Space Warfare and Satellite Security Risks in 2026

Somewhere in low Earth orbit, roughly 550 kilometers above the planet, thousands of Starlink satellites move in careful formation, carrying internet connectivity to remote regions, battlefield communications to Ukrainian forces, and an increasingly indispensable layer of the world's digital infrastructure. American intelligence agencies now believe Russia is building a weapon specifically designed to threaten that constellation - not a precision strike against a single satellite, but something closer to an act of deliberate orbital vandalism, a device that could scatter destructive debris across an entire altitude band, indiscriminately, for years. Space-security specialists who study these programs for a living find the concept almost too reckless to credit. Russia depends on satellites too. China, Moscow's closest strategic partner, depends on them even more. And yet the intelligence keeps surfacing, the rhetoric keeps hardening, and the world's major space powers keep behaving as though the sixty-year pause on weaponizing orbit may be quietly coming to an end.

This is the genuinely uncomfortable reality of space warfare in 2026: a domain that spent the Cold War's final decades governed by mutual restraint, treaty rhetoric, and a shared recognition that fouling orbit with debris would hurt everyone equally, is now being actively, openly contested by the same handful of major powers that built that restraint in the first place. China has fielded ground-based laser and missile systems capable of destroying satellites outright. Russia has resumed kinetic anti-satellite testing after a decades-long pause and stands accused of pursuing a nuclear-powered weapon explicitly designed to threaten commercial mega-constellations. The United States has stood up an entire military service, the Space Force, explicitly tasked with winning what its own officers now openly call a race for orbital dominance. None of this guarantees war in space. All of it guarantees that the assumptions underpinning modern military operations, global communications, and basic economic activity - that satellites simply work, reliably, every day - can no longer be taken for granted.

Executive Summary

Space has transitioned decisively from a domain of cautious, treaty-constrained competition into one of openly acknowledged warfighting preparation by 2026, with the United States, China, and Russia each treating orbital dominance as a core element of military strategy rather than a peripheral concern. The US Space Force is accelerating deployment of counterspace weapons under a Trump administration policy explicitly aimed at reasserting American dominance over China and Russia in any potential orbital conflict, reflecting a fundamental shift from the service's earlier defensive, awareness-focused posture toward genuine warfighting capability.

China's space buildup has proceeded at a pace that American defense officials describe with genuine alarm. China's operational satellite fleet exceeded 1,060 by mid-2025, with hundreds dedicated specifically to intelligence, surveillance, and reconnaissance, as Beijing aggressively positions itself as a global leader in space technology specifically seeking to reshape international governance and displace the United States as the world's premier space power. China has already fielded ground-based counterspace capabilities including electronic warfare systems, directed energy weapons, and anti-satellite missiles intended to disrupt, damage, and destroy target satellites, while separately conducting orbital technology demonstrations that prove its ability to operate future space-based counterspace weapons.

The most alarming single development of the period involves Russia specifically. US intelligence agencies suspect Russia is developing an anti-satellite weapon designed to target Starlink service, though space-security analysts who have reviewed available indicators remain genuinely skeptical such a weapon could function without causing uncontrollable chaos in orbit that would harm Russia's own space assets and those of its close partner China equally. This sits alongside continuing, unresolved international concern regarding a separate, earlier-disclosed Russian program. In 2024, US intelligence sources indicated Russia was working on an anti-satellite weapon involving some form of nuclear technology, raising the specter of an electromagnetic pulse weapon capability that would represent the first deployment of nuclear weapons in orbit since the 1967 Outer Space Treaty's prohibition took effect.

International governance efforts to constrain this escalating competition have repeatedly failed to produce binding results. A 2024 UN Security Council resolution affirming the legally binding obligation under the Outer Space Treaty not to place weapons of mass destruction in orbit was vetoed by Russia, with China abstaining, despite thirteen states voting in favor - leaving the international legal framework governing orbital weaponization essentially unenforceable against the very powers whose programs have generated the greatest concern. This report examines the current state of major-power counterspace capability, the specific Russian and Chinese programs driving Western alarm, the American Golden Dome missile defense and Space Force buildup responding to them, and the genuine, growing risk that orbital competition produces consequences extending far beyond any single military confrontation.

