Oil Geopolitics 2026: Who Really Controls Global Energy?

Energy has always been the hidden grammar of international power - the resource whose control determines which nations can project force, sustain alliances, absorb sanctions, and weather crises that collapse everyone else. What 2026 has done, with unusual brutality and unusual clarity, is strip away the comfortable fictions that had accumulated around that grammar since the post-Cold War era of stable globalization. The fiction that the Strait of Hormuz, through which over 20 million barrels of oil and liquefied natural gas passed every day before the Iran war, could be assumed safely open. The fiction that OPEC+ represented a durable coalition whose internal differences were manageable through periodic quota negotiations. The fiction that energy interdependence, however fragile its political underpinnings, would function as a structural deterrent against the kind of warfare that could weaponize geographic chokepoints at global scale. Every one of those fictions died between February and June 2026, and the architecture of global energy power that has emerged from their death looks fundamentally different from the one that preceded it.

This report examines that architecture with the analytical rigour the moment demands - not through the lens of commodity markets alone, but through the strategic, military, diplomatic, and technological dimensions of energy power that determine, ultimately, which states gain and which states lose in the contest to control the resource that still, despite a decade of energy transition rhetoric, runs the global economy.

Executive Summary

The 2026 Iran war and its associated Strait of Hormuz crisis produced the largest single disruption to global oil supply in recorded history. Global oil supply plummeted by 10.1 million barrels per day to 97 million barrels per day in March 2026 alone, with shipments through the Strait dropping from over 20 million barrels per day in February to approximately 3.8 million barrels per day at the crisis's peak. Oil prices surged above 125 dollars per barrel, refining margins temporarily reached all-time highs, and the International Energy Agency coordinated a strategic petroleum reserve release among G7 members that represented the largest emergency intervention in the oil market since the institution's founding.

Against this backdrop, the United Arab Emirates made the most consequential institutional decision in the oil market's governance architecture in decades: it withdrew from both OPEC and OPEC+, ending sixty years of membership in the cartel and removing one of the few producers with substantial, rapidly deployable spare capacity from the collective quota framework that Saudi Arabia has used to manage global oil prices since 1973. The UAE's departure materially weakens OPEC's ability to influence price stability and removes a critical partner whose compliance gave credibility to collective production adjustments at precisely the moment those adjustments are most needed.

Beneath these dramatic surface events, 2026 has accelerated three structural transformations in global energy geopolitics that will define the coming decade. First, the fracturing of OPEC+ as a unified price-management institution, with the UAE's exit exposing the cartel's internal contradictions and raising the genuine prospect of a market environment in which no single institution or state can reliably manage global supply. Second, the acceleration of energy self-sufficiency drives across every major consuming economy - from Europe's post-Russia LNG diversification to India's intensified domestic production push to China's EV-driven demand peak approaching on the horizon - producing a global energy landscape defined by strategic inward orientation rather than the integrated interdependence that characterized the 1990s and 2000s. Third, the emergence of energy infrastructure - pipelines, export routes, LNG terminals, strategic petroleum reserves, and chokepoint geography - as the primary physical terrain of great-power competition, with states investing not merely in production capacity but in the redundancy, route diversification, and military protection of supply chains that the Hormuz crisis demonstrated can be disrupted catastrophically by a single determined adversary controlling a single geographic point.

Background

To understand 2026's energy upheaval, you need to understand the architecture it disrupted - and why that architecture was more fragile than its apparent stability suggested. The post-1973 global oil order was built on three interlocking foundations: OPEC's coordination of major producing states into a collective price-management institution; the United States military guarantee of Gulf security, which made the Strait of Hormuz functionally inviolable for commercial shipping regardless of regional political tensions; and the dollar-denominated oil trading system that linked energy pricing to American monetary authority and made dollar primacy and energy security structurally inseparable.

Each of these foundations had been showing stress fractures for years before 2026. OPEC's internal cohesion had deteriorated steadily as the divergence between Saudi Arabia's strategic objectives and those of members like the UAE, Iraq, and Russia widened in ways that quota negotiations papered over rather than resolved. The American military guarantee of Gulf security had become increasingly conditional as Washington's energy self-sufficiency through shale production reduced its direct stake in Hormuz transit volumes - a shift that allowed, for the first time, an American administration to impose its own naval blockade in the same waterway it had previously committed to protecting, fundamentally transforming the strategic logic of the guarantee from protection to coercion. And the dollar-denominated trading system had been under sustained challenge as China's yuan-denominated oil contracts with Gulf producers, Russia's bilateral energy trade conducted in non-dollar currencies, and BRICS-aligned states' push for alternative payment mechanisms gradually expanded the range of energy transactions occurring outside the traditional dollar framework.

