Ethiopia-Tigray: The Horn of Africa's Next War?

Four years ago, the guns in northern Ethiopia fell silent. The Pretoria Agreement, signed in November 2022, ended a war that had killed an estimated 600,000 people and displaced millions - a toll that placed it among the deadliest conflicts of the twenty-first century, fought almost entirely outside the world's sustained attention. The peace that followed was always fragile, built on disarmament provisions never fully honored, displaced populations never fully returned, and a power-sharing arrangement that satisfied no one completely. But it held, for a while.

It is no longer holding cleanly. In 2026, Ethiopia finds itself watching the same fault lines that produced the Tigray war reopen simultaneously: a fractured Tigrayan political leadership locked in its own internal power struggle, a federal government in Addis Ababa extending interim administrative rule by decree rather than elections, Eritrean forces reportedly visible again near the border for the first time in years, and a prime minister whose escalating rhetoric about reclaiming Red Sea access has begun to look, to a growing number of regional analysts, less like aspiration and more like preparation. This report examines why Ethiopia-Tigray tensions deserve to be understood not as a closed chapter, but as one of the most dangerous live fault lines in the Horn of Africa.

Executive Summary

The Tigray war that ran from November 2020 to November 2022 formally ended with the African Union-mediated Pretoria Agreement, which established an interim regional administration to govern Tigray pending elections and committed all parties to disarmament, the withdrawal of Amhara militia and Eritrean forces from occupied Tigrayan territory, and the return of displaced populations. Implementation has been incomplete on virtually every count. As of 2026, Amhara militias continue occupying significant portions of Western Tigray in defiance of the agreement, Eritrean troops remain present in parts of northern Tigray, and hundreds of thousands of displaced Tigrayans have not returned home.

Compounding this incomplete peace is a serious internal fracture within Tigrayan politics itself. In March 2025, a hardline faction of the Tigray People's Liberation Front (TPLF), led by party chairman Debretsion Gebremichael, executed what amounted to an internal coup, ousting the more conciliatory interim administration head Getachew Reda - who had signed the Pretoria Agreement and was viewed by hardliners as having capitulated - and installing the more confrontational Tadesse Worede in his place. The federal government responded by stripping the TPLF of its legal status as a political party in May 2025, leaving Tigray's dominant political force operating entirely outside formal Ethiopian institutional recognition even as it controls the region's de facto administration and reconstituted military command structure, the Tigray Defense Forces.

Layered onto this internal Tigrayan crisis is a deteriorating Ethiopia-Eritrea relationship driven substantially by Prime Minister Abiy Ahmed's increasingly explicit demand for Red Sea maritime access, framed as "a matter of survival" and focused specifically on Eritrea's port of Assab - territory Ethiopia lost when Eritrea gained independence in 1993. With Ethiopia's national elections scheduled for June 2026, fears persist that elections cannot credibly proceed in Tigray given its unresolved political status, and that a politically pressured Abiy could find Red Sea nationalism, or a renewed confrontation with Tigrayan or Eritrean adversaries, strategically useful as a unifying cause precisely when his domestic position is most vulnerable.

Background

To understand why Tigray remains so combustible, it helps to remember how central the TPLF was to modern Ethiopian state formation. The Tigray People's Liberation Front, founded as an armed insurgency against the Derg military junta in the 1970s, became the dominant force within the Ethiopian People's Revolutionary Democratic Front (EPRDF) coalition that took power in 1991. For the following twenty-seven years, under the leadership of Meles Zenawi until his 2012 death and his successors thereafter, Tigrayan political and military elites occupied a disproportionate share of Ethiopia's security, intelligence, and economic leadership - a dominance that generated deep resentment among Ethiopia's larger Oromo and Amhara populations, ultimately fueling the protest movement that brought Abiy Ahmed to power in 2018.

