Vladimir Putin's War Doctrine Explained: The Strategy Behind the Violence

Understanding Vladimir Putin's war doctrine requires resisting two equally dangerous analytical temptations: the temptation to dismiss him as irrational, and the temptation to treat his every action as master-level chess. The truth, as 2026 has made clearer than any year since February 2022, sits uncomfortably between those poles. Putin is neither the unhinged gambler his harshest Western critics describe, nor the cold strategic genius his admirers project. He is something more dangerous and more difficult to counter: a leader operating from a coherent but deeply flawed worldview, applying a consistent but increasingly costly doctrine across military, nuclear, economic and informational domains simultaneously, and betting that his adversaries will exhaust their political will before Russia exhausts its capacity to absorb pain.

This report decodes that doctrine in full - not as an abstraction, but through the verified evidence of what Putin has actually done in 2026: deployed the Oreshnik intermediate-range ballistic missile against civilian infrastructure in Lviv, watched the Kremlin's own internal "After Victory" planning documents leak publicly revealing deep worry about battlefield performance, lost Venezuela as Russia's last reliable Western Hemisphere foothold, and found himself in the paradoxical position of being simultaneously in active peace negotiations and refusing to make any meaningful territorial compromise in those same negotiations. The gap between those positions is not hypocrisy. It is doctrine.

Executive Summary

Vladimir Putin's war doctrine in 2026 is best understood as a multi-layered system of coercion operating across five simultaneous domains: conventional military attrition, nuclear psychological warfare, economic warfare and energy leverage, cognitive and information operations against Western publics, and diplomatic obstructionism designed to preserve territorial gains while appearing open to peace. None of these components operates in isolation; each is calibrated to reinforce the others, and the entire system is built around a single organizing strategic assumption - that Western democratic societies, with their electoral cycles, media-driven anxieties, and historical aversion to prolonged conflict, will lose political will faster than Russia loses soldiers.

That assumption has been partially validated and partially shattered by 2026's evidence. On the nuclear dimension, Russia's revised November 2024 doctrine - formalizing a lowered threshold for nuclear weapons use that Putin had been signalling operationally since 2022 - combined with the Oreshnik's operational deployment against Lviv and its positioning in Belarus, represents the most significant shift in Russian nuclear declaratory policy since the Cold War. Yet the weapon's actual effect has been to demonstrate weakness as much as strength: analysts at the Institute for the Study of War assess the Oreshnik deployments as reflecting Putin's recognition that he cannot reliably defend Russian territory from Ukrainian deep strikes, not as a signal of imminent nuclear escalation. On the battlefield, Russia maintains substantial territorial control across occupied eastern and southern Ukraine but has not achieved decisive breakthroughs, sustaining enormous casualties while Ukrainian forces continue innovating in drone warfare and deep-strike capability. Internally, leaked Kremlin Presidential Administration documents reveal genuine anxiety about poor battlefield performance and war economy strain - hardly the picture of a regime confident in impending victory.

Global Chanakya's core assessment: Putin's war doctrine is coherent, adaptive, and genuinely dangerous, but it is not winning in any meaningful strategic sense. It is a doctrine of controlled damage management - designed to avoid catastrophic defeat more than to achieve decisive victory - dressed in the language of inevitable historical restoration. The tragedy of this assessment is that a doctrine which does not need to win to succeed, only to prevent its adversary from winning first, can sustain extraordinary costs for extraordinary lengths of time.

Background

Putin's war doctrine did not emerge fully formed in February 2022. It was assembled over three decades of political survival, bureaucratic consolidation, external conflict, and ideological crystallisation - each phase adding a layer to a strategic worldview that is genuinely his own, not the product of the Foreign Ministry or the General Staff, however much those institutions contribute to its operational execution.

The formative intellectual layer is what analysts variously call Putin's "historical revisionism" or, more precisely, his conviction - expressed at length in the July 2021 essay "On the Historical Unity of Russians and Ukrainians" - that Ukraine lacks a genuine separate national identity and that its separation from Russia represents a temporary Western-engineered anomaly rather than an established historical fact. This is not simply propaganda; Putin appears to genuinely believe it, and that belief shapes strategic calculations in ways that purely interest-based analysis misses. A leader who believes Ukraine's statehood is provisional will make fundamentally different decisions about acceptable costs and exit conditions than one who treats it as an adversary state with permanent legitimacy.