Background

Anti-satellite weapons have existed in some form since the early Cold War, but the international community spent roughly four decades after the mid-1980s observing an informal, largely voluntary restraint regarding their actual testing and use. The United States stopped its own ASAT testing in 1985, and this pause held for over two decades until China's 2007 destruction of its defunct Fengyun-1C weather satellite shattered the taboo, creating more than 40,000 trackable pieces of debris and sharply increasing the total amount of debris in low Earth orbit, putting every satellite in that orbital band at heightened collision risk.

This single test fundamentally altered the strategic calculus of every major space power. The United States responded to China's 2007 test with its own demonstration in 2008, deliberately targeting a satellite that was already deorbiting to minimize debris risk, specifically to remind Beijing that American kinetic kill capability remained intact despite decades of self-imposed restraint. Subsequent testing by China, Russia, and India through the following decade and a half demonstrated this capability had proliferated well beyond the original two Cold War space powers, with India's 2019 test specifically drawing American concern about debris persistence in low Earth orbit despite New Delhi's own characterization of the test as defensive and not targeted against any particular nation.

International efforts to constrain this proliferating capability have proceeded along two largely incompatible diplomatic tracks for years without resolution. Russia and China have consistently insisted on a binding treaty - the Prevention of the Placement of Weapons in Outer Space Treaty, or PPWT - while the United States and other Western states have favored non-binding instruments capturing principles of responsible behavior as a preliminary step toward any eventual binding agreement, a fundamental disagreement over process that has stalled meaningful multilateral progress for nearly two decades. The United States itself announced a unilateral moratorium on destructive direct-ascent ASAT testing in April 2022, subsequently joined by 37 other states and endorsed by a UN General Assembly resolution passing with 155 votes in favor - but Russia, China, and India all declined to support the moratorium, having all tested such capabilities themselves in recent years.

Current Situation

The American Buildup: From Awareness to Warfighting

The US Space Force's posture has shifted markedly in 2026 from its founding emphasis on situational awareness toward genuine, acknowledged warfighting capability development, reflecting a policy decision at the highest levels of the Trump administration. As the Space Force enters 2026 amid escalating threats from China and Russia, the service faces a pivotal year transitioning to full-spectrum warfighting, backed by record fiscal 2026 funding approaching $40 billion and reflecting priorities for hybrid military-commercial architectures designed to ensure resilient operations even under sustained adversary pressure.

Senior Space Force officials have been notably candid about the strategic stakes this buildup is meant to address. Winning this race is not only about securing dominance in orbit, according to the panel assessment driving current policy, but about protecting critical infrastructure, maintaining operational resilience, safeguarding democratic values in space governance, and ensuring American standards guide the development of rules and norms in space, since otherwise China will use space to advance its own strategic interests to the disadvantage of the United States. This framing - space governance and norm-setting as itself a strategic objective, not merely a byproduct of military capability - reflects a genuine recognition within American defense planning that the rules governing orbital behavior remain genuinely contested terrain in their own right.

The specific capability gap driving this urgency has been a recurring theme in congressional and expert commentary throughout the period. Current Space Force orbital warfare capability remains limited largely to the Geosynchronous Space Situational Awareness Program, or GSSAP, satellites - described by one former senior defense official as merely a "neighborhood watch" rather than an actual counterspace weapons system, with the same official noting that creating an entire new military service without providing it the weapons needed for its core mission represented something close to a contradiction in terms. The congressional US-China Economic and Security Review Commission has explicitly faulted the Space Force for insufficient pursuit of space weapons specifically, outlining the dangers posed by China's demonstrated space warfare systems capable of destroying and disrupting American satellites and explicitly identifying Chinese pursuit of space superiority as a defined strategic objective.

The Golden Dome missile defense initiative represents the most ambitious single component of this broader buildup, explicitly incorporating space-based interception capability as a core architectural element. Boost-phase space-based interceptor prototypes - a weapon system designed to destroy enemy ballistic missiles during their initial boost phase of flight - were awarded under competitive contracts for the Golden Dome initiative in November 2025, with kinetic midcourse interceptor awards, designed for hit-to-kill engagement during a missile's coasting phase, expected to follow in February 2026. Program leadership has expressed considerable confidence in the underlying technology's maturity. Program lead General Michael Guetlein has stated his firm belief that the technology needed to deliver Golden Dome exists today, emphasizing the critical importance of integrated command and control across the system's various interceptor layers and sensor networks.