Abiy's rise ended nearly three decades of TPLF political dominance virtually overnight. His subsequent dissolution of the EPRDF's ethnic-federal party structure into a unified Prosperity Party in December 2019 - a move the TPLF refused to join, viewing it correctly as designed to permanently dilute their influence - set Tigray's leadership on a collision course with Addis Ababa. Tigray's defiant September 2020 regional elections, held against federal orders during the COVID-19 pandemic, escalated tensions further, and in November 2020, Tigrayan forces' attack on the Ethiopian National Defense Force's Northern Command headquarters in Mekelle triggered the war.

What followed was catastrophic by almost any measure. Federal forces, supported directly by Eritrean troops under President Isaias Afwerki - Tigray's historic regional rival, given Eritrea's own war of independence and subsequent 1998-2000 border war with Ethiopia - and by Amhara regional militias seeking to reclaim contested territory, fought a brutal two-year campaign against the Tigray Defense Forces. Documented atrocities included systematic sexual violence used as a weapon of war, with surveys finding roughly one in ten Tigrayan women subjected to sexual violence during the conflict, alongside engineered famine conditions and ethnic-targeted violence that UN investigators and human rights organizations characterized, in places, as amounting to ethnic cleansing. All major parties to the conflict, including federal forces, Eritrean troops, Amhara militias, and Tigrayan forces, were found to have committed serious war crimes.

The Pretoria Agreement, signed November 2, 2022, ended formal hostilities through a negotiated settlement establishing a Tigray Interim Administration (TIA) to govern the region pending elections, alongside commitments to TDF disarmament, withdrawal of Amhara and Eritrean forces from Tigrayan territory, restoration of federal services, and return of displaced populations - a comprehensive framework whose incomplete implementation over the following four years has become the central driver of renewed instability.

Current Situation

The TPLF's Internal Fracture

The single most consequential recent development reshaping Tigray's trajectory is not federal-Tigrayan conflict directly, but an internal Tigrayan political rupture. Following the Pretoria Agreement, Getachew Reda, a relative moderate within TPLF ranks, was appointed to lead the Tigray Interim Administration and worked, with varying success, to implement the peace framework's terms - an approach hardline TPLF elements increasingly viewed as capitulation, derisively labeling the Pretoria Agreement a "surrender document."

That internal grievance culminated in March 2025, when a faction loyal to TPLF chairman Debretsion Gebremichael seized control of government offices in Mekelle in what was widely characterized as an internal coup, deploying armed men to patrol the city and check civilian identification while Getachew fled to Addis Ababa. Credible reporting, including from The Guardian, suggested Eritrean intelligence had provided assistance enabling Debretsion's faction to consolidate power - a detail that, if accurate, illustrates how directly Eritrea remains embedded in Tigray's internal political dynamics even years after the war's formal end.

Debretsion's faction installed Tadesse Worede as the new TIA head in April 2025, and Tadesse has subsequently aligned closely with Debretsion's hardline positioning, sharply criticizing the federal government for failing to enforce Amhara militia withdrawal from Western Tigray or facilitate the return of displaced Tigrayans - both core, unimplemented Pretoria commitments. The TPLF leadership has used these legitimate grievances to justify its own non-compliance with the agreement's disarmament and demobilization provisions, and in June 2025, reinstated formal military command over the Tigray Defense Forces for the first time since the war's end - a direct, deliberate reversal of the demilitarization process Pretoria was designed to achieve.

The federal government's response has been to escalate in turn. In May 2025, Addis Ababa formally revoked the TPLF's legal standing as a political party, a move that leaves Tigray's dominant political and military force - the entity that actually controls the region on the ground - operating entirely outside any recognized Ethiopian institutional framework. This is a genuinely unusual and unstable arrangement: the federal government continues funding and nominally overseeing the Tigray Interim Administration, even as that administration is now led by figures aligned with a party Addis Ababa has stripped of all legal recognition.