The operational layer was assembled through a sequence of conflicts that revealed both Russian capability and Russian doctrine: the Second Chechen War (1999-2009), which established the template of disproportionate force against internal and near-abroad adversaries; the 2008 Georgia war, which demonstrated NATO's unwillingness to intervene militarily in Russia's near abroad; the 2014 Crimea annexation and Donbas intervention, which showed that hybrid operations combining unmarked military forces, information warfare, and political coercion could achieve strategic objectives below the threshold of a declared war; and the 2015 Syria intervention, which proved that Russian expeditionary military power, combined with air power and proxy ground forces, could decisively alter a civil war's outcome and restore a client government. Each of these operations informed February 2022's planning - and each of February 2022's catastrophic failures of planning reflects how badly Putin's advisors misread the lessons those earlier operations actually taught.

The nuclear dimension has a separate but parallel evolution. Russia's 2020 nuclear doctrine established a "de-escalation through escalation" posture - the concept that limited nuclear use could terminate a conventional conflict on terms favourable to Russia by confronting adversaries with an unacceptable escalation choice. The November 2024 revision went further, formalising expanded conditions for nuclear use that include responding to conventional attacks on Russia or Belarus by non-nuclear states backed by nuclear powers - explicitly designed to extend deterrence to the Ukrainian scenario, where the United States and NATO have provided weapons used against Russian territory without themselves directly engaging Russian forces.

Current Situation

The Conventional Battlefield: Attrition Without Breakthrough

Russia's conventional military campaign in Ukraine in 2026 reflects neither the swift decapitation Putin's 2022 planners envisioned nor the catastrophic collapse Western optimists periodically predict. What it reflects is a grinding, high-casualty war of attrition in which Russia has substituted numerical mass and the tolerance for staggering losses for the operational sophistication and combined-arms coordination it failed to develop in 2022. Russian forces have made incremental territorial advances across the Donetsk region while sustaining loss rates that independent analysts describe as historically extraordinary - exceeding, in absolute numbers, Soviet losses in Afghanistan over a decade, compressed into a fraction of the time.

The Kremlin's own internal documents tell the more honest story. Internal Russian Presidential Administration documents, leaked in May 2026 by investigative outlet Dossier Center, reveal presentation slides titled "After Victory" - created by employees of Presidential Administration Deputy Head Sergei Kiriyenko to outline what the Kremlin describes as the "most plausible scenario" for ending the war and ways to "sell" a peace agreement to the Russian population. The significance of this leak cannot be overstated: a regime genuinely confident in military victory does not need to work out, in February 2026, how to package a negotiated settlement as a triumph for domestic audiences. A source close to the Presidential Administration told Dossier Center that the document was created due to the Kremlin's worry about poor Russian battlefield performance and the effect of the war on the Russian economy. This is about as clear a window into the gap between Putin's public posture and private assessment as any intelligence analyst could hope for.

Ukrainian forces, for their part, have continued innovating with drone warfare at a pace and scale that has forced Russian operational adaptation across every theatre. The Armed Forces of Ukraine's "ePoints" system - allocating procurement credits to combat units for confirmed destruction of Russian soldiers and equipment - has created a genuinely novel battlefield incentive structure that aligns tactical success with material reward, and the resulting Ukrainian innovation in first-person-view drone deployment, counter-drone electronic warfare, and long-range drone strikes against Russian oil infrastructure and military bases has demonstrated that a smaller, Western-supplied force can extract disproportionate costs from a numerically superior adversary given sufficient precision, adaptability, and motivation.

The Nuclear Dimension: The Oreshnik as Psychological Weapon

No single weapons system has dominated the strategic conversation around Putin's doctrine in 2026 more than the Oreshnik - Russia's intermediate-range ballistic missile, first used operationally against Ukraine in November 2024 and deployed to Belarus in December 2025, with an operational strike against a target near Lviv in early 2026 that instantly returned nuclear coercion to the centre of Western security discussions.

The analytical consensus on the Oreshnik's significance is nuanced and worth stating precisely. The deployment of the Russian Oreshnik to Belarus, and its use against a civilian infrastructure target in Lviv, is centrally a psychological weapon - an instrument of Putin's cognitive war against Ukraine and the West - rather than a weapon of mass physical destruction. Military analyst Mick Ryan's characterisation is blunt and accurate: the employment of an Oreshnik missile is the sign of a fearful, worried leader and not one that is confident and anticipating victory. This reading aligns precisely with the Institute for the Study of War's concurrent assessment that the Kremlin has periodically launched or otherwise invoked the threat of its Oreshnik IRBMs in order to unsuccessfully compel Ukraine to capitulate at key points in the war and has also used the deployments of Oreshniks to Belarus to threaten Europe.

