Israel Strategic Intelligence Report 2026: War on Every Front

Israel enters the second half of 2026 fighting, in some form, on every front it has historically worried about simultaneously - Iran, Lebanon, Gaza, the West Bank, and the battle for international legitimacy - while trying to consolidate the most significant strategic achievement of Benjamin Netanyahu's career: the decapitation of Iran's Supreme Leader and senior military command. This is not a country at peace with a contained set of threats. It is a country that has spent the year attempting to convert overwhelming tactical and military superiority into a durable regional settlement, and discovering, theatre by theatre, that battlefield dominance and political resolution are not the same thing.

This report assesses Israel's strategic position with the rigour the moment demands - not through the lens of any single narrative, but through the verified record of what has actually happened in 2026: the war against Iran, the resumption of full-scale war in Lebanon, the contested and incomplete Gaza ceasefire, the controversial Board of Peace architecture, and the domestic political fractures inside Netanyahu's coalition as Israel heads toward an election year.

Executive Summary

Israel in 2026 has achieved what was, for decades, considered close to unthinkable: the killing of Iran's Supreme Leader Ali Khamenei and a substantial portion of his senior military and nuclear leadership, executed jointly with the United States in Operation Epic Fury, launched February 28. The operation has fundamentally altered the strategic balance in the Middle East, severely degrading the leadership and coordination capacity of what Iran calls its "Axis of Resistance." But the year has also exposed the limits of what military force alone can deliver. Iran, though leaderless and battered, retained enough capacity to sustain missile and drone strikes against Israel, Gulf states and American forces for months. Hezbollah, despite suffering enormous losses in the renewed 2026 Lebanon war, has refused to disarm and continues mounting hundreds of attacks a month against Israeli forces operating inside Lebanese territory. Hamas, despite the October 2025 Gaza ceasefire and the elaborate Board of Peace architecture built around it, has likewise refused disarmament, leaving the war's supposed "phase two" stalled indefinitely.

Domestically, Netanyahu has converted his wartime political capital into an extraordinary diplomatic position - joining Trump's Board of Peace despite an active International Criminal Court arrest warrant against him, while simultaneously managing a coalition increasingly split between far-right ministers like Finance Minister Bezalel Smotrich, who wants unilateral Israeli control over Gaza's future, and a security establishment wary of indefinite multi-front war. With Israeli elections expected around October 2026, every major decision Netanyahu makes this year - on Gaza withdrawal lines, Hezbollah disarmament timelines, and the depth of continued operations in Lebanon - is being filtered through electoral calculation as much as strategic logic.

Israel's central strategic dilemma for the remainder of 2026 is this: it has demonstrated an almost unmatched capacity to inflict decisive military damage on its adversaries, but it has not yet demonstrated an equivalent capacity to convert that damage into stable, negotiated outcomes that do not require indefinite military occupation or recurring war. Gaza remains roughly 60-70% under direct Israeli military control without a resolved governance endpoint. Southern Lebanon remains an active warzone despite a notional truce. And Iran, leaderless but not defeated, retains both the technical infrastructure for nuclear hedging and a deep institutional memory of this war that will shape Iranian strategic posture for a generation. Israel's position is, in short, militarily dominant and politically unresolved - a combination that historically does not stay stable for long.

Background

To understand Israel's 2026 posture, it helps to trace the chain of escalation that produced it. The starting point remains the October 7, 2023 Hamas attacks and Israel's subsequent military campaign in Gaza, which evolved over two years into one of the most intensive and internationally scrutinized conflicts of the modern era, eventually drawing an International Criminal Court arrest warrant against Netanyahu for alleged war crimes - a warrant that remains active and unresolved even as Netanyahu now sits, controversially, on an American-led international body governing Gaza's future.

Parallel to Gaza, Israel's long-running shadow conflict with Iran reached a new phase in June 2025 with the Twelve-Day War - Operation Rising Lion - in which Israel struck Iran's Natanz enrichment facility, killed nuclear scientists and military leadership, and was joined by American strikes on Iranian nuclear sites before a ceasefire took hold on June 24, 2025. That ceasefire proved temporary. Iranian officials voiced open doubt about continued compliance with the Non-Proliferation Treaty, Iran's parliament voted to end cooperation with the IAEA's Atomic Energy Organization, and by early 2026, mass protests inside Iran combined with Netanyahu's persistent lobbying of Trump produced the political conditions for a far larger operation.