The TIA Mandate Crisis and Frozen Elections

Tigray's governance crisis reached a genuine flashpoint in April 2026. The TIA's mandate was set to expire April 8, and under Ethiopian law, the federal government could not extend it a second time, having already done so once previously. With TPLF's legal party status revoked and no credible alternative political structure available to contest regional elections, Addis Ababa faced an acute dilemma: hold elections in Tigray that TPLF would likely dominate despite lacking legal recognition, risk a power vacuum by allowing the TIA's mandate to simply lapse, or find some other mechanism to extend interim governance.

Prime Minister Abiy met with TIA head Tadesse Worede on April 7, and the federal government extended the TIA's mandate by one year the following day - a move analysts characterized as averting an immediate flashpoint for renewed war, but one that resolves nothing structurally. The TPLF formally rejected the extension as a violation of the Pretoria Agreement and Tigray's own pre-war legal framework, characterizing it as unilateral federal imposition. Compounding the dispute, the federal government has separately indicated plans to hold parliamentary elections in some disputed areas of Tigray in June 2026 over explicit TPLF objections - elections most regional observers, including Tigrayan political analysts, consider effectively impossible to conduct credibly given the depth of ongoing political division and the absence of functioning, internationally recognized political party structures representing the region's dominant political force.

January 2026 Clashes: The Closest Call Yet

The most serious direct military escalation since the war's formal end occurred in late January 2026. Tensions had been building for months: in November 2025, Ethiopia's Afar Regional government accused TPLF elements of crossing the Tigray-Afar border and attacking civilians, threatening retaliation if TPLF forces did not withdraw - accusations TPLF denied, instead alleging the attacks were orchestrated by Ethiopian-backed militants. The following day, TPLF accused federal forces of conducting a drone strike on Raya Azebo that killed Tigrayan forces and civilians, characterizing it as a direct violation of the Pretoria ceasefire.

These accusations erupted into actual clashes on January 29, 2026, in Mai Degusha, a contested area of Tselemti district in western Tigray, pitting Tigrayan fighters against federal forces backed by Amhara militias. Ethiopian Airlines responded by canceling flights between Addis Ababa and Tigrayan cities - a telling, concrete indicator of how seriously authorities assessed the security deterioration. Getachew Reda, the ousted former TIA head now operating from Addis Ababa, issued a pointed warning that "power-hungry individuals within the TPLF" were "trying to drag Tigray into another round of war," a striking public break between Tigray's former and current leadership that underscores how deeply the region's own political class remains divided over strategy.

The clashes did not escalate into full renewed war, but the underlying triggers - disputed western Tigrayan territory still occupied by Amhara militias four years after Pretoria mandated their withdrawal, and unresolved accusations of cross-border drone strikes and militia coordination - remain entirely unresolved, meaning the conditions that produced January's flashpoint persist largely unchanged into the second half of 2026.

The Ethiopia-Eritrea Dimension: Red Sea Access as National Cause

Running parallel to, and increasingly intertwined with, the Tigray crisis is a sharply deteriorating Ethiopia-Eritrea relationship centered on Abiy Ahmed's escalating demand for Red Sea maritime access. Ethiopia, the world's most populous landlocked country, has depended on Djibouti for roughly 95 percent of its seaborne trade since losing its own coastline when Eritrea gained independence in 1993 - a dependency Abiy's government estimates costs Ethiopia approximately $1.5 billion annually in logistics and port fees.

Abiy's rhetoric on this question has escalated dramatically through late 2025 and into 2026. In September 2025, he characterized regaining access to Eritrea's port of Assab as merely "a matter of time," explicitly calling the 1993 loss of the port a historical "mistake." By October 28, he was calling for international mediation, describing maritime access as "a matter of survival" for Ethiopia. In a February 2026 parliamentary address, he declared that "the Red Sea and Ethiopia cannot remain separated forever," while a subsequent military parade in southern Ethiopia featured special forces marching beneath banners reading, in Amharic, that Ethiopia would not remain landlocked "whether you like it or not" - imagery that included a soldier symbolically breaching a door toward a seaport.