The Oreshnik's operational context is the expiry of New START. The 2010 New START Treaty that limited U.S. and Russian strategic nuclear forces expired in February 2026, though Russian officials stated that Russia would continue to abide by the treaty's central limits - 1,550 warheads on 700 deployed strategic nuclear delivery vehicles - as long as the United States did so. This arms control vacuum, combined with Russia's formal November 2024 doctrinal revision, creates a more dangerous and less institutionally constrained nuclear environment than has existed since at least the 1970s. Admiral Correll stated in March 2026 that Russia had "up to 2,000 warheads" intended for non-strategic nuclear weapons; a 2026 FAS estimate attributes 1,794 warheads to these systems. Russia has explicitly rejected U.S. efforts to negotiate limits on non-strategic nuclear weapons, describing these weapons as an offset to U.S. and NATO conventional superiority.

Crucially, the nuclear doctrine's revised threshold - expanding conditions for nuclear weapons use to include their use in response to an attack on Russia or Belarus by a non-nuclear state backed by a nuclear power - is explicitly designed to raise the stakes of Western weapons supply to Ukraine without requiring actual nuclear use, by making the theoretical cost of continued support appear intolerably high. Yet the strategy's track record is one of partial success at best: although Putin's nuclear threats have influenced the timing and nature of Western support for Ukraine, they have not fundamentally reshaped Western policies or deterred the ongoing expansion of aid. The Kremlin has, in effect, been repeatedly calling a bluff that Western capitals have learned to call back - carefully, calibratedly, but with increasing confidence that the threshold for actual nuclear use remains very high.

The 2026 American assessment, notably, has grown more sober rather than more alarmed on this specific question. A 2025 DIA statement posited that "Russia is very unlikely to use nuclear weapons in the conflict unless Russian leadership judged it faced an existential threat to the regime." And Trump's own increasingly assertive conventional military posture - detailed in Global Chanakya's coverage of American strategic doctrine - has added a dimension of deterrence that even Russia's nuclear calculus must factor in. The recent performance of the U.S. conventional attack on Iran in Operation Epic Fury should serve as a serious warning to Russia about wanting to engage with the U.S. if it elected a conventional response to a Russian nuclear attack on Ukraine.

The Nuclear Doctrine's Five Functions

Putin's nuclear posture is not a single policy - it is a five-function system, and understanding each function separately is essential to reading it correctly.

Deterrence of direct NATO intervention: The foundational function, operating since 2022. Russia's nuclear arsenal has unquestionably deterred the United States and NATO from directly deploying combat forces in Ukraine, regardless of how much material support has been provided. In this narrowest sense, nuclear deterrence has "worked" - no NATO soldier has fought in Ukraine.
Coercion of Ukrainian decision-making: Using nuclear threats and Oreshnik strikes to degrade Ukrainian morale and pressure Kyiv toward concessions. This function has largely failed; Ukrainian surveys consistently show an overwhelming majority prefer continued resistance over territorial concession, even under nuclear threat.
Calibration of Western aid packages: Influencing the pace and nature of Western weapons transfers by raising the perceived costs of escalation. This function has had partial success - the timeline for providing ATACMS, F-16s, and long-range strike capability was measurably slowed by nuclear anxiety in Western capitals - but has never achieved an outright cut-off of Western support.
Great power status signalling: A central reason for the deployment of the Russian Oreshnik to Belarus is to demonstrate that Russia remains a nuclear-armed world power - particularly relevant after a string of setbacks including the Venezuela operation and continued Ukrainian strikes on Russian infrastructure.
Domestic legitimacy maintenance: Demonstrating to Russian domestic audiences that the Kremlin retains ultimate strategic leverage and has not been defeated, even in the face of evident battlefield difficulties, leaking internal documents, and economic strain.

