China's Naval Expansion: The Fleet That Is Reshaping the Pacific

In November 2025, President Xi Jinping stood on the deck of China's newest aircraft carrier, the Fujian, at the Sanya naval base on Hainan Island as the ship was formally commissioned into the People's Liberation Army Navy. The symbolism was deliberate and unmistakable. The Fujian - the world's first catapult-equipped carrier outside the United States - is the third aircraft carrier China has commissioned in thirteen years. Xi's personal attendance at the ceremony was a statement: this is not a procurement milestone, it is a declaration of national strategic ambition.

The United States Navy has spent eight decades as the uncontested dominant force in the Pacific. What is happening in China's shipyards right now - across carriers, destroyers, submarines, and amphibious assault ships simultaneously - represents the most serious challenge to that dominance since Japan's naval rearmament in the 1930s. The PLAN launched and commissioned at least twenty-one major combatants in 2025 alone, totaling a quarter-million tons of new warships in a single year. The submarine force is transitioning from conventionally powered to nuclear-dominated ahead of schedule. Nine aircraft carriers are planned by 2035. A presumed nuclear-powered carrier, designated Type 004, is under construction at Dalian. And the United States, watching all of this with increasing alarm, unveiled a May 2026 shipbuilding plan targeting a fleet of over 450 vessels specifically to counter what its own defense planners describe as the coming "decade of maximum danger" in the Pacific.

This is the story of the most consequential naval expansion of the twenty-first century - and why it matters for every country that depends on Pacific maritime order.

Executive Summary

The People's Liberation Army Navy (PLAN) has undergone the most rapid and comprehensive naval modernization of any power since the post-World War II American fleet demobilization reversed itself during the Cold War buildup. From a coastal defense force of aging Soviet-derived vessels in the early 2000s, the PLAN has transformed into the world's largest navy by hull count - exceeding 370 warships and submarines - including three operational aircraft carriers, ten Type 055 guided-missile cruisers, the world's largest fleet of modern frigates and destroyers, and a submarine force in the midst of a structural transition toward nuclear-powered predominance.

China's naval strategy has evolved through a clearly defined progression, from "near seas defense" covering the Yellow Sea, East China Sea, and South China Sea to an operational doctrine now explicitly described as "Near Seas Defense, Far Seas Protection" - combining robust defensive capability in its immediate maritime environment with a growing capacity to conduct sustained naval operations far beyond the First and Second Island Chains, toward the Indian Ocean, the western Pacific, and eventually global blue-water presence. The 7 percent increase in PLA defense spending announced at the March 2026 National People's Congress - the fifth consecutive annual increase and an acceleration from four preceding years of 6 percent growth - ensures this trajectory will continue at pace through the remainder of the decade.

The strategic logic driving this expansion operates on three distinct levels simultaneously: deterring US military intervention in a Taiwan contingency through anti-access/area-denial (A2/AD) capability sufficient to hold carrier strike groups at risk; projecting power throughout the broader Indo-Pacific to protect China's economic arteries and overseas interests; and, at the longest time horizon, displacing the United States as the dominant maritime power in Asia - an objective Xi Jinping has characterized as essential to the "great rejuvenation of the Chinese nation" by 2049.

Background: From Coastal Defense to Blue-Water Ambition

Understanding the scale and speed of China's naval transformation requires understanding what it replaced. As recently as the late 1990s, the PLAN was, by the assessment of virtually every external naval analysis, a coastal and near-coastal defense force built around second-generation Soviet designs, aging Romeo-class submarines, and surface combatants with limited blue-water endurance. The 1996 Taiwan Strait Crisis - when the United States deployed two carrier battle groups toward Taiwan in response to Chinese missile tests, and the PLAN could do essentially nothing to contest them - constituted a humiliation that Beijing's leadership absorbed as a foundational strategic lesson: naval power determines the credible limits of sovereignty in the modern era, and China had none in the waters that mattered most.

