Olaf Scholz and Germany’s Military Repositioning: The Zeitenwende Legacy

Executive Summary

Olaf Scholz entered the German Chancellery in December 2021 expecting to manage a coalition built around economic modernisation, climate policy and cautious European leadership. Less than three months later, Russia’s full-scale invasion of Ukraine forced him to confront the collapse of the strategic assumptions that had shaped German policy for a generation. On 27 February 2022, Scholz addressed the Bundestag and declared a Zeitenwende - a historic turning point.

The speech was more than a reaction to the war. It was an admission that Germany’s post-Cold War security model had failed. Berlin had treated military weakness as politically manageable because the United States guaranteed European security, Russia supplied inexpensive energy, China absorbed German industrial exports, and the European Union provided a rules-based economic environment. Vladimir Putin’s invasion demonstrated that commercial interdependence could restrain neither territorial aggression nor nuclear coercion.

Scholz responded with a €100 billion special fund for the Bundeswehr, a commitment to meet NATO’s defence-spending benchmark, weapons deliveries to Ukraine, the purchase of F-35A fighters, renewed investment in ammunition and air defence, and the permanent deployment of a German brigade to Lithuania. Germany also terminated the political future of Nord Stream 2, reduced its dependence on Russian energy and accepted a larger role in defending NATO’s eastern flank.

These moves represented the most consequential German military repositioning since reunification. Yet the transformation remained incomplete when Scholz left the Chancellery in May 2025. The special fund repaired selected capabilities but did not by itself resolve personnel shortages, slow procurement, depleted ammunition stocks, fragile infrastructure or the Bundeswehr’s accumulated readiness problems. Scholz changed Germany’s direction more decisively than he changed the speed of its bureaucracy.

His leadership was also marked by strategic caution. He resisted direct NATO involvement in Ukraine, delayed or carefully coordinated several major weapons decisions, and refused to provide Kyiv with Taurus cruise missiles. Critics interpreted this as timidity. Supporters regarded it as disciplined escalation management by the leader of Europe’s largest economy and a state central to NATO’s nuclear and conventional posture.

Scholz’s departure did not reverse the repositioning. Friedrich Merz, who became chancellor in May 2025, inherited a Germany already committed to rearmament. Boris Pistorius, the defence minister most closely associated with improving the Bundeswehr’s public credibility, remained a central figure in the emerging security consensus. The constitutional fiscal changes approved in March 2025 created far greater room for long-term defence borrowing than Scholz’s finite special fund had provided.

The strategic verdict is therefore mixed but substantial. Scholz did not complete Germany’s military transformation. He made its abandonment politically and geopolitically far more difficult. The decisive question is no longer whether Germany should become a stronger military power. It is whether the German state can convert money, industrial capacity and political declarations into deployable combat power before the European security environment deteriorates further.

Background

Germany’s Post-Cold War Strategic Bargain

Modern German security policy cannot be understood without the shadow of the twentieth century. After 1945, West Germany rebuilt its armed forces within NATO while embedding military power in democratic institutions, parliamentary oversight and alliance structures. The Bundeswehr was designed as a citizen’s army, not an autonomous instrument of state ambition. Strategic restraint became a source of legitimacy.

After reunification in 1990, restraint gradually became something else: a justification for underinvestment. Germany benefited from the disappearance of the Soviet threat, the expansion of NATO and the European Union, and the continuing presence of American forces. Its political class embraced the idea that Europe had entered a postmodern security order in which borders were stable, economic integration would soften rivalry, and armed conflict among major European states had become improbable.

The Bundeswehr was repeatedly restructured for expeditionary missions rather than large-scale territorial defence. Germany participated in operations in the Balkans, Afghanistan and other theatres, but its force structure, logistics and stockpiles contracted. Conscription was suspended in 2011. Heavy formations declined. Ammunition reserves fell. Procurement became notorious for cost overruns, delays and equipment that was technically impressive but insufficiently available.

Berlin’s economic strategy reinforced the political preference for military restraint. German manufacturers relied heavily on exports, especially to China. German industry benefited from relatively inexpensive Russian gas. Successive governments believed that trade created mutual interests strong enough to moderate geopolitical competition. The policy of engagement with Russia was rooted partly in the legacy of Ostpolitik, partly in commercial interests and partly in a sincere belief that European security had to include Moscow.

This framework survived repeated warnings. Russia’s war against Georgia in 2008 did not fundamentally alter German policy. The annexation of Crimea in 2014 led to sanctions and a more active German role in NATO reassurance, but it did not produce comprehensive rearmament. Berlin continued with Nord Stream 2 even as Central and Eastern European governments warned that the pipeline would deepen strategic vulnerability.

Germany supported NATO’s Enhanced Forward Presence and led the multinational battlegroup in Lithuania, but the country remained far below the alliance’s 2 percent defence-spending guideline. Successive American administrations complained about burden-sharing. Donald Trump’s first presidency intensified the dispute, yet German public debate often treated American pressure as a diplomatic irritation rather than a warning about the sustainability of the transatlantic bargain.