The War Economy: Overheating Under Pressure

Russia's war economy in 2026 presents a genuine paradox. Defense spending has surged - comprising approximately 40% of Russia's federal budget, the highest share in post-Soviet history - sustaining a military-industrial output that has surprised Western analysts with its durability, even under sanctions. Russian factories have maintained ammunition production and weapons replacement at rates sufficient to sustain the battlefield grind, drawing on pre-war stockpiles, North Korean ammunition transfers and Iranian drone supply chains, and accelerated domestic production of relatively low-technology but operationally effective systems including Lancet loitering munitions and Shahed-derived one-way attack drones.

But the war economy's structural vulnerabilities are compounding in ways that cannot be indefinitely masked by high energy revenues and suppressed consumption. Inflation has become a persistent, visible problem - Russia's central bank raised interest rates to historically extreme levels through 2025 in a largely unsuccessful effort to contain inflation driven by full employment and military procurement crowding out consumer goods production. The Trump administration's targeted sanctions on Lukoil and Rosneft, and the seizure of vessels in Russia's shadow oil fleet, have progressively tightened the energy revenue base that has funded the entire war effort. And the labour market distortion created by military mobilisation - removing hundreds of thousands of working-age men from the civilian economy - has created production shortfalls and wage inflation that interact destructively with the broader inflationary dynamic.

Russia's profound external dependence on China has become the war economy's most consequential structural feature. Moscow's need for Chinese dual-use technology, manufacturing equipment, and consumer goods to replace sanctioned Western imports has transformed the Russia-China relationship from a partnership of strategic convenience into something closer to a dependency relationship - one that Xi Jinping, characteristically patient and interest-driven, has not publicly exploited but that every Russian policymaker understands constrains Moscow's options in ways Kremlin rhetoric entirely elides.

Cognitive Warfare: The Front That Never Closes

Perhaps the most underappreciated dimension of Putin's war doctrine is its sustained investment in cognitive and information operations against Western democratic publics - what Russian strategic theory calls "reflexive control," and what Western analysts increasingly simply call the information war. The Kremlin has relied on tools to try to limit support for Ukraine, weaken western states and fracture western societies in ways that go well beyond simple propaganda. The strategy involves amplifying domestic political divisions in key Western countries, funding and supporting political movements and media outlets sympathetic to Russian positions, and systematically exploiting the structural tendency of democratic media to treat Russian nuclear threats as breaking news that demands immediate, alarmed coverage - a tendency Putin has repeatedly and expertly leveraged.

The Oreshnik's cognitive function illustrates this precisely: Putin's nuclear threats and the use of the Oreshnik missile were reported with alarm around the world. In the UK, news media asked if Putin was 'ready to reach for the nuclear button' and invoked the possibility of world war three. UK and US stories that amplified Putin's threats were covered in detail in gloating Russian media reports - a feedback loop in which Western media alarm validates Russian messaging even when the underlying military capability being demonstrated is, by expert assessment, less significant than its headlines suggest. The goal is not to cause Western publics to surrender; it is to cause them to tire, to doubt, to argue amongst themselves, and ultimately to reduce the political sustainability of sustained Ukraine support in electorally competitive democracies.

The Diplomatic Obstruction Strategy

Putin's engagement with the Trump administration's peace process for Ukraine - through the Anchorage summit of August 2025 and subsequent diplomatic contacts - reflects the third major pillar of his current doctrine: diplomatic engagement as strategic positioning, not genuine conflict resolution. The leaked "After Victory" documents make this unmistakable. Internal Russian Presidential Administration documents suggest that Russia remains unwilling to meaningfully compromise on an end-state to the war in Ukraine, even as Russian diplomats participate in Paris-based negotiations, maintain back-channels with Steve Witkoff and other American intermediaries, and Putin himself occasionally signals openness to a ceasefire framework.

The logic is transparent once the doctrine's overall architecture is understood: peace negotiations serve Putin's purposes as long as they generate sufficient ambiguity to slow Western military aid to Ukraine without producing actual commitments that would require Russia to accept legally binding territorial limits on its gains. The gathering momentum behind a peace deal that does not favour Russia was explicitly cited, alongside the Venezuela operation and Ukrainian strikes on oil infrastructure, as a driver of the Oreshnik deployment - confirming that diplomatic pressure, like military pressure, produces escalatory nuclear signalling as a compensatory response. Russia negotiates and escalates simultaneously because both serve the same underlying purpose: keeping all options open while preventing Ukraine and its partners from converting battlefield resilience into a durable political settlement on terms Russia cannot accept.