China: Quantity, Quality, and Strategic Ambition

China's space program has continued its rapid expansion across both civilian and explicitly military dimensions, with American assessments increasingly framing Beijing's ambitions as extending well beyond simple capability parity toward genuine displacement of American space leadership. China is aggressively positioning itself as a global leader in space technology and exploration, seeking to reshape international governance, influence technical standards, and displace the United States as the world's premier space power, according to the US-China Economic and Security Review Commission's most recent annual assessment.

China's specific counterspace capability set spans the full range of kinetic, directed-energy, and electronic warfare categories simultaneously, reflecting a deliberately diversified approach to orbital denial. China's broader strategic posture treats space explicitly as a domain of military conflict, reflected in its disbanding of the previous Strategic Space Force structure in favor of a newly created Information Support Force, alongside continued reports it may have launched an experimental satellite to geostationary orbit specifically to practice jamming operations against rival satellites. The 2025 Secure World Foundation assessment documented five distinct Chinese satellites conducting rendezvous and proximity operations throughout 2024 alone - close-approach maneuvers near other satellites that, while not weapons tests in themselves, demonstrate operational capability directly relevant to future on-orbit counterspace action.

Russia: From Jamming to Nuclear Ambiguity

Russia's counterspace activity has proceeded along two genuinely distinct tracks simultaneously: persistent, low-grade electronic interference affecting both military and civilian satellite users, and a far more alarming, still partially unconfirmed program reportedly involving nuclear technology specifically designed to threaten Western mega-constellations. On the electronic warfare front, the operational impact has become genuinely difficult to ignore. Russia's GPS jamming is having increasing impacts on civil aviation and non-combatant users, with reports emerging of interruptions to Starlink service specifically attributed to Russian jamming operations - interference that, while reversible and non-destructive, occurs with a frequency that has become a routine operational hazard rather than an occasional anomaly.

The more serious, nuclear-related concern has generated genuine division among space-security specialists regarding its credibility and likely intent. Intelligence agencies suspect Russia is developing an anti-satellite weapon to target Starlink service specifically, though analysts who have reviewed the relevant findings doubt such a weapon could function without causing uncontrollable chaos in space for every nation, including Russia and its close ally China, that depends on thousands of orbiting satellites for communications, defense, and other vital functions. Victoria Samson of the Secure World Foundation has offered a particularly skeptical assessment of the program's actual deployment likelihood. Samson stated she would be very surprised if Russia actually used such a weapon, noting Moscow has invested enormous time, money, and human capital into being a genuine space power, and that deploying an indiscriminate, debris-generating weapon of this kind would effectively cut Russia off from space access just as thoroughly as it would its adversaries - a sacrifice Samson does not believe Moscow would ultimately be willing to make.

Other analysts have offered a more nuanced reading, suggesting the weapon's strategic value may lie precisely in its existence rather than its actual use. Clayton Swope assessed that the chaos such a weapon could cause might enable Moscow to threaten its adversaries without ever actually having to use it, describing the program as feeling very much like "a weapon of fear" seeking some form of deterrence rather than a genuine operational capability intended for actual employment. The orbital geography involved compounds the stakes for China specifically, given its own substantial presence in similar orbital regimes. Starlink's orbits sit roughly 550 kilometers above Earth, while China's Tiangong space station and the International Space Station both operate at lower orbits that would face genuine collateral risk from any debris-generating weapon deployed in this altitude band.

Canadian military leadership has been notably unwilling to dismiss these concerns despite the analytical skepticism surrounding actual deployment intent. Brigadier General Christopher Horner, commander of the Canadian military's Space Division, has stated that such Russian work cannot be ruled out, citing precedent from previous comparable Soviet and Russian weapons programs that Western intelligence services have historically underestimated or discovered later than initially assessed.

The Failed Governance Track

International diplomatic efforts to constrain this escalating competition have produced a consistent pattern of failure precisely at the moments when binding action seemed most achievable. A 2024 UN Security Council resolution affirming the legally binding Outer Space Treaty obligation not to place weapons of mass destruction into orbit - drafted specifically in response to mounting concern over Russia's reported nuclear ASAT program - saw thirteen states vote in favor, China abstain, and Russia exercise its veto power to block the resolution's passage entirely. The diplomatic exchange surrounding this vote illustrated the genuinely intractable nature of the underlying disagreement. The American ambassador characterized Russia as having irresponsibly invoked dangerous nuclear rhetoric while walking away from multiple arms control obligations and remaining unwilling to engage in substantive risk-reduction discussions, while Russia's own ambassador responded by questioning why, if the resolution's failure did not affect Russia's existing Outer Space Treaty obligations as the American delegation claimed, the resolution itself had been considered necessary at all.

