Sahel Crisis 2026: Africa's Expanding Jihadist War

There is a region on this planet right now where jihadist groups control more territory than at any point since the Islamic State's territorial peak in Iraq and Syria, where capital cities have faced fuel blockades and coordinated assaults on their own military headquarters, and where the world's most active terrorism theater operates with almost no sustained Western military presence and minimal global media coverage. That region is the Sahel - the semi-arid belt stretching across Mali, Burkina Faso, and Niger - and in 2026, after more than a decade of French intervention, UN peacekeeping, military coups, and a wholesale pivot to Russian security partnership, the insurgency these states were supposed to defeat is winning.

The numbers alone should command global attention: nearly 9,400 deaths from security incidents across the central Sahel in 2025 alone, a capital city's military command structure attacked in broad daylight, an international airport stormed by militants, and a UN assessment that the Sahel now accounts for the largest share of terrorism-related deaths anywhere on earth. This report examines why the Sahel crisis deserves to be understood not as a regional counterinsurgency problem, but as a strategic case study in state collapse, great-power realignment, and the limits of military-first approaches to ungoverned space - with implications that already extend from West Africa's Atlantic coast to Europe's migration crisis and the broader contest between Western and Russian influence across the continent.

Executive Summary

The Sahel crisis centers on a sustained, expanding jihadist insurgency across Mali, Burkina Faso, and Niger, driven principally by two rival groups: Jama'at Nusrat al-Islam wal-Muslimin (JNIM), the dominant al-Qaeda-affiliated coalition, and the Islamic State Sahel Province (ISSP), its rival and occasional battlefield competitor. Both groups have expanded dramatically in territorial control, operational sophistication, and geographic reach since military juntas seized power in all three core Sahelian states between 2020 and 2023, expelled French and UN forces, and pivoted toward Russian security partnership through the Wagner Group and its successor, Africa Corps.

That pivot has not worked. Security outcomes have deteriorated sharply since the juntas took power, with jihadist territorial control and attack frequency rising across rural Mali, northern Burkina Faso, and the Mali-Niger-Burkina Faso tri-border area. The crisis reached a genuine inflection point on April 25, 2026, when a coordinated JNIM offensive - notably executed in tactical alliance with the Tuareg separatist Azawad Liberation Front (FLA), an unusual convergence between jihadist and ethno-nationalist actors - struck multiple targets across Mali simultaneously, including the capital Bamako, nearby Kati, the northern strongholds of Gao and Kidal, and the central city of Séveré, killing Mali's Defense Minister Sadio Camara among other senior officials. The attacks exposed severe Malian military intelligence failures and confirmed what regional analysts have warned for months: Mali now faces genuine risk of territorial fragmentation.

Niger and Burkina Faso face parallel deterioration. Niger declared a "general mobilization" in December 2025 granting sweeping powers to requisition civilians and resources, after ISSP staged an unprecedented attack on Niamey's international airport in February 2026. Burkina Faso's junta has moved to dissolve all political parties, mirroring a similar move by Niger's General Abdourahamane Tiani, who launched a five-year transition mandate in March 2026. Both JNIM and ISSP have meanwhile begun pushing south toward the Gulf of Guinea, with deadly attacks now reaching Benin, Togo, and Côte d'Ivoire - a southward expansion that threatens to transform a central Sahelian insurgency into a continent-spanning West African security crisis.

Background

The Sahel crisis traces its modern origins to two compounding shocks roughly contemporaneous in the early 2010s. The 2011 NATO-backed overthrow of Libyan leader Muammar Gaddafi triggered Libya's collapse into prolonged civil conflict, flooding the wider Sahara-Sahel region with weapons looted from Libyan military stockpiles and fighters - including Tuareg mercenaries who had served in Gaddafi's forces - who returned to northern Mali heavily armed and radicalized. This influx directly enabled the 2012 Tuareg separatist uprising in northern Mali, which jihadist groups including al-Qaeda in the Islamic Maghreb (AQIM) rapidly exploited and ultimately hijacked, seizing control of major northern Malian cities including Timbuktu and Gao before a French-led military intervention, Operation Serval, pushed them back in early 2013.

France's subsequent, larger Operation Barkhane, launched in 2014, represented a sustained, multi-year counterinsurgency commitment across the wider Sahel, eventually involving thousands of French troops alongside UN peacekeeping forces (MINUSMA) and various international partners. Despite this substantial investment, the insurgency not only persisted but expanded, spreading from Mali into Burkina Faso by 2015 and Niger by 2017, as jihadist groups exploited chronic governance weaknesses, ethnic tensions, and popular grievances against both insurgents and the often heavy-handed, abuse-prone counterinsurgency operations conducted by national militaries and their foreign partners.