Strategic Analysis

The foundational insight required to assess Putin's war doctrine accurately is one that Western policymakers have been slow to fully internalise: Putin's strategic success condition is not winning - it is preventing Ukraine from winning decisively enough to force Russia into an outcome it deems existential. This is a critically different strategic posture from the one most Western threat assessments implicitly assume, which treat Russian "victory" as the primary risk and calibrate responses accordingly. A doctrine built around preventing an adversary's decisive victory rather than achieving one's own is inherently more durable and more difficult to counter through military means alone, because it defines success in negative terms that can be maintained even under conditions of ongoing military difficulty.

This explains what otherwise appears as the puzzling contradiction between Russia's evident battlefield difficulties - the leaked "After Victory" documents, the extraordinary casualty rates, the inflationary war economy - and Putin's public projection of strategic confidence. The doctrine does not require battlefield success to survive; it requires only that the alternative - a Ukrainian military victory, a NATO-backed peace settlement forcing significant Russian territorial withdrawal, or a domestic political crisis serious enough to threaten regime survival - not materialise. As long as none of those threshold events occur, the doctrine's internal logic treats the current situation as satisfactory, whatever its costs.

The nuclear coercion component operates from the same negative-success logic. Since 2022, Russian President Vladimir Putin has repeatedly used nuclear threats to deter Western support for Ukraine, but this strategy has helped Russia to slow down the flow of military aid to Ukraine without ever cutting off Western support entirely. This partial success - not cutting off support, but slowing and shaping it - is precisely the outcome the doctrine aims for: not a wholesale Western retreat, which would be difficult to achieve and carry its own risks of alliance consolidation, but a perpetual calibration of Western caution that prevents the surge in support that could shift the military balance decisively in Ukraine's favour.

What makes this doctrine genuinely dangerous, beyond its immediate application in Ukraine, is its template quality. Russia is no longer a status quo power but is seeking to revise the post-Cold War order in Europe. Nuclear weapons play a key role in Russia's revisionist strategy: they are symbols of great-power status, instruments for deterring large-scale attack, tools for coercing adversaries, and potential means of influencing escalation dynamics both before and during a conflict. Every success the doctrine achieves in Ukraine - every weapon withheld, every commitment softened, every European leader persuaded to hedge against Russian nuclear threats - validates its replication in future crises, whether in the Baltic states, Finland, or elsewhere along Russia's contested periphery. The doctrine's most consequential long-term effect may not be what happens in Ukraine, but what it teaches authoritarian states globally about using nuclear coercion to pursue revisionist territorial objectives.

Global Impact

Putin's war doctrine carries strategic consequences that extend far beyond the Ukrainian theatre. For NATO, the doctrine's partial success in calibrating Western military support has exposed a genuine coherence problem within the alliance: the gap between Article 5 declaratory commitments and the cautious, escalation-managed reality of support for a partner outside the alliance is visible, and visible gaps invite exploitation by revisionist powers. This is the most important reason for the European defence autonomy debate that has accelerated through 2026 - not just frustration with American reliability under Trump, but the recognition that NATO's collective deterrence credibility depends on closing the gap between what the alliance says it will do and what it has actually demonstrated willingness to do.

For China, Russia's war doctrine offers both lessons and warnings. The lesson Beijing has almost certainly absorbed is the nuclear coercion component: that possession of a credible nuclear arsenal can constrain adversary responses to conventional aggression in ways that fall short of direct confrontation. The warning, equally clear from the Ukraine experience and directly relevant to any Taiwan scenario, is that conventional military operations against a motivated, increasingly well-armed, technologically adaptive smaller adversary sustained by Western support are enormously more costly and less decisive than pre-war assessments typically assume. Xi Jinping's patient, coercion-focused Taiwan strategy - detailed in Global Chanakya's coverage of Chinese strategic doctrine - reflects, in part, a careful reading of what has not worked in Putin's conventional military approach.

For the Global South, including India's complex positioning at the intersection of BRICS partnership with Russia and strategic partnership with the West, the war doctrine's persistence creates a sustained dilemma. Russia remains India's largest arms supplier historically, and the relationship carries decades of accumulated institutional linkages. But a Russia whose military credibility has been substantially degraded by four years of grinding war, whose economy runs increasingly on Chinese oxygen, and whose global client network - from Syria to Venezuela to Iran - has visibly contracted through 2026, is a Russia with diminishing value as a strategic partner even for states with genuine interest in maintaining the relationship. New Delhi's careful, incremental distancing visible in its reduced Russian crude purchases, detailed in Global Chanakya's coverage of Modi's strategic positioning, reflects a pragmatic assessment that Russia's actual capacity to deliver on partnership commitments is declining even as the formal relationship is maintained.