A separate but related diplomatic amendment proposed jointly by Russia and China during this same debate revealed the deeper structural disagreement underlying the entire governance impasse. Russia and China proposed an amendment calling on all states, particularly those with major space capabilities, to take urgent measures preventing for all time the placement of weapons in outer space and any threat or use of force from space against Earth or from Earth against orbital objects - language that amounted to an implicit critique of the American policy explicitly treating space as a warfighting domain, and which was ultimately defeated in a closely divided vote.

Strategic Analysis

The fundamental strategic tension defining space warfare in 2026 is a genuine, unresolved disagreement among the major powers regarding whether orbital weaponization should be prevented entirely or simply managed competitively, and this disagreement has proven far more consequential than any single weapons test or capability demonstration. The American position - treating space explicitly as a warfighting domain requiring deployed counterspace weapons to achieve genuine deterrence - reflects a calculated judgment that voluntary restraint, having already been broken decisively by China's 2007 test and subsequent Russian and Chinese capability development, no longer offers meaningful protection and that credible American counterspace capability represents the only realistic deterrent against further escalation by rivals who have already demonstrated willingness to test and deploy such systems themselves.

The Russia-China position - insisting on a binding treaty preventing all orbital weaponization while simultaneously continuing their own capability development and testing - reflects a different, though not necessarily less calculated, strategic logic: securing international legal and normative cover that constrains American space-based missile defense and counterspace ambitions specifically, given Washington's current technological and financial lead in actually deploying operational space-based weapons systems, while preserving their own continued capability development through the same diplomatic process. Both positions, examined honestly, serve each side's relative strategic advantage rather than representing a genuine, symmetric commitment to orbital demilitarization, which helps explain why nearly two decades of PAROS negotiations have produced no binding outcome whatsoever.

The Russian Starlink-targeting weapon, whatever its ultimate operational reality, illustrates a particularly important strategic principle regarding deterrent value that does not depend on actual deployment: a credible suspicion of catastrophic capability can itself function as coercive leverage, regardless of whether the underlying technology would actually work as feared or whether Russia would accept the corresponding cost to its own space assets. This "weapon of fear" framing, as Swope characterized it, suggests Moscow may calculate genuine strategic value from sustained ambiguity about the program's existence and maturity, independent of whether actual deployment would ever prove rational given the indiscriminate damage such a weapon would inflict on Russia's own and China's orbital assets.

China's space strategy deserves particular analytical attention for its deliberate diversification across kinetic, directed-energy, and electronic warfare capability categories simultaneously, reflecting a strategic preference for flexible, calibrated response options rather than reliance on any single counterspace method. This diversification gives Beijing genuine operational flexibility to select response options matched precisely to the severity of any given crisis - electronic jamming for low-intensity friction, directed-energy dazzling for more serious confrontation, and kinetic kill capability reserved for the most extreme scenarios - a sophistication that the American Space Force's own current capability gaps, candidly acknowledged by current and former officials, suggest the United States has not yet fully matched despite its overall technological and resource advantages in the broader space domain.

The non-kinetic threat dimension deserves emphasis precisely because it represents the most operationally active, if least dramatic, form of orbital contestation currently underway. Whether through jamming, hacking, dazzling, or spoofing, China, Russia, and numerous other actors regularly interfere with satellites through their ground stations, their orbital "birds," or the user devices receiving their signals, with most electronic attacks remaining temporary and reversible but increasingly frequent - sometimes occurring hundreds of times daily - while remaining cheap, essentially limitless, and genuinely difficult to attribute with confidence. This persistent, low-grade contestation represents the actual day-to-day reality of space warfare far more accurately than the more dramatic kinetic ASAT scenarios that dominate public discussion, even as those kinetic scenarios carry the most severe potential consequences should restraint ultimately fail.

Global Impact

The proliferation of counterspace capability and the corresponding collapse of effective international governance carries consequences extending far beyond any single military theater, given how thoroughly modern civilian and commercial activity now depends on continuous, reliable satellite access. Global positioning, navigation, and timing services underpinning everything from financial transaction timestamps to commercial aviation to agricultural logistics depend on the same GPS and equivalent satellite constellations that Russian jamming has already demonstrated meaningful capacity to disrupt, even without any formal declaration of conflict.