In March 2017, several Mali-based jihadist factions merged to form Jama'at Nusrat al-Islam wal-Muslimin (JNIM), pledging formal allegiance to al-Qaeda and explicitly setting a goal of unifying Islamist insurgencies across Mali while confronting the French-led international coalition. A rival force, the Islamic State Sahel Province (ISSP), emerged from a separate lineage rooted in the tri-border area between Mali, Niger, and Burkina Faso, competing with - and periodically fighting directly against - JNIM even as both groups expanded their respective territorial footprints across the region.

The decisive political rupture came through a wave of military coups: Mali in August 2020 and again in May 2021, Burkina Faso in January and September 2022, and Niger in July 2023. Each coup was driven substantially by popular frustration with civilian governments' failure to contain the jihadist insurgency despite years of French and international support, and each brought to power military juntas who built their legitimacy explicitly around anti-French, sovereigntist nationalism. All three governments subsequently expelled French forces - France's presence in Chad, its last regional foothold, ended in late 2024 when N'Djamena itself ordered French troops to leave - and the United States lost its drone bases and special operations presence in Niger in 2024, closing a critical regional intelligence and counterterrorism hub. In their place, all three juntas invited Russian security support, first through the Wagner Group beginning with Mali in late 2021, and subsequently through Wagner's rebranded successor, Africa Corps, following Yevgeny Prigozhin's August 2023 death.

The three juntas formalized their political and security realignment by founding the Alliance of Sahel States (AES) in October 2023, a mutual defense pact that has since evolved into the foundation for full withdrawal from the Economic Community of West African States (ECOWAS) - the regional bloc that had imposed sanctions on the juntas and threatened military intervention in Niger's case - formalizing a genuine geopolitical bloc realignment away from the traditional West African regional order.

Current Situation

Mali: The April 25 Inflection Point

Mali's security trajectory reached a genuinely alarming new threshold on April 25, 2026, when JNIM, operating in tactical coordination with the Tuareg separatist Azawad Liberation Front (FLA), launched coordinated attacks against military and government installations across multiple Malian cities simultaneously - Bamako and nearby Kati, the northern strongholds of Gao and Kidal, and the central city of Séveré. The attacks killed Mali's Defense Minister Sadio Camara, whose state funeral was held in Bamako on April 30, alongside other senior military and government officials.

What makes this assault strategically significant extends well beyond its scale. The collaboration between JNIM, a Salafi-jihadist movement seeking sharia-based governance, and the FLA, a secular Tuareg ethno-nationalist movement seeking autonomy or independence for northern Mali's Azawad region, represents a genuinely unusual convergence between historically contradictory ideological projects. Regional analysts describe this as a pragmatic alliance of convenience against a shared adversary - Mali's military junta - rather than genuine ideological alignment, but the practical military effect is the same regardless of motive: a more coordinated, more capable opposition to the Malian state than either actor could mount independently.

The attack's aftermath has confirmed what analysts had warned for months. The assault exposed severe Malian military intelligence failures and what the Stimson Center has bluntly characterized as the incompetence of Malian Armed Forces in countering the insurgency. Mali now faces genuine, serious risk of territorial fragmentation as militant groups continue expanding territorial control while state authority correspondingly weakens. Violence has spread into Mali's southwest, a region historically more insulated from the worst fighting, while populations in Timbuktu, Gao, Mopti, and Ménaka continue facing recurrent attacks, abductions, and forced resource extraction by armed groups.

Compounding the military crisis, JNIM has waged sustained economic warfare against the Malian state, most dramatically through a months-long fuel and transport blockade on Bamako that began in September 2025, alongside a sweeping embargo imposed on the cities of Kayes and Nioro du Sahel as part of coordinated offensives spanning multiple regions. Mali's government negotiated a hostage release deal with JNIM intended to produce a pause in attacks on fuel convoys through at least May 2026 - itself a remarkable indicator of how far the balance of leverage has shifted, with a sovereign government negotiating directly with the jihadist movement besieging its own capital.

