senior Druze religious leaders in Syria and by far the most hardline on the question of relations with Damascus. A parallel civilian structure, the "Supreme Legal Committee," now functions as a de facto autonomous administration across central, southern, and eastern Sweida.

What makes Sweida strategically distinct from every other contested zone in Syria is the open, symbolic nature of its alignment with Israel. National Guard uniforms reportedly feature a Star of David. Demonstrations in Sweida's central Karama Square have featured Israeli flags and portraits of Prime Minister Benjamin Netanyahu. A senior National Guard commander has publicly described Israel as the force's "closest ally." Analysts broadly agree this reflects a genuine - if pragmatically calculated - Israeli strategy of using minority protection as a vehicle to constrain the Islamist-led government in Damascus and secure Israel's northern border region, rather than a vision of formal Druze statehood, which most Syrian Druze leaders, even within the National Guard's orbit, openly acknowledge could not survive as an independent entity.

The human cost of this standoff has compounded over time. Eagle Eye, a feared internal security apparatus reportedly established with Israeli assistance under al-Hijri's authority, has been linked to the detention of at least thirty Druze figures accused of communicating with Damascus. US-mediated talks between al-Hijri and the government, focused initially on prisoner exchanges, have continued intermittently through 2026 without producing a comprehensive settlement. And perhaps most damaging to the National Guard's claimed legitimacy, independent reporting through 2026 has documented a more than 325 percent surge in narcotics trafficking from Sweida toward Jordan since the militia consolidated control in July 2025 - a trend serious enough that Jordan's air force has launched five separate strikes on trafficking infrastructure inside Sweida province since Assad's fall, including a six-target operation on May 3, 2026, explicitly aimed at smuggling networks operating under the cover of the autonomous zone's security vacuum.

Zone Four: The Alawite Coast - Suppressed but Unresolved Grievance

Western coastal Syria, the historic Alawite heartland and Assad family power base, represents a quieter but no less serious fault line. In March 2025, insurgent attacks on government forces in Latakia, Tartous, and Hama triggered a wave of identity-based violence in which government forces, affiliated armed groups, and armed volunteers killed at least 1,400 people in Alawite-majority areas - mass graves, summary executions, and torched homes documented in a centrally coordinated military operation, according to investigation findings.

Unlike Sweida, the Alawite community has no equivalent external patron. Russia and Iran, the two powers historically aligned with the Assad-era Alawite establishment, have both been effectively displaced from Syria - Russia's position reduced to negotiations over the future status of its Hmeimim airbase and the Tartous naval facility (whose lease the transitional government has reportedly already terminated), and Iran's regional network shattered by the Hezbollah leadership losses of 2024. This leaves Syria's Alawite minority in the most precarious position of any major community: targeted by serious documented violence, without the leverage that Kurdish military utility or Druze-Israeli alignment has provided to other minorities, and almost entirely dependent on whatever genuine reconciliation Damascus chooses to offer.

Zone Five: The Resurgent Islamic State and Residual Foreign Presence

Beneath the headline territorial consolidation, the Islamic State has found renewed operating space. The chaotic handover of SDF-run detention camps - holding an estimated 7,000 to 9,000 ISIS-linked detainees, with roughly 2,000 remaining under joint arrangements in the northeast - created documented gaps that allowed escapes; US officials warned up to 200 detainees escaped during the January 2026 fighting alone. Roughly 7,000 detainees are now intended for transfer to Iraq under US supervision, while UN agencies have been asked to take over management of camps housing ISIS-linked family members. ISIS has used the resulting security vacuum to intensify operations against both government forces and remaining Kurdish security elements, with monitoring data showing renewed activity zones outside the group's formal territorial control.

The American military footprint, meanwhile, has shrunk dramatically and rapidly. The US withdrew from the Tanf garrison in southern Syria - long a strategically significant position interdicting the Iran-to-Lebanon land corridor - as part of the broader drawdown that accompanied Washington's tilt toward backing Damascus over the SDF. Russia, by contrast, has maintained its core bases, even as the broader scope of its post-Assad role in Syria remains genuinely unresolved.

The Israeli Factor Beyond Sweida

Israel's involvement in Syria extends well past its patronage of the Druze National Guard. Within days of Assad's fall, Israeli forces moved beyond the 1974 UN-patrolled buffer zone in the Golan Heights into Quneitra and southwest Dara'a, territory it continues to occupy. Israel also conducted hundreds of airstrikes in the weeks following Assad's collapse aimed at destroying weapons stockpiles and military infrastructure across Syria, concentrated heavily in Dara'a, Damascus, Rural Damascus, and Latakia governorates - a campaign explicitly designed to prevent advanced weaponry from falling into the hands of the new Islamist-led authorities, regardless of how moderate Sharaa's public posture has been.