Scholz’s Political Inheritance

Olaf Scholz was not an instinctive military transformer. A Social Democrat shaped by Germany’s post-war political culture, he built his reputation on administrative competence, fiscal discipline and controlled communication. As finance minister under Angela Merkel, he defended budgetary caution. As the SPD candidate for chancellor in 2021, he presented himself as a stable successor rather than a disruptive strategist.

His coalition brought together the SPD, the Greens and the Free Democratic Party. The parties differed sharply on Russia, defence, energy and fiscal policy. The Greens had become increasingly sceptical of Moscow and Beijing. The SPD contained influential traditions of engagement with Russia. The FDP emphasised the constitutional debt brake and budgetary discipline. These differences would later complicate the financing of military transformation.

The coalition agreement reflected the strategic ambiguity of its moment. It supported NATO, European sovereignty and a values-based foreign policy, but defence was not the organising priority. The government expected to focus on decarbonisation, digital infrastructure, social investment and industrial renewal.

Russia’s invasion destroyed that agenda’s strategic context. Scholz’s government faced a war on the European continent, millions of displaced Ukrainians, an energy shock, inflation, supply-chain disruption and the possibility of confrontation between NATO and a nuclear-armed Russia. Germany’s old model - Russian energy, Chinese markets and American security - was no longer a stable foundation. Each pillar had become vulnerable to geopolitical pressure.

Current Situation

The Zeitenwende Declaration

Scholz’s Bundestag speech on 27 February 2022 established the political architecture of Germany’s response. He announced a €100 billion special fund for the Bundeswehr and pledged that Germany would invest more than 2 percent of gross domestic product in defence. He supported sanctions against Russia, assistance to Ukraine, stronger NATO deployments and measures to reduce German energy vulnerability.

The central meaning of the Zeitenwende was not simply that Germany would spend more. It was that German prosperity could no longer be separated from military security.

The special fund was constitutionally anchored to protect it from ordinary budgetary competition and the restrictions of the debt brake. It enabled major acquisitions that had been delayed for years. The decision created a visible break with the incrementalism that had characterised earlier German defence policy.

Germany subsequently approved the purchase of 35 F-35A aircraft to replace the ageing Tornado in NATO’s nuclear-sharing mission. The choice preserved Germany’s role in the alliance’s nuclear deterrence structure and strengthened interoperability with the United States and other European F-35 operators. Berlin also moved to acquire CH-47F Chinook heavy-lift helicopters, expand digital communications, improve personal equipment and purchase additional armoured vehicles and air-defence systems.

The F-35 decision was strategically significant because it connected Germany’s military modernisation to the credibility of American extended deterrence. German aircraft assigned to nuclear sharing could, under NATO arrangements and only following the required political authorisation, deliver United States nuclear weapons stored in Europe. Berlin was not becoming a nuclear power, but it was reaffirming its willingness to carry part of the alliance’s nuclear burden.

Defence Spending and the Limits of the Special Fund

The special fund allowed Germany to report defence expenditure above NATO’s 2 percent benchmark in 2024. This corrected a longstanding political liability and signalled that Berlin had heard allied criticism. Yet the achievement contained a structural weakness: the €100 billion fund was temporary, while military readiness requires recurring expenditure.

Aircraft, missiles and armoured vehicles generate decades of personnel, maintenance, infrastructure and training costs. A finite fund can purchase platforms, but it cannot sustainably finance an expanded force without a larger regular defence budget. Inflation and rising acquisition costs also reduced the fund’s real purchasing power.

The underlying dispute was political. Scholz’s coalition wanted to finance defence, climate investment, industrial support and social programmes while respecting the debt brake. The FDP resisted large structural increases in borrowing. The SPD and Greens argued that Germany’s security crisis required a broader understanding of investment. The resulting fiscal tension delayed decisions and contributed to the coalition’s collapse in late 2024.

The March 2025 constitutional reforms changed the strategic picture. Supported by the CDU/CSU, SPD and Greens in the outgoing Bundestag, the reforms loosened borrowing constraints for security expenditure above a defined threshold and established a massive infrastructure fund. The package was associated politically with Friedrich Merz, but it also represented a delayed institutional answer to the financing problem exposed under Scholz.

This matters for the evaluation of Scholz’s legacy. His special fund was an emergency bridge. The later fiscal reform created the possibility of a durable rearmament model. Without the political shock generated by the Zeitenwende, such a constitutional change would have been far harder to imagine.

Germany and the Defence of Ukraine

Before February 2022, Germany maintained restrictive policies on supplying weapons to active conflict zones. The invasion forced Berlin to reverse that position. Germany became one of Ukraine’s most important military supporters, supplying or financing artillery, armoured vehicles, air-defence systems, ammunition, engineering equipment and training.

German-provided IRIS-T systems became especially valuable in protecting Ukrainian cities and infrastructure. Berlin also transferred Gepard anti-aircraft systems, Panzerhaubitze 2000 self-propelled howitzers, Marder infantry fighting vehicles and Leopard tanks, while supporting multinational ammunition and maintenance efforts.