Niger: General Mobilization and Direct Capital Attacks

Niger's security situation has deteriorated with particular severity in the southwest Tillabéri region, which ACLED data identifies as the deadliest region across the entire Central Sahel in 2025, driven primarily by ISSP, followed by Nigerien military operations themselves, then JNIM. Suspected militants killed over fifty civilians across two major attacks in early 2026 alone, and the pattern of civilian targeting in the region has reached levels serious enough that Nigerien military drone strikes intended to counter the insurgency have themselves killed scores of civilians - strikes independent monitors assess likely amount to war crimes.

The Nigerien military's response has been to escalate dramatically. In December 2025, the government declared a "general mobilization," granting sweeping powers to requisition civilians and resources for reinforced counterinsurgency operations - an extraordinary measure reflecting the severity of the threat assessment driving Niamey's response. Despite this mobilization, ISSP achieved what represents one of the insurgency's most symbolically significant operations to date: in February 2026, the group launched an unprecedented, high-profile attack directly on Niamey's international airport, demonstrating a capability to strike at the heart of the capital's critical infrastructure that would have seemed implausible even a year earlier. A subsequent March attack targeted Tahoua Airport, reinforcing the pattern of ISSP specifically prioritizing high-value infrastructure targets as part of a deliberate strategy of economic warfare and symbolic state delegitimization.

Politically, Niger's junta under General Abdourahamane Tiani has moved to fully consolidate power, dissolving all political parties in late March 2026 and launching a formal five-year transition mandate - a move that closes off any near-term pathway back toward civilian governance while the security situation continues deteriorating.

Burkina Faso: Coordinated Offensives and Political Closure

Burkina Faso has experienced what ACLED describes as a particularly sharp escalation in JNIM operational reach. In February 2026, JNIM launched a week-long series of coordinated attacks across eastern and northern Burkina Faso, demonstrating mobility and operational sophistication across large swathes of territory that underscore the group's growing capacity to operate at scale rather than through isolated, localized strikes. JNIM's military approach increasingly combines swarming assaults using motorcycle and vehicle-borne assault squads, armed drones, and suicide car bombs - a tactical evolution that proved effective enough in 2025 to overrun multiple provincial capitals.

Burkina Faso's domestic counterinsurgency apparatus, centered on the Volunteers for the Defense of the Homeland (VDP) civilian defense force that had been central to junta leader Ibrahim Traoré's mobilization strategy, has suffered heavy losses and has been pushed into a largely defensive posture, significantly limiting the state's capacity to hold or reclaim contested territory. Politically, Burkina Faso's junta followed Niger's pattern almost precisely, announcing measures to dissolve all political parties in late January 2026 - a near-simultaneous consolidation of authoritarian control across both states that reflects a shared junta playbook: framing political closure as a necessary wartime measure even as the underlying security situation continues to worsen rather than improve.

The Drone Warfare Escalation

One of the most significant tactical developments reshaping the conflict's character is the rapid proliferation of armed drone use by both JNIM and ISSP. JNIM's use of armed drones rose from fewer than ten recorded strikes in 2024 to approximately eighty in 2025 - an eightfold increase in a single year that illustrates how quickly low-cost, commercially-derived drone technology has been weaponized and integrated into jihadist operational doctrine across the region. While drones remain a relatively small component of these groups' broader tactical repertoire compared to ground assaults and vehicle-borne attacks, their low cost, adaptability, and the practical difficulty of countering them with the limited air-defense capability available to Sahelian state militaries make them an increasingly serious and growing threat to military, civilian, and economic targets alike - directly mirroring the same drone-proliferation dynamic Global Chanakya has documented separately in Sudan's civil war.

The Russian Security Partnership's Limited Returns

Perhaps the most consequential strategic finding to emerge from the past two years of Sahelian security policy is the demonstrable failure of the Wagner-to-Africa Corps security partnership to deliver the outcomes juntas promised when they expelled French and Western forces in its favor. Africa Corps deployments, typically involving between 1,000 and 2,000 personnel per country, have provided presidential guard services, counterinsurgency support, and national force training - but multiple independent assessments confirm that jihadist territorial control and attack frequency have increased, not decreased, since the juntas took power and pivoted toward Russian partnership.

Africa Corps' more limited operational scope compared to Wagner's earlier, more expansive deployment has left large areas effectively unprotected, with the partnership's practical role increasingly narrowing toward securing fuel convoys and key supply routes - as seen in southern Mali, where Africa Corps support helped erode JNIM's Bamako blockade momentum toward the end of 2025 - rather than the broader territorial reconquest and counterinsurgency success the juntas had promised their populations as justification for the French expulsion.