Risk Assessment

Escalatory spiral through miscalculation: The 2026 Annual Threat Assessment states "the most dangerous threat posed by Russia to the U.S. is an escalatory spiral in an ongoing conflict such as Ukraine or a new conflict that led to direct hostilities, including nuclear exchanges." The combination of a lowered doctrinal nuclear threshold, depleted experienced military command judgment, and a Kremlin under genuine domestic pressure creates conditions where a single miscalculated escalation step could trigger a chain reaction neither side intends.
Nuclear doctrine credibility erosion producing dangerous counter-reaction: As the "boy who cried wolf" dynamic documented by European Leadership Network analysts compounds - each unfulfilled nuclear threat further eroding the doctrine's deterrent credibility - Putin faces growing pressure from hardliners to actually use a nuclear weapon to restore the doctrine's coercive power, creating a disturbing incentive structure where credibility restoration becomes an argument for escalation.
War economy structural failure: Sustained inflation, interest rates at historically extreme levels, shadow fleet interdiction, and the crowding-out effects of 40% defense spending on civilian economic capacity represent a compounding structural stress that could, if further tightened by additional targeted sanctions, produce economic instability that destabilises the domestic political basis of Putin's regime faster than battlefield developments alone would.
Post-New START arms control vacuum: The expiry of New START in February 2026, combined with Russia's refusal to negotiate limits on non-strategic nuclear weapons, has produced the least-constrained nuclear relationship between the United States and Russia since the 1970s, increasing the risk of arms race dynamics and reducing the institutional guardrails against nuclear miscalculation.
Succession and regime fragility: Putin's personalised, patrimonial system of governance - dependent on managing competing security, oligarchic, and military factions through direct patronage and selective repression - carries inherent fragility under sustained economic and military stress. The Wagner Group mutiny of June 2023 demonstrated that challenges to Kremlin authority can materialise with remarkable speed even from within the regime's own security structures; the conditions that produced it have not been structurally resolved.
Baltic states spillover: A Russia that achieves even a partial success in Ukraine - a frozen conflict preserving territorial gains - risks emboldening further probing operations against NATO's eastern flank, where the alliance's conventional deterrence posture, even after recent reinforcement, faces genuine questions about depth and sustainability in a sustained conflict scenario.

Putin's war doctrine reveals a painful strategic truth: a nuclear-armed revisionist state that defines success as preventing decisive defeat, rather than achieving decisive victory, can sustain enormous costs for enormous periods of time - and the primary burden of that sustainability falls on the societies opposing it, not on the regime imposing it.

Future Scenarios

Scenario Analysis

The following scenarios are illustrative projections built from current trajectories and doctrinal logic. They are offered for strategic stress-testing, not as confirmed predictions.

Scenario One: Managed Frozen Conflict (40% probability)

Russia and Ukraine reach a ceasefire arrangement through American-mediated negotiations that preserves Russian territorial control over occupied regions without formal Ukrainian or international recognition of those gains. Putin claims victory domestically through the "After Victory" packaging strategy already in preparation; Ukraine accepts a security guarantee framework from European partners combined with American assurance that falls short of NATO membership. The conflict freezes along the current front lines, neither side having achieved its stated war aims, and Europe enters a prolonged period of sustained high defence spending and ambiguous deterrence against future Russian pressure.

Scenario Two: Prolonged Stalemate With Periodic Escalation (30% probability)

Negotiations fail to produce a durable ceasefire; the battlefield remains broadly static with incremental Russian advances offset by Ukrainian drone warfare and deep strikes on Russian infrastructure. The Oreshnik continues to be used periodically as a cognitive weapon calibrated to specific diplomatic moments. Russia's war economy continues overheating but does not collapse. Western support for Ukraine remains sustained but contested, and the conflict enters its fifth year with no clear resolution pathway, normalising what is effectively a low-to-medium intensity permanent war in the European security architecture.