The shale revolution's structural importance to 2026's energy landscape cannot be overstated. The United States' emergence as the world's largest oil and gas producer - a position it has maintained since 2018 and continued holding through 2026 - fundamentally altered its relationship to global oil price shocks in ways that prior American administrations leveraged cautiously and the Trump administration has leveraged aggressively. When Hormuz closed and global oil prices surged above 125 dollars per barrel, American shale producers experienced a revenue windfall, American LNG terminals saw unprecedented demand from panicked European and Asian buyers, and the Trump administration's "drill baby drill" energy expansion agenda acquired the kind of market validation that domestic political arguments alone could never provide. American energy dominance - the concept that US production capacity gives Washington geopolitical leverage over both consuming and producing nations - moved from strategic rhetoric to demonstrated market reality in the first quarter of 2026 in ways that will shape American energy policy for years to come.

Current Situation

The Hormuz Crisis: When the World's Most Critical Chokepoint Closed

The Strait of Hormuz has been described as the jugular vein of the global economy for so long that the description had almost lost its meaning. The 2026 Iran war restored that meaning with savage efficiency. Before the crisis, more than 20 million barrels per day moved through the 21-mile-wide waterway at its narrowest point - approximately one-fifth of global oil consumption, along with roughly 20 percent of the world's liquefied natural gas supply. When Iran began restricting and harassing shipping in the Strait as retaliation for Operation Epic Fury's strikes on its leadership and nuclear infrastructure, then formally threatened closure and began enforcing it through a combination of naval action and mine deployment, the consequences cascaded through the global economy with a speed and severity that even pessimistic energy security analysts found startling.

At the crisis's peak in early April, shipments through the Strait had dropped to approximately 3.8 million barrels per day - less than one-fifth of normal volumes - against a backdrop in which alternative routes were being stretched to their physical limits. Existing bypass routes across Saudi Arabia, the UAE, and Iraq can only reroute a fraction of the exports disrupted by the Hormuz closure. Saudi Arabia's East-West Abqaiq-Yanbu pipeline, designed to carry crude oil to Red Sea terminals bypassing the Gulf entirely, was operating at maximum capacity but could handle only a fraction of normal Gulf export volumes. UAE's Fujairah terminal on the Gulf of Oman and Iraq's ITP pipeline to Ceyhan in Türkiye similarly increased throughput, but the aggregate of all alternative routes combined reached only 7.2 million barrels per day - less than a third of the pre-crisis Hormuz volume.

The price spike that followed was immediate and severe. Brent crude surged above 125 dollars per barrel, its highest level in four years. Middle distillate crack spreads - the premium charged for diesel and jet fuel above crude oil cost - reached all-time highs as the market priced in what analysts correctly foresaw: widespread jet fuel shortages within one to two months of sustained Hormuz restriction, with direct consequences for global aviation, military logistics, and agricultural supply chains dependent on diesel-fuelled machinery. Global crude throughputs at refineries fell by an estimated 6 million barrels per day in April, to 77.2 million barrels per day, as Middle Eastern and Asian refinery operators cut runs against severely restricted feedstock availability.

The G7's coordinated strategic petroleum reserve release provided partial relief, but strategic reserves are, by definition, finite - instruments designed to bridge temporary disruptions rather than substitute for lost production capacity across a weeks-long crisis of this scale. The Islamabad Memorandum of Understanding's provision reopening Hormuz to commercial shipping was therefore not simply a diplomatic achievement but an economic emergency resolution whose sixty-day window was itself a structural constraint on any further military adventurism in the Gulf by any party, because the economic consequences of a second closure would arrive in markets already sensitized and less capable of absorbing another shock.

The UAE's OPEC Exit: An Institutional Earthquake

Against the backdrop of the Iran war's energy disruption, the UAE's decision to withdraw from OPEC and OPEC+ after sixty years of membership represents the most consequential structural shift in the oil market's governance architecture in decades. As OPEC's third-largest producer, the UAE's departure removes one of the few members with substantial spare production capacity - the single most important instrument through which the cartel traditionally stabilizes or manipulates global prices.