The response was systematic and patient. China's defense budget began growing at double-digit rates through the 2000s, with naval modernization receiving sustained prioritization. The acquisition of Varyag - an incomplete Soviet carrier hull purchased from Ukraine ostensibly for conversion into a floating casino - became the Liaoning, commissioned in 2012, giving the PLAN its first aircraft carrier. From that initial, Soviet-heritage platform, China proceeded with a domestic carrier development program of remarkable pace: Shandong commissioned in 2019, Fujian in November 2025, with a probable fourth carrier under construction. The speed of this progression - three carriers in thirteen years, beginning from a standing start with no previous carrier tradition - is without modern parallel.

Simultaneously, China's shipbuilding industrial capacity became the critical enabler that no Western assessment should underestimate. China now builds more commercial shipping tonnage annually than the rest of the world combined, and that industrial infrastructure - skilled labor, yard capacity, steel production, electronics manufacturing - translates directly into naval shipbuilding capability. When analysts observe that China commissioned twenty-one major combatants in 2025 alone, they should understand that this output reflects an industrial scale that no Western nation currently approaches in naval construction, with the partial exception of the United States when it mobilizes its full production capacity, which it historically does only in wartime.

Current Situation

The Carrier Fleet: Entering a Three-Carrier Era With More on the Way

The November 5, 2025, commissioning of the Fujian (Type 003) at Sanya's Yulin naval base, with Xi Jinping personally presiding, formally established China as the world's second-largest carrier operator. Three carriers in service, but the more consequential story lies in what the Fujian represents technologically and what comes next.

The Fujian is the world's first carrier outside the United States to be equipped with electromagnetic catapult launch systems (EMALS). This is not an incremental upgrade - it is a transformation of naval aviation capability. EMALS allows aircraft to launch at heavier weights and with less structural stress than steam catapults or ski-jump ramps, meaning the Fujian can deploy the J-35 stealth fighter in carrier configuration (a substantially heavier aircraft than the J-15 currently flying from the earlier carriers), the KJ-600 airborne early warning and control aircraft for organic fleet air battle management, and potentially unmanned combat aerial vehicles given the Type 076 amphibious assault ship's demonstrated UCAV integration. The combination of EMALS and stealth carrier aviation makes Fujian genuinely comparable, in individual aircraft capability if not yet in air wing experience and operational integration, to the US Ford-class carrier concept.

Since commissioning, Fujian has conducted extensive shakedown operations including a transit from the South China Sea to Yuchi naval base in the Northern Theater Command's Yellow Sea area - operationally significant because it demonstrated multi-theater deployment flexibility - arriving there in December 2025 alongside the Liaoning. Meanwhile, satellite imagery analysis has confirmed what naval watchers have long speculated: a new hull under construction at Dalian shipyard, designated by analysts as Type 004, features dimensions, structural characteristics, and construction pace that point unmistakably toward a nuclear-powered aircraft carrier. Nuclear propulsion would eliminate the refueling constraints that limit conventionally powered carriers and dramatically extend the operational range and endurance of China's carrier strike group capability. The Pentagon's December 2025 annual China military power report explicitly confirmed China plans nine aircraft carriers by 2035, establishing what would be a global naval aviation footprint that challenges - though does not yet equal - the eleven-carrier US fleet.

The Submarine Revolution: Nuclear Transition Ahead of Schedule

If the carrier expansion represents China's most visible naval statement, the submarine force's nuclear transition may be the more strategically significant development. On March 1, 2026, Rear Admiral Michael Brookes, commander of the Office of Naval Intelligence, testified before the US-China Economic and Security Review Commission that China's submarine force is projected to reach approximately 70 submarines by 2027 - through the addition of six nuclear-powered guided-missile submarines, three smaller-class nuclear-powered attack submarines, and two ballistic missile submarines, while simultaneously retiring older vessels. By 2035, that fleet is projected to reach approximately 80 submarines, with up to half nuclear-powered, representing what Brookes characterized as "a significant strategic shift" from China's previous prioritization of diesel-electric construction.