Ethiopia's Foreign Affairs Minister Gedion Timothewos sharpened the confrontation further in October 2025, accusing Eritrea and the TPLF of entering a coordinated pact to "wage" conflict against the federal government - an accusation that directly links the Red Sea dispute to the Tigray crisis, with Addis Ababa effectively framing Eritrea's alleged support for TPLF hardliners and its resistance to Ethiopian maritime ambitions as two fronts of a single strategic threat. Eritrea has firmly rejected these accusations as "patently false and fabricated," while itself accusing Ethiopia of military preparations along the shared border. In February 2026, Ethiopia formally demanded Eritrean troop withdrawal from Ethiopian territory in a diplomatic letter - a demand Eritrea denied had any basis.

Despite this escalatory spiral, Abiy has repeatedly and explicitly denied any intention to pursue Red Sea access through military force, stating Ethiopia has "no intention of invading or attacking others" while affirming continued pursuit of maritime access through diplomatic and commercial channels. Most regional security analysts, including former US Ambassador to Ethiopia David Shinn, view an actual Ethiopian invasion of Eritrea to seize Assab as highly improbable given Eritrea's heavily fortified southern border, its large standing military relative to population, and the catastrophic economic and diplomatic costs Ethiopia would incur - including likely jeopardizing its critical Djibouti port relationship and broader foreign investment climate, with the IMF projecting 7.1 percent real GDP growth for Ethiopia this year that any major conflict would directly threaten.

Saudi Arabia's Quiet Counterweight

An important and underappreciated dimension of the Eritrea standoff involves Saudi Arabia's alignment with Asmara, driven substantially by Riyadh's concern over the United Arab Emirates' growing influence across Ethiopia and the wider Horn of Africa - a dynamic that mirrors the broader Saudi-UAE rivalry Global Chanakya has tracked extensively in the context of both Yemen and Sudan. Some regional analysts have specifically suggested that any Ethiopian move into Eritrea could risk drawing a Saudi aerial response in Eritrea's defense, though the outbreak of the Iran-Israel-US conflict in early 2026 has complicated this calculus by potentially requiring Riyadh to retain greater military capability closer to its own borders rather than projecting power into the Horn of Africa.

Strategic Analysis

Abiy's Political Calculus: A Unifying Cause Amid Fragmentation

Understanding Abiy Ahmed's escalating Red Sea rhetoric requires understanding the extraordinary breadth of domestic challenges his government currently faces simultaneously. Beyond the Tigray crisis, Ethiopia continues grappling with ongoing insurgencies involving Amhara Fano militias and the Oromo Liberation Army, alongside the unresolved al-Fashaga border dispute with Sudan and the diplomatic fallout from his controversial 2024 Somaliland port access memorandum, which alienated Somalia and led Mogadishu to threaten expulsion of Ethiopian peacekeeping troops.

With national elections scheduled for June 2026 and Abiy's broader legacy - including his 2019 Nobel Peace Prize, awarded specifically for reconciliation with Eritrea - increasingly under strain from this accumulation of internal conflicts, Red Sea access functions as a rare unifying nationalist cause capable of generating support across Ethiopia's deeply fractured ethnic-political landscape. Few issues command the kind of cross-ethnic consensus that the loss of Ethiopia's coastline does; many Ethiopians genuinely view landlocked status as a historical injustice warranting correction, giving Abiy's rhetoric authentic domestic resonance beyond pure political calculation, even as analysts increasingly characterize it as a calculated diversion from internal instability rather than a serious military program.

Eritrea's Defensive Opportunism

Isaias Afwerki's calculus reflects a pattern consistent with Eritrea's broader regional strategy over the past several decades: cultivating relationships with armed factions opposed to whichever government in Addis Ababa it currently views as threatening, as a low-cost deterrent and leverage mechanism against a historically much larger and more powerful neighbor. Eritrea's alleged support for hardline TPLF elements - a striking reversal given Eritrea's direct military role fighting against the TPLF during the 2020-2022 war itself - illustrates this opportunism clearly: Asmara's strategic interest is not in any particular Tigrayan faction's success, but in maintaining persistent internal Ethiopian instability that constrains Addis Ababa's capacity to project power against Eritrea, whether over Assab specifically or more broadly.

