Ali Khamenei vs Israel: How the Shadow War Became a Regional Conflict

Executive Summary

For more than three decades, Ayatollah Ali Khamenei treated Israel as both an ideological enemy and a strategic instrument. Opposition to the Jewish state gave the Islamic Republic a cause larger than Iran’s national borders, justified the expansion of the Islamic Revolutionary Guard Corps, and helped Tehran cultivate an armed network stretching from Lebanon and Syria to Iraq, Yemen, Gaza and the West Bank.

Khamenei’s system was designed to pressure Israel without exposing Iran to a conventional war it was poorly equipped to fight. Hezbollah threatened northern Israel with rockets and missiles. Hamas and Palestinian Islamic Jihad sustained pressure from Gaza. Syrian territory provided logistical depth. Iraqi militias threatened American and Israeli interests. Yemen’s Houthis created a Red Sea and Arabian Sea front. Iran supplied weapons, training, intelligence, finance and political direction while retaining enough ambiguity to manage escalation.

That architecture was known as the Axis of Resistance. Its military logic resembled a distributed deterrence network: Israel would face simultaneous threats from several directions, while Iran’s leadership and nuclear infrastructure remained protected behind distance, hardened facilities, air defences and political uncertainty.

The model produced leverage, but it also generated dangerous illusions. Tehran came to believe that strategic depth created through non-state forces could compensate for Iran’s weaknesses in air power, intelligence security and conventional warfare. Israel, meanwhile, concluded that permanently managing the network was less viable than dismantling it.

The regional war that followed the Hamas-led attack of 7 October 2023 transformed the balance. Israel devastated Hamas’s organised military capacity in Gaza, struck Hezbollah’s command structure, killed Hassan Nasrallah, degraded Iranian air defences and expanded its freedom of action over Syria and Lebanon. The collapse of Bashar al-Assad’s government in December 2024 then severed the most valuable territorial corridor connecting Iran with Hezbollah.

Iran and Israel crossed the threshold into direct state-to-state warfare in 2024. Iran launched large missile and drone attacks against Israel; Israel retaliated against Iranian military infrastructure. The June 2025 war demolished the remaining fiction that their confrontation could be contained indefinitely within covert operations and proxy battlefields. Israeli strikes hit Iranian nuclear, missile and command targets. The United States attacked the nuclear facilities at Fordow, Natanz and Isfahan. Iran retaliated with ballistic missiles before a ceasefire halted the twelve-day conflict.

The confrontation escalated again on 28 February 2026, when U.S.-Israeli strikes killed Ali Khamenei. Iran confirmed his death, and the Assembly of Experts selected his son, Mojtaba Khamenei, as supreme leader on 8 March. The succession preserved the hardline system but deepened the fusion between the office of supreme leader and the Revolutionary Guard’s security establishment.

By June 2026, Iran, Israel and the United States had moved through another cycle of strikes, retaliation, disruption in the Strait of Hormuz and ceasefire diplomacy. A preliminary U.S.-Iran arrangement announced in mid-June reduced immediate pressure and included steps toward reopening the strait, but subsequent attacks and conflicting claims demonstrated that the ceasefire remained fragile.

The strategic contest can no longer be described simply as “Ali Khamenei versus Israel.” Khamenei is dead, but the state architecture he built survives. The central question is whether his successor will preserve the doctrine of resistance, retreat into deterrence and reconstruction, or pursue a more openly nuclear strategy to prevent another leadership-decapitation campaign.

Israel has achieved extraordinary operational successes. It penetrated Iranian security networks, weakened Tehran’s regional partners, demonstrated long-range strike capacity and helped eliminate the leader who had defined Iran’s anti-Israel policy since 1989. Yet tactical dominance does not automatically produce a stable political order. Iran remains a large state with extensive missile capabilities, deep strategic geography, an experienced security apparatus and the ability to threaten Gulf energy flows.

The most dangerous period may therefore be the one following Israel’s victories. A wounded Iranian regime could become more risk-acceptant, more dependent on the Revolutionary Guard and more determined to acquire a nuclear deterrent. Israel may respond with recurring preventive strikes. The result would be neither peace nor a traditional balance of power, but a prolonged regional system of armed surveillance, coercion and intermittent war.

Background

Khamenei’s Rise and the Institutionalisation of Hostility

Ali Khamenei became supreme leader in 1989 after the death of Ayatollah Ruhollah Khomeini. He inherited a revolutionary state exhausted by the Iran-Iraq War, economically isolated and militarily inferior to the United States and its regional partners. Iran’s conventional forces had suffered years of attrition, sanctions and technological isolation.

Khamenei’s solution was not to compete symmetrically. He supported the expansion of the Islamic Revolutionary Guard Corps, strengthened the Quds Force and cultivated relationships with armed movements capable of exerting pressure beyond Iran’s borders. This approach reflected lessons from the Iran-Iraq War: strategic depth mattered, missiles could compensate for weak air power, and the regime’s survival depended on preventing conflict from reaching Iran’s political centre.

Israel occupied a special place in the revolutionary worldview. The Islamic Republic rejected Israel’s legitimacy, framed the Palestinian struggle as an Islamic and anti-imperialist cause, and portrayed Israeli power as an extension of American domination. Khamenei repeatedly predicted Israel’s eventual disappearance, supported armed resistance and rejected the diplomatic framework pursued by Arab governments that recognised Israel.