The key new classes driving this transformation deserve individual attention:

Type 093B Shang III SSGN: The PLAN's current most capable operational attack submarine, according to Brookes' direct testimony. Equipped with pump-jet propulsors for reduced acoustic signature - a significant acoustic quieting improvement over earlier Chinese submarines - and a vertical launch system capable of firing anti-ship and land-attack cruise missiles including the YJ-20 hypersonic anti-ship missile tested in December 2025. At least six of eight expected Shang III hulls have been launched since 2022, with more entering service. Brookes described both the Type 093B and the Type 095 as "formidable, incorporating advanced technologies that challenge the U.S. Navy's longstanding undersea dominance."
Type 095 SSGN: A newly revealed class of nuclear-powered guided-missile attack submarine incorporating advanced technologies that ONI assesses represents "significant advances in capabilities, posing a multi-faceted threat to the United States and its interests in the Indo-Pacific." The Type 095's specifications remain significantly classified, but its appearance alongside the Type 093B in Brookes' testimony underscores how rapidly China is fielding new nuclear submarine capability.
Type 094A Jin-class SSBN: Six Jin-class ballistic missile submarines currently in service represent China's first credible sea-based nuclear deterrent, each carrying up to 12 JL-2 or JL-3 submarine-launched ballistic missiles. The JL-3's range, estimated at approximately 10,000 kilometers, enables patrols from home waters to strike continental US targets, providing genuine survivable second-strike capability that China did not possess as recently as a decade ago.
Type 096 SSBN: The next-generation ballistic missile submarine expected to begin construction in the near term, armed with a longer-range successor SLBM and designed to operate concurrently with the Jin class through the 2030s and 2040s. The Type 096 represents China's transition to a genuinely sophisticated sea-based nuclear deterrent triad leg comparable in concept, if not yet in scale, to the US Ohio-class SSBN force.
Type 041 Zhou-class: A smaller-class nuclear-powered attack submarine configured for regional missions, alongside the more intriguing Type 041 experimental variant incorporating air-independent propulsion with a micro-nuclear reactor - a hybrid propulsion approach representing genuine technological innovation without parallel in other navies.

ONI's assessment that by the early 2040s the PLAN could transition to an all-nuclear submarine force - and that by then the submarine force "may credibly challenge US regional maritime dominance, complicating crisis response, power projection and allied defense" - represents perhaps the most significant long-term assessment in the entire China military power debate. US undersea dominance has been the most reliable and least-questioned asymmetric advantage Washington holds over Beijing; the current trajectory suggests that advantage, while substantial today, is narrowing on a clearly visible timeline.

The Surface Combatant Fleet: Quantity Meeting Quality

Surface fleet modernization has proceeded on a scale that makes the carrier program look almost modest by comparison. The PLAN now fields more major surface combatants than any other navy in the world, and the quality gap with Western navies has closed dramatically from the position of a decade ago.

The Type 055 Renhai-class guided-missile destroyer - which the US Navy classifies internally as a cruiser given its 13,000-ton displacement and 112-cell vertical launch system, comparable in role and lethality to the US Ticonderoga-class cruiser - now stands at ten commissioned vessels, with four more under construction at two shipyards. Each Fleet command now includes Type 055s following the commissioning of the ninth and tenth vessels (Dongguan and Anqing) in May 2025 and their assignment to the East Sea Fleet, making the PLAN's most capable and lethal surface combatants available in all three operational theaters simultaneously. The Type 055's combat capability advanced further in December 2025 when the Wuxi conducted the first confirmed launch of a YJ-20 hypersonic anti-ship missile from a surface ship - integrating hypersonic strike capability directly into the surface fleet for the first time.