This creates a genuinely dangerous dynamic the International Crisis Group has explicitly flagged: Eritrea's strategy of partnering with multiple Ethiopian opposition groups simultaneously - Fano, TPLF hardliners, and others - risks backfiring catastrophically if Addis Ababa eventually concludes Eritrean interference has crossed an intolerable threshold, providing genuine casus belli for the kind of confrontation most analysts currently view as unlikely but not impossible.

The Sudan-Ethiopia-RSF Connection

Ethiopia's regional positioning carries direct relevance to the broader Sudan conflict Global Chanakya has analyzed separately. Ethiopia has reportedly provided direct backing to Sudan's Rapid Support Forces since 2025, a calculated hedge against Egypt and a response to years of tension with the Sudanese Armed Forces stemming from SAF's historical ties to the TPLF and the unresolved al-Fashaga border dispute. Ethiopia has reportedly allowed UAE weapons transfers to the RSF to transit its territory and permitted RSF training camp establishment in the Benishangul-Gumuz region, from which RSF-aligned forces have launched operations into Sudan's Blue Nile state - with drone strikes from this infrastructure surging since Ethiopia completed what regional monitoring describes as dedicated "drone support infrastructure" in late 2025.

This places Ethiopia squarely within the broader Saudi-UAE proxy dynamic shaping Sudan's war, and illustrates how Horn of Africa conflicts increasingly interlock: Ethiopia's tensions with Egypt over the Grand Ethiopian Renaissance Dam, its alignment with the UAE against Saudi-backed Sudanese and Eritrean interests, and its own internal Tigray crisis are not separate files but components of a single, increasingly interconnected regional power competition.

Global Impact

Red Sea Shipping and Maritime Security Compounding

Any significant escalation in the Ethiopia-Eritrea dispute would add yet another variable to an already severely stressed Red Sea security picture, layering onto the Houthi-driven Bab al-Mandab disruption Global Chanakya has extensively documented and the broader Sudan conflict's own Red Sea coastline implications. Eritrea's strategic position along the Red Sea's western shore, combined with its historically close relationship with both Russia - which has periodically explored naval basing arrangements in the region - and now its alignment with Saudi Arabia against UAE-aligned interests, means renewed Ethiopia-Eritrea conflict carries genuine potential to further destabilize one of the world's most consequential maritime chokepoints at a moment when it can least afford additional disruption.

Humanitarian Funding Strain

Tigray's recovery from the 2020-2022 war has been directly and severely affected by reductions in US foreign assistance funding, with the region - already reliant heavily on USAID support, historically Ethiopia's largest humanitarian donor - suffering acute strain from the Trump administration's funding cuts. This compounds an already dire underlying humanitarian picture: the original war's reconstruction costs alone were estimated at roughly $20 billion, a figure that has only grown given the subsequent years of incomplete recovery, continued displacement, and now renewed instability threatening to reverse what limited progress has occurred.

A Test Case for African Union Conflict Resolution

The Pretoria Agreement represented one of the African Union's most significant independent conflict-mediation achievements in recent memory, ending one of the continent's deadliest contemporary wars without primary reliance on Western or UN mediation architecture. Its incomplete implementation, and the genuine risk of renewed conflict despite the agreement's formal continued existence, represents a consequential test of the AU's capacity to enforce, rather than merely broker, conflict resolution - with direct implications for the institution's credibility in addressing the simultaneous, overlapping crises across Sudan, the broader Horn of Africa, and beyond that increasingly demand exactly this kind of sustained regional mediation capacity.

