Modi's Veiled Warning at SCO: Reading Between the Lines in Bishkek

Executive Summary

At the Shanghai Cooperation Organisation's 26th summit in Bishkek on September 1, 2026, marking the bloc's twenty-fifth anniversary, Prime Minister Narendra Modi delivered an address that named no country but was unmistakably aimed at two: Pakistan and China. Speaking in a hall that seated Pakistani Prime Minister Shehbaz Sharif, Chinese President Xi Jinping, Russian President Vladimir Putin, and Iranian President Masoud Pezeshkian, Modi called on SCO members to dismantle the entire ecosystem sustaining terrorism, including its financing, recruitment, radicalisation, and safe havens, and warned that states using terrorism as an instrument of policy must understand it can never be a "strategic asset" for anyone. In the same address, he stated that connectivity projects must respect the sovereignty and territorial integrity of every country, a formulation Indian and international coverage alike immediately read as a direct, if unnamed, reference to China's Belt and Road Initiative, portions of which run through Pakistan-occupied Kashmir.

This report assesses that the significance of Modi's Bishkek address lies not in any single new policy position, India has repeated versions of both the counter-terrorism and sovereignty lines at SCO summits for years, but in the specific setting and timing in which they were delivered: a twenty-fifth anniversary summit explicitly framed around converting a quarter-century of dialogue into measurable results, held as the West Asia war's economic aftershocks are being felt globally, and attended by a Pakistani prime minister whose government India continues to hold accountable for cross-border terrorism. The speech functioned simultaneously as a rebuke to Islamabad delivered in front of Beijing, a conditional endorsement of Chinese-led connectivity delivered in front of Xi himself, and a reminder to the Global South of West Asia's spillover costs delivered in front of Tehran, three distinct messages compressed into one unified doctrinal statement that required no new content, only the right room to land with maximum effect.

Strategic Background

India's SCO posture has been built consistently around three declared pillars, Security, Connectivity, and Opportunity, a framework Modi first articulated in earlier summit addresses and explicitly returned to in Bishkek, describing the organization's first twenty-five years as having built a habit of dialogue across Eurasia that the next twenty-five years should convert into concrete outcomes. This continuity matters: Modi's Bishkek remarks were not an improvised departure but a deliberate restatement of a doctrine India has held since joining the SCO as a full member in 2017 alongside Pakistan, delivered with unusual rhetorical sharpness given the specific geopolitical backdrop of 2026.

That backdrop includes the still-unfolding aftermath of the February 2026 US-Israel war against Iran, whose economic disruption to global energy security, maritime trade, and supply chains Modi explicitly invoked in his address as evidence that conflicts in one region no longer stay contained to that region, a point he directed particularly at the Global South's disproportionate exposure to such spillover costs. It also includes the continuing shadow of the April 2025 Pahalgam terror attack, whose condemnation in the SCO's prior-year declaration had already established a template for how the grouping addresses India's terrorism concerns, and against which Modi's Bishkek remarks on dismantling terror financing and recruitment networks were widely read as a direct continuation.

Historical Context

Modi's insistence on "no double standards" in fighting terrorism is a well-established rhetorical fixture of India's SCO diplomacy, repeated in substantially similar language at the 2025 Tianjin summit and in earlier iterations before that, reflecting New Delhi's long-standing frustration that a bloc nominally organized around counter-terrorism cooperation has never produced the kind of explicit, named accountability for Pakistan-based terror groups that India has sought. What gives the Bishkek reiteration additional weight is the specific new formulation Modi introduced, that terrorism "can never be a strategic asset for anyone," language that goes beyond the standard call for accountability to directly challenge the strategic logic that critics have long argued underpins elements of Pakistan's security establishment's historical approach to India-focused militant groups.

India's objection to the Belt and Road Initiative on sovereignty grounds is similarly a matter of settled, long-standing policy rather than a new position, rooted specifically in the China-Pakistan Economic Corridor's routing through Pakistan-occupied Kashmir, territory India claims as its own. Modi's Bishkek formulation, that connectivity efforts must respect sovereignty and territorial integrity as "the fundamental spirit of the SCO Charter," notably framed India's objection not as a bilateral India-China or India-Pakistan grievance but as a matter of the SCO's own foundational principles, a rhetorical move that invites other member states to judge Chinese-led connectivity initiatives against the bloc's own charter language rather than against India's specific territorial claims alone.

Current Situation Assessment

Modi's remarks were delivered across at least two distinct venues within the summit proceedings, the formal Council of Heads of State address and a separate roundtable discussion that Pakistani Prime Minister Shehbaz Sharif also attended directly, with Modi's comment that countries backing terrorism must send a clear message that they cannot be a "strategic asset" to anyone made specifically in that roundtable setting, placing the remark's delivery in immediate physical proximity to its intended recipient. Sharif, for his part, used the same summit platform to stress that religious minorities should not be "demonised for domestic political interests," a formulation widely read as Islamabad's own veiled counter-jab referencing India's domestic politics, confirming that the summit functioned as a venue for mutual, unnamed rebuttal rather than one-directional messaging.