Strategic Analysis

The Sovereignty Paradox

The Sahelian juntas built their domestic legitimacy almost entirely around a sovereigntist narrative: that French and Western military presence had failed to defeat the insurgency while perpetuating neo-colonial economic and political relationships, and that genuine African-led, Russian-partnered security solutions would succeed where Western intervention had not. This narrative carried genuine popular resonance - anti-French sentiment across the region was real and substantially grounded in legitimate grievances about the limited security returns from a decade of French military presence.

The strategic problem is that the empirical record since the juntas' consolidation directly contradicts their core promise. Security outcomes have deteriorated, not improved, across every meaningful metric: territorial control, attack frequency, civilian casualties, and economic disruption have all worsened since the French and UN withdrawal. This creates a genuine legitimacy paradox for the juntas: their founding justification was security delivery, and on that specific metric, they have demonstrably failed more comprehensively than the civilian governments and French partnership they replaced - yet having eliminated competitive political processes through party dissolution and extended transition mandates, none of the three governments currently faces any meaningful electoral accountability mechanism for this failure.

JNIM's Strategic Patience Versus ISSP's Aggressive Expansion

The two dominant jihadist actors pursue meaningfully different strategic approaches, a distinction with significant implications for how the conflict evolves. JNIM has demonstrated a degree of strategic patience and territorial governance sophistication - operating actual governance structures in controlled areas, including tax collection and sharia enforcement, suggesting a long-term state-building orientation rather than purely destructive insurgency. JNIM's leadership has reportedly expressed internal concern about expanding too rapidly beyond the core Sahel, fearing this could dilute organizational cohesion - even as individual commanders and rank-and-file fighters favor continued southward expansion given its recruitment and material benefits.

ISSP, by contrast, has pursued a more aggressively destructive approach, including documented mass atrocities against civilians used explicitly to assert territorial control in contested areas, alongside high-profile, symbolically loaded attacks against critical infrastructure like the Niamey and Tahoua airport assaults. This divergence reflects the two groups' different ideological lineages and strategic theories of victory: JNIM's al-Qaeda-aligned approach favoring gradual territorial and population control through hybrid coercion and governance, ISSP's Islamic State-aligned approach favoring more immediate, spectacular demonstrations of capability and willingness to use extreme violence.

The Southward Expansion Dilemma

JNIM's calculated, if internally contested, push toward coastal West Africa - with deadly attacks now documented in Benin, Côte d'Ivoire, and Togo since 2019, and Benin specifically recording nearly 70 percent more fatalities through the first eleven months of 2025 compared to the same period in 2024 - represents one of the most consequential strategic developments shaping the conflict's likely future trajectory. For JNIM, southward expansion offers genuine strategic value: access to new recruitment pools, fresh extortion and taxation revenue streams, and demonstration of the movement's continued momentum to both supporters and rivals.

For the coastal states themselves - Benin, Togo, Côte d'Ivoire, and Ghana - this expansion represents an entirely new category of security threat for governments with comparatively stronger institutional capacity than the central Sahelian juntas, but with far less accumulated counterinsurgency experience and infrastructure. Western security partners, having lost their primary Sahelian footholds, have explicitly pivoted toward an "over-the-horizon" approach prioritizing counterterrorism partnerships with these coastal states specifically to prevent jihadist expansion from consolidating into a second, even more difficult-to-reverse territorial foothold along the Gulf of Guinea.

The Humanitarian Funding Collapse

The Sahel crisis has been directly and severely compounded by sharp reductions in international humanitarian funding precisely as needs have intensified. World Food Programme officials have explicitly attributed deepening hunger and malnutrition across the region to reduced 2025 funding levels, warning that as needs outpace available resources, the risk of young people falling into desperation - and, implicitly, into recruitment by armed groups offering economic alternatives - correspondingly rises. In Mali specifically, reduced food rations have driven a 64 percent increase in famine conditions in some areas, with roughly 1.5 million vulnerable Malians facing acute food crisis risk, while Niger has been formally identified among countries facing a 2026 hunger alert.

Global Impact

Europe's Migration Pressure Valve

The Sahel functions as a critical transit corridor for migration flows toward Europe, with displaced populations and economic migrants moving through Mali, Niger, and onward through Libya toward Mediterranean crossing points - the same route documented by UNICEF as the primary pathway for unaccompanied minors arriving in Lampedusa, Italy. Continued Sahelian state fragmentation and the more than three million people already internally displaced across the central Sahel - with Burkina Faso alone hosting over two million IDPs - represents a sustained, likely growing source of migration pressure toward Europe, directly intersecting with European domestic political debates over migration policy that have reshaped electoral politics across the continent.