The UAE's strategic logic is not difficult to reconstruct. Abu Dhabi had invested heavily in expanding its upstream production capacity over the preceding decade, reaching an installed capacity of approximately 4 to 4.5 million barrels per day while maintaining a long-standing strategic objective of reaching 5 million barrels. Under OPEC+ quota discipline, its actual output had fluctuated between roughly 2.3 and 3.6 million barrels per day - a significant gap between what its infrastructure could produce and what the cartel's price management framework permitted. In a high-price environment created by geopolitical disruption, that gap represented billions of dollars in foregone revenue that OPEC quota compliance was requiring Abu Dhabi to sacrifice in deference to Saudi Arabia's broader price management strategy.

The Iran war provided both the immediate trigger and the political cover. The UAE absorbed direct Iranian retaliatory strikes during the conflict, becoming the most heavily targeted Gulf state - a security cost that materially changed Abu Dhabi's calculus about the relationship between cartel membership and sovereign strategic interest. Having taken military hits in a war caused in part by the regional dynamics OPEC membership had constrained it from managing independently, the UAE leadership concluded that sovereign production and pricing flexibility, aligned with American energy and security policy, served its interests better than continued subordination to Saudi quota discipline within a cartel whose membership included Iran.

Saudi Arabia's reaction - or rather, its conspicuous public non-reaction, with the UAE not mentioned in OPEC+'s May 3 statement at all - captures the depth of the institutional damage. Saudi Arabia, as OPEC's de facto leader, loses a critical partner whose compliance and technical reliability gave credibility to collective production adjustments, particularly when other members struggled with infrastructure decline, sanctions or chronic underinvestment. Countries such as Iran and Iraq remain major producers, but neither offers the same politically flexible and rapidly deployable spare capacity that Abu Dhabi can mobilize. The cartel's residual members can announce quota increases, as the seven remaining core producers did with a symbolic 188,000 barrels per day adjustment for June, but the gap between Saudi Arabia's actual production of 7.76 million barrels per day and its announced quota of 10.291 million barrels per day confirms what the numbers have long suggested: OPEC+ quota announcements increasingly describe aspirations rather than operational realities, and the institution's psychological authority as the dominant mechanism for global supply management has been weakened in a way that cannot be easily repaired through diplomatic reassurance alone.

American Energy Dominance: The Trump Doctrine in Action

The United States enters the post-Hormuz-crisis energy landscape with its structural position as the world's largest oil and gas producer reinforced, its LNG export capacity booming, and a Trump administration fully committed to deploying energy dominance as a geopolitical instrument in ways no previous administration attempted with equivalent aggressiveness. The shale revolution has left the United States more insulated than many allies from the immediate effects of the Hormuz shock, which has loosened one traditional constraint on US foreign policy - the need to protect Gulf transit as a matter of American energy security - while simultaneously providing the production capacity and export infrastructure to benefit commercially from the price spike that shock generated.

American LNG exports have become one of the primary instruments through which Washington projects energy-derived geopolitical influence. European states, having accelerated their Russia LNG substitution programme since 2022, have become deeply dependent on American LNG for baseload gas supply - a dependence that gives Washington commercial leverage over European energy policy and industrial competitiveness that Brussels is acutely uncomfortable acknowledging and structurally unable to escape quickly. Asian buyers, scrambling for alternative LNG supplies during the Hormuz crisis when Qatari output was disrupted and Russian-sourced supply carried political complications, similarly turned to American LNG in ways that have created new long-term supply relationships extending well beyond the crisis's immediate resolution.

The Trump administration's "drill baby drill" energy agenda - maximum domestic oil and gas production, accelerated LNG export terminal approvals, rollback of regulations constraining drilling on federal lands - has generated genuine production growth even as the IEA notes that US oil supply is now expected to grow at a slower pace as companies scale back spending and focus on capital discipline. The tension between the administration's production maximization rhetoric and the industry's own capital discipline reality is one of the more analytically important gaps in the current picture: shale companies, having learned through painful experience that production growth for its own sake destroys investor value, are not unconditionally responding to political encouragement with output increases, even at 125 dollar oil. This moderated the windfall effect and has given the administration less direct influence over production decisions than its rhetoric implies.