The hostility was ideological, but it was never only ideological. Opposition to Israel gave Iran influence in Arab societies despite the Islamic Republic’s Persian identity and Shia religious character. It helped Tehran compete with Saudi Arabia, Egypt and other Sunni Arab powers for regional legitimacy. It also justified the creation of military capabilities that protected Iran’s regime while threatening U.S. allies.

The Palestinian cause allowed Tehran to present itself as the defender of an issue that many Arab governments had subordinated to national interest. Iran used that political opening to build relationships with both Shia and Sunni organisations, including Hezbollah, Hamas and Palestinian Islamic Jihad.

Khamenei’s strategy was therefore built on a fusion of ideology and realism. The ideological conflict with Israel generated political mobilisation. The armed network generated deterrence. Each reinforced the other.

Israel’s Strategic Doctrine

Israel’s security doctrine emerged from a different condition: limited territorial depth, a small population relative to the surrounding region and a belief that defeat in a major war could threaten national survival. Israeli strategy traditionally emphasised early warning, rapid mobilisation, offensive action, intelligence superiority and the transfer of combat into enemy territory.

Israel also developed what is commonly called the Begin Doctrine: hostile regional states should not be allowed to acquire nuclear weapons. The 1981 strike on Iraq’s Osirak reactor and the 2007 destruction of Syria’s suspected reactor at al-Kibar demonstrated Israel’s willingness to use preventive force against nuclear programmes.

Iran posed a more complex challenge. Its nuclear infrastructure was dispersed, hardened and located far from Israel. Some sites were built underground. Iran possessed a large missile arsenal and the ability to retaliate through several regional partners. A single air raid could not guarantee permanent destruction of the programme.

Israel therefore adopted a campaign between wars. It conducted covert operations, cyberattacks, sabotage, interdictions and strikes against Iranian personnel and weapons transfers. Iranian nuclear scientists were assassinated. The Stuxnet cyber operation disrupted centrifuges at Natanz. Israeli forces repeatedly struck Iranian and Hezbollah targets in Syria.

Israel’s objective was to delay Iran’s nuclear progress, weaken its regional infrastructure and prevent the transfer of advanced weapons to Hezbollah. The approach was tactically successful but strategically temporary. Iran rebuilt damaged capabilities, expanded enrichment and improved its missiles and drones.

The conflict became a contest between two doctrines of cumulative pressure. Iran sought to surround Israel with armed fronts while approaching the status of a nuclear-threshold state. Israel sought to dismantle those fronts and prevent Iran from reaching an irreversible nuclear position.

The Axis of Resistance

The most powerful component of Khamenei’s network was Hezbollah. Created during Lebanon’s civil war and Israel’s occupation of southern Lebanon, Hezbollah developed into a hybrid organisation combining a political party, social-service network, intelligence service and heavily armed military force.

Iran supplied Hezbollah with rockets, precision-guided missile technology, drones, training and financial support. By the early 2020s, Israeli assessments commonly described Hezbollah as possessing an arsenal of approximately 150,000 rockets and missiles. The precise number was uncertain, but the strategic effect was clear: a major war could expose Israeli cities, airfields, ports and infrastructure to sustained attack.

Syria provided the geographic bridge. Under Bashar al-Assad, Iranian personnel, weapons and allied militias established an extensive presence. The Syrian corridor connected Iran through Iraq and Syria to Lebanon, allowing Tehran to support Hezbollah and pressure Israel near the Golan Heights.

In Iraq, Iran cultivated relationships with Shia militias, several of which became part of the Popular Mobilisation Forces. These groups gave Tehran influence over Iraqi politics and provided additional options against U.S. bases and regional interests.

In Yemen, the Houthis developed into a significant missile and drone force. Iranian assistance improved their capacity to threaten Saudi Arabia, the United Arab Emirates, shipping in the Red Sea and eventually Israel. After the Gaza war began, Houthi attacks disrupted maritime traffic and forced shipping companies to reroute vessels around Africa.

Hamas and Palestinian Islamic Jihad provided direct pressure from Palestinian territory. Their Sunni identity demonstrated the flexibility of Iran’s network. Tehran did not require complete ideological alignment; hostility toward Israel and willingness to participate in armed resistance were sufficient foundations for cooperation.

The network’s strength came from decentralisation. Each member had local objectives, constituencies and command structures. This allowed Tehran to deny direct control when convenient. The same decentralisation created weaknesses because Iran could not always determine when partners escalated or how they responded under intense Israeli pressure.

The Nuclear Dimension

Iran’s nuclear programme became the ultimate expression of strategic ambiguity. Tehran insisted that its activities were peaceful, while building capabilities that could reduce the time required to produce weapons-grade material if a political decision were made.

The 2015 Joint Comprehensive Plan of Action imposed restrictions on enrichment, centrifuge deployment and stockpiles in exchange for sanctions relief. Israel opposed the agreement, arguing that its sunset provisions and limited scope failed to address Iran’s missile programme, regional network or long-term nuclear ambitions.

Donald Trump withdrew the United States from the agreement in 2018 and restored sanctions. Iran responded by progressively breaching the deal’s restrictions. It enriched uranium to 60 percent purity, installed advanced centrifuges and reduced cooperation with international monitoring arrangements.

Before the June 2025 war, the International Atomic Energy Agency reported that Iran possessed a substantial stockpile of uranium enriched to 60 percent - far above the level required for civilian power generation and close to weapons-grade in technical terms. Enrichment from 60 to 90 percent requires far less additional work than the initial movement from natural uranium to lower levels.

Material availability does not equal a deployable weapon. Weaponisation would require political authorisation, further enrichment, conversion, engineering, integration with a delivery system and confidence that the device would function. Yet Iran’s progress shortened warning time and intensified Israeli fears that diplomacy was becoming a mechanism for managing rather than eliminating the threat.