The summit's broader substantive output included consideration of roughly twenty-seven documents for adoption, including the Bishkek Declaration itself and a new cooperation mechanism between the SCO and the African Union, alongside a separately convened SCO Plus meeting bringing together observer states and major international organizations including the UN, CIS, CSTO, EEC, and CICA, framed around the theme of the SCO's contribution to a multipolar world order. Modi held bilateral meetings with both Putin and Pezeshkian on the summit's opening day before delivering his formal address, a sequencing that allowed him to calibrate his public remarks on West Asia and energy security with direct prior input from Iran's own head of state.

Power Center Analysis

India's position within the SCO reflects a distinctive and somewhat singular posture among the bloc's major members: New Delhi values the forum's utility for engaging China, Russia, and Central Asian states on connectivity and economic cooperation, while simultaneously using the same platform to publicly needle Pakistan on terrorism and China on sovereignty, a dual-track approach that requires India to extract diplomatic value from a grouping whose two other major powers are also its two most complicated bilateral relationships. China's position, as summit host in spirit if not this year's literal chair, benefits from the SCO's broader framing around multipolarity and resistance to what Al Jazeera's own summit coverage described as Trump's unilateral trade policies, a framing that gives Beijing incentive to absorb Modi's sovereignty jab without public confrontation in service of the bloc's larger anti-unilateralist messaging value to China's own broader strategic interests.

Pakistan's position, represented by Sharif's direct attendance at the roundtable where Modi's sharpest remarks were delivered, reflects Islamabad's calculated choice to remain engaged within the SCO framework despite the recurring pattern of Indian criticism at these gatherings, a choice that preserves Pakistan's access to the broader Eurasian connectivity and Chinese strategic partnership benefits the bloc offers, benefits Islamabad evidently judges worth the recurring reputational cost of enduring India's public rebukes on terrorism.

Military and Security Implications

Modi's call to dismantle the "entire ecosystem" of terrorism, explicitly naming financing, recruitment, radicalisation, and safe havens as components requiring simultaneous, coordinated action, represents a more comprehensive formulation than a narrower call for individual terrorist designations or extraditions, implicitly arguing that piecemeal counter-terrorism cooperation of the kind the SCO has historically offered is insufficient given the networked, multi-node nature of the threat India perceives from Pakistan-based groups. His explicit rejection of "an action-reaction approach" to counter-terrorism, a notable specific phrase in his Bishkek remarks, suggests India is positioning its own posture as seeking a more permanent, structural resolution rather than the cyclical pattern of attack and retaliatory response that has characterized India-Pakistan security dynamics for decades, a framing with implications for how India might justify future security responses to any subsequent attack attributed to Pakistan-based groups.

Economic and Trade Impact

Modi's explicit linkage of the West Asia conflict to global energy security, maritime trade, and supply chain disruption, and his specific framing that Global South countries "bear the brunt" of this spillover, positions India as an advocate within the SCO for the economic interests of developing and non-aligned states more broadly, a framing that serves India's own diplomatic self-positioning as a bridge between major powers and the Global South even as India itself has a direct stake in Gulf energy security given its own heavy reliance on the region for crude imports. On connectivity, Modi's stated support for "efforts that connect markets, facilitate trade, and open new pathways for development," paired immediately with the sovereignty caveat, reflects India's consistent economic calculus: New Delhi wants access to the trade and connectivity benefits Eurasian integration could offer, provided that access does not require implicit endorsement of infrastructure projects, like CPEC, that India regards as compromising its territorial claims.

Diplomatic Positioning

The specific choice to deliver both the terrorism and sovereignty messages without naming Pakistan or China directly is itself a calculated diplomatic technique consistent with India's established SCO practice: it allows New Delhi to register its objections clearly enough that domestic Indian audiences, Pakistani officials, and Chinese officials alike immediately identify the intended target, while preserving enough plausible deniability and diplomatic decorum to avoid directly disrupting the summit's broader consensus-oriented, anniversary-celebration atmosphere. This technique has a demonstrated track record of working exactly as intended, evidenced by the near-uniform media characterization across Indian, Pakistani-adjacent, and international outlets alike of Modi's remarks as "veiled" jabs at specific, if unnamed, targets, confirming the messaging landed with its intended interpretive clarity despite the diplomatic indirection.