The more consequential dimension of American energy dominance in 2026 is the deployment of energy access as a coercive instrument. The Trump tariff framework explicitly linked India's energy security - its continued purchase of Russian crude - to trade access in ways that treated energy sourcing as a foreign policy loyalty test rather than a sovereign commercial decision. The naval blockade of Iranian ports imposed in April 2026 weaponized American maritime dominance in the Gulf to restrict Iran's oil export revenue even as the resulting price spike imposed costs on American consumers and allies simultaneously. Energy dominance is effective when used defensively, but control over critical resources does not automatically confer geopolitical power - its value depends on whether it stabilizes international systems rather than attempts to coerce them. The Hormuz crisis demonstrated that American energy dominance, deployed aggressively, can destabilize markets, provoke resistance, and generate economic costs for American allies that strain the very coalition unity the strategy depends on.

China's Energy Calculus: Quiet Accumulation Under Pressure

China's strategic response to the global energy disruption of 2026 reflects the same patient, risk-averse calculation visible in its broader geopolitical posture. As the world's largest crude oil importer, China was directly exposed to the Hormuz crisis through its Gulf supply chain - Middle Eastern crudes represent a significant share of its import mix, and the disruption to Qatari LNG exports during the crisis created acute short-term supply anxiety in Chinese domestic markets. Yet China's actual strategic response has been more sophisticated than simple vulnerability management.

China's simultaneous position as the principal buyer of sanctioned Iranian oil, transacted through shadow fleet arrangements and yuan-denominated payment mechanisms that circumvent dollar-based sanctions enforcement, gives it a structural role in Iranian energy revenue maintenance that no amount of American sanctions pressure has fully disrupted. During the Iran war, the continuation of Chinese crude purchases from Iran - even at reduced volumes as shipping access was complicated by the blockade - provided Tehran with the minimal economic lifeline that sustained the regime's capacity for continued resistance longer than American planners had anticipated. Beijing's careful management of this relationship - sustaining Iranian oil purchases without providing military support or diplomatic backing that would directly implicate China in the conflict - reflects the same interest-based, risk-calibrated engagement pattern that characterizes its approach to Russia and every other sanctioned energy partner.

China's longer-term energy calculus is defined by its approaching demand peak. Global demand forecasts project China's oil consumption peaking in 2027, following a surge in electric vehicle sales and continued deployment of high-speed rail and trucks running on natural gas. China represented the dominant driver of global oil demand growth for over a decade; its peak demand marks a structural inflection in the global energy market as significant as the US shale revolution was a decade ago. A China moving toward peak oil demand is simultaneously less vulnerable to energy supply coercion and more capable of using its energy import decisions as a geopolitical tool - withdrawing purchases from suppliers that displease it, rewarding those that align with its interests, and gradually substituting the oil import dependence that has constrained its foreign policy with a more balanced energy mix that reduces the Hormuz exposure that has been its most significant strategic energy vulnerability.

Russia: Energy Leverage Under Sustained Attrition

Russia's energy position in 2026 presents the starkest illustration of the gap between structural resource endowment and actual geopolitical leverage. Russia remains among the world's largest oil and gas producers, with reserves and production capacity that would, in a different geopolitical context, provide overwhelming leverage over energy-dependent consumers. In the actual geopolitical context of 2026 - four years of Ukraine war sanctions, shadow fleet interdiction, Trump administration targeting of Lukoil and Rosneft, and the progressive erosion of Russian energy revenue that has been one of the primary instruments of Western economic pressure - that endowment has been systematically converted from leverage into liability.

The shadow fleet sanctions interdiction represents the most direct recent blow. By targeting vessels in Russia's shadow oil fleet - the informal network of tankers that has enabled Russia to sell sanctioned crude to willing buyers in Asia, particularly India and China, without clearing Western financial or maritime infrastructure - the Trump administration has tightened the revenue squeeze that sustains Russia's war economy at its most sensitive point. The combination of shadow fleet sanctions, price cap enforcement, and the diversion of India's Russian crude purchases toward American and other non-Russian sources has materially reduced the steady flow of energy revenue that has allowed Putin to fund a military budget comprising approximately 40 percent of federal expenditure without immediately breaking the economy.

Russia's position as the primary gas supplier to Europe has been structurally terminated - not temporarily disrupted, but eliminated as a policy option for the foreseeable future by the combination of infrastructure sabotage, European political decisions, and the LNG import diversification that has progressed to the point where Russia cannot credibly offer restored gas supply as a negotiating lever in Ukraine peace talks. The gas weapon that was Russia's most powerful instrument of European energy coercion before 2022 is no longer operational, and its elimination represents a permanent structural diminishment of Russian geopolitical leverage over European security decision-making.