For Ukraine specifically, examined extensively elsewhere on this platform, continued reliable Starlink access has become directly relevant to battlefield communications and broader military coordination, making any credible Russian threat to the constellation's broader operational integrity a matter of immediate strategic relevance to the ongoing war, independent of whatever the eventual settlement on territory and security guarantees ultimately determines.

For the broader Indo-Pacific security environment examined throughout this platform's China and Taiwan coverage, China's demonstrated counterspace capability carries direct relevance to any future Taiwan contingency, given how thoroughly American and allied military operations in that theater would depend on continued, reliable satellite communications, reconnaissance, and precision navigation - capabilities China's fielded jamming, directed-energy, and kinetic systems are explicitly designed to degrade or deny at the moment of greatest strategic consequence.

For the global space debris environment, the cumulative effect of repeated ASAT testing by multiple major powers has created a steadily compounding hazard affecting every nation's access to orbit, regardless of involvement in the underlying military competition. Cumulative testing by the United States, Russia, China, and India has generated 6,851 cataloged pieces of trackable debris, of which 2,920 pieces remain in orbit as ongoing collision hazards - a shared, cumulative cost imposed on every satellite operator globally by a handful of states' deliberate weapons testing decisions. Any further large-scale debris-generating event, particularly the kind a Russian Starlink-targeting weapon could potentially produce, risks triggering genuine Kessler syndrome dynamics - a cascading chain reaction of collisions rendering entire orbital bands hazardous or unusable for years, a consequence that would harm every space-faring and space-dependent nation simultaneously, regardless of which state's weapon ultimately triggered it.

Risk Assessment

The most significant immediate risk involves the continued absence of any binding international framework constraining orbital weaponization, leaving the current trajectory of competitive counterspace development effectively unconstrained by anything beyond each major power's own calculated self-restraint. The repeated failure of UN Security Council action, most starkly illustrated by Russia's veto of the 2024 resolution affirming existing Outer Space Treaty obligations, suggests no meaningful binding constraint is likely to emerge through existing multilateral channels in the foreseeable future.

Both China and Russia are preparing for preemptive war because the United States has more space assets than any other nation, and these assets are largely unprotected.

A second significant risk involves the genuine uncertainty surrounding Russia's reported nuclear ASAT and Starlink-targeting programs specifically, given the split analytical assessment between specialists who view actual deployment as strategically irrational and military officials who caution that such capability cannot be ruled out based on historical precedent. This uncertainty itself constitutes a meaningful risk: whether or not Russia ultimately deploys such a weapon, the credible possibility of its existence shapes American, allied, and commercial satellite operator planning and investment decisions in ways that compound the broader strategic competition regardless of the program's ultimate operational reality.

A third significant risk involves the compounding space debris hazard that continued ASAT testing by any major power threatens to accelerate toward genuine Kessler syndrome conditions in heavily used orbital bands. Given how many critical civilian and military functions now depend on continued reliable access to low Earth orbit specifically, any future debris-generating event of sufficient scale could impose costs on global communications, navigation, and military operations capability that would persist for years or decades, regardless of which actor's decision ultimately triggered the cascading collision sequence.

A fourth risk involves the genuine asymmetry in current American counterspace deployment relative to the rhetorical and policy emphasis the Trump administration has placed on achieving orbital dominance. The gap between stated ambition and current acknowledged capability - limited largely to situational awareness systems rather than genuine deployed counterspace weapons - creates a window during which Chinese and Russian capability development could continue outpacing American deployment, even as Washington's policy rhetoric suggests confidence in an eventual capability advantage that current program timelines do not yet clearly support.

Future Scenarios

Scenario Analysis - the following projections are analytical simulations grounded in current trends, not confirmed intelligence or guaranteed outcomes.

Scenario One: Continued Competitive Buildup Without Major Incident (Most Likely, roughly 50% probability)

The current pattern of accelerating counterspace capability development by the United States, China, and Russia continues through 2026 and beyond without a major destructive incident or large-scale debris-generating event, with continued non-kinetic interference - jamming, spoofing, dazzling - remaining the dominant, day-to-day form of actual orbital contestation while more dramatic kinetic and directed-energy capabilities remain primarily in development, testing, and deterrent-signaling roles rather than actual operational use.