The regional escalation triggered by the February 28, 2026, Israeli-US strikes on Iran further complicated Syria's position. Both Israeli and Iranian strikes targeting each other's regional assets have repeatedly violated Syrian airspace, with missile debris causing deaths and injuries inside Syrian territory. Syria reported one of its military bases in Hasakah governorate was struck by missiles launched from Iraq, attributed to pro-Iranian Iraqi militia groups retaliating against US regional assets. Sharaa has characterized this broader regional escalation as an existential threat to the Middle East and has reinforced Syria's border with Lebanon with thousands of troops, citing concerns over Hezbollah infiltration and arms smuggling - notable given Sharaa has also expressed public support for Lebanon's efforts to disarm Hezbollah entirely, a significant reversal from Assad-era alignment.

Strategic Analysis

Sharaa's Calculated Bet: Centralization Over Power-Sharing

The defining strategic choice Sharaa has made since December 2024 is centralization over federalism, even where federalism might have produced faster, less costly stability. US envoy Tom Barrack has publicly suggested Syria might need something short of full federalism - a system protecting community autonomy, culture, and language without the structural fragmentation federalism implies. Sharaa has consistently rejected this framing, pursuing instead a model that more closely resembles pre-war centralized Syrian statehood, just with different leadership and a different ideological coloring.

This bet carries genuine logic. A federal Syria risks permanent fragmentation along the same lines that have made Iraq and Lebanon difficult to govern for decades, and centralization has demonstrably worked faster than negotiation in the Kurdish case - Damascus achieved more through the threat and application of force in five weeks than years of diplomacy had produced. But the same playbook has visibly failed against the Druze, where superior Israeli airpower neutralized the government's military advantage entirely, and the same instinct toward forceful consolidation is precisely what triggered the Alawite coastal massacres in the first place. Sharaa's government has not yet demonstrated it can distinguish between situations where centralization is achievable and situations where it will simply generate the next massacre.

The Patron Swap: From Moscow-Tehran to Ankara-Doha-Washington

Syria's external alignment has undergone one of the most complete reversals of any state in the modern Middle East within an eighteen-month window. Assad's Syria depended entirely on Russian airpower and Iranian-aligned ground forces for survival. Sharaa's Syria now depends on a fundamentally different coalition: Turkey, which backed the Syrian National Army factions that helped topple Assad and retains powerful leverage through its proximity, troop presence, and the PKK question; Qatar, which has provided significant financial and diplomatic backing; and the United States, which has extended sanctions relief and direct presidential engagement despite Sharaa's al-Qaeda-linked past.

This reordering reflects a broader regional pattern Global Chanakya has tracked across multiple files: the contraction of Iran's "Axis of Resistance" following the degradation of Hezbollah's leadership and the broader pressure campaign against Tehran, opening space that Turkey and the Gulf states - rather than Western powers in any traditional sense - have moved fastest to fill. Russia's residual presence, centered on its airbases, persists less because of genuine leverage and more because no other actor has yet forced the question of full withdrawal.

The Israel Variable: Containment Through Minority Patronage

Israel's Syria strategy under Prime Minister Netanyahu reflects a consistent doctrine applied across multiple post-Arab Spring contexts: where a hostile or unpredictable Islamist-led central government cannot be prevented from forming, cultivate minority autonomy along the border to create strategic depth and deniable leverage. This is precisely the model Israel has applied to Sweida - and it has worked, in the narrow sense that Damascus genuinely cannot project force into the province without risking another devastating Israeli air campaign.

The strategic cost of this approach, however, is becoming clearer over time. The National Guard's transformation into a documented narcotics-trafficking hub destabilizing Jordan - a core US and Western security partner - illustrates the risk inherent in this kind of patronage: protected ungoverned spaces tend to attract exactly the kind of criminal and security pathologies that eventually generate blowback against the patron itself. Israel's calculation appears to be that the strategic value of a friendly buffer outweighs these costs, but Jordan's repeated unilateral strikes inside Sweida - now five separate operations - suggest Amman is losing patience with an arrangement it had no role in designing.

Reconstruction Financing as Geopolitical Leverage

The gap between pledged reconstruction assistance and Syria's actual estimated needs - roughly $620 million in EU commitments and partial American sanctions relief against a World Bank estimate of $216 billion required - means external financing will function as a powerful, long-running lever over Damascus's behavior for years to come. Every government considering further investment, from Gulf sovereign wealth funds to European development institutions, will calibrate disbursement against Sharaa's handling of minority rights, transitional justice, and the credibility of the eventual electoral process. This gives outside powers, particularly the Gulf states and the EU, sustained influence over Syria's internal trajectory without requiring military presence - a more sustainable form of leverage than the coercive patronage Russia and Iran once exercised.