The Demand Transition: Oil's Contested Horizon

Beneath the immediate geopolitical turbulence of 2026 sits a structural transformation whose timeline has been compressed by both the Hormuz crisis and the accelerating electric vehicle transition: the approaching plateau of global oil demand. Global oil demand is forecast to increase by 2.5 million barrels per day between 2024 and 2030, reaching a plateau of around 105.5 million barrels per day by the end of the decade. Demand for oil from combustible fossil fuels may now peak as early as 2027 even as consumption of jet fuel continues to grow. Electric vehicles, which reached a record 17 million in sales in 2024 and are on course to surpass 20 million in 2025, are set to displace a total of 5.4 million barrels per day of global oil demand by the end of the decade.

This demand trajectory sits in profound tension with the supply-side investment decisions that 2026's price spike is generating. When oil prices surge above 125 dollars per barrel, the commercial incentive for long-cycle production investment - deepwater projects, Canadian oil sands, new OPEC+ capacity - creates supply additions that will come online in five to seven years against a demand backdrop that is decelerating toward plateau rather than continuing to grow. The risk of a structural supply glut against a demand plateau, familiar from the post-2014 crash period, is already being debated among energy economists who note that the Hormuz crisis has accelerated both the incentive for additional supply investment and the incentive for demand-side substitution - particularly in the Gulf states themselves, where Saudi Arabia's replacement of oil with natural gas and renewables for domestic power generation is already weighing on global oil demand growth.

Strategic Analysis

The fundamental strategic insight that 2026's energy disruptions have forced onto the analytical agenda is that energy geography - the physical location of chokepoints, alternative routes, storage facilities, and reserve infrastructure - has become the primary competitive terrain of energy geopolitics in a way that was theoretically understood but operationally underweighted in pre-crisis planning across every major consuming economy. The Hormuz crisis shattered assumptions of guaranteed Gulf export security, and no amount of diplomatic reassurance can restore those assumptions once they have been empirically tested and found wanting.

The implications cascade across every dimension of the energy security architecture. For Gulf producers, the crisis has exposed the structural vulnerability of a regional export system designed around the assumption that Hormuz would remain commercially accessible regardless of political and military developments - an assumption that was, in retrospect, dependent on American security guarantees whose nature has now been demonstrated to be conditional rather than absolute. Assets bypassing Hormuz - including Red Sea pipelines, Omani LNG infrastructure, and alternative Iraqi routes - are likely to command a strategic premium after the crisis, while infrastructure tied directly to Gulf transit faces higher long-term risk discounts. Every Gulf producer is now investing or accelerating investment in route diversification, overseas storage, and cross-border pipeline capacity as structural responses to what the crisis proved: that geographic concentration of export routes creates catastrophic vulnerability to a single adversary's willingness to weaponize chokepoint geography.

For consuming nations, the crisis has accelerated what was already a policy direction - energy self-sufficiency as strategic objective - into something closer to a strategic imperative. Today's geopolitical disorder is leading countries to view interconnection less as a source of security than of risk and vulnerability. The Hormuz crisis will accelerate this trend, leading countries to look inward: produce more at home, depend less on trade, and seek a kind of energy self-sufficiency. That impulse is understandable but dangerous. Curbing trade and seeking self-sufficiency is costly. Domestic extraction and manufacturing are often more expensive than acquiring resources and materials through trade. With fiscal budgets strained and Europe struggling to bolster defence spending, the premium required to build genuine energy independence risks worsening already stretched fiscal positions across consuming economies.

For India, the strategic calculus is among the most complex of any major consuming economy. India's 87 percent crude oil import dependence makes it structurally exposed to any Gulf supply disruption, while its ambition to position itself as a refining hub and a major LNG re-exporter creates commercial interests that cut against the pure self-sufficiency logic. The tariff crisis over Russian oil purchases has already forced India's energy diversification toward American and African sources faster than pure commercial optimization would have recommended. The Hormuz disruption has reinforced both the case for accelerated domestic production - including the controversial deepwater blocks in the Bay of Bengal and the Andaman Sea - and the case for LNG contract diversification across multiple source nations and multiple routing options that do not all funnel through a single chokepoint.