Risk Assessment

High-Probability Risks

Continued localized clashes in western Tigray: Given the persistent, unresolved Amhara militia occupation of contested territory and the precedent of January 2026's Mai Degusha clashes, further localized confrontations between Tigrayan forces and federal/Amhara forces remain highly likely through the remainder of 2026.
Continued TPLF-federal government institutional standoff: Given the TPLF's revoked legal status and rejection of the TIA mandate extension, continued institutional paralysis and mutual delegitimization between Tigray's de facto leadership and Addis Ababa is highly probable, regardless of whether June elections proceed in any form.
Escalating but contained Ethiopia-Eritrea rhetoric: Continued sharp diplomatic exchanges, accusations, and military posturing between Addis Ababa and Asmara, without full-scale conflict, represents the most probable near-term trajectory given both sides' demonstrated rhetorical escalation alongside consistent denial of war intentions.

Moderate-Probability Risks

Election-related crisis in June 2026: Given near-universal regional assessment that credible elections in Tigray are currently impossible, a moderate-probability risk exists of a serious political crisis if the federal government proceeds with elections in disputed areas over TPLF objections, potentially triggering exactly the kind of confrontation the April 2026 TIA mandate extension was designed to avert.
Direct but limited Ethiopia-Eritrea border clashes: Given troop mobilizations on both sides and the documented pattern of escalating accusations, a moderate-probability risk exists of limited border confrontations or proxy clashes, even without a full-scale invasion of Eritrean territory.
Further TPLF internal fragmentation: Given the depth of division between Debretsion's hardline faction and more moderate figures like the ousted Getachew Reda, continued internal Tigrayan political fragmentation - potentially producing competing claims to legitimate Tigrayan leadership - remains a real possibility.

Lower-Probability but High-Impact Risks

Renewed full-scale Tigray war: While individual triggers for renewed large-scale conflict exist, the catastrophic toll of the 2020-2022 war, the continued (if frayed) existence of the Pretoria framework, and the absence of clear appetite from any major external patron for a fresh full-scale conflict make a complete return to 2020-level warfare a lower-probability, though not negligible, outcome.
Full-scale Ethiopia-Eritrea invasion over Assab: Despite escalating rhetoric, the near-universal assessment among regional security analysts is that actual large-scale Ethiopian military action to seize Assab remains unlikely given the prohibitive costs, Eritrea's defensive fortifications, and the absence of any plausible scenario in which Ethiopia could hold seized territory without sustained, economically devastating conflict.
Direct Saudi-UAE military confrontation via Horn of Africa proxies: While both powers back opposing sides across multiple Horn of Africa files including Eritrea-Ethiopia and Sudan, direct military confrontation between Saudi and Emirati forces remains a low-probability outcome given both states' overriding interest in avoiding open rupture.

Future Scenarios

Scenario Analysis - the following projections are illustrative simulations based on current trajectories, not confirmed events.

Scenario One: Prolonged Frozen Instability (Most Likely)

Tigray continues operating under an extended but contested TIA mandate, with the TPLF's legal status remaining unresolved and periodic, contained localized clashes continuing in western Tigray without escalating to renewed full-scale war. Ethiopia-Eritrea tensions persist at an elevated rhetorical level, with Abiy continuing to invoke Red Sea access as a unifying domestic theme without pursuing actual military action against Assab. June 2026 elections proceed in most of Ethiopia but remain effectively impossible to credibly hold in Tigray, generating continued institutional ambiguity without acute crisis.

Scenario Two: Renewed Tigray Conflict

Continued non-implementation of Pretoria's territorial and disarmament provisions, combined with TPLF's reconstituted military command structure and ongoing Amhara militia occupation of contested western territory, produces an escalation beyond January 2026's contained clashes into a broader, sustained military confrontation between federal forces and Tigrayan forces - potentially drawing in Eritrean involvement given documented historical patterns and current allegations of coordination with TPLF hardline elements.

Scenario Three: Ethiopia-Eritrea Border Crisis

Continued mutual accusations and troop mobilizations along the Ethiopia-Eritrea border eventually produce a serious, if geographically contained, military confrontation - falling short of full invasion but involving significant clashes and casualties - driven either by deliberate escalation from one side or by miscalculation amid the current high-tension standoff, potentially triggering broader African Union and international mediation efforts under significant time pressure.