Scenario Two: A Taiwan or Ukraine Crisis Triggers Limited Counterspace Activation (Moderate Likelihood, roughly 25% probability)

A major military crisis involving Taiwan or a significant escalation in the Ukraine conflict triggers activation of previously demonstrated but unused counterspace capability - Chinese jamming or directed-energy action against allied reconnaissance and communications satellites in a Taiwan scenario, or further Russian action against Starlink specifically in a Ukraine escalation scenario - testing the practical military and diplomatic consequences of orbital warfare's transition from demonstrated capability to actual operational use for the first time.

Scenario Three: A Major Debris-Generating Incident Forces Renewed Governance Attempt (Lower-Moderate Likelihood, roughly 15% probability)

A significant kinetic ASAT test or actual weapon deployment by any major power generates a debris field severe enough to threaten broader orbital access for multiple nations simultaneously, producing sufficient shared alarm to force a renewed, more serious multilateral governance effort, even if the underlying disagreement over treaty structure versus non-binding norms remains fundamentally unresolved.

Scenario Four: Confirmed Russian Nuclear ASAT Deployment Forces Global Reckoning (Lower Likelihood but Highest Severity, roughly 10% probability)

Intelligence assessments regarding Russia's reported nuclear-related anti-satellite program receive definitive confirmation through an actual deployment or unambiguous test, forcing an immediate, severe international response and fundamentally altering the global strategic calculus regarding orbital weaponization, given the scale of indiscriminate damage such a weapon could inflict across multiple nations' space assets simultaneously.

Intelligence Forecast

Watch continued reporting on Russia's suspected Starlink-targeting and nuclear-related ASAT programs closely, given the genuine division among space-security specialists regarding both the program's technical maturity and Moscow's actual deployment intent. Watch the pace of American Golden Dome space-based interceptor contract awards and testing milestones specifically, as the clearest indicator of how quickly the gap between current Space Force capability and stated policy ambition is actually closing.

Watch Chinese satellite proximity operations and any further reports of jamming-capable geostationary satellite deployments, given their direct relevance to Beijing's demonstrated strategy of diversified, flexible counterspace capability development. Watch any further UN Security Council or General Assembly action on orbital weaponization governance, recognizing that the existing pattern of Russian veto and Chinese abstention makes near-term binding multilateral progress genuinely unlikely absent a significant shift in either country's calculated diplomatic position.

Watch global space debris tracking data closely, particularly any significant increase in cataloged trackable fragments following further testing by any major power, as the clearest indicator of how rapidly the shared, cumulative Kessler syndrome risk is compounding across the international space community. Watch commercial satellite operators' own resilience and redundancy investment decisions, particularly regarding mega-constellation operators like SpaceX's Starlink, as indicators of how seriously the private sector is internalizing the genuine, growing risk to continued reliable orbital access this report has examined.

Final Strategic Takeaway

Space warfare in 2026 occupies a genuinely uncomfortable strategic middle ground: capability has unambiguously, decisively crossed the threshold from theoretical concern into demonstrated, fielded reality across every major space power, while actual large-scale destructive use remains, for now, a deterrent-signaling exercise rather than an operational reality. China has built and tested kinetic, directed-energy, and electronic counterspace systems explicitly designed to deny American and allied space access in a future crisis. Russia stands credibly accused of pursuing a weapon so indiscriminately destructive that even sympathetic analysts struggle to identify a rational deployment scenario, yet the very existence of that suspicion already shapes global strategic calculation. The United States, having recognized this shift later than its principal rivals according to its own officials' candid admissions, is now racing to build genuine warfighting capability rather than mere situational awareness, backed by record funding and an explicit policy mandate to achieve orbital dominance.

What remains genuinely uncertain is whether this competitive buildup eventually produces the kind of mutual restraint that governed the domain for four decades after the mid-1980s, born from each major power's shared recognition that orbital warfare's costs - debris, cascading collision risk, the loss of capability every modern military and economy now depends upon - fall on the attacker nearly as severely as the attacked. Or whether the current trajectory instead produces the first genuine combat use of a counterspace weapon in human history, an event that would not merely alter a single military campaign but could foreclose reliable, safe access to entire orbital regions for every nation on Earth, for years, regardless of who fired first. The major powers currently building these capabilities insist they are pursuing deterrence, not war. History's verdict on whether that distinction holds will likely arrive sooner, and at far greater cost if it fails, than most current public discussion of this domain has yet absorbed.