Global Impact

The global economic impact of the 2026 energy disruption has been severe and unevenly distributed in ways that track existing structural inequalities more closely than most energy crisis analyses acknowledge. Developed economies with significant strategic petroleum reserves, diversified energy mixes, and the fiscal capacity to absorb temporary price spikes were insulated in ways that oil-import-dependent developing economies were not. Sub-Saharan African states, South and Southeast Asian economies without significant domestic production, and Pacific Island nations dependent entirely on imported refined products all absorbed the full force of the price spike without the reserve releases, producer relationships, or fiscal buffers that allowed OECD members to manage the disruption.

The crisis's secondary impact on food security has received less attention than its oil market consequences but carries comparable strategic weight. Agricultural production across Asia and Africa depends heavily on diesel for irrigation pumps, farm machinery, and transport logistics. Fertiliser production is directly linked to natural gas prices that moved in sympathy with oil during the crisis. When middle distillate prices reach all-time highs and LNG spot prices surge simultaneously, the agricultural supply chains of import-dependent developing economies face cascading cost increases that translate, within months, into food price inflation with direct political destabilisation potential. The political consequences of the 2007-2008 food crisis - contributing to the Arab Spring's backdrop and destabilising governments across North Africa and the Sahel - provide the historical template for how energy price shocks propagate into political instability through agricultural supply chain disruption.

For Europe, the Hormuz crisis arrived as a genuine secondary shock layered on top of the structural adjustment from Russia gas dependence that had already strained industrial competitiveness across Germany, Italy, and Central European manufacturing economies. The crisis confirmed what the continent's energy planners had already concluded but found politically difficult to articulate: that Europe's energy security depends on a combination of American LNG - which carries political strings in the form of Trump's transactional foreign policy - and the acceleration of domestic renewable energy deployment at a pace faster than industrial politics and permitting systems currently allow. The Hormuz crisis and European electricity prices interaction confirmed that oil market shocks transmit into power market costs even in economies with significant renewable penetration, because the gas-fired backup capacity that balances intermittent renewables is priced at marginal gas cost, which tracks oil during geopolitical disruptions.

Risk Assessment

Second Hormuz closure risk: The Islamabad MOU's sixty-day Hormuz reopening provision is not a permanent settlement of the geographic vulnerability it temporarily resolved. A breakdown of the MOU - through Iranian nuclear reconstitution triggering renewed strikes, Hezbollah action in Lebanon escalating into a renewed Iran-Israel military exchange, or a hardline successor Iranian leadership choosing confrontation over compliance - would reintroduce the closure risk against a global economy already sensitized and less capable of absorbing another shock of equivalent magnitude.
OPEC+ fragmentation accelerating: The UAE's exit has established a precedent that sovereign production flexibility can override cartel loyalty without catastrophic commercial consequence, particularly when high prices validate the decision commercially. Other members with significant spare capacity - Iraq, Kuwait - are watching closely to determine whether Abu Dhabi's withdrawal strengthens or weakens their own negotiating positions within the cartel. A sequential departure of additional high-capacity members would effectively end OPEC+'s function as a price management institution, leaving the oil market without any collective supply coordination mechanism for the first time since 1973.
Dollar dominance erosion through energy invoice diversification: Iran and Russia have already conducted energy trade in non-dollar currencies. Saudi Arabia's reported conversations about yuan-denominated oil pricing with China have not yet produced structural change, but the crisis has strengthened the commercial logic for currency diversification in energy trade that erodes the petrodollar system's structural pillars over the medium term. Such developments would not immediately displace dollar dominance, but they strengthen a broader trend where strategic energy exporters seek pricing autonomy not only from OPEC quotas but from older financial structures linked to Western monetary influence.
Strategic petroleum reserve depletion: The G7's coordinated reserve release during the Hormuz crisis drew down stockpiles that require time and sustained lower oil prices to rebuild. A second major supply disruption before reserve levels are restored would arrive into a market without the same emergency buffer capacity, amplifying the price and supply shock beyond what the first crisis produced.
US energy dominance as destabilizing force: If US energy dominance is deployed too aggressively - linking LNG supply terms to foreign policy loyalty, weaponizing energy access through tariff and sanctions combinations as the Indian case demonstrated - it can destabilize markets, provoke resistance, and undermine longer-term US influence by creating new economic and technological rivalries. The risk is that American energy dominance, calibrated for short-term political wins in the Trump transactional framework, generates supply chain diversification away from American LNG by consuming nations who read the Indian precedent as a warning about dependence on any single great-power energy supplier.
Demand transition and stranded assets: As global oil demand approaches its plateau and China's consumption peaks in 2027, the commercial viability of high-cost long-cycle oil production investments stimulated by the 2026 price spike becomes uncertain. Producers who make capital commitments at 125 dollar oil against a demand backdrop that moderates toward plateau risk stranded assets and revenue shortfalls that destabilize the petrostates - particularly Saudi Arabia and Gulf monarchies whose social contracts depend on sustained high energy revenue - with direct political implications for regional stability.