Global Impact

The Refugee and Reconstruction Equation

Syria's post-Assad stabilization carries direct implications for the millions of Syrian refugees hosted across Turkey, Lebanon, Jordan, and Europe. European governments, Germany prominent among them, have closely tied their willingness to support large-scale return programs to demonstrable security improvements inside Syria - improvements that remain inconsistent given the continued violence in Sweida and the unresolved Alawite reconciliation question. The €620 million EU package reflects Brussels' calculated bet that supporting Sharaa's government, even with reservations about its Islamist origins, offers a faster path to reducing the refugee burden than continued instability would.

Counterterrorism Stakes for the Broader International System

The Islamic State's resurgence amid the chaotic SDF-to-government detention transition is not a peripheral concern - it is a direct continuation of the exact threat that originally drew a global coalition into Syria a decade ago. Western governments that have spent years urging the repatriation of their own citizens from Syrian detention camps now face the same question under a transitional government with far less operational capacity and far less international scrutiny than the SDF's American-backed structure provided. Any significant ISIS resurgence inside Syria would have immediate implications well beyond the country's borders, given the group's demonstrated capacity to inspire and direct attacks internationally.

Turkey's Expanded Regional Position

Turkey emerges from Syria's transition as perhaps the single biggest strategic winner among external powers. Ankara's longstanding objective - preventing the consolidation of an autonomous, PKK-linked Kurdish entity along its southern border - has been achieved largely through Damascus's own military and political action rather than direct Turkish intervention, a far more sustainable outcome than years of unilateral cross-border operations had produced. Turkey's parallel peace process with the PKK domestically, paired with the SDF's effective dissolution in Syria, represents a genuine strategic convergence that strengthens President Recep Tayyip Erdogan's position both regionally and domestically.

Implications for the Iran-Israel Strategic Balance

Syria's loss as a reliable Iranian client state represents one of the most significant blows to Tehran's regional position in over a decade, compounding the degradation of Hezbollah and reinforcing the broader pattern of Iranian strategic contraction that has defined the regional landscape since 2024. The closure or contested status of the historic Iran-to-Lebanon overland supply corridor through Syria - long essential to sustaining Hezbollah's arsenal - represents a structural, not merely tactical, setback for Iran's regional deterrence architecture, one unlikely to be reversed even if broader US-Iran tensions eventually ease.

Risk Assessment

High-Probability Risks

Continued low-level Kurdish-government friction: Despite the January 2026 integration deal, incidents like the Qamishli flag confrontation suggest genuine reconciliation remains incomplete; sporadic clashes and localized unrest in the northeast are likely to continue through the integration process.
Sweida remaining outside effective central government control: Absent a fundamental shift in Israeli policy or a genuine political breakthrough in US-mediated talks, the National Guard's de facto autonomy is likely to persist, with continued narcotics-related friction with Jordan.
Slow, contested progress on the electoral and constitutional track: Given the postponements already seen in Suweida, Raqqa, Hasakah, and Kobane, further delays in completing the People's Assembly and any subsequent steps toward a permanent constitution are highly likely.

Moderate-Probability Risks

Renewed large-scale sectarian violence: Given the documented pattern of 2025 - Alawite, Druze, and intercommunal violence occurring roughly every few months - further serious incidents remain a real possibility absent credible transitional justice mechanisms addressing prior atrocities.
Further Israeli strikes inside Syrian territory: Given Israel's demonstrated willingness to intervene militarily whenever it judges Druze security or its own strategic interests threatened, additional strikes - potentially including against Damascus directly - remain plausible if government forces move against Sweida again.
ISIS resurgence escalating beyond current insurgent-level activity: Continued gaps in detention facility security and reduced international counterterrorism coordination could allow for a more significant operational rebound.

Lower-Probability but High-Impact Risks

Formal Sweida secession or Israeli annexation: While rhetoric exists on both sides, most Druze leadership - even within the National Guard's orbit - recognize an independent Druze polity is not viable, making formal secession unlikely absent a much larger regional reconfiguration.
Collapse of the Sharaa government itself: Despite the fragility of the underlying social contract, Sharaa's combination of international recognition, financial backing, and demonstrated military capability against the Kurds makes any near-term internal collapse of the STG unlikely, barring a major external shock.
Direct Turkey-Israel friction over Syria: Both powers have significant, sometimes contradictory interests inside Syria - Turkey backing Damascus's centralization, Israel backing fragmentation in the south - creating a structural friction point that could sharpen if either side's position hardens further.

Future Scenarios

Scenario Analysis - the following projections are illustrative simulations based on current trajectories, not confirmed events.