The Israeli security cabinet authorized additional strikes - codenamed Operation Iron Strike - in early January 2026, judging that Iran's domestic instability made the moment strategically ripe. By late February, following high-level Netanyahu-Trump coordination, the United States formally joined what became Operation Epic Fury, launched February 28 with nearly 900 strikes in the opening twelve hours, killing Khamenei himself along with senior IRGC and Quds Force commanders. It is worth noting plainly that political scientists and regional analysts have also pointed to a less flattering motive behind the timing: Israel faced mounting international pressure, including from European allies, over famine conditions and civilian casualties in Gaza, and the EU had begun reconsidering its free-trade arrangement with Israel just before the Iran operation began - a confluence that several observers describe as a deliberate diversion of international attention.

Simultaneously, the long-simmering conflict with Hezbollah - technically under a ceasefire since November 2024 that required the group's disarmament and an Israeli withdrawal from southern Lebanon - never actually ended. Hezbollah used the lull to attempt to rebuild its military capability, and the IDF continued near-daily strikes on targets in southern Lebanon throughout the supposed ceasefire period. When Operation Epic Fury began, Hezbollah's leadership vowed retaliation in solidarity with Iran, and by March 2, full-scale war had resumed - the 2026 Lebanon war, the most intensive Israeli ground campaign in Lebanese territory since at least 2006.

Current Situation

Iran: Decapitated but Not Defeated

Operation Epic Fury formally concluded May 5, though sporadic strikes continued well beyond that date - including a notable flare-up on June 7, when Iran launched ballistic missiles at Israel for the first time since the April ceasefire, in direct response to Israeli strikes on Beirut, with Iranian officials claiming the Ramat David Airbase was among the intended targets. The campaign's human cost has been severe on all sides: Human Rights Activists News Agency estimated at least 657 people killed and over 2,000 wounded in Iran from the related Twelve-Day War strikes alone, with thousands more casualties across the broader 2026 conflict, while Iranian retaliatory strikes hit Israel, American bases, and Gulf states including the UAE, Kuwait, Bahrain and Oman.

The strategic outcome is genuinely double-edged. Israel achieved what amounts to a generational intelligence and military triumph: the killing of a Supreme Leader who had held power for over three decades, alongside Ali Larijani and much of Iran's senior nuclear and military command structure. Yet the International Atomic Energy Agency has stated it found no evidence of an active nuclear weapons program even as it acknowledged it cannot verify Iran's enrichment status, since Iran has refused to allow inspections of damaged sites since the 2025 war and formally told the IAEA in February 2026 that normal safeguards had become "legally untenable and materially impracticable." British and American analysts characterize Iran's posture as deliberate nuclear hedging - maintaining the technical infrastructure to assemble a weapon on short notice without crossing the threshold into actual weaponization, using its enriched uranium stockpile explicitly as negotiating leverage rather than as a weapons program in active development.

This is the central unresolved risk in Israel's Iran strategy: the country has eliminated Iran's top leadership but has not verifiably eliminated its nuclear weapons-relevant infrastructure, and the Islamabad Memorandum of Understanding signed by Trump and Iran's leadership on June 17 does not include enforceable inspection mechanisms - a gap IAEA Director General Rafael Grossi has explicitly warned renders any "agreement" illusory without real verification.

Lebanon: The War Israel Did Not Officially Declare

If Iran represents Israel's most decisive strategic success of 2026, Lebanon represents its most costly and least resolved campaign. Since March 2, the IDF has conducted a sustained ground invasion of southern Lebanon, advancing past the Litani River, taking strategic high ground around the Beaufort Ridge and Wadi Saluki, and besieging cities including Bint Jbeil, where Defense Minister Israel Katz vowed Israel would "eliminate the threat just as we did in Gaza," including demolishing homes used as what Israel calls "terror outposts." By early April, the IDF claimed to have killed over 1,000 Hezbollah operatives and displaced more than a million Lebanese civilians - over 20% of Lebanon's population - in a campaign that international monitors and legal scholars have flagged as potentially involving war crimes given its scale and the use of munitions including white phosphorus in populated areas.