The Hormuz crisis has demonstrated, definitively and at enormous cost, that energy geography is not a background condition of global politics - it is an active, contested, and weaponizable dimension of strategic competition whose management requires investment, redundancy, and military deterrence, not the assumption of guaranteed access that characterized the pre-2026 energy security consensus.

Future Scenarios

Scenario Analysis

The following scenarios are illustrative projections built from current trajectories, intended for strategic stress-testing rather than presented as confirmed predictions.

Scenario One: Fragmented Energy Order With Competing Blocs (45% probability)

The post-Hormuz energy order stabilizes around a fragmented architecture in which no single institution - not a weakened OPEC+, not American energy dominance alone, not Chinese import volume - provides sufficient market organization to prevent periodic price volatility. The UAE operates independently as a sovereign swing producer aligned with American strategic interests. Saudi Arabia sustains OPEC+ as a reduced coalition of seven core members whose collective discipline partially compensates for the UAE's departure but cannot replicate the cartel's pre-2026 price management capacity. Consuming economies accelerate strategic reserve rebuilding, route diversification, and domestic production investment, producing an energy landscape defined by competing energy blocs - American LNG aligned with Indo-Pacific partners, Russian hydrocarbons flowing into China and parts of South Asia, Gulf producers managing a dual exposure between Western customers and Chinese buyers - whose coordination on price stability is intermittent at best and adversarial at worst.

Scenario Two: American Energy Order by Default (25% probability)

American LNG dominance, shale production growth, and the political alignment of the UAE with Washington produces a de facto American-anchored energy order in which US producers, US-aligned Gulf states, and US-controlled LNG supply chains effectively substitute for OPEC+'s collapsed price management function. This scenario benefits American producers, creates commercial dependency for LNG-importing allies, and gives Washington unprecedented energy leverage over both consuming and producing nations - at the cost of accelerating alternative currency energy trade among states determined to escape that leverage, particularly China, Russia, India, and BRICS-aligned producers.

Scenario Three: Energy Transition Acceleration Disrupts All Producers (20% probability)

The 2026 price spike, rather than stimulating conventional oil investment as prior price shocks did, primarily accelerates energy transition investment - EV manufacturing, battery storage, renewable energy deployment, heat pump adoption, and industrial electrification - at a pace that brings the global oil demand peak significantly earlier than the IEA's current 2027 China peak or 2030 plateau forecasts suggest. In this scenario, all major conventional producers face a faster-than-anticipated demand contraction that arrives before their social contracts, infrastructure investment payback periods, and fiscal break-even oil prices can adjust, producing political instability across petrostates that reverberates through the security architecture that has historically maintained regional order in the Gulf and broader MENA.

Scenario Four: Renewed Hormuz Crisis and Permanent Route Diversification (10% probability)

A breakdown of the Islamabad MOU - through Iranian nuclear reconstitution activity, renewed Israeli strikes, or Hezbollah escalation triggering Iranian retaliation against Gulf shipping - produces a second Hormuz closure that arrives against a global economy with reduced strategic reserve buffers and already-strained alternative route capacity. The resulting price spike, estimated by Goldman Sachs and JPMorgan pre-crisis scenarios at potentially reaching 150-200 dollars per barrel in a sustained closure scenario, forces permanent, capital-intensive investment in bypass infrastructure - pipelines, storage, LNG liquefaction at non-Gulf locations - that structurally reduces Hormuz transit volumes over a decade, gradually diminishing the chokepoint's economic significance at enormous near-term cost.

Intelligence Forecast

Global Chanakya's assessment for the next twelve to eighteen months focuses on five converging dynamics that will define the post-Hormuz-crisis energy order's shape and stability.