The Type 052D Luyang III destroyer production line - 7,500-ton guided-missile destroyers that represent a significant capability step above comparable contemporaries from many Western navies - now approaches forty total hulls commissioned, with additional units under construction. The Type 052DM, the latest variant, saw eight commissioned in 2025 alone, with a ninth in early 2026. The Type 054B frigate, commissioned in 2025 as the first new-generation stealth frigate, represents the beginning of the next frigate modernization wave, with the existing Type 054A family spanning more than forty hulls across four variants.

Amphibious Power: The Taiwan-Specific Capability

No dimension of PLAN expansion carries more direct Taiwan contingency relevance than the amphibious assault fleet, and here too the 2025-2026 period has produced significant milestones. The fourth Type 075 Hainan-class large deck amphibious assault ship, Hubei, was commissioned in August 2025. The Type 075 at 35,000 tons carries a large complement of helicopters and marine infantry, designed specifically for the kind of combined arms amphibious operation that a Taiwan scenario would require at scale.

More significant still is the Type 076 Sichuan, which began sea trials on November 14, 2025 - a vessel Naval News describes as a "large catapult-equipped amphibious assault carrier" of over 40,000 tons displacement, featuring not just helicopter operations but electromagnetic catapult launch capability for both manned aircraft and unmanned combat aerial vehicles. Six apparent UCAV mockups were observed aboard during sea trials. The Type 076 effectively creates a hybrid carrier-amphibious assault ship that can project both air power and marine infantry, a capability with no direct equivalent in any current US amphibious platform and one specifically designed to support the kind of combined amphibious and air operations that a forcible Taiwan Strait crossing would demand. Commissioning is projected for early 2027 given the complexity of the new systems involved.

Alongside the big-deck amphibious platforms, the PLAN has developed and deployed the Shuiqiao-class landing platform utility barge - a relocatable pier system that can transfer heavy equipment from ship to shore without established port facilities, directly addressing one of the fundamental logistical challenges of any amphibious operation against a defended coastline. The Pentagon's 2025 China military power report explicitly cited this development as evidence that China is testing and refining the essential components of a Taiwan amphibious operation in granular operational detail.

The Maritime Gray Zone: Coast Guard and Maritime Militia

The PLAN's conventional warship expansion operates alongside, and is often directly enabled by, China's Coast Guard - assessed by the US Department of Defense as the largest maritime law enforcement fleet in the world - and the Maritime Militia, a force of fishing vessels, survey ships, and other civilian-flagged assets that carry out Beijing's maritime coercion policy under a veneer of non-military activity. In the South China Sea, at the Senkaku Islands, and across disputed territorial waters, it is these gray zone forces that conduct the daily friction operations designed to assert and gradually consolidate Chinese maritime claims, with the PLAN operating over the horizon as the credible threat making compliance more rational than resistance for smaller regional states.

This gray zone architecture gives China a graduated toolkit for maritime coercion that runs from fishing boat harassment through coast guard water cannon and vessel ramming all the way to PLAN destroyer deployment - allowing Beijing to incrementally impose costs and control without crossing the threshold of military action that would clearly invoke alliance obligations or justify symmetric military responses.

Strategic Analysis

The Anti-Access/Area-Denial Architecture

China's naval expansion cannot be understood in isolation from the broader anti-access/area-denial (A2/AD) architecture within which the PLAN operates. The navy is one layer of a multi-domain system specifically designed to prevent the United States from intervening effectively in a Taiwan or South China Sea contingency. The DF-21D "carrier killer" anti-ship ballistic missile and the DF-26 dual-capable intermediate-range ballistic missile, both operated by the PLA Rocket Force rather than the PLAN, hold US carrier strike groups at risk at ranges far beyond China's maritime horizon. The vast YJ-series anti-ship cruise missile inventory deployed across surface ships, submarines, and shore-based platforms provides multiple overlapping engagement envelopes. Air defense coverage from S-400 systems and indigenous HQ-9B extends far beyond China's coastline.