Scenario Three: Russian Military or Economic Crisis (20% probability)

Compounding war economy pressures - targeted energy sanctions, shadow fleet interdiction, inflation, and crowding-out of civilian investment - produce economic instability serious enough to generate mass domestic protest or elite defection, triggering either a negotiated settlement on terms significantly less favourable to Russia than current positions, or an internal power struggle that unpredictably reshapes Russian strategic decision-making.

Scenario Four: Nuclear Escalation (10% probability)

A combination of catastrophic battlefield reversal, perceived existential threat to the regime, and the erosion of nuclear threat credibility producing internal pressure for demonstrative use results in a limited Russian nuclear detonation - a weapon used against Ukrainian military infrastructure rather than a populated centre, designed to force immediate ceasefire rather than achieve mass casualties. This scenario, assessed as unlikely but not negligible by both American and European intelligence communities, would trigger the most serious great-power confrontation since the Cuban Missile Crisis and test whether the "massive conventional attack" response the United States has communicated through back-channels is a genuine commitment or a deterrent bluff of its own.

Intelligence Forecast

Global Chanakya's assessment for the next twelve to eighteen months centers on several converging dynamics that will define whether Putin's war doctrine succeeds or breaks down on its own structural contradictions.

First, watch the Russian war economy's inflation and interest rate dynamics as the leading indicator of systemic stress. The Kremlin's own internal documents - particularly the leaked "After Victory" presentation's explicit mention of war economy concerns - confirm this is where genuine elite anxiety is concentrated, not on the battlefield. Further targeted sanctions on energy infrastructure, shadow fleet assets, and dual-use technology imports from third-country suppliers will accelerate the pressure timeline considerably.

Second, expect the Oreshnik to continue being deployed as a psychological weapon at specific diplomatic pressure points - before major Western aid packages are finalised, during Ukrainian military successes, and at moments when peace negotiations produce momentum unfavourable to Moscow's terms - precisely because the pattern of its use confirms it is a cognitive warfare instrument tied to political moments rather than a weapons system driven by military necessity.

Third, expect Putin's negotiating posture to remain one of deliberate ambiguity - appearing engaged enough to prevent a decisive Western decision to escalate support, while refusing the kind of substantive territorial compromise that any durable settlement would require. The "After Victory" packaging project reveals this is a posture sustained for domestic political reasons as much as external ones; Putin cannot concede territory he has constitutionally incorporated into Russia without a domestic legitimacy crisis his regime may not survive.

Fourth, watch the Zelensky-Europe relationship closely as the most consequential variable in Western Ukraine support. As Trump's administration continues its ambiguous Ukraine engagement, European capacity and willingness to sustain Ukrainian military supply independently is the critical determinant of whether Russia's attrition strategy eventually succeeds. The UK-France coalition of the willing military hub commitment inside Ukraine is the most tangible expression of European strategic agency to date; whether it translates into genuine deterrent capability or remains primarily symbolic will become clear within months.

Fifth, for India and the broader Indo-Pacific: Russia's declining material value as a strategic partner, its deepening Chinese dependency, and the progressive attrition of its global client network through 2026 counsel a continued, quiet reorientation away from institutional dependence on Moscow - without the diplomatic rupture that would sacrifice the relationship's remaining value, particularly on ongoing legacy defence platforms and BRICS coordination. The speed of that reorientation is one of the more consequential foreign policy decisions the Modi government will face through the remainder of the decade.

Final Strategic Takeaway

Vladimir Putin's war doctrine is not the product of madness, desperation, or strategic genius. It is the product of a leader who has spent three decades learning a single lesson - that Western democracies will absorb the costs of confronting Russia only up to the threshold of direct military engagement, and that staying below that threshold while applying maximum pressure through conventional force, nuclear signalling, economic warfare, and information operations can preserve his regime and his territorial gains indefinitely. That lesson has proven partially, devastatingly correct: no NATO soldier has fought in Ukraine, Western aid has been calibrated by nuclear anxiety, and Russia retains its 2022 territorial gains more than four years later. But the lesson has also proven partially, catastrophically wrong: Ukraine has not folded, Western support has not been cut off, Russia's military has been structurally degraded in ways that will take a decade to repair, and the Kremlin's own internal documents reveal an elite worried about battlefield performance and economic strain in ways their public messaging goes to considerable lengths to conceal. The war doctrine has not produced victory. It has produced a costly, grinding, open-ended conflict that serves no one's interest except those who benefit from prolonged European instability - a list on which China sits, quietly and patiently, near the top.