Regional Fallout

Central Asian SCO member states, whose own economic development strategies often depend on both Chinese Belt and Road financing and improved connectivity to South Asian and European markets, occupy an awkward position between India's sovereignty caveat and China's broader connectivity ambitions, though none appear to have taken an explicit public position aligning with either India's or China's framing at this summit. Iran's presence and Modi's prior bilateral meeting with Pezeshkian gives particular resonance to Modi's West Asia remarks, since Tehran has a direct, first-person stake in how the broader SCO membership characterizes the causes and consequences of the February 2026 war, a dynamic that likely required careful calibration in how Modi framed India's own position on that conflict's origins and resolution path.

Global Strategic Consequences

The Bishkek summit's broader positioning around multipolarity and implicit pushback against what regional commentary characterized as Trump-era unilateral trade policies places India in a genuinely complex position: New Delhi has its own substantial and growing strategic partnership with Washington, including recent defense and technology cooperation, even as it participates in a forum whose other major powers, China and Russia, use the platform partly to advance a narrative of resistance to American unilateralism. Modi's own remarks notably avoided direct criticism of the United States or explicit alignment with the anti-unilateralist framing other leaders emphasized, instead focusing his sharpest language on terrorism and sovereignty, a selective engagement that allows India to participate in the SCO's broader multipolar messaging without over-committing to a framing that could complicate its parallel relationship with Washington.

Risk Matrix

The risk that Modi's remarks provoke a significant diplomatic rupture with Pakistan beyond the already-established pattern of mutual SCO summit sniping is assessed as low, given the well-worn, ritualized nature of this specific exchange across multiple prior summits without triggering broader bilateral escalation. The risk that China responds with any substantive policy shift on Belt and Road routing through Pakistan-occupied Kashmir is assessed as very low, given Beijing's consistent, multi-year pattern of absorbing such Indian objections without adjusting CPEC's underlying structure. The risk that this pattern of unresolved, recurring India-Pakistan tension at SCO summits eventually undermines the bloc's broader claimed counter-terrorism cooperation value is assessed as medium, given the now well-established, decade-long absence of any concrete SCO-level action addressing India's specific terrorism accountability demands despite repeated public statements at this level.

Scenario Analysis

The following scenarios are forward-looking constructs and are explicitly labeled as scenario analysis rather than confirmed fact.

Base Scenario: The Bishkek Declaration and associated summit documents include general, non-binding language on counter-terrorism cooperation consistent with prior SCO declarations, without any specific action targeting Pakistan-based groups by name, while India continues its parallel track of pursuing terrorism accountability primarily through bilateral and other multilateral channels rather than expecting the SCO itself to deliver concrete enforcement. India-China connectivity friction continues at the same low-intensity, rhetorical level without escalating into a broader rupture in bilateral engagement on other fronts. Probability: High.

Bull Scenario: The twenty-fifth anniversary framing genuinely catalyzes a more substantive SCO counter-terrorism cooperation mechanism, potentially including enhanced information-sharing or financial tracking provisions that give India's long-standing "no double standards" demand more institutional traction than prior summits have produced, marking a meaningful, if incremental, shift in the bloc's practical counter-terrorism output. Probability: Low.

Bear Scenario: The pattern of unresolved India-Pakistan tension at SCO summits, combined with continued absence of any concrete bloc-level counter-terrorism action, leads India to further deprioritize the SCO as a meaningful vehicle for its security concerns, redirecting diplomatic energy toward bilateral and Western-aligned security partnerships instead, a gradual disengagement that could reduce India's investment in and influence over SCO connectivity and economic initiatives over the coming years. Probability: Low to Medium.

Intelligence Forecast (6-24 Months)

Over the next six months, expect continued Indian diplomatic engagement with SCO connectivity and economic cooperation initiatives at a technical level, even as the terrorism and sovereignty rhetorical friction with Pakistan and China continues without resolution, consistent with India's established pattern of pursuing parallel tracks of engagement and objection within the same multilateral forum. Expect continued Indian bilateral engagement with Russia and Iran on energy, connectivity, and West Asia stability questions, building on the Bishkek sideline meetings with Putin and Pezeshkian.

Over twelve to twenty-four months, watch for whether the SCO's stated ambition to convert twenty-five years of dialogue into "measurable results," the explicit framing Modi himself invoked, produces any concrete institutional change on counter-terrorism cooperation specifically, since a continued absence of such change would reinforce the bear scenario's trajectory of gradual Indian diplomatic deprioritization of the bloc's security dimension even as economic engagement continues.