After the 2025 and 2026 strikes, the status of Iran’s enriched uranium, surviving centrifuges and underground facilities became uncertain. Monitoring disruptions weakened the IAEA’s ability to provide complete verification. This uncertainty is destabilising because Israel may assume the worst while Iran seeks to preserve ambiguity.

Current Situation

The Collapse of the Proxy Shield

The Hamas-led assault of 7 October 2023 triggered the most consequential regional chain reaction since the 2003 invasion of Iraq. Hamas fighters breached Israel’s border, killed approximately 1,200 people and abducted around 250 hostages. Israel responded with a massive military campaign in Gaza.

Iran praised the attack but denied operational responsibility. Whether Tehran knew the precise timing remains disputed. What matters strategically is that the attack activated the network Khamenei had built while exposing its limits.

Hezbollah opened a northern front with rocket, missile and drone attacks. Israel evacuated tens of thousands of residents from communities near Lebanon. Iraqi militias attacked American positions. The Houthis targeted shipping and launched weapons toward Israel. Iran attempted to demonstrate regional solidarity without immediately entering a full-scale war.

Israel responded by expanding the conflict geographically and institutionally. Its campaign in Lebanon culminated in devastating attacks against Hezbollah’s command structure. Hassan Nasrallah, Hezbollah’s secretary-general and one of Iran’s most valuable allies, was killed in an Israeli strike in September 2024. Other senior commanders were eliminated, communications were compromised and weapons infrastructure was struck.

The damage was not only military. Hezbollah had represented Iran’s strongest deterrent against an Israeli attack on its nuclear facilities. The organisation’s degradation reduced Iran’s ability to threaten Israel with a sustained northern missile campaign.

Hamas also lost senior leaders, including Yahya Sinwar. Its surviving forces retained the capacity for guerrilla warfare, but the organisation’s ability to function as a coordinated conventional-style military structure was severely diminished.

The fall of Bashar al-Assad’s government in December 2024 delivered another strategic shock. Iran lost a crucial state ally and logistical corridor. Israel then intensified operations against Syrian military infrastructure to prevent advanced systems from falling into hostile hands and to preserve freedom of action.

Within little more than a year, the forward-defence architecture that Iran had spent decades constructing was weakened across Gaza, Lebanon and Syria. The strategic depth designed to protect Tehran contracted with alarming speed.

Iran and Israel Cross the Direct-War Threshold

In April 2024, after an Israeli strike on an Iranian diplomatic compound in Damascus killed senior Revolutionary Guard officers, Iran launched hundreds of drones and missiles directly at Israel. The United States, Britain, France, Jordan and other partners helped intercept the attack.

The operation demonstrated Iran’s reach but also exposed the limits of massed long-range attack against a prepared coalition. Most incoming weapons were intercepted. Israel retaliated in a calibrated fashion, signalling that it could penetrate Iranian airspace without immediately launching a major war.

In October 2024, Iran launched another large ballistic-missile attack following Israeli operations against Hezbollah and the killing of senior allied leaders. Israel’s response targeted Iranian air defences and missile-related facilities. The exchange weakened Iran’s protective systems and created intelligence about future strike routes.

The attacks changed the conflict’s grammar. Tehran could no longer assume that direct missile strikes would remain exceptional. Israel could no longer treat Iran as a distant sponsor whose territory was largely insulated from retaliation.

The June 2025 War

On 13 June 2025, Israel launched a major campaign against Iran. Israeli aircraft and intelligence operations targeted nuclear facilities, missile infrastructure, air defences, scientists and senior commanders. The operation relied on years of intelligence preparation and exploited weaknesses revealed during the 2024 exchanges.

Israel demonstrated an ability to conduct sustained operations across considerable distance. Iranian command networks were disrupted, and several senior military figures were killed. Israel’s penetration of Iranian security structures suggested that the conflict had extended deep into the regime’s institutions.

Iran retaliated with ballistic missiles and drones. Some penetrated Israeli defences, causing casualties and infrastructure damage. Israel’s Arrow systems, David’s Sling, Iron Dome and American-supported interceptors reduced the scale of destruction but could not guarantee complete protection.

The United States entered the war directly on 22 June through strikes against Fordow, Natanz and Isfahan. The attack on Fordow was particularly significant because the deeply buried enrichment facility had long been viewed as difficult for Israel to destroy using its own conventional capabilities.

A ceasefire took effect on 24 June after twelve days of war. Both sides claimed success. Israel argued that it had delayed Iran’s nuclear and missile programmes. Tehran emphasised its survival and continued capacity to strike Israel. Washington asserted that the nuclear facilities had been severely damaged, though uncertainty remained about enriched uranium and surviving expertise.

The war altered the strategic equation without resolving it. Infrastructure could be rebuilt. Scientific knowledge survived beyond individual facilities. Iran’s leadership also confronted an unavoidable conclusion: remaining a nuclear-threshold state had not prevented attack.

The Death of Ali Khamenei

The next escalation proved fatal for the man who had designed Iran’s strategy. On 28 February 2026, a renewed U.S.-Israeli campaign struck Iranian leadership, military and strategic targets. Ali Khamenei was killed.

His death was historically unprecedented for the Islamic Republic. Khamenei had served as supreme leader for nearly 37 years and stood at the centre of the state’s military, religious and political architecture. He appointed commanders, shaped nuclear policy, controlled the broad direction of foreign affairs and mediated among competing elite factions.