Scenario One: Managed Consolidation with Persistent Friction (Most Likely)

Sharaa's government continues gradually extending nominal authority across most of Syria, completing the People's Assembly process and moving toward eventual elections on its extended multi-year timeline, while Sweida remains a semi-permanent exception under Israeli protection and the Kurdish integration process proceeds unevenly with periodic local flare-ups. International reconstruction financing arrives in increments tied to incremental governance improvements. This scenario essentially extends the current trajectory: real progress on territorial consolidation, persistent failure on genuine national reconciliation.

Scenario Two: Renewed Sectarian Crisis

A new triggering incident - whether in Sweida, the Alawite coast, or among the integrating Kurdish population - produces another large-scale episode of identity-based violence comparable to July 2025. This would likely prompt renewed Israeli intervention if Druze communities are targeted, significant international condemnation, and could meaningfully slow the sanctions relief and reconstruction financing trajectory Damascus has worked to secure, given the conditionality increasingly attached by European and Gulf donors.

Scenario Three: Sweida Negotiated Settlement

US-mediated talks between al-Hijri and Damascus, building on the prisoner exchange framework, eventually produce a formal autonomy arrangement for Sweida - something short of federalism but offering genuine administrative and security guarantees, similar in structure though not necessarily generosity to the Kurdish integration model. This would require Israel's tacit acceptance of reduced direct involvement, a non-trivial concession given Jerusalem's demonstrated investment in the current arrangement, but would address the most acute narcotics-trafficking concerns driving Jordanian frustration.

Scenario Four: ISIS Resurgence Forces International Re-engagement

Continued security gaps in former SDF-administered detention facilities and reduced coalition counterterrorism coordination allow ISIS to mount a significant operational comeback, potentially including attacks beyond Syria's borders. This would likely force renewed direct US and international military engagement inside Syria, reversing the current drawdown trajectory and complicating Damascus's broader sovereignty narrative just as it has worked to demonstrate full territorial control.

Intelligence Forecast

Based on current trajectories, Global Chanakya's assessment for the next twelve to eighteen months centers on four core judgments.

First, Damascus's territorial consolidation will continue but will not translate into uniform national legitimacy. The Kurdish integration model - overwhelming force followed by negotiated capitulation - worked because the SDF lost its essential external patron. It cannot simply be replicated against Sweida, where Israeli backing provides exactly the kind of external protection the Kurds lost, meaning the south will likely remain Syria's most durable contested zone.

Second, Turkey's influence over Syria's trajectory will continue expanding, increasingly at the expense of any residual Russian role, while the Gulf states - particularly Qatar - deepen their financial and political stake in Sharaa's success as a demonstration that post-Islamist governance models can achieve international legitimacy.

Third, the absence of meaningful transitional justice for the 2025 sectarian massacres will remain a persistent vulnerability for the Sharaa government, one likely to be exploited rhetorically by international human rights bodies, by minority communities seeking leverage, and potentially by Israel as continued justification for its Sweida policy.

Fourth, Syria's trajectory will remain unusually exposed to spillover from the broader Iran-Israel confrontation given its shared borders with both Lebanon and Iraq and its position directly beneath the missile and drone corridors connecting the two. Sharaa's deployment of thousands of troops to the Lebanese border reflects a government already treating this exposure as a near-term operational reality rather than a distant risk.

Final Strategic Takeaway

Syria in 2026 is a genuinely unusual case in modern state formation: a country where the central government has won, decisively, against its most organized internal rival, and yet still does not control its own territory in any uniform sense. Ahmed al-Sharaa has accomplished something few insurgent leaders manage - converting battlefield victory into international legitimacy, sanctions relief, and reconstruction financing within eighteen months. That is a genuine, significant achievement, and one that has reshaped the broader regional balance against Iran in ways that will likely outlast the current Syrian government itself.

But consolidation built on superior force against a weakened rival is not the same as a durable national settlement - and Syria's remaining fault lines, Sweida above all, are precisely the ones that cannot be resolved through the same playbook that worked against the Kurds.

The honest assessment is that Syria has traded one kind of fragility for another. Under Assad, the country was frozen but predictable, propped up by external guarantors with clear, stable interests. Under Sharaa, Syria is dynamic and rapidly consolidating, but its stability now depends on a far more complicated set of variables: whether Damascus can extend genuine inclusion rather than coerced submission to its minorities, whether Israel eventually accepts a reduced role in the south, whether Turkey's interests and Damascus's centralizing instincts remain aligned, and whether the broader Iran-Israel confrontation stays contained enough that Syria does not become collateral damage in someone else's war. For now, the map favors Damascus more than at any point since 2011. Whether that map holds depends entirely on choices Sharaa's government has not yet had to make.