Final Strategic Takeaway

Modi's Bishkek address was not a departure from India's established SCO doctrine but its sharpest recent restatement, delivered in a setting, a twenty-fifth anniversary summit explicitly framed around results rather than mere dialogue, that gave the familiar terrorism and sovereignty messages unusual rhetorical weight. The absence of named countries in the speech did nothing to obscure its intended targets, as the near-universal media interpretation of the remarks as directed at Pakistan and China confirms. The more consequential question this summit leaves unanswered is whether India's now decade-long pattern of registering these objections at SCO gatherings without securing concrete bloc-level action represents a sustainable long-term diplomatic strategy or a ritual whose returns are diminishing the longer it continues without institutional change.

Global Chanakya Assessment

The conventional framing treats this as a now-familiar story: India uses SCO summits to needle Pakistan on terrorism and China on connectivity, as it has done for years. The more useful strategic reading recognizes the specific new phrase Modi introduced this year, that terrorism "can never be a strategic asset for anyone," as a meaningful rhetorical escalation beyond prior years' more generic "no double standards" formulation, since it directly names and challenges the underlying strategic logic rather than merely calling for procedural accountability. This is the underreported nuance: the substance of India's position has not changed, but the specificity and directness of how that position is being articulated has sharpened in ways that deserve more attention than the "veiled jab, business as usual" framing most coverage has applied.

A contrarian judgment worth stating directly: the fact that Shehbaz Sharif chose to attend the same roundtable where Modi's sharpest remarks were delivered, and responded with his own veiled counter-messaging on minority rights rather than walking out or lodging a formal protest, suggests both sides have settled into a stable, mutually tolerated pattern of ritualized rhetorical exchange that neither actually expects to change the other's behavior nor intends as a serious escalation, a dynamic that is arguably more revealing of both countries' actual diplomatic calculus toward each other within multilateral settings than the content of the remarks themselves.

An underreported dimension deserving closer attention is Modi's explicit linkage of West Asia's war to Global South economic exposure, delivered with Iran's president present at the same summit and following a direct bilateral meeting with him the day before. This framing does more than express sympathy for developing-world energy costs; it positions India as claiming a specific diplomatic role, articulating Global South economic grievances within a forum where China and Russia might otherwise be expected to claim that mantle themselves, a subtle but genuine contest for representational leadership within the SCO's broader multipolar framing that deserves more analytical attention than it has received relative to the more heavily covered Pakistan and China jabs.

For India's own strategic positioning, this summit reinforces several considerations. On foreign policy, the recurring absence of concrete SCO-level counter-terrorism action despite years of similar Indian statements suggests New Delhi's practical returns from continuing to prioritize this messaging at SCO summits specifically, rather than through other channels, merit periodic reassessment, even as the domestic political value of visibly confronting Pakistan on this stage remains clear. On connectivity and business implications, India's continued conditional support for Eurasian connectivity initiatives, provided they meet the sovereignty standard Modi articulated, leaves open genuine opportunities for Indian participation in non-BRI-linked infrastructure and trade facilitation projects within the SCO framework, an area Indian commerce and external affairs officials should continue actively developing as a more constructive complement to the summit's more contentious rhetorical exchanges. On strategic autonomy, India's calibrated avoidance of explicit alignment with the summit's broader anti-US-unilateralism framing, even while participating fully in its terrorism and sovereignty debates, exemplifies the kind of selective multilateral engagement that has characterized India's broader foreign policy approach across other groupings as well.

FAQ

Did Modi name Pakistan or China in his SCO speech? No. Modi's remarks on terrorism and on connectivity respecting sovereignty did not name any specific country, but were widely and consistently interpreted by Indian and international media as directed at Pakistan and China respectively, based on context, timing, and India's well-established prior positions on both issues.

What did Modi mean by terrorism not being a "strategic asset"? Modi stated that countries using terrorism as an instrument of state policy must understand that terrorism cannot serve as a strategic asset for anyone, a formulation widely read as directly challenging the logic some analysts attribute to elements of Pakistan's approach toward India-focused militant groups, made in a roundtable session Pakistani Prime Minister Shehbaz Sharif also attended.

Why is Modi's connectivity remark linked to China's Belt and Road Initiative? Modi said connectivity projects must respect the sovereignty and territorial integrity of all countries, a statement widely interpreted as referencing the China-Pakistan Economic Corridor, part of the Belt and Road Initiative, which runs through Pakistan-occupied Kashmir, territory India claims as its own.

How did Pakistan respond to Modi's remarks? Pakistani Prime Minister Shehbaz Sharif used the same summit platform to state that religious minorities should not be demonised for domestic political interests, a remark widely interpreted as Pakistan's own veiled counter-response referencing India's domestic politics.

What is the significance of this being the SCO's 25th anniversary summit? The anniversary framing, explicitly invoked by Modi in his call to convert twenty-five years of dialogue into measurable results, gave his otherwise consistent, previously stated positions on terrorism and sovereignty additional rhetorical weight and symbolic significance as a marker of unfinished business within the bloc's stated goals.