Russia's Africa Strategy Under Strain

The Sahel represents one of Russia's most prominent post-Wagner Africa Corps engagements, and the demonstrable failure of this security partnership to deliver improved outcomes carries broader implications for Moscow's wider African influence strategy at a moment when Russia is simultaneously expanding engagement elsewhere on the continent, including the new foothold reportedly being established in Madagascar. A sustained pattern of Russian security partnerships failing to deliver tangible counterinsurgency results, even as they succeed in displacing Western influence and securing access to regional resources and political alignment, raises genuine questions about the durability and ultimate strategic value of Moscow's broader African security-partnership model - questions other African governments considering similar partnerships are likely watching closely.

A Global Terrorism Epicenter

The Sahel's emergence as the world's most active center of jihadist violence - with the region driving the largest share of global terrorism-related deaths according to UN assessments - represents a structural shift in the global geography of Islamist militancy away from its earlier Middle Eastern and South Asian centers of gravity. This carries direct relevance for global counterterrorism strategy and resource allocation, as international attention and funding have historically lagged significantly behind the Sahel's actual threat severity compared to better-resourced and higher-profile theaters elsewhere.

Critical Mineral and Resource Implications

Mali, Niger, and the broader Sahel region hold significant mineral resources, including uranium reserves critical to global nuclear fuel supply chains and gold deposits that have become both a target of jihadist economic warfare and, in some documented cases, a direct funding source for armed groups through taxation and extortion of mining operations. Continued instability across this resource-rich but increasingly ungoverned territory carries direct implications for global critical mineral supply chain security, an increasingly prominent strategic concern given broader great-power competition over resource access.

Risk Assessment

High-Probability Risks

Continued Mali territorial fragmentation: Given the scale and coordination demonstrated in the April 25 attacks and the documented JNIM-FLA tactical alignment, continued erosion of Malian state territorial control is highly likely absent a fundamental shift in counterinsurgency approach or external support.
Continued southward jihadist expansion: Given JNIM's demonstrated strategic interest and documented attack pattern in Benin, Togo, and Côte d'Ivoire, continued expansion pressure into coastal West African states is highly probable through 2026 and beyond.
Worsening humanitarian conditions: Given chronic underfunding and continued insecurity disrupting agricultural production and aid access, further deterioration in food security and displacement figures across the central Sahel is highly likely.

Moderate-Probability Risks

Successful jihadist seizure of a major Sahelian city: Given the demonstrated capability shown in recent coordinated offensives and the weakening state of national militaries, a moderate-probability risk exists of JNIM or ISSP achieving sustained control of a significant population center beyond the smaller towns already affected.
Coastal state security crisis: Given accelerating attack frequency in Benin and the broader Gulf of Guinea border region, a moderate-probability risk exists of a serious security deterioration in one or more coastal states within the next twelve to eighteen months.
Further junta political instability: Given the gap between security promises and actual outcomes, a moderate-probability risk exists of internal military or popular unrest within one of the three core junta governments, with potential regional domino effects given the AES's interlinked political and security architecture.

Lower-Probability but High-Impact Risks

Complete state collapse in Mali, Burkina Faso, or Niger: While territorial fragmentation is increasingly likely, complete formal state collapse remains a lower-probability outcome given continued Africa Corps support and the juntas' demonstrated capacity to retain control of key urban centers and supply routes even amid broader rural territorial loss.
Direct AES-ECOWAS military confrontation: Despite the formal political rupture between the AES bloc and ECOWAS, direct military confrontation between the two blocs remains a lower-probability outcome given the absence of clear strategic benefit for either side and ECOWAS's demonstrated preference for continued mediation efforts.
JNIM-ISSP merger or formal ceasefire: Given the two groups' demonstrated rivalry and periodic direct conflict, a formal merger or sustained ceasefire between them remains unlikely, though continued tactical "outbidding" dynamics could still produce escalating violence even without direct cooperation.

Future Scenarios

Scenario Analysis - the following projections are illustrative simulations based on current trajectories, not confirmed events.

Scenario One: Continued Gradual Fragmentation (Most Likely)

The three core Sahelian juntas retain formal control of capital cities and major urban centers, supported by continued Africa Corps logistical and aerial assistance, while jihadist groups continue expanding control over rural areas, transit routes, and smaller population centers. JNIM and ISSP continue their southward expansion pressure into coastal states without yet achieving comparable territorial consolidation there. This scenario essentially extends the current trajectory: formal state sovereignty persisting in name while practical territorial control and population security continue eroding.

