The Davidson Window Is Closed. Taiwan's Strategic Problem Is Not.

For five years, a single date organised how Washington thought about Taiwan. The year 2027 - when China's People's Liberation Army was supposed to have built enough capacity to seize the island - became shorthand for urgency, a drumbeat behind budget requests, alliance consultations, and Indo-Pacific force posture decisions. That date has now passed out of U.S. official use. The question is what replaces it.

In March 2026, the Office of the Director of National Intelligence released its annual threat assessment and stated plainly that Chinese leaders "do not currently plan to execute an invasion of Taiwan in 2027, nor do they have a fixed timeline for achieving unification." The intelligence community added that Beijing "almost certainly" recognises an amphibious invasion would carry "a high risk of failure," particularly if the United States militarily intervened. That is about as close to a formal closing of the Davidson Window as an unclassified intelligence document gets.

Where the "2027" Idea Came From

The figure originated in outgoing testimony. On March 9, 2021, Admiral Phil Davidson, then-commander of U.S. Indo-Pacific Command, told the Senate Armed Services Committee that the threat of Chinese action against Taiwan was "manifest during this decade, in fact in the next six years." He was making the case for a significant budget increase for the Pacific Deterrence Initiative. The warning was genuine, but the arithmetic that produced "2027" was partly bureaucratic - six years from 2021.

The date stuck because it found corroboration. CIA Director Bill Burns stated in 2023 that Xi Jinping had instructed the PLA to be ready to invade by 2027, the centenary of the PLA's founding. Admiral John Aquilino, who succeeded Davidson, told Congress at the end of his tenure that "all indications point to the PLA meeting President Xi Jinping's directive to be ready to invade Taiwan by 2027." The Pentagon's draft report from the same period said China expected "to be able to fight and win a war on Taiwan by the end of 2027." Each statement reinforced the last, and the date embedded itself in public and policy discourse.

What all these statements shared, though often lost in translation, was a careful qualifier: 2027 was a readiness milestone, not an invasion order. The PLA was directed to build the capability. That is different from deciding to use it. Admiral Samuel Paparo, Aquilino's successor at INDOPACOM, began walking the date back publicly in 2025, telling the Brookings Institution that the year carried less independent meaning, even as he argued that U.S. forces needed to be ready before it arrived.

What the 2026 Assessment Actually Says

The 2026 Annual Threat Assessment does not argue that China has abandoned its objective. Beijing's goal of unification by 2049 - the centenary of the People's Republic - remains the framework. The assessment states that Beijing "almost certainly will consider a variety of factors" before deciding whether to pursue military options, including PLA readiness, Taiwan's own political trajectory, and whether Washington would intervene.

Ben Lewis, founder of PLATracker, described the report as reiterating "longstanding U.S. assessments about the PRC's desire for a peaceful resolution to the Taiwan issue, the lack of a fixed timetable for a Taiwan contingency operation, and efforts by the PLA to achieve operational readiness to invade Taiwan and defeat a U.S. intervention if necessary." That is a precise reading. The assessment separates intent from capability, and flags that the PLA is still actively building the latter.

Taiwan's own Ministry of National Defense reached a similar judgment in its 2026 report on Chinese military power, concluding that Beijing still lacks sufficient amphibious landing capabilities - but that the PLA continues to train amphibious forces alongside naval and airborne units, and is incorporating civilian roll-on/roll-off ferries and cargo ships into joint landing exercises. The infrastructure for an eventual operation is being assembled. The decision to conduct one has not been made.

China's Operational Approach in 2026

Whatever the invasion timeline looks like, China's day-to-day pressure on Taiwan has not decreased. If anything it has changed character and expanded geography.

Taiwan's Ministry of National Defense documented 208 PLA aerial sorties around the island in June 2026 alone, with 134 crossing into Taiwan's Air Defense Identification Zone. But the more analytically significant shift has been maritime. A detailed tracking exercise by the Asia Society Policy Institute's Center for China Analysis found that PLA aircraft sorties in 2026 were running at roughly half the rate of 2025, while naval and coast guard activity held steady or increased. The pattern suggests Beijing is deliberately rotating pressure between domains - exhausting Taiwan's response systems without triggering the political reaction that a sustained air campaign might generate.