Israel and the United States had moved from degrading Iran’s capabilities to eliminating the central decision-maker of the system. This was not merely another assassination. It represented a form of leadership decapitation intended to disrupt command, fracture elite confidence and force a strategic reset.

The regime did not collapse. Iranian institutions activated succession procedures, and Mojtaba Khamenei was selected as supreme leader on 8 March 2026. The succession preserved continuity but carried profound implications. Mojtaba lacked his father’s decades of formal leadership experience and revolutionary legitimacy. His authority depended heavily on the Revolutionary Guard, security organs and hardline clerical networks.

The choice also reinforced perceptions of dynastic succession - an uncomfortable development for a republic founded in opposition to monarchy. The regime justified continuity as necessary during war, but critics viewed the transfer from father to son as evidence that revolutionary institutions had hardened into an elite security order.

The June 2026 Ceasefire Crisis

By June 2026, the conflict had expanded beyond Israel and Iran into a direct confrontation involving the United States and pressure on Gulf infrastructure and maritime trade. Iran used the Strait of Hormuz as leverage, demonstrating that even a militarily battered state could threaten the artery through which a major share of internationally traded petroleum and liquefied natural gas moves.

A preliminary U.S.-Iran ceasefire arrangement was announced in mid-June. The agreement was associated with steps to halt major hostilities, reopen Hormuz and begin negotiations over unresolved security issues. Oil prices responded to the prospect of de-escalation.

The ceasefire remained unstable. Renewed Israeli-Iranian attacks, conflict involving Hezbollah and contradictory claims concerning maritime access exposed the absence of trust. Diplomatic meetings in Switzerland sought to prevent another collapse, but no durable settlement had emerged by 22 June 2026.

The strategic environment is therefore neither war nor peace. It is an armed pause shaped by damaged infrastructure, unresolved nuclear material, leadership transition and competing claims of victory.

Strategic Analysis

What Khamenei’s Strategy Achieved

Khamenei’s policy cannot be dismissed as irrational or uniformly unsuccessful. Iran began his tenure conventionally weak, internationally isolated and surrounded by adversaries. By using the Revolutionary Guard and allied movements, Tehran acquired influence across several Arab states at a cost far below that of building a Western-style military.

Hezbollah deterred or complicated Israeli action for years. Iranian-backed militias shaped Iraqi politics and pressured American forces. The Assad government survived the Syrian civil war for more than a decade partly because of Iranian intervention. The Houthis emerged from a domestic insurgency into a regional force capable of disrupting maritime trade.

The nuclear programme also produced bargaining power. Even without openly constructing a weapon, Iran forced the United States, European powers, Russia and China to negotiate over sanctions and enrichment. Nuclear latency became a strategic asset.

Khamenei preserved regime survival through sanctions, domestic unrest, covert attack and regional conflict. He avoided surrendering the Islamic Republic’s independent foreign policy and ensured that Iran remained a central Middle Eastern power.

These were substantial achievements. They explain why the doctrine survived repeated failures and why the security establishment remains invested in it after his death.

The Fatal Contradiction of Forward Defence

The doctrine contained a contradiction that became increasingly dangerous. Iran used proxies to keep war away from its territory, but the growing sophistication and geographic reach of that network convinced Israel that the threat could not be managed indefinitely.

Every additional missile transferred to Hezbollah strengthened Iranian deterrence while increasing Israel’s incentive to strike before the arsenal became more accurate. Every advance in enrichment increased Iranian leverage while shortening Israel’s perceived window for prevention.

Khamenei sought to operate below the threshold of major war. Yet the threshold was not controlled by Tehran alone. Hamas could initiate a crisis. Hezbollah could miscalculate. Israel could redefine its tolerance for proxy attack. The United States could enter the conflict if its forces or strategic interests were threatened.

Distributed deterrence therefore became distributed escalation risk. Iran enjoyed several pressure points but lacked complete control over the sequence connecting them.

The events after October 2023 demonstrated the danger. The network activated, but its members were engaged sequentially and degraded. Israel did not face a perfectly coordinated multi-front assault at maximum intensity. Instead, it used intelligence superiority and air power to isolate and strike different components.

Intelligence Penetration and Regime Vulnerability

Israel’s most consequential advantage was not simply aircraft or missiles. It was intelligence penetration. The assassinations of scientists, sabotage of nuclear facilities, elimination of commanders and eventual killing of Khamenei indicated access to sensitive information about movements, communications and protective systems.

Iran’s security establishment is large and coercive, but size does not guarantee integrity. Economic hardship, elite rivalry, ethnic tensions, corruption and technological vulnerability create opportunities for recruitment and surveillance. Israel’s intelligence services developed networks over many years.

Leadership protection became more difficult as Iranian command structures were forced to operate during sustained attack. Secure locations can be identified through communication patterns, movement, logistics and human intelligence. A bunker protects only if the adversary cannot locate it or penetrate its defences.

Khamenei’s death revealed that the regime’s centralised authority had become a vulnerability. The supreme leader’s control provided coherence in peacetime, but it also created a high-value node. Israel’s campaign demonstrated the ability to target the system’s brain rather than only its limbs.

Mojtaba Khamenei will likely respond by decentralising some command functions, tightening internal surveillance, reducing electronic signatures and relying more heavily on trusted Revolutionary Guard networks. These measures may improve security while making the regime more secretive and militarised.

Israel’s Operational Dominance and Strategic Dilemma

Israel has established clear operational superiority. Its air force can conduct long-range precision strikes. Its intelligence services can penetrate Iranian networks. Its missile defences reduce, though do not eliminate, the effect of retaliation. American military support magnifies each advantage.