Crucially, Hezbollah has not folded. The group conducted over 260 drone, rocket and anti-tank missile attacks against Israeli forces in May alone - the highest monthly total since fighting resumed - and IDF Chief of Staff Eyal Zamir has stated plainly that Israel remains in a "state of war" in Lebanon despite a notional ceasefire with Iran. A US-brokered truce announced June 19, facilitated jointly by Washington, Qatar and Iran, has not stopped fighting on the ground; Hezbollah claimed an attack on Israeli forces attempting to capture positions near Nabatieh within hours of the announcement, and Israel has stated explicitly that it intends to keep its forces inside Lebanese territory regardless of the truce's terms.

This matters enormously for how the wider region reads Israeli intentions. The UN's UNIFIL peacekeeping mission, present in southern Lebanon for decades, was terminated by Security Council vote in September 2025 under pressure from Israel and the US, with its mandate now winding down through 2026 and expected to disappear from Lebanon entirely by 2027 - removing the last international buffer institution in a conflict zone where Israel is increasingly operating unilaterally, on its own timeline, answerable to no external monitoring body.

Gaza: A Ceasefire That Has Not Actually Stopped the War

The Gaza file presents perhaps the most politically complex picture of Israel's 2026. The October 2025 Comprehensive Plan to End the Gaza Conflict - Trump's twenty-point plan, signed by Israel and Hamas on October 9 in Sharm el-Sheikh and endorsed by the UN Security Council on November 17 - secured the release of living hostages and a notional ceasefire. But "phase two," meant to govern Hamas disarmament, an international stabilization force, and the transition to Palestinian technocratic governance, has been stalled since its announcement in January 2026.

The core impasse is structural and has not moved since the deal's signing: Israel insists it will not withdraw further, including from the so-called "yellow line" demarcating its zone of control inside Gaza, until Hamas disarms; Hamas insists it will not discuss disarmament until Israel fully implements the ceasefire's first phase, including expanded humanitarian access and further withdrawal. Both preconditions are mutually exclusive as currently framed, and neither side has shown the political will to break the deadlock unilaterally. In the meantime, Israeli control inside Gaza has expanded from roughly 53% at the ceasefire's start to around 60% by mid-2026, with Netanyahu publicly stating his intent to push to 70% - a figure Secretary of State Marco Rubio has himself acknowledged "contradicts" Trump's own plan for the strip, an unusually candid admission of daylight between Washington and Jerusalem on Gaza's endgame.

ACLED's monitoring recorded more than 40 Israeli attacks on Hamas and allied groups in May alone - the highest monthly total since the ceasefire technically took effect, including the targeted killing of Hamas military chief Izz al-Din Haddad and his immediate successor Mohammed Odeh, both implicated in planning the October 7 attacks. This pattern of ongoing "decapitation" strikes during a supposed ceasefire is, by definition, pre-emptive rather than retaliatory, and multiple regional analysts assess that Israel is deliberately using continued pressure on Hamas and Hezbollah to maximize leverage ahead of any final Trump-brokered settlement - even at the risk of provoking Iran to formally withdraw from nuclear talks, which happened at least once in late May when Tehran suspended negotiations explicitly over Israeli operations in Lebanon and Gaza.

The Board of Peace: Legitimacy Without Universal Buy-In

The institutional centerpiece of Trump's broader Middle East framework, the Board of Peace, formally launched at Davos in January 2026, represents an unusual and contested experiment in post-conflict governance. Chaired by Trump himself, with an executive committee including Secretary of State Marco Rubio, envoy Steve Witkoff, Jared Kushner, former UK Prime Minister Tony Blair, and World Bank President Ajay Banga, the board is intended to oversee Gaza's reconstruction, governance transition, and the deployment of an international stabilization force - while Trump himself has mused openly that the board "might" eventually replace the United Nations as a global conflict-mediation body, a statement that has alarmed traditional multilateral institutions.