The geographic scope has also widened. China Coast Guard incursions in 2026 have extended beyond their earlier focus on the Taiwan Strait and Taiwan's offshore islands - Kinmen, Matsu, and Pratas - into waters east of the main island and around the Penghu archipelago. In June 2026, a Sansha law-enforcement formation entered waters near Taiping Island in the South China Sea, extending the same coercion logic further south. A Chinese coast guard vessel also entered restricted waters around Taiwan's Pratas Islands in the South China Sea in early June, part of what analysts at the Observer Research Foundation described as a systematic effort to make Chinese enforcement presence "normal" in areas Taiwan administers.

The Takshashila Institution's September 2026 analysis of China's Taiwan options described Beijing's approach as a "coercion ladder" - a series of escalating pressure instruments designed to win without landing troops on the beach. Military exercises serve as rehearsals and signals. Coast guard operations establish administrative precedent. Gray-zone probing tests Taiwan's defenses and political will without triggering a U.S. military response. The 2026 Annual Threat Assessment effectively endorsed this reading, describing Beijing's preference for "setting the conditions for eventual unification short of conflict."

The Limits of the Reassessment

The intelligence community's finding that China lacks a current invasion plan should not be read as a finding that China lacks the capability or the intention over a longer horizon. The distinction matters.

The Prospect Foundation, a Taipei-based security research organisation, argued in an April 2026 analysis that the assessment actually "is a reminder of the short amount of time left for the PLA to reach its military goals." China has commissioned the aircraft carrier Fujian, which completed sea trials in 2024 and was commissioned in 2025. New bridging systems capable of moving forces from ships to beaches emerged in open-source analysis in 2025 as significant additions to China's amphibious toolkit. The PLA has more than tripled its intelligence platforms since 2018. The PLAN's surface combat fleet is expected to exceed 100 units. These are not the preparations of a military that has decided an invasion is impossible.

The unclassified assessment also acknowledges what it cannot see. Xi Jinping may not be receiving accurate assessments of actual PLA readiness - a concern several U.S. analysts raised based on the corruption purges that swept through the PLA's Rocket Force and senior command structures in 2023 and 2024. If Xi is working from inflated capability assessments, his calculus could shift in ways that external observers cannot easily track.

The Janes intelligence organisation, in a 2025-2026 assessment, put a 70 percent probability on China continuing to rely on intimidation and coercion against Taiwan in the next six to twelve months - a figure they described as actually lower than their December 2024 estimate of 75 percent. That modest decline in confidence in the "status quo" path reflects the uncertainty that structured analysis has to carry when the underlying variables - PLA readiness, Xi's political calculus, U.S. deterrence posture, Taiwan's political evolution - are all in motion simultaneously.

What Changed, and What Didn't

Two things genuinely shifted between 2021 and 2026. First, U.S. and Taiwanese defensive investments during the Davidson Window period changed the calculus on the other side. Taiwan advanced its own submarine program, with its first domestically built submarine undergoing its fifteenth major sea trial by mid-2026. U.S. Indo-Pacific Command developed what Paparo publicly described as a "Hellscape" strategy - deploying large numbers of autonomous drones in the Taiwan Strait to complicate any amphibious assault. The Pacific Deterrence Initiative funded infrastructure across allied bases. These developments did not make Taiwan invulnerable, but they made an invasion materially harder and more uncertain in outcome.

Second, China's own economic conditions have become a constraint Beijing did not fully anticipate in 2021. An invasion that fails, or that triggers sustained Western economic retaliation, carries enormous domestic political costs. The 2026 Annual Threat Assessment specifically noted that Chinese officials recognize an amphibious assault carries "a high risk of failure, especially in the event of U.S." military intervention - a judgment that reflects not just military calculation but the economic asymmetry between a conflict that could leave China's navy, in the assessment's words, "in shambles" and a status quo that, however frustrating to Beijing, preserves Chinese economic access to global markets.

What did not change is the underlying strategic objective. China has not walked back its 2049 unification framework, not moderated its gray-zone operations, and not reduced its amphibious modernization program. The PLA continues to rehearse scenarios for seizing Taiwan through exercises that include all the components of a joint landing campaign. Satellite imagery in 2026 confirmed the first major phase of a new Chinese artificial island base at Antelope Reef in the South China Sea, expanding PLA maritime control options in the region.