Germany’s contribution was often obscured by the political drama surrounding individual decisions. Scholz initially resisted unilateral delivery of Western main battle tanks, insisting on coordination with allies and particularly the United States. In January 2023, Germany agreed to provide Leopard 2 tanks and permit re-export by partner states as Washington announced the provision of Abrams tanks.

The episode illustrated Scholz’s method. He did not reject support for Ukraine, but he preferred decisions that distributed political and escalation risk across the alliance. This protected NATO unity, yet it also made Germany appear reactive. Warsaw, the Baltic capitals and Kyiv frequently wanted Berlin to act before Washington, not wait for it.

The Taurus cruise-missile dispute produced the sharpest criticism. Ukraine sought the German-Swedish system because of its long range, precision and capacity to strike hardened targets. Scholz refused, arguing that Germany could not risk forms of operational involvement that might make it a direct participant in the war. Critics countered that Britain and France had supplied Storm Shadow and SCALP missiles without becoming belligerents.

The disagreement reflected a genuine strategic divide. Scholz treated escalation control as an independent military objective. His opponents believed excessive fear of escalation weakened deterrence and gave Russia an asymmetric advantage. Both positions contained risks. A major power must avoid uncontrolled escalation, but deterrence can also fail when caution becomes predictable.

The Eastern Flank and Lithuania Brigade

Germany’s decision to station a brigade permanently in Lithuania represented a deeper change than many procurement announcements. Germany had deployed forces abroad before, but a permanent combat brigade on NATO’s eastern flank signalled a return to forward defence against a Russian threat.

The formation, designated the 45th Armoured Brigade, is intended to reach full operational capability in 2027. Its planned strength includes roughly 4,800 military personnel and around 200 civilian employees. It integrates units equipped for armoured warfare and is being developed alongside Lithuanian investments in bases, training areas and supporting infrastructure.

The brigade’s strategic geography is stark. Lithuania borders Russia’s Kaliningrad exclave and Belarus. The Baltic states are connected to the rest of NATO territory through the narrow Suwałki corridor between Lithuania and Poland. In a conflict, Russia could attempt to isolate the Baltic region through missile strikes, electronic warfare, sabotage and rapid ground operations.

By placing German soldiers in Lithuania, Berlin turns alliance solidarity into a physical commitment. Any Russian attack would immediately involve German forces. The brigade therefore serves both a war-fighting and a deterrent function. It raises the probability that aggression against Lithuania would trigger a broader NATO response from the first hours of a crisis.

The deployment also imposes demanding obligations. Germany must provide personnel, families, housing, schools, medical support, logistics and equipment readiness far from its domestic bases. If Berlin cannot sustain the brigade at credible strength, a powerful symbol could become evidence of weakness. The mission is therefore a test of whether the Bundeswehr can translate political intent into permanent operational presence.

Air and Missile Defence

Russia’s missile campaign against Ukraine transformed European thinking about air defence. Germany responded by promoting the European Sky Shield Initiative, designed to coordinate the acquisition and integration of short-, medium- and long-range defensive systems among participating European states.

The initiative reflects a serious military requirement. European NATO members possess fragmented air-defence fleets, limited interceptor inventories and insufficient protection for cities, air bases, ports, command centres and reinforcement routes. Russia can employ ballistic missiles, cruise missiles, drones, aircraft and electronic attack in combined waves designed to overwhelm defensive networks.

Germany’s acquisition of Israel’s Arrow 3 system provides an upper-tier capability against ballistic threats outside the atmosphere. Patriot systems cover another layer, while IRIS-T addresses shorter-range threats. No shield is impenetrable, and interceptor economics remain difficult: inexpensive drones can force defenders to expend costly missiles. Still, layered defence complicates Russian targeting and helps preserve the infrastructure required for NATO reinforcement.

The European Sky Shield Initiative also generated political friction. France worried that Germany’s emphasis on American and Israeli systems could undermine European industrial autonomy and bypass French-Italian solutions. Berlin prioritised speed and available capability; Paris emphasised sovereignty and a broader strategic role for Europe’s own defence industry.

This tension captures a recurring problem in European defence. Europe wants greater autonomy but often lacks the time, production scale or political unity required to develop every capability domestically. Germany’s approach under Scholz favoured pragmatic procurement within NATO, even when that created disagreements with France.

Command, Doctrine and the Return of Territorial Defence

The Bundeswehr’s transformation was not limited to hardware. Germany adopted its first National Security Strategy in 2023, built around the concept of integrated security. The document connected defence with economic resilience, cyber security, energy, critical infrastructure, diplomacy and societal preparedness.

Defence Minister Boris Pistorius gave the repositioning a harder edge. He argued that Germany had to become kriegstüchtig - capable of fighting a war - in order to deter one. The phrase was politically uncomfortable in a society conditioned to separate national identity from military power. Its bluntness was precisely the point.