Netanyahu's own relationship with the board captures Israel's broader 2026 balancing act. He initially objected to the board's composition - particularly the inclusion of Turkey, a regional rival with historically tense Israel relations - before reversing course and formally joining despite the active ICC arrest warrant against him for alleged war crimes in Gaza, a decision that drew criticism even from within his own coalition. Finance Minister Bezalel Smotrich, representing the settler-aligned far right, has explicitly opposed the board concept altogether, arguing instead for unilateral Israeli control over Gaza's future - a position that puts him in direct tension with both Netanyahu's diplomatic strategy and Washington's preferred framework.

The board's international legitimacy remains incomplete. Norway, Sweden and France have all declined to join, citing concerns the structure could sideline the UN as the legitimate mediator in global conflicts, while members include a notably mixed roster - the UAE, Morocco, Vietnam, Hungary, Kazakhstan, Argentina, and controversially, an invitation extended to Belarusian President Alexander Lukashenko, a close Putin ally. No country has yet formally committed troops to the proposed international stabilization force meant to secure Gaza during the transition, leaving the entire phase-two architecture dependent on a security guarantee that does not yet practically exist.

Strategic Analysis

Israel's 2026 strategy can be read as a single, coherent wager: that overwhelming, simultaneous military pressure across Iran, Lebanon and Gaza would produce a permanently reshaped regional order before international patience, domestic political sustainability, or battlefield attrition forced a premature halt. Parts of that wager have paid off spectacularly. The killing of Khamenei and senior IRGC leadership is, by any historical standard, an extraordinary intelligence and military achievement that has genuinely degraded Iran's command-and-control capacity and rattled the cohesion of its entire regional proxy network - visible in the collapse of confidence among Iran's remaining allies, from Hezbollah's depleted operational tempo to Russia's conspicuous unwillingness to materially defend Tehran during the war.

But the wager's costs are mounting in ways that compound rather than resolve. Each theatre Israel has kept open - Lebanon especially - drains military readiness, strains reservist endurance, and extends Israel's diplomatic exposure at exactly the moment its battlefield position is strongest. The strategic logic of fighting on three fronts simultaneously assumes each front can be brought to closure on a similar timeline; 2026 has demonstrated the opposite. Iran's leadership is destroyed but its hedging infrastructure persists. Hezbollah is devastated in personnel terms but tactically undefeated and still capable of hundreds of monthly attacks. Hamas has lost senior commanders repeatedly but has shown no institutional willingness to disarm, precisely because doing so would mean accepting irrelevance in any post-war Gaza governance structure.

The deeper strategic risk is one of diminishing marginal returns from continued force application. Israel's military superiority is not in question; what is genuinely in question is whether further strikes, further territorial control, and further delay on withdrawal actually move any of these three fronts closer to durable resolution, or whether they instead lock Israel into something closer to permanent low-intensity war across multiple borders simultaneously - a posture that is sustainable in the short term given Israel's qualitative military edge, but historically very difficult to sustain politically and economically over a multi-year horizon, particularly with an election looming in October.

Netanyahu's personal political calculus adds another layer that cannot be separated from the strategic picture. Analysts close to the process describe his Board of Peace reversal and broader negotiating posture as shaped as much by disruption tactics designed to stall final settlement timelines as by genuine commitment to the diplomatic framework - a reading reinforced by his own acknowledgment that the board's actions to date are mostly "declarative" rather than operationally binding. With elections likely in October 2026, a premature withdrawal from Gaza without Hamas disarmament would be framed domestically as failure; continued military pressure, even without resolution, can be framed as strength. This electoral logic is, in practice, one of the most powerful forces currently shaping the actual pace of Israeli decision-making on all three fronts.

Global Impact

Israel's 2026 campaigns have reshaped regional alignments well beyond its immediate borders. The killing of Khamenei and the broader weakening of Iran's proxy network has visibly reduced Tehran's capacity to project influence through Hezbollah, Hamas, the Houthis and Iraqi militias simultaneously - a structural shift that benefits Gulf states like the UAE and Saudi Arabia, who face a less coordinated, though not eliminated, Iranian-aligned threat network. The UAE's decision to exit OPEC and align more directly with American energy policy, examined elsewhere in Global Chanakya's coverage of the broader US-Iran confrontation, is partly a direct consequence of the costs the UAE absorbed as the most heavily targeted Gulf state during Iranian retaliatory strikes.