Scenario Four: Negotiated De-escalation

Sustained African Union, Gulf state, and international pressure - building on the precedent of successful crisis management around the April 2026 TIA mandate extension - produces genuine progress on Pretoria's outstanding implementation gaps, including actual Amhara militia withdrawal from contested territory and a credible pathway toward TPLF's reintegration into formal Ethiopian political structures, alongside parallel Ethiopia-Eritrea dialogue addressing both maritime access aspirations and Eritrean sovereignty concerns. This remains a less probable but genuinely achievable outcome given that both Abiy and Isaias have repeatedly signaled, even amid escalatory rhetoric, that neither actively seeks full-scale war.

Intelligence Forecast

Based on current trajectories, Global Chanakya's assessment for the next twelve to eighteen months centers on four core judgments.

First, Tigray's internal political fragmentation - not direct federal-Tigrayan military confrontation - will remain the most immediate driver of instability, given the TPLF's unresolved legal status, the unresolved rift between Debretsion's hardline faction and more moderate figures, and the practical impossibility of credible regional elections under current conditions.

Second, Abiy Ahmed's Red Sea rhetoric will likely continue intensifying through the run-up to and aftermath of June 2026 elections, functioning primarily as a domestic political unifying tool rather than genuine military preparation, though the risk of miscalculation or unintended escalation along the Eritrea border will rise correspondingly as rhetoric on both sides continues hardening.

Third, the interconnection between Ethiopia's internal conflicts, the Eritrea standoff, and the broader Sudan war will continue deepening, with Ethiopia's RSF backing and Saudi-Eritrea alignment against UAE-aligned interests representing a structural feature of regional competition unlikely to resolve independently of the broader Saudi-UAE Horn of Africa rivalry.

Fourth, the African Union's capacity to prevent renewed large-scale Tigray conflict will face its most serious test since the original Pretoria Agreement, given the accumulating, unresolved implementation gaps and the absence, thus far, of any credible enforcement mechanism beyond continued diplomatic engagement.

Final Strategic Takeaway

Ethiopia's Tigray crisis illustrates a pattern increasingly visible across multiple conflicts Global Chanakya tracks: a peace agreement that successfully halted active fighting without resolving the underlying political, territorial, and security questions that caused the war in the first place. Pretoria stopped the killing in 2022, but it did not return displaced Tigrayans home, did not remove Amhara militias from contested territory, did not achieve genuine TDF disarmament, and did not produce a stable, internationally recognized political structure capable of representing Tigrayan interests within Ethiopia's federal system. Four years later, every one of those unresolved gaps has become an active source of renewed tension.

What makes 2026 particularly dangerous is the simultaneous convergence of multiple, mutually reinforcing pressures: a fractured Tigrayan leadership with genuine internal incentive toward confrontation, a federal government extending interim rule by decree rather than addressing underlying grievances, an Eritrean regime with demonstrated historical willingness to exploit Ethiopian internal divisions, and a prime minister facing electoral pressure who has found Red Sea nationalism a uniquely effective unifying cause.

None of these pressures individually guarantees renewed war. Most regional analysts, weighing the catastrophic costs of the 2020-2022 conflict against the current balance of incentives, still consider continued frozen instability more likely than a full return to large-scale fighting. But frozen instability in the Horn of Africa has proven, repeatedly, to be a precarious equilibrium rather than a stable one - and the specific combination of unresolved Tigrayan political fragmentation, hardening Ethiopia-Eritrea rhetoric, and approaching elections that cannot credibly proceed in the region at the center of this entire dispute means the window for genuine diplomatic intervention may be narrower than comfortable assumptions about post-2022 peace would suggest. The African Union, Gulf mediators, and the broader international community would be wise to treat 2026 not as a year to monitor Tigray from a comfortable distance, but as the year the Pretoria framework either gets genuinely reinforced, or genuinely begins to unravel.