Germany also developed Operational Plan Germany, or OPLAN Deutschland, to coordinate the military and civilian requirements of national and alliance defence. In a NATO contingency, Germany would be both a force provider and a logistical hub. American, British and other allied forces moving east would depend on German ports, railways, roads, fuel networks, airfields and administrative procedures.

This creates a strategic role extending far beyond the Bundeswehr. Deutsche Bahn, port operators, energy companies, telecommunications providers, police forces, state governments and private logistics firms would all affect NATO’s ability to reinforce its eastern flank. Bridges must carry heavy armour. Rail networks must accommodate military movements. Cyber defences must protect transport and command systems. Civil authorities must be prepared for sabotage, disinformation and refugee flows.

Germany’s military repositioning is therefore also a project of national resilience. The country is relearning that modern war reaches deep into civilian systems long before tanks cross a border.

Strategic Analysis

Scholz Broke the Taboo but Did Not Build the Machine

Scholz’s greatest strategic achievement was political. He made large-scale German rearmament legitimate within the centre-left and normalised the idea that military power is a necessary instrument of democratic security. This was not inevitable. Germany’s historical memory, anti-militarist currents and post-Cold War habits made the subject extraordinarily sensitive.

The Zeitenwende established a new baseline. The SPD could no longer treat engagement with Russia as sufficient strategy. The Greens accepted major defence acquisitions alongside climate policy. The CDU/CSU demanded faster and larger investment rather than questioning the direction. Even debates about borrowing shifted from whether Germany should spend on defence to how quickly it could finance the effort.

Yet a declaration is not a force structure. The Bundeswehr entered the crisis after decades of underfunding and administrative erosion. Money encountered a procurement system governed by dense regulations, risk aversion and fragmented responsibility. German industry could not instantly expand production lines that had been allowed to shrink. Skilled personnel, spare parts and ammunition could not be ordered into existence overnight.

The core weakness of Scholz’s implementation was the absence of sufficient urgency across the state. Germany behaved as though it had recognised a generational threat but still possessed a comfortable implementation timetable. Contracting accelerated in some areas, but institutional reform lagged behind strategic rhetoric.

Scholz’s quiet, methodical communication style aggravated the problem. He rarely translated military decisions into a compelling national narrative. The public heard the word Zeitenwende repeatedly, but the government did not always explain the sacrifices, industrial changes and long-term expenditure that a genuine turning point required.

The Scholz Doctrine: Alliance Discipline and Escalation Control

Scholz never published a formal doctrine bearing his name, but his decisions reveal a consistent pattern. Germany would support Ukraine, strengthen NATO and punish Russian aggression, while avoiding unilateral actions that could fracture allied unity or create an uncontrolled path to direct war.

This approach rested on four principles:

Germany should act within NATO and the European Union rather than as an independent military leader.
Major weapons decisions should be coordinated with the United States and key European allies.
Ukraine should receive substantial support, but NATO forces should not directly enter the war.
Military assistance should be balanced against the risk of escalation between nuclear powers.

The doctrine had strategic logic. Germany’s power is magnified through institutions, while unilateral German military activism would generate domestic and European unease. Coordination with Washington ensured that Berlin was not exposed as the sole escalatory actor. Alliance cohesion also denied Moscow opportunities to divide Europe from the United States.

The weakness was tempo. In war, the timing of a capability can matter as much as the capability itself. Ukraine’s battlefield requirements changed faster than Germany’s political deliberations. A weapon delivered after months of public hesitation could still be useful, but the delay imposed costs and damaged Berlin’s reputation.

Scholz also allowed individual platforms to dominate public debate. Tanks, missiles and aircraft became tests of courage rather than components of a broader campaign design. A more confident government would have explained its strategic objectives first and evaluated weapons against those objectives.

From Territorial Pacifism to Deterrence

Germany did not become pacifist after 1945 in an absolute sense. West Germany maintained large armed forces during the Cold War and hosted allied nuclear weapons. What developed after 1990 was a political culture in which the use and preparation of force became increasingly detached from everyday statecraft.

The Zeitenwende began reversing that detachment. Deterrence requires an adversary to believe that aggression will fail or impose intolerable costs. Diplomatic statements without ready forces do not create that belief. Neither does defence spending that produces impressive contracts but insufficient ammunition, maintenance or trained formations.

Germany’s repositioning therefore demands a cultural adjustment. Readiness must be measured in deployable units, response times, protected command networks and sustainable logistics. Military exercises must expose weaknesses rather than produce reassuring public relations. Political leaders must discuss casualties, mobilisation and national defence without either romanticising war or treating such language as morally suspect.

This is difficult because Germany’s caution was born from historical wisdom. The objective should not be to erase restraint. It should be to distinguish responsible restraint from strategic passivity. A democratic Germany that can defend its allies is not a return to militarism. It is a safeguard against powers that believe force can revise Europe’s borders.