Yet Israel still faces a difficult end-state problem. It can destroy centrifuges, missile launchers and command centres, but it cannot erase scientific knowledge or permanently occupy Iran. Repeated preventive attacks may delay a nuclear programme while strengthening the political argument inside Iran that only a nuclear weapon can prevent future attack.

Leadership decapitation carries similar uncertainty. Removing Khamenei denied Iran an experienced decision-maker, but it did not ensure moderation. The successor system may become more dependent on hardliners who equate compromise with vulnerability.

Israel must therefore choose among unsatisfactory options:

Accept an internationally monitored Iranian nuclear programme with strict limits.
Conduct recurring strikes whenever Iran rebuilds sensitive capabilities.
Support coercive diplomacy aimed at a broader agreement.
Pursue regime destabilisation without confidence about the political order that would follow.
Rely on deterrence against an Iranian nuclear threshold or eventual arsenal.

No option eliminates risk. Preventive war can create delay but may also normalise regional conflict. Diplomacy can impose limits but requires verification and sanctions relief. Regime change could produce a friendlier government, a military dictatorship, civil conflict or state fragmentation.

The Nuclear Incentive After Khamenei

The 2025 and 2026 campaigns may have damaged Iran’s nuclear infrastructure while increasing Tehran’s strategic incentive to obtain a weapon. This is the central paradox of the conflict.

Iranian leaders can study several precedents. Iraq abandoned its unconventional programmes and was invaded. Libya surrendered its nuclear infrastructure and Muammar Gaddafi’s government was later overthrown. North Korea acquired nuclear weapons and has not faced a comparable external regime-change operation.

Tehran may conclude that nuclear ambiguity failed. Remaining near the threshold did not deter U.S.-Israeli attack or protect the supreme leader. From this perspective, only an assembled and survivable arsenal can impose sufficient caution.

The opposite interpretation is also possible. Iranian leaders may conclude that pursuit of the nuclear threshold invited devastating attack and that survival requires a verifiable settlement. Economic exhaustion, infrastructure damage and public dissatisfaction could strengthen the case for compromise.

The decision will depend on internal power distribution. A Revolutionary Guard-dominated system is likely to prioritise deterrence and regime survival. Technocrats may favour sanctions relief and reconstruction. Mojtaba Khamenei’s need to establish authority could make early compromise politically dangerous, even if it is economically rational.

Uncertainty over the location and condition of Iran’s 60-percent-enriched uranium creates immediate risk. Israel may suspect an attempt to disperse material for rapid breakout. Iran may fear that disclosing locations would facilitate further attack. The IAEA requires access, records and monitoring continuity to restore confidence.

Missile Warfare and the Economics of Interception

Iran’s ballistic missiles remain its most important conventional deterrent. Tehran lacks an air force capable of contesting Israeli and American air superiority. Missiles allow Iran to threaten military bases, ports, cities, energy installations and critical infrastructure from its own territory.

Israel possesses one of the world’s most sophisticated layered missile-defence systems. Arrow addresses long-range ballistic threats. David’s Sling covers intermediate threats. Iron Dome focuses on shorter-range rockets and drones. American systems and naval assets add further protection.

Defence is not absolute. A coordinated barrage can exploit limited interceptor inventories, attack from several directions and combine ballistic missiles with cruise missiles and drones. Even a small percentage of successful penetrations can cause severe damage.

The economics favour sustained pressure. Interceptors can cost far more than attacking drones or simple rockets. Advanced ballistic missiles are expensive, but forcing Israel and the United States to expend large defensive inventories creates strategic costs.

Future Iranian doctrine will likely emphasise mobile launchers, underground missile cities, decoys, manoeuvrable re-entry vehicles and simultaneous attacks on defence nodes. Israel will continue targeting production, storage and command systems before weapons can be launched.

The Transformation of the Revolutionary Guard

Ali Khamenei’s death is likely to accelerate the Islamic Republic’s evolution from a clerically supervised revolutionary state into a security state with clerical legitimacy. The Revolutionary Guard controls substantial military, intelligence, political and economic resources. Wartime succession increases its leverage.

Mojtaba Khamenei has longstanding ties to hardline and security networks but lacks his father’s independent authority. He must rely on commanders to protect the regime, suppress internal challenges and manage the external conflict. That dependence may shape appointments, budgets and policy.

A stronger Revolutionary Guard could make Iranian strategy more operationally coherent but politically rigid. The organisation may support negotiations when necessary, yet it is unlikely to accept an agreement that dismantles its missile force or regional influence without extraordinary guarantees.

The Guard also has institutional interests in sanctions-era commerce and control over strategic industries. Economic isolation imposes national costs but can strengthen organisations that dominate smuggling, construction and protected markets.

The succession therefore does not automatically create an opening for liberalisation. It may produce a more concentrated and militarised form of authoritarian rule.

Global Impact

The United States

The United States is no longer an external manager of the Iran-Israel conflict. Its direct strikes in 2025 and 2026 made Washington a belligerent in Iranian strategic calculations. American bases, naval forces and partners across the Gulf became potential targets.

Donald Trump’s administration seeks to combine military dominance with negotiated outcomes. The approach aims to demonstrate that Iran cannot defeat the United States while offering sanctions relief or ceasefire terms if Tehran accepts restrictions.

This strategy carries escalation risks. Maximum military pressure may compel negotiation, but it can also persuade Iran that agreements are temporary and dependent on American domestic politics. Trump’s 2018 withdrawal from the nuclear agreement remains central to Tehran’s distrust.