Europe's reaction has been markedly more fractured than Washington's. The EU's prior consideration of revisiting its free-trade agreement with Israel over Gaza conditions, combined with France, Norway and Sweden's refusal to join the Board of Peace, signals a widening gap between American and European appetite for unconditional backing of Israeli military strategy - a gap that predates 2026 but has sharpened considerably given the scale of displacement and casualties in both Gaza and Lebanon this year. This European hesitancy carries long-term consequences for Israel's diplomatic position in multilateral forums, even as its bilateral relationship with Washington remains, for now, the dominant and largely unconditional pillar of its security architecture.

For the wider Indo-Pacific and South Asian audience Global Chanakya serves, the most relevant lesson from Israel's 2026 campaigns is about the limits of decapitation strategies against ideologically-driven non-state and hybrid actors. Removing senior leadership - whether Khamenei in Iran, or successive Hamas military chiefs in Gaza - has repeatedly failed to produce organizational collapse, because both Iran's clerical-military establishment and Hamas's command structure are designed for rapid succession under exactly these conditions. This has direct analytical relevance for any state, India included, considering leadership-targeting strategies against non-state militant networks operating with deep ideological and institutional redundancy.

Risk Assessment

Unverified Iranian nuclear hedging: With IAEA inspections suspended and no enforcement mechanism in the Islamabad MOU, Israel faces a genuine risk that Iran's enrichment infrastructure survives intact enough to permit rapid reconstitution under new, possibly more radicalized leadership - precisely the outcome Operation Epic Fury was meant to prevent.
Lebanon attrition risk: Continued IDF ground operations north of the Litani River, against a Hezbollah that retains the capacity for hundreds of monthly attacks, risks transforming what was framed as a decisive campaign into an open-ended occupation with mounting reservist fatigue and rising international condemnation over civilian displacement exceeding one million people.
Gaza governance vacuum: The absence of any committed international stabilization force, combined with the unresolved disarmament deadlock, leaves Gaza in a prolonged state of partial occupation without a credible governance endpoint - a condition that historically generates renewed insurgent recruitment rather than stabilization.
Coalition fragmentation risk: The widening gap between Netanyahu's diplomatic engagement with the Board of Peace and Smotrich's unilateralist far-right position threatens coalition stability heading into an election year, raising the possibility of a government collapse or a more hardline successor coalition before any of the year's open conflicts are resolved.
International legal exposure: The active ICC warrant against Netanyahu, combined with mounting allegations regarding conduct in both Gaza and Lebanon, increasingly constrains Israeli diplomatic travel and complicates relationships with European partners already uneasy about the Board of Peace's legitimacy.
Strategic overextension: Sustaining high-intensity operations across Iran, Lebanon and Gaza simultaneously places real strain on reservist mobilization, munitions stockpiles, and the broader Israeli economy - a burden that becomes harder to sustain the longer all three fronts remain open without resolution.

Israel's 2026 record demonstrates an uncomfortable truth for any military planner: total tactical superiority does not automatically translate into strategic closure. The harder problem - converting battlefield dominance into governance arrangements that hold without a permanent military presence - remains unsolved on every front Israel has opened this year.

Future Scenarios

Scenario Analysis

The scenarios below are illustrative projections built from current trajectories, intended to help readers stress-test Israel's strategic options, not confirmed predictions of future events.

Scenario One: Managed De-escalation Across All Fronts (40% probability)

The Islamabad MOU holds in modified form, Lebanon settles into a lower-intensity buffer-zone arrangement with periodic Israeli strikes but no further large-scale ground offensives, and Gaza's phase two proceeds through an incremental, partial disarmament process brokered by Qatar and Egypt that falls short of full Hamas demilitarization but allows limited reconstruction to begin. Netanyahu enters the October election having delivered a historic blow against Iran while avoiding the appearance of failure on Gaza or Lebanon, securing a plausible, if contested, electoral mandate.