The PLAN's role within this architecture is not to defeat the US Navy in a classical fleet engagement - that remains a mismatch given the US Navy's current overall capability advantage - but to complicate, delay, and raise the cost of any US military intervention sufficiently that political decision-makers in Washington calculate that the cost of intervention exceeds the benefit of Taiwan's defense. This "fait accompli" strategy - seize Taiwan faster than the US can respond effectively - depends critically on the PLAN's ability to initially protect an invasion force against US submarine and air attack while the Rocket Force's missiles hold US carrier groups at bay.

Far Seas Protection and Global Power Projection

Beyond the near-seas A2/AD mission, the PLAN's expanding blue-water capability reflects genuine strategic ambition for global power projection. China's 46th Naval Escort Task Force has maintained a continuous presence in the Gulf of Aden for anti-piracy escort operations since 2008 - a mission that has functioned as a consistent blue-water operational training opportunity while providing political cover for the capability development it sustains. Chinese naval vessels have deployed to the Indian Ocean, the South Pacific, the Mediterranean, and most recently near Australia and east of the International Date Line, extending operational familiarity with distant waters that would have been unrealistic even a decade ago.

China's pursuit of overseas naval logistics access points - in Djibouti, where a formal base was established in 2017, and through negotiated access arrangements in Cambodia, Myanmar, and potentially through port agreements in the Pacific Islands - reflects the infrastructure dimension of this far-seas capability development. Xi Jinping's Belt and Road Initiative, viewed through a strategic naval lens, is partially a project of securing the port access and maritime logistics infrastructure that a truly global navy requires.

The 2027 Deadline and Taiwan

Xi Jinping's widely reported instruction to the PLA to be capable of seizing Taiwan by force by 2027 provides the organizing timeline for virtually every aspect of current PLAN development. The Pentagon's most recent annual report assesses that the PLA has already tested essential components of multiple Taiwan invasion options, including amphibious assault exercises, firepower strike campaigns targeting sea and land objectives, and maritime blockade simulations. The Type 076's catapult-equipped UCAV integration, the Shuiqiao landing barges, the ongoing expansion of submarine capability specifically aimed at contesting US undersea superiority, and the nine-carrier fleet trajectory - all of these cohere as elements of a force specifically optimized for the Taiwan contingency, even as Chinese officials consistently deny any offensive intent.

The 2027 deadline does not mean Xi has decided to invade Taiwan in 2027. It means he has directed the PLA to achieve the military capability to do so successfully by that date, giving him a credible option should political circumstances make it strategically attractive. The distinction matters enormously: capability without intent creates strategic ambiguity that itself shapes other actors' decisions, regardless of whether the option is ever exercised.

The Shipbuilding Industrial Comparison

The most structurally important asymmetry between China and the United States in the naval competition is not any individual platform or weapon system - it is industrial capacity. China builds more commercial shipping annually than any other country by a substantial margin, and its naval shipyards are operating at production rates the US defense industrial base simply cannot currently replicate. The May 2026 US Navy Shipbuilding Plan targeting a 450-vessel fleet reflects not just strategic ambition but a recognition that industrial mobilization - expanding shipyard capacity, training workers, securing supply chains - is the genuine long-term constraint on US naval power. Twenty-one major Chinese combatants commissioned in a single year (2025) versus the US Navy's challenged production of even a handful of vessels annually in most recent years represents a production rate differential that aggregate defense budgets alone cannot explain or resolve without fundamental industrial policy change.