Washington must also manage Israel. The United States shares Israel’s goal of preventing an Iranian nuclear weapon, but their preferred timelines and acceptable levels of risk may differ. Israel may favour renewed strikes if it detects reconstruction. Washington may prioritise ceasefire stability, maritime trade and limits on American exposure.

The conflict diverts military assets and political attention from the Indo-Pacific. Air-defence interceptors, aircraft, intelligence platforms and naval forces committed to the Middle East are unavailable elsewhere. China benefits strategically when the United States is absorbed in another regional war, even if Beijing suffers economically from energy disruption.

The Gulf States

Saudi Arabia, the United Arab Emirates, Qatar, Bahrain, Kuwait and Oman face a dilemma. They fear Iran’s missiles and regional networks, but they also fear becoming launch platforms or targets in a war designed elsewhere.

Gulf governments have invested heavily in relations with Washington while pursuing selective de-escalation with Tehran. Saudi Arabia and Iran restored diplomatic relations through a China-brokered process in 2023. The objective was not strategic alignment but risk reduction.

The 2026 conflict demonstrated the limits of geographic neutrality. American bases, airspace, shipping routes and energy infrastructure connect Gulf states to the confrontation. Iran can retaliate against regional facilities even when governments seek to avoid direct involvement.

The Abraham Accords created security and commercial ties between Israel and several Arab states, but open cooperation against Iran remains politically sensitive. Public anger over Gaza complicates regional alignment with Israel.

Gulf states will support stronger missile defence, early-warning integration and maritime security while avoiding a formal anti-Iran alliance that would make them permanent targets.

Energy and Global Trade

The Strait of Hormuz is Iran’s most consequential instrument of global coercion. A major portion of the world’s seaborne oil trade and significant liquefied natural gas exports transit the narrow waterway. Closure or sustained disruption raises insurance costs, delays shipping and drives energy-price volatility.

Iran does not need to block every vessel. Mines, drones, anti-ship missiles, seizures and uncertainty can reduce traffic. Commercial shipping responds to perceived risk before a complete military closure occurs.

Tehran also faces constraints. Iran’s own exports depend on maritime access. A prolonged closure would anger China and other Asian customers, invite powerful naval intervention and damage Gulf states whose neutrality Iran may wish to preserve.

The June 2026 ceasefire negotiations linked de-escalation to reopening Hormuz because maritime security had become inseparable from the military conflict. Any future breakdown will place the strait at the centre of global risk pricing.

Energy-importing economies in Asia are particularly exposed. India, China, Japan and South Korea depend heavily on Gulf supplies. European markets would also feel the consequences through prices and liquefied natural gas competition.

India

India has strong relations with Israel, historical ties to Iran and a direct interest in Gulf stability. Israel is an important defence and technology partner. Iran matters for connectivity, access to Central Asia and the security of India’s extended neighbourhood. Millions of Indian citizens live and work in Gulf countries.

New Delhi’s Chabahar investment reflects the strategic value of access to Afghanistan and Central Asia without relying on Pakistan. Prolonged conflict or instability inside Iran could disrupt that corridor.

India is also a major energy importer. Disruption in Hormuz increases inflation, pressure on the rupee, transport costs and the government’s subsidy burden. Evacuation requirements for Indian nationals could become a major operational challenge.

India is unlikely to join an anti-Iran coalition or endorse Iranian attacks. Its preferred position will remain strategic autonomy, support for de-escalation, protection of maritime trade and preservation of separate relationships with Israel, Iran, the United States and Arab partners.

Global Chanakya’s India, Israel, Iran, BRICS and Indo-Pacific intelligence pages should be read together because this conflict links Middle Eastern security directly to Asian energy resilience and maritime strategy.

China

China is Iran’s most important major-power economic partner and a major purchaser of Iranian oil. Beijing benefits from discounted supplies and uses its relationship with Tehran to challenge American influence. Iran also participates in China-led diplomatic and economic frameworks, including BRICS and the Shanghai Cooperation Organisation.

Yet China does not want Iran to close Hormuz or trigger an uncontrollable regional war. Beijing’s economic model depends on stable energy flows and trade. It supports Iran politically but has limited appetite for direct military confrontation with the United States on Tehran’s behalf.

The conflict gives China several advantages. American resources are diverted from the Indo-Pacific. Washington faces criticism across parts of the Global South. Russia and China gain opportunities to portray the United States as destabilising.

There are limits to this gain. Severe energy disruption harms Chinese industry. Regime collapse or prolonged civil conflict in Iran would threaten investments and regional connectivity. Beijing therefore prefers an Iran strong enough to resist American pressure but restrained enough to avoid destabilising global markets.

Russia

Russia and Iran developed a closer strategic partnership through cooperation in Syria, sanctions evasion and military technology. Iranian drones became significant to Russia’s war against Ukraine, while Moscow provided political support and potential access to advanced defence systems.

The fall of Assad weakened both states. Russia lost influence in Syria, while Iran lost the land corridor supporting Hezbollah. Their partnership remains rooted in shared hostility toward American power, but it is not a formal mutual-defence alliance.

Moscow benefits when the United States is distracted by the Middle East and when energy prices rise. It also benefits if Western air-defence stocks are consumed outside Ukraine.

Russia’s ability to rescue Iran is limited. Its forces and defence industry remain heavily committed to Ukraine. Moscow may provide intelligence, technology, diplomatic cover and equipment, but it is unlikely to enter direct war with Israel and the United States for Iran.