The Industrial Dimension

Germany’s military repositioning is inseparable from its industrial base. Rheinmetall, KNDS Deutschland, Diehl Defence, Hensoldt, ThyssenKrupp Marine Systems and numerous specialist suppliers possess capabilities central to European rearmament. Germany can produce armoured vehicles, artillery, submarines, sensors, ammunition and air-defence systems. Yet peacetime ordering patterns created limited capacity and fragile supply chains.

Defence firms require predictable multi-year contracts before investing in factories, machinery and skilled labour. Governments often demand rapid production while placing orders too small or too temporary to justify expansion. Scholz’s special fund stimulated procurement but did not initially provide a complete long-term demand signal.

The war in Ukraine revealed the scale of Europe’s ammunition problem. High-intensity conflict consumes artillery shells, air-defence interceptors, drones and spare parts at rates far above pre-war assumptions. A military designed around small overseas deployments cannot sustain continental warfare.

Germany must therefore treat defence production as strategic infrastructure. This does not require a fully state-controlled war economy. It requires long-term contracts, coordinated European orders, protected supply chains, stockpiles of critical materials and accelerated approval processes.

There is also an economic opportunity. Germany’s traditional industrial model faces pressure from high energy costs, Chinese competition, technological transition and weak domestic investment. Defence manufacturing cannot replace the automotive or chemical sectors, but sustained European rearmament could support advanced engineering, electronics, software, metallurgy and skilled employment.

The danger is fragmentation. If every European country protects national suppliers and demands unique specifications, production will remain expensive and slow. Germany’s scale gives it influence, but Berlin must balance support for domestic industry with the creation of a more integrated European defence market.

The Personnel Crisis

Equipment without personnel has little deterrent value. The Bundeswehr has struggled to meet recruitment and retention targets while competing with civilian employers in an ageing society. Demographic pressure will intensify as Germany seeks to expand force readiness and sustain new overseas commitments.

The suspension of conscription removed a major source of personnel and weakened the Bundeswehr’s connection with society. Restoring the old system would be expensive and administratively difficult because barracks, instructors and processing capacity were reduced. Yet a purely voluntary model may not generate the numbers required for national and alliance defence.

Germany has debated forms of selective service inspired partly by Nordic models. A modern system could register an age cohort, assess availability and recruit only the number required by the armed forces and civil protection organisations. Such a scheme would still face constitutional, political and equality questions.

The Lithuania brigade sharpens the issue. Permanent foreign service affects spouses, children, housing and career planning. The Bundeswehr must offer conditions that make military life sustainable. Recruitment campaigns cannot compensate for poor accommodation, bureaucratic frustration or uncertain family support.

Scholz opened the debate but did not resolve it. Germany’s future military weight will depend as much on human capital as on the size of its budget.

Energy Security as Military Security

Germany’s dependence on Russian energy was not merely an economic error. It was a strategic vulnerability. Moscow assumed that the cost of severing energy ties would constrain Berlin’s response to aggression. That calculation failed, but Germany paid a heavy price in emergency subsidies, inflation and industrial disruption.

The rapid construction of liquefied natural gas terminals and diversification of supply demonstrated that Germany could act quickly when political urgency overcame procedural inertia. The experience offers a lesson for defence procurement: the German state is capable of accelerated execution, but only when leaders clearly define an emergency and accept higher financial and political risk.

Energy security remains intertwined with military readiness. Defence plants need reliable electricity and industrial inputs. Military mobility depends on fuel and resilient transport networks. Critical energy infrastructure is vulnerable to cyberattack, sabotage and coercive supply manipulation.

Germany’s green transition may improve strategic autonomy by reducing dependence on imported fossil fuels, but it creates new dependencies on critical minerals, batteries, solar components and Chinese manufacturing. Security policy must therefore evaluate the entire industrial ecosystem rather than replacing one dependency with another.

China and the Second Dependency Problem

Russia exposed the dangers of energy dependence. China presents a larger and more complicated challenge because German prosperity remains deeply connected to Chinese demand and supply chains. Major German automotive, chemical and engineering companies have substantial exposure to the Chinese market.

Scholz’s government adopted a China strategy centred on de-risking rather than decoupling. This recognised China simultaneously as a partner, competitor and systemic rival. The policy sought to reduce excessive dependencies without destroying commercial relations.

The military dimension is increasingly important. A conflict over Taiwan could disrupt shipping, semiconductor supply and global trade on a scale exceeding the economic shock from Russia’s invasion of Ukraine. Germany would face intense American pressure to support sanctions or other measures against Beijing. Chinese retaliation could target German companies and industrial supply chains.

Germany’s experience with Russia should have produced a faster reassessment of China exposure. Yet the economic costs of de-risking are politically difficult, and corporate incentives do not always align with national resilience. Berlin must decide which dependencies constitute tolerable commercial risks and which could become instruments of coercion.

Global Chanakya’s China, Xi Jinping and Taiwan intelligence coverage should be read alongside Germany’s military repositioning. European security and Indo-Pacific stability are no longer separate strategic theatres. American resources committed in Asia affect NATO, while European capacity to deter Russia affects Washington’s freedom of action in the Indo-Pacific.