India's Stake

India does not have a formal position on Taiwan's political status, and New Delhi is unlikely to adopt one. But the Taiwan question is not abstract for Indian strategic interests.

The most direct exposure is technological. Taiwan Semiconductor Manufacturing Company controls roughly 54 percent of global semiconductor fabrication. India's own electronics manufacturing ambitions depend substantially on continued access to Taiwanese chip supply chains. Disruption to Taiwan's production capacity - whether from a conflict or a successful Chinese blockade - would cascade through Indian industry at a moment when India is trying to build its own semiconductor ecosystem. TSMC participated in India's 2026 semiconductor conference in Bengaluru, with a senior executive projecting the global chip market doubling to $1.5 trillion, and singling out India as a key contributor. That relationship matters precisely because a Taiwan under Chinese military pressure is a Taiwan less able to partner freely with third countries including India.

There is a second-order implication that is less discussed. If China successfully coerces Taiwan into a political accommodation short of full annexation, the credibility demonstration for other territorial claims in the region - including some that touch India directly - is substantial. Beijing's template in the South China Sea has been to normalise presence, build infrastructure, and eventually establish administrative control without triggering a decisive military confrontation. Watching that template applied to Taiwan, even in a slower and less violent form, has implications for how India should assess Chinese intent in Arunachal Pradesh and Aksai Chin over a similar timeframe.

India-Taiwan economic ties have been deepening quietly. Taiwanese technology firms were in active negotiations in 2026 over establishing semiconductor production facilities in India. The India Semiconductor Mission has attracted Taiwanese interest partly because of the "China-plus-one" supply chain logic - the same uncertainty over Taiwan's long-term security that drives the intelligence reassessment discussed here also drives Taiwanese firms to diversify their manufacturing footprint. India benefits from that uncertainty in the short term, even as its long-term interest lies in Taiwan's continued independence of action.

Global Chanakya Assessment

The most important thing the 2026 intelligence reassessment did was separate the question of intent from the question of capability. The Davidson Window was always about capability - when would the PLA be ready? The current assessment says China has not decided to act even as it continues building the tools to do so. That is actually a more complicated intelligence problem than a fixed deadline provided.

The 2027 date gave policymakers, defence planners, and publics a concrete object to organise around. Its closure creates a planning vacuum that vague references to 2049 do not fill. China's gray-zone strategy is explicitly designed to exploit this kind of ambiguity - it is harder to sustain deterrence posture against a creeping threat than against a countdown.

One claim in public commentary deserves scrutiny: that the intelligence reassessment means the threat has diminished. The evidence does not support that reading. What it supports is that China's preferred path to control over Taiwan, in the near term, runs through political exhaustion and military normalization rather than amphibious assault. That is a different kind of danger - one that requires a different kind of response - but it is not a smaller one. A Taiwan that has been gradually isolated, whose defenses have been worn down through years of gray-zone attrition, and whose international relationships have been constrained by Chinese economic pressure, is a Taiwan more vulnerable to coercion in 2035 or 2040 than a Taiwan that held its ground during a decisive crisis in 2027.

The Davidson Window closing is the end of a planning frame, not the end of the problem it described.

Indicators to Monitor

Frequency and geography of China Coast Guard incursions into Taiwan's near-island waters, particularly east of the main island and around Penghu
PLA amphibious exercise scale and complexity, including the integration of civilian cargo vessels and roll-on/roll-off ferries
Status and deployment of the aircraft carrier Fujian, including whether carrier strike group exercises begin approaching Taiwan
Commissioning timeline of the Type 076 amphibious assault ship Sichuan and its integration into PLA landing exercises
Xi Jinping's political statements on Taiwan, particularly any formulation that shifts from "peaceful reunification preferred" to harder language
PLA Rocket Force leadership stability and any further anti-corruption removals that could signal capability or readiness issues
Progress of Taiwan's indigenous submarine program and its operational timeline
U.S. Pacific Deterrence Initiative funding levels in the FY2027 and FY2028 defence budgets
Taiwanese technology firm decisions on geographic diversification of production, including any acceleration of India-based manufacturing commitments
Any Chinese diplomatic moves that seek to formalize administrative claims to waters east of Taiwan, which would represent an escalation of the current gray-zone framework