Global Chanakya’s Russia, Vladimir Putin, Ukraine and NATO pages provide the wider context for this interaction between the European and Middle Eastern theatres.

Europe

European governments face the consequences of earlier diplomatic failure. Britain, France and Germany attempted to preserve the nuclear agreement after the American withdrawal but could not provide Iran with sufficient economic incentives to maintain compliance.

Europe now confronts missile proliferation, energy volatility, migration risks and pressure to support maritime operations. France and Britain possess military capabilities relevant to regional defence, while Germany remains more cautious about direct involvement.

European policy will support renewed IAEA access and a negotiated nuclear framework. Yet diplomacy has become harder because Iran’s trust is lower, Israel’s tolerance for uncertainty has narrowed, and the United States has demonstrated willingness to use force.

Risk Assessment

Risk One: Ceasefire Collapse

The most immediate risk is the breakdown of the June 2026 ceasefire process. The arrangement lacks deep trust, while Israel, Iran, Hezbollah and the United States retain independent military objectives. A single strike causing mass casualties could trigger rapid retaliation.

Probability: High.

Impact: Very high.

Risk Two: Iranian Nuclear Breakout

Iran may decide that only an operational nuclear deterrent can prevent another leadership strike. Uncertainty over enriched uranium and surviving facilities increases the danger of miscalculation.

Probability: Medium.

Impact: Extreme.

Risk Three: Repeated Israeli Preventive Campaigns

Israel may adopt a doctrine of recurring strikes whenever intelligence indicates nuclear or missile reconstruction. This could create a permanent cycle of attack and retaliation without a declared war.

Probability: High.

Impact: High.

Risk Four: Strait of Hormuz Disruption

Iran may again restrict maritime traffic to gain leverage during negotiations. Even limited disruption could produce sharp energy-price increases and global shipping uncertainty.

Probability: Medium to high.

Impact: Very high.

Risk Five: Iranian Internal Fragmentation

The leadership transition may produce elite rivalry, protests, separatist unrest or increased repression. Iran’s institutions remain resilient, but war damage and economic distress place unusual pressure on the system.

Probability: Medium.

Impact: High.

Risk Six: Regional Proliferation

If Iran approaches or acquires a nuclear weapon, Saudi Arabia may seek an equivalent deterrent. Turkey and Egypt would reassess their long-term options. The Middle East could move toward a multipolar nuclear order with short warning times and weak crisis-management mechanisms.

Probability: Medium over the longer term.

Impact: Extreme.

Risk Seven: Miscalculation Between the United States and Iran

American forces remain exposed across the region. An Iranian or militia attack causing significant U.S. casualties could trigger another large campaign. Tehran may underestimate Washington’s response, while the United States may misread fragmented Iranian command signals.

Probability: Medium.

Impact: Very high.

Future Scenarios

Scenario Analysis One: Coercive Nuclear Settlement

Iran accepts comprehensive IAEA access, restrictions on enrichment and verified controls over remaining nuclear material. In return, the United States provides phased sanctions relief, security assurances and access to reconstruction finance.

Israel retains the ability to strike but suspends operations while verification remains credible. Iran preserves civilian nuclear activity under strict limits. Maritime traffic stabilises, and Gulf states support the agreement.

This scenario offers the clearest path away from recurring war, but it requires Iran to accept constraints after severe humiliation and the United States to provide guarantees despite its withdrawal from the 2015 agreement. Israel would demand inspection standards far stronger than those previously accepted.

Scenario Analysis Two: Armed Nuclear Threshold

Iran rebuilds enrichment capabilities at dispersed and deeply concealed sites but stops short of openly testing a weapon. It seeks to create uncertainty about how quickly it could assemble a device.

Israel conducts periodic strikes, cyber operations and assassinations. Iran retaliates through missiles, drones and surviving regional partners. Neither side achieves decisive victory.

This is the most plausible medium-term scenario. It combines nuclear ambiguity with recurring conventional conflict and permanent intelligence competition.

Scenario Analysis Three: Iranian Nuclear Breakout

The new leadership withdraws from the Nuclear Non-Proliferation Treaty or dramatically reduces cooperation with inspectors. Iran enriches uranium to weapons grade and attempts to assemble one or more devices.

Israel launches another major campaign, potentially with American support. Iran attacks Israeli cities, Gulf infrastructure and maritime traffic. Saudi Arabia accelerates its own deterrent options.

This scenario would create the most dangerous Middle Eastern crisis in decades. The transition period before Iran establishes a survivable arsenal would carry intense incentives for preventive war.

Scenario Analysis Four: Security-State Consolidation

Mojtaba Khamenei and the Revolutionary Guard consolidate control. The regime suppresses dissent, centralises reconstruction and reduces exposure abroad while preserving missiles and nuclear latency.

Iran temporarily limits proxy activity to rebuild its core capabilities. The anti-Israel ideology remains, but direct confrontation is avoided until air defences, intelligence security and missile stocks recover.

This would represent tactical retrenchment rather than strategic moderation. Israel might use the pause to continue covert disruption.

Scenario Analysis Five: Regime Crisis and Fragmentation

Economic collapse, succession disputes and public unrest overwhelm the leadership. Security forces divide, and unrest spreads among ethnic and regional communities.

Israel and the United States face an uncertain landscape containing nuclear material, missile facilities and competing armed organisations. External intervention could accelerate state fragmentation.

Regime weakness would not automatically produce a democratic or pro-Western Iran. It could generate civil conflict, military rule or competing centres of authority. This scenario is less likely than consolidation but carries severe consequences.