Global Impact

Consequences for NATO

A militarily stronger Germany changes the distribution of power inside NATO. Germany occupies the alliance’s geographic centre, hosts critical American forces and connects Western reinforcement hubs with the eastern flank. Its economic scale allows it to sustain capabilities that smaller European allies cannot.

If Germany fields ready divisions, layered air defence, long-range fires and reliable logistics, NATO’s European pillar becomes far more credible. This would reduce dependence on immediate American reinforcement and improve deterrence against a rapid Russian attack.

If German rearmament remains slow, NATO’s plans will continue to rely heavily on the United States. That dependence is risky as Washington concentrates on China and as American politics becomes more sceptical of allies perceived as underperforming.

Donald Trump’s return to the White House in January 2025 intensified the pressure. European governments could no longer assume that American security guarantees would remain insulated from burden-sharing disputes. Germany’s defence investment therefore serves two purposes: deterring Russia and preserving American engagement by demonstrating that Europe is carrying more of the load.

The 2025 NATO commitment to move beyond the old 2 percent benchmark toward substantially higher defence and security expenditure reinforced the trajectory initiated by the Zeitenwende. Scholz did not design that new alliance target, but Germany’s earlier shift made it politically possible for Berlin to accept a more demanding framework.

Consequences for Russia

From Moscow’s perspective, German rearmament is a strategic defeat produced by Russia’s own aggression. For decades, the Kremlin benefited from German energy dependence, commercial engagement and reluctance to invest in hard power. The invasion converted Europe’s largest economy into a long-term supporter of Ukrainian resistance and NATO reinforcement.

Russian information operations will continue portraying German military revival as evidence of dangerous militarism. This narrative exploits historical memory and seeks to divide German society. It also attempts to conceal the causal sequence: Germany’s repositioning followed Russia’s invasion, nuclear threats and assault on the European security order.

Moscow will test German resolve below the threshold of open war. Likely instruments include cyberattacks, sabotage, disinformation, espionage, political financing, attacks on undersea infrastructure and efforts to inflame opposition to defence spending. Germany’s vulnerabilities are not confined to the battlefield.

The Lithuania brigade will be a particular focus of Russian intelligence. Moscow will examine readiness, transport routes, family arrangements, ammunition storage and political support. Any visible failure could be used to undermine NATO deterrence.

Consequences for Ukraine

Ukraine’s survival as a sovereign state remains the immediate measure of Europe’s strategic credibility. Germany’s air-defence systems, artillery, armoured vehicles, financing and training have materially strengthened Ukrainian resistance. Berlin’s industrial capacity will be vital if the conflict becomes a prolonged contest of production and endurance.

Yet Kyiv’s assessment of Scholz was shaped by delay and limitation as much as by the scale of assistance. Ukrainian leaders faced an existential war and judged European caution against daily battlefield losses. Scholz viewed the same decisions through the responsibility of preventing direct NATO-Russia confrontation.

Both perspectives are understandable, but strategic outcomes will determine the historical judgment. If Ukraine remains independent and integrated with Europe, Scholz’s measured coalition-building may appear prudent. If Russia consolidates territorial gains and rebuilds its forces for further aggression, Germany’s caution will look more costly.

Germany must prepare for multiple futures: continued war, an unstable ceasefire, a frozen conflict or a negotiated settlement that Russia later seeks to revise. None permits a return to the pre-2022 security model.

Consequences for France and European Defence

Germany’s repositioning creates both opportunity and anxiety in France. Paris has long argued for European strategic autonomy and maintains nuclear forces, an expeditionary military culture and a permanent seat on the United Nations Security Council. Berlin possesses greater economic scale but traditionally exercises military power through NATO.

A serious Franco-German defence partnership could anchor European security. France contributes nuclear deterrence, operational experience and aerospace capabilities. Germany contributes industrial depth, finance, logistics and central geography. Together they could drive joint procurement and reduce duplication.

However, the two countries differ on strategic culture and industrial policy. France often favours European systems and greater independence from Washington. Germany frequently prioritises NATO interoperability and rapidly available American equipment. Disputes over air defence and future combat-air programmes reflect these differences.

The challenge is not to eliminate disagreement but to prevent it from paralysing capability development. Europe cannot afford symbolic autonomy without usable weapons, nor permanent dependence that leaves it vulnerable to changes in American policy.

Consequences for Poland and the Baltic States

Poland and the Baltic states judge German policy through geography and history. They warned about Russia earlier and more consistently than many Western European governments. Berlin’s support for Nord Stream 2 damaged trust because it appeared to discount their security concerns.

The Zeitenwende and Lithuania brigade partially repaired that credibility. German troops defending Baltic territory send a stronger signal than diplomatic reassurance. Yet Warsaw, Vilnius, Riga and Tallinn will evaluate Germany by readiness, speed and willingness to confront Moscow.