First, watch Saudi Arabia's response to the UAE's OPEC departure as the most consequential near-term variable in oil market governance. If Riyadh can stabilize the reduced seven-member OPEC+ coalition with sufficient collective discipline to maintain meaningful price management, the cartel's institutional survival - in reduced form - remains plausible. If Saudi Arabia cannot prevent further departures or maintain compliance among remaining members under price pressure, OPEC+'s function as a price management institution will effectively end, producing a market environment defined by individual sovereign production decisions and genuine price discovery rather than cartel coordination. That transition, if it occurs, will likely produce several years of elevated price volatility before market mechanisms establish new equilibria.

Second, expect American LNG export infrastructure to be the primary growth driver of global LNG supply through 2027-2028, with Washington using LNG supply relationships as a diplomatic tool in ways that create both commercial opportunity and political friction with consuming nations who read the Indian tariff-energy linkage precedent as a warning about supply dependency on a transactional American energy policy. European buyers in particular will continue diversifying their LNG import sources beyond American supply even as they depend on it as the primary backstop, specifically to avoid replicating the vulnerability to American diplomatic leverage that replaced their Russian gas vulnerability.

Third, for India specifically, the Hormuz crisis and the tariff-energy linkage have created a genuinely urgent strategic imperative for energy supply chain diversification that goes well beyond the gradual, commercially optimal pace that pre-crisis planning assumed. Expect accelerated Indian investment in domestic offshore production, expanded LNG import terminal capacity at non-Gulf-facing locations on both the west and east coasts, deeper bilateral energy relationships with African producers - Nigeria, Angola, Mozambique - that diversify supply geographically away from Gulf concentration, and continued, careful management of the Russian crude relationship in a way that maintains volume access without the diplomatic exposure that the Trump tariff episode demonstrated remains a genuine political risk.

Fourth, watch China's EV adoption rate and its impact on domestic oil demand as the single most important medium-term structural variable in global energy markets. If China's oil demand peaks in 2027 as the IEA forecasts, the rebalancing of global oil supply and demand will be fundamentally shaped by how OPEC+ - in whatever form it survives - adjusts production strategy for a world in which the dominant source of demand growth has plateaued. Saudi Arabia's own Vision 2030 economic diversification programme, designed explicitly to reduce the kingdom's fiscal dependence on oil revenue before demand peak arrives, will either succeed or fail in this window - and the political stability of the most important swing producer in the world depends substantially on the outcome.

Fifth, expect the energy-security nexus - the relationship between military force, geography, and energy supply - to be a structurally permanent feature of great-power competition in ways that pre-2026 energy security analysis consistently underweighted. The Hormuz crisis has established that chokepoint weaponization by even a severely weakened state, operating without great-power backing, can disrupt global energy supplies at a scale sufficient to generate an IEA emergency response, a G7 strategic reserve release, and a naval blockade by the world's dominant military power - all simultaneously. Every state in the international system has updated its assessment of this risk, and the resulting investment in redundancy, route diversification, strategic reserve depth, and the military capacity to protect or contest energy supply chains will define the next decade of strategic competition as directly as any nuclear or conventional military balance.

Final Strategic Takeaway

The 2026 Hormuz crisis and its associated restructuring of the global energy order has produced a fundamental reassessment of a comfortable assumption that had underpinned global economic architecture for fifty years: that energy interdependence, however politically complicated, would function as a structural deterrent against the kind of warfare that weaponizes supply chains at global scale. That assumption was not entirely wrong - the economic costs of the Hormuz disruption were enormous for every party, including Iran itself - but it was wrong in the specific, critical way that matters most for strategic planning: it assumed that a sufficiently determined adversary, operating from a position of enough desperation and enough geographic leverage, would treat those mutual costs as a deterrent rather than a weapon. The Iran war demonstrated that a regime fighting for its survival, controlling a single 21-mile waterway, can impose costs on the global economy vastly disproportionate to its own military strength, and that no amount of American naval dominance, Saudi spare capacity, or IEA strategic reserve discipline can fully compensate for the loss of transit through a chokepoint that handles one-fifth of global oil supply. Who controls global energy in 2026 is therefore not a simple question with a simple answer: the United States controls the most production, Saudi Arabia controls the most spare capacity, China controls the most demand, Russia controls significant reserves but declining leverage, the UAE has just asserted unprecedented sovereign production autonomy, and any determined adversary controlling a single narrow waterway can disrupt all of it simultaneously. The real answer is that no one controls global energy - and that absence of control, in an era of intensifying great-power competition, is itself the most consequential strategic fact about the world's most important resource.