Scenario Two: Major Urban Center Falls

Continued JNIM or ISSP operational escalation, building on the demonstrated capability shown in the April 2026 Mali attacks and the Niamey airport assault, achieves sustained control of a significant Sahelian city beyond current contested towns - a development that would represent a genuine strategic inflection point, likely triggering renewed international attention, potential emergency external intervention discussions, and significant regional destabilization given the symbolic and practical importance of urban centers to state legitimacy claims.

Scenario Three: Coastal Crisis Triggers Renewed International Engagement

Accelerating jihadist expansion into Benin, Togo, or Côte d'Ivoire produces a security crisis serious enough to overcome these states' historical reluctance toward heavy international security partnership, triggering renewed, more substantial Western counterterrorism engagement focused specifically on preventing the coastal corridor's consolidation - potentially including expanded US, French, or other Western special operations and intelligence support explicitly structured to avoid the "boots on the ground" framing that proved politically toxic in the central Sahel.

Scenario Four: Negotiated Local Accommodation

Building on the precedent of Mali's hostage-release and fuel-convoy negotiation with JNIM, one or more Sahelian governments pursue more extensive negotiated accommodation with JNIM specifically - given its demonstrated governance orientation and relative strategic patience compared to ISSP - potentially including localized ceasefire arrangements or informal territorial accommodation in exchange for reduced attacks on critical infrastructure and population centers, even without formal political legitimacy being extended to the group.

Intelligence Forecast

Based on current trajectories, Global Chanakya's assessment for the next twelve to eighteen months centers on four core judgments.

First, Mali's trajectory following the April 25 attacks represents the single most important near-term indicator for the broader region, given the demonstrated JNIM-FLA tactical coordination and the exposed weaknesses in Malian military intelligence and counterinsurgency capacity - continued deterioration here is likely to set the broader regional tone more than developments in Niger or Burkina Faso individually.

Second, the Russia-Africa Corps security partnership will continue delivering limited, primarily defensive results - securing key supply routes and urban centers rather than achieving genuine counterinsurgency reversal - meaning the fundamental security trajectory across all three core states is unlikely to improve meaningfully absent a substantial strategic shift in approach.

Third, southward jihadist expansion into coastal West Africa will continue accelerating, making the Benin-Niger-Nigeria and broader Gulf of Guinea borderlands an increasingly critical region to monitor independently of the core Sahelian crisis, with genuine potential to reshape the conflict's geographic center of gravity over the coming several years.

Fourth, humanitarian conditions will continue deteriorating absent a substantial funding and access breakthrough, with continued risk that worsening food insecurity and displacement directly feed further jihadist recruitment, creating a self-reinforcing cycle between humanitarian collapse and security deterioration that neither military nor humanitarian interventions alone are likely to break.

Final Strategic Takeaway

The Sahel crisis offers one of the clearest contemporary illustrations of how a security narrative - French withdrawal as liberation, Russian partnership as solution, military rule as necessary wartime governance - can persist politically even as the empirical reality it claims to address grows demonstrably worse. The juntas that seized power across Mali, Burkina Faso, and Niger promised their populations security their predecessors could not deliver. More than four years into that experiment, jihadist groups control more territory, conduct more sophisticated and far-reaching attacks, and pose a more severe threat to state survival than at any point during the French-led intervention era these juntas replaced.

What makes the Sahel crisis particularly dangerous in 2026 is not any single battlefield development, but the structural convergence of multiple reinforcing failures at once: military approaches that have not worked, political systems that have eliminated their own accountability mechanisms, humanitarian funding that has collapsed precisely when need has peaked, and jihadist groups sophisticated enough to exploit every one of these gaps simultaneously.

For the international community, the Sahel represents an uncomfortable test of whether sustained engagement with a region this volatile, this resource-significant, and this consequential for both European migration pressure and the broader global terrorism landscape can be maintained without falling into either the failed heavy-footprint interventionism of the Barkhane era or the current pattern of strategic neglect that has allowed this crisis to compound largely outside sustained global attention. Coastal West Africa is now the place to watch most closely - not because the central Sahel crisis is resolved, but because where JNIM and ISSP choose to push next will determine whether this remains a regional catastrophe or becomes a genuinely continental one.