Scenario Two: Lebanon Becomes Israel's Long War (25% probability)

Hezbollah's continued operational capacity, combined with Israeli reluctance to withdraw from captured Lebanese territory, locks the IDF into an extended counterinsurgency campaign resembling the 1982-2000 occupation of southern Lebanon. Reservist fatigue and mounting Lebanese civilian casualties generate sustained international pressure, while Hezbollah, backed by what remains of Iranian logistical support, sustains a war of attrition that neither side can decisively win, becoming the dominant and most costly feature of Israel's security environment through 2027.

Scenario Three: Gaza Governance Collapse and Renewed Full-Scale War (20% probability)

The disarmament deadlock never breaks. Israel, under domestic political pressure ahead of elections, restarts large-scale combat operations in Gaza "to complete the mission," as Israeli security sources have already signalled is under consideration. The Board of Peace framework effectively collapses as a governance mechanism, the international stabilization force never materializes, and Gaza reverts to active war, with significant humanitarian and diplomatic costs that further isolate Israel internationally even as domestic political support for renewed operations remains robust.

Scenario Four: Iranian Reconstitution and Renewed Strikes (15% probability)

A successor Iranian leadership, operating with the institutional memory of Operation Epic Fury and unconstrained by verified inspections, accelerates covert efforts to reconstitute weapons-relevant nuclear infrastructure. Intelligence indicating renewed enrichment activity triggers a second round of Israeli strikes, potentially without direct American participation this time given Washington's stated preference for diplomatic closure on the Iran file, testing whether Israel retains the independent military capacity to repeat 2026's results without its primary security partner's direct involvement.

Intelligence Forecast

Global Chanakya's assessment for the next twelve months centers on several converging dynamics. First, expect Lebanon, not Iran or Gaza, to be the most volatile and unpredictable front through the remainder of 2026 - Hezbollah's sustained operational tempo despite catastrophic losses suggests an organization with deeper logistical reserves than initially assessed, and the absence of any international monitoring presence following UNIFIL's wind-down removes a key stabilizing mechanism that previously constrained escalation. Second, expect the Gaza disarmament deadlock to persist largely unresolved through at least the October Israeli elections, with both Hamas and Netanyahu's government calculating that the political costs of compromise currently outweigh the costs of continued stalemate. Third, expect continued ambiguity over Iran's nuclear status to remain a persistent flashpoint, with the IAEA's inability to verify enrichment levels creating recurring crisis points whenever fresh intelligence - accurate or contested - suggests renewed Iranian activity. Fourth, expect the Board of Peace's institutional legitimacy to remain contested and incomplete, with European holdouts unlikely to join absent a clearer demonstration that the structure operates independently of unconditional alignment with Israeli military objectives. Fifth, watch the Israeli electoral calendar closely: decisions on troop withdrawal, ceasefire enforcement, and further military operations across all three fronts will increasingly be shaped by Netanyahu's domestic political survival calculations as October 2026 approaches, a dynamic that historically produces more, not less, military activity in the months immediately preceding an Israeli election.

For regional partners and observers, including India, the practical implications are concrete. Continued instability in the Strait of Hormuz and the broader Gulf, driven by the unresolved Iran file, sustains elevated energy security risk for import-dependent economies. Continued Lebanon hostilities sustain broader Middle East instability that complicates diplomatic engagement across the region. And the contested legitimacy of the Board of Peace model - an American-led, UN-bypassing governance structure - sets a precedent that other powers, India included, will need to factor into how they engage with future post-conflict stabilization efforts globally, whether in the Middle East or elsewhere.

Final Strategic Takeaway

Israel in 2026 has proven, beyond any reasonable doubt, its capacity to project decisive, multi-front military force against state and non-state adversaries simultaneously - a demonstration of operational and intelligence capability that will shape regional deterrence calculations for a generation. But the year has also delivered an equally important and less comfortable lesson: military dominance, however overwhelming, has not yet produced a single durable political settlement across Iran, Lebanon, or Gaza. Each front remains open, contested, and unresolved, sustained by a mix of genuine security necessity and the unmistakable gravitational pull of Netanyahu's domestic political survival ahead of an October election. The strategic question that will define Israel's trajectory through 2027 is not whether it can continue winning battles - it almost certainly can - but whether Jerusalem, Washington, and the fragile international architecture built around the Board of Peace can finally convert battlefield superiority into governance arrangements that do not require Israel to remain at war, in some form, on every border simultaneously, indefinitely.