Poland’s own rapid military expansion creates a new European balance. Warsaw is acquiring large fleets of tanks, artillery, aircraft and missile systems from the United States and South Korea. A strong Polish military combined with German logistics and industrial capacity could form the backbone of conventional deterrence in Central Europe.

Competition for leadership is inevitable, but it need not become destructive. Poland’s urgency and Germany’s scale are complementary if both states coordinate planning and infrastructure.

Consequences for India and the Indo-Pacific

Germany’s military repositioning has indirect but significant implications for India and the wider Indo-Pacific. A Europe capable of carrying more responsibility against Russia frees American military resources for the Indo-Pacific. Conversely, a weak European pillar forces Washington to divide attention between two major theatres.

Germany has also expanded its interest in Indo-Pacific security, freedom of navigation and diversified economic partnerships. India is increasingly important as a democratic power, a manufacturing partner and a strategic counterweight within a multipolar Asia.

Berlin and New Delhi will not align on every issue. India maintains longstanding defence ties with Russia and pursues strategic autonomy. Germany is embedded in NATO and the European Union. Yet both have an interest in resilient supply chains, stable maritime trade and preventing excessive dependence on China.

Germany’s experience offers India a relevant lesson: economic interdependence does not abolish geopolitical risk. Global Chanakya’s India, China, Russia, QUAD and Indo-Pacific entity pages provide the broader framework for understanding this convergence.

Risk Assessment

Risk One: The Implementation Gap

The highest-probability risk is that Germany allocates large sums but produces insufficient combat power. Procurement delays, legal challenges, industrial bottlenecks and personnel shortages could consume the political window created by the Zeitenwende.

This risk is strategically severe because deterrence depends on adversary perception. Russia will not be impressed by budget authorisations if German formations remain understrength or ammunition stocks cannot support sustained operations.

Probability: High.

Impact: High.

Risk Two: Fiscal and Social Backlash

Long-term rearmament will compete with pensions, infrastructure, climate investment and social services. Germany’s ageing population increases welfare costs while weak growth limits revenue. Political parties may exploit public concern that defence spending benefits industry while households absorb austerity.

If leaders fail to explain the security rationale, support could erode. The danger is not an immediate rejection of NATO but gradual dilution through postponed orders, optimistic accounting and reduced readiness targets.

Probability: Medium to high.

Impact: High.

Risk Three: American Strategic Retrenchment

Germany’s rearmament is occurring while the reliability of long-term American engagement is under debate. A rapid reduction of United States forces or political commitment could expose European capability gaps before Germany and its allies are ready.

European governments cannot replace the full range of American intelligence, strategic airlift, missile defence, space assets and nuclear deterrence quickly. A disorderly transition would create opportunities for Russian coercion.

Probability: Medium.

Impact: Very high.

Risk Four: Russian Hybrid Escalation

Russia has incentives to disrupt German mobilisation without triggering NATO’s collective-defence mechanism. Cyberattacks on transport networks, sabotage of defence plants, espionage and influence operations could slow rearmament and weaken public confidence.

Germany’s open society and federal system create resilience, but they also provide numerous targets. Hybrid defence requires intelligence cooperation, infrastructure protection and rapid attribution mechanisms.

Probability: High.

Impact: Medium to high.

Risk Five: Fragmented European Procurement

National industrial interests could prevent Europe from achieving scale. Competing tank, aircraft, missile and air-defence projects may consume budgets without producing sufficient quantities. Political demands for local production can also complicate multinational programmes.

Probability: High.

Impact: Medium.

Risk Six: A Two-Theatre Shock

A simultaneous crisis involving Russia in Europe and China around Taiwan would place extraordinary pressure on the United States and its allies. Germany could face disrupted trade, sanctions demands, cyberattacks and military obligations at the same time.

The possibility remains lower than the implementation risks, but its consequences would be systemic. Germany’s economic exposure to China makes this scenario particularly dangerous.

Probability: Low to medium.

Impact: Extreme.

Future Scenarios

Scenario Analysis One: Germany Becomes NATO’s Conventional Anchor

Under this scenario, Berlin sustains expanded defence budgets through the 2030s, reforms procurement and meets the personnel needs of a larger force. The Lithuania brigade becomes fully operational. Germany fields improved armoured formations, layered air defence, modern combat aircraft and resilient logistics.

Defence companies expand ammunition and missile production through long-term contracts. Germany coordinates closely with Poland, France, the Nordic states and the Baltic region. European NATO members become capable of containing an initial Russian attack while American reinforcements arrive.

This is the most favourable outcome. Germany remains strategically restrained but operationally credible. Its military power is embedded in NATO and the European Union, reducing fears of unilateralism. The transatlantic relationship becomes more balanced, and Russia faces a stronger conventional deterrent.

Scenario Analysis Two: The Funded but Hollow Force

Germany continues increasing nominal expenditure, but procurement reform fails. Costs rise faster than capability. Personnel levels stagnate, equipment availability remains inconsistent and ammunition production falls short of wartime requirements.

Political leaders point to spending totals while commanders privately warn about readiness. The Lithuania brigade exists but depends heavily on reinforcement and cannot sustain high-intensity operations independently. NATO planning continues to rely on the United States.