Scenario Analysis Six: Regional Grand Bargain

A broader settlement connects the Iranian nuclear file with Gulf security, maritime access, missile limits and restrictions on regional militias. Saudi Arabia, the United Arab Emirates, Qatar and Oman support implementation. Israel receives stronger guarantees against Iranian attack, while Iran receives sanctions relief and recognition of legitimate economic interests.

Such an agreement would require phased implementation and external verification. It would not reconcile Iran and Israel ideologically, but it could establish enforceable boundaries.

The diplomatic complexity is immense. Yet a narrow nuclear agreement may no longer be sufficient because missiles, proxies, Hormuz and leadership security have become part of a single conflict system.

Intelligence Forecast

The Islamic Republic is likely to survive Ali Khamenei’s death in the near term. Its institutions have demonstrated cohesion, and the Revolutionary Guard possesses the coercive capacity to suppress major challenges. The system will become more militarised and less tolerant of internal dissent.

Mojtaba Khamenei will initially prioritise regime survival, elite loyalty and the restoration of command security. He is unlikely to undertake visible political liberalisation while his legitimacy remains contested and foreign pressure continues.

Iran will seek to rebuild missile production faster than large fixed nuclear facilities. Mobile launchers, underground infrastructure, drones and dispersed manufacturing offer more survivable deterrence than prominent enrichment complexes.

The nuclear question will remain unresolved. Tehran has stronger incentives to weaponise, but it also understands that visible breakout could trigger another devastating campaign. Iran is likely to preserve maximum ambiguity while bargaining over inspection access and sanctions relief.

Israel will maintain an intelligence-led prevention strategy. Benjamin Netanyahu or any successor government will face strong domestic pressure to prevent Iranian reconstruction. Israeli operations will increasingly target supply chains, scientists, digital networks and command structures rather than relying only on large air campaigns.

The United States will push for an agreement that limits Iranian nuclear and missile capabilities while reducing the burden on American forces. Washington will retain substantial regional deployments until ceasefire arrangements prove durable.

Hezbollah will require years to rebuild its leadership and arsenal. It will remain dangerous, but its ability to function as Iran’s decisive deterrent has been weakened. Lebanon’s political institutions and foreign supporters will face pressure to restrict the organisation’s military autonomy.

The Houthis will remain a significant maritime threat. Their geographic position allows them to pressure shipping even if Iran’s Levant network continues to decline.

The Strait of Hormuz will remain Tehran’s strongest global lever. Iran may avoid prolonged closure but use inspections, threats, seizures and temporary disruption during future crises.

Russia and China will support Iran diplomatically and economically without providing an automatic military guarantee. Both will seek influence over Tehran’s reconstruction while discouraging actions that destabilise energy markets.

Gulf states will expand missile defence, intelligence coordination and civil-protection systems. They will avoid openly joining an Israeli-led coalition while quietly preparing for renewed Iranian retaliation.

India will preserve strategic autonomy, strengthen maritime contingency planning and seek stable relations with both Israel and Iran. Energy diversification and protection of Indian nationals in the Gulf will remain central priorities.

The most likely strategic outcome is a prolonged armed equilibrium rather than a comprehensive peace. Iran will be weaker but more security-driven. Israel will be operationally dominant but unable to erase the Iranian challenge. Periodic diplomacy will alternate with covert action and limited strikes.

Final Strategic Takeaway

Ali Khamenei spent nearly four decades constructing a system intended to keep Iran’s enemies at a distance. He surrounded Israel with armed partners, developed the Middle East’s largest missile force, advanced a nuclear-threshold strategy and built the Revolutionary Guard into the principal instrument of Iranian power.

The system expanded Iran’s reach, but it failed its ultimate test. The proxy shield was penetrated. Hezbollah was degraded. Hamas was shattered as an organised military force. Assad’s Syria collapsed. Iranian air defences were weakened. Nuclear facilities were struck. The conflict reached Tehran, and Khamenei himself was killed.

His death did not end the confrontation because the conflict was never purely personal. It is rooted in incompatible security doctrines, ideological hostility, nuclear uncertainty, American power and a regional order that neither Iran nor Israel accepts as safe.

Israel has demonstrated that distance, hardened facilities and proxy armies cannot guarantee Iranian immunity. Iran has demonstrated that even under severe attack it can threaten Israeli cities, American forces, Gulf infrastructure and global energy flows.

The strategic inheritance facing Mojtaba Khamenei is brutal. If he rebuilds his father’s system unchanged, Israel will strike it again. If he races toward a nuclear weapon, he may trigger preventive war. If he accepts deep restrictions, he risks appearing to surrender the revolutionary project at the moment of succession.

Israel faces its own trap. Military superiority has delivered remarkable tactical gains, but every strike that reinforces Iran’s desire for a nuclear deterrent can reproduce the threat in a more dangerous form. A campaign can buy time. It cannot by itself determine Iran’s political future.

The most credible route to stability requires coercion and diplomacy to operate together: verified nuclear limits, restored international monitoring, constraints on missile and proxy escalation, secure maritime access and consequences for violations. None of these measures requires trust. They require enforceable boundaries and a shared fear of what another war would unleash.

Khamenei’s long confrontation with Israel ended with his death, not with the victory of his doctrine. His successor now governs a wounded but formidable state. Israel stands militarily ascendant but strategically exposed to an adversary that may believe survival demands escalation.

The coming contest will decide whether the Middle East moves toward an unstable armed balance, a regional nuclear race or a negotiated order built from exhaustion. The shadow war is over. What replaces it will be harder to hide and far more dangerous to mismanage.