This scenario is dangerously plausible because it allows the appearance of progress without the institutional pain of transformation. It would preserve domestic political comfort while weakening deterrence.

Scenario Analysis Three: European Strategic Emergency

A reduction in American commitment coincides with Russian military regeneration after a ceasefire or settlement in Ukraine. Europe is forced to accelerate defence integration under severe time pressure.

Germany adopts emergency procurement, expands reserve structures and introduces a new national-service model. France demands a formal dialogue on the European role of its nuclear deterrent. Poland emerges as the principal eastern land power, while Germany becomes the central logistics and industrial hub.

This pathway could produce genuine European capacity, but the transition would be unstable. Russia might test NATO during the period between American retrenchment and European readiness.

Scenario Analysis Four: Domestic Political Retrenchment

Economic stagnation and social polarisation weaken support for defence expenditure. Parties critical of sanctions, support for Ukraine or NATO gain influence. Governments preserve headline commitments but reduce real investment.

Germany becomes more hesitant in foreign policy and increasingly vulnerable to Russian and Chinese economic pressure. Eastern European allies seek stronger bilateral ties with Washington and regional coalitions, bypassing Berlin.

This would reverse much of the political progress initiated by Scholz, though the deterioration would likely occur gradually rather than through a single dramatic decision.

Intelligence Forecast

Germany is unlikely to return fully to its pre-2022 security posture. The Russian threat, NATO pressure and the political commitments already made have altered the strategic centre of gravity. Even governments critical of specific spending decisions will find it difficult to dismantle the new consensus without damaging relations with allies.

Defence expenditure will remain structurally higher than before the Zeitenwende. The central debate will concern efficiency, prioritisation and the division between national, European and NATO capabilities. Germany will increasingly focus on air defence, ammunition, heavy land forces, military mobility, cyber security and the protection of critical infrastructure.

The Bundeswehr’s personnel problem will become more politically prominent. Germany is likely to experiment with a selective service or registration model rather than immediately restoring universal Cold War-style conscription. Reserve expansion and civil-defence planning will receive greater attention.

The Lithuania brigade will become a key indicator of German credibility. Progress toward full readiness will be closely monitored by NATO and Russia. Delays will carry reputational costs far beyond the brigade itself.

Germany will remain one of Ukraine’s largest European supporters, but Berlin will continue balancing assistance against escalation concerns and domestic fiscal pressure. Support may become more industrial and financial, with emphasis on air defence, ammunition production, maintenance and joint ventures.

Franco-German disagreement will persist over strategic autonomy and procurement. Practical cooperation is still likely where programmes have clear military requirements and stable financing. Poland’s influence will grow, making European defence less exclusively dependent on the traditional Paris-Berlin relationship.

German policy toward China will move gradually toward de-risking, but corporate exposure will slow the process. A major crisis around Taiwan would force far more rapid decisions than Berlin currently prefers.

Russian hybrid activity against Germany is likely to intensify. Defence manufacturers, rail infrastructure, military facilities, political parties and public information systems will remain priority targets. Counterintelligence and infrastructure security will become central components of the military repositioning.

The strongest forecast is institutional continuity with uneven execution. Germany has accepted the necessity of military power, but it is still learning how to generate that power at the speed demanded by the threat environment.

Final Strategic Takeaway

Olaf Scholz will not be remembered as a charismatic war leader or an architect of military doctrine. His style was too restrained, his communication too guarded and his implementation too uneven. Yet history may judge his 27 February 2022 speech as the moment Germany formally left the strategic shelter of the post-Cold War era.

The Zeitenwende acknowledged a reality German policy had resisted: peace in Europe was not self-sustaining, economic ties were not substitutes for deterrence, and American protection could not excuse permanent European military weakness.

Scholz’s caution produced real costs. Delayed decisions frustrated Ukraine and unsettled eastern allies. His government did not reform procurement or defence financing with the speed its own rhetoric demanded. The €100 billion fund was transformative in scale but temporary in design.

Still, Scholz moved Germany across a political threshold. Weapons flowed to Ukraine. The Bundeswehr received unprecedented investment. Germany recommitted to NATO’s nuclear-sharing mission, pursued layered missile defence and accepted permanent responsibility on the alliance’s eastern frontier. The fiscal system later evolved to support a much larger security effort.

Friedrich Merz inherited the next phase: converting a turning point into a durable military posture. That task will require more than larger budgets. Germany must rebuild readiness, expand industrial capacity, recruit personnel, protect infrastructure and persuade its citizens that deterrence is not the opposite of peace but one of its conditions.

The ultimate test of Scholz’s legacy will not be the eloquence of the Zeitenwende speech. It will be whether German forces can deploy, fight and sustain allied defence when the warning period ends. If Germany succeeds, Scholz will be remembered as the chancellor who began the republic’s strategic awakening. If it fails, Zeitenwende will become another German word for a promise that history did not wait to see fulfilled.