Global Impact

Japan and the Indo-Pacific Alliance Response

Japan's response to PLAN expansion has been the most consequential allied reaction, given its geographic position, the East China Sea disputes over the Senkaku Islands, and the historical sensitivities around Japanese remilitarization. The doubling of Japan's defense budget to 2 percent of GDP - now translated into actual procurement of F-35Bs, Type 12 anti-ship missile upgrades with extended range, and counterstrike capability development - reflects Tokyo's assessment that PLAN carrier exercises transiting near Japanese territorial waters and deploying toward the Pacific represent a genuine security challenge requiring response. Japan's December 2025 experience of China's Liaoning carrier operating near its waters amid tensions over Tokyo's statements about possible Taiwan military intervention signals that PLAN operational presence is already reshaping Japan's immediate security environment.

India and the Indian Ocean Contest

For India, China's naval expansion creates a dual challenge: growing PLAN presence in what New Delhi views as its strategic maritime domain - the Indian Ocean - combined with the military pressure that a PLA capable of two-front operations along India's land borders while simultaneously projecting naval power in the Indian Ocean would represent. India's response includes accelerating INS Vikrant's operational integration, advancing the INS Vishal large carrier project, expanding its submarine fleet including the Arihant-class SSBNs, and deepening maritime intelligence and surveillance cooperation with the United States, France, Australia, and Japan through bilateral and QUAD frameworks. The Indian Ocean's strategic centrality to China's energy and trade supply lines - the so-called "Malacca Dilemma" - simultaneously gives India leverage over Chinese vulnerability that a stronger Indian naval presence can exploit.

The AUKUS Submarine Response

The AUKUS agreement's nuclear-powered submarine technology transfer to Australia - providing Canberra with an eventual fleet of SSN-AUKUS class submarines capable of sustained operations throughout the Indo-Pacific - represents the most direct counter-measure any state has yet committed to against PLAN submarine expansion. A submarine-capable Australia operating in partnership with the US and UK undersea forces meaningfully complicates China's ability to achieve the undersea dominance in the Indo-Pacific that Brookes' testimony suggests is the PLAN's long-term objective. Whether AUKUS's timeline - with Australian SSNs not expected before the mid-2030s at the earliest - is fast enough to matter in the critical 2027-2035 window is the genuine strategic uncertainty surrounding the program.

The US Carrier Fleet Paradox

The PLAN's A2/AD architecture specifically targets US carrier strike groups as the primary instruments of American power projection - and US carrier strike groups remain genuinely, substantially more capable in individual platform terms than any existing Chinese counterpart. The paradox is that this capability advantage may be of limited operational value if Chinese missiles, submarines, and air defenses can hold carriers at risk at ranges beyond which carrier aviation can effectively operate. The US Navy's May 2026 450-ship fleet plan, with its emphasis on distributed lethality, Virginia-class submarines, autonomous surface and undersea systems, and the new nuclear-powered battleship concept, reflects an adaptation away from carrier-centric power projection toward a more distributed, resilient model specifically in recognition of the A2/AD threat that PLAN expansion embodies.

Risk Assessment

High-probability risk: Continued PLAN expansion toward nine carrier groups by 2035, with the Type 004 nuclear carrier confirming its identity through increasingly visible construction progress at Dalian, raising the strategic stakes in the Taiwan Strait and broader Pacific fundamentally.
High-probability risk: PLAN submarine force reaching approximately 70 hulls by 2027 with growing nuclear-powered proportion, narrowing the US undersea advantage in the Western Pacific and complicating any US Navy attempt to contest a PLAN blockade of Taiwan in the early-to-mid 2030s.
High-probability risk: Continued gray zone operations by coast guard and maritime militia around Taiwan, in the South China Sea, and near the Senkakus, with the PLAN's growing conventional superiority in the near-seas making those operations progressively harder to resist through conventional naval presence.
Moderate-probability risk: A Taiwan contingency triggering a conflict before the US Navy's 450-ship plan can materially improve American fleet mass, forcing the US to contest a PLAN military operation with a fleet whose quantitative and certain qualitative gaps have not yet been addressed.
Moderate-probability risk: PLAN blue-water presence extending into the South Pacific, near Australian waters, and east of the International Date Line, requiring additional allied response commitments that strain coalition bandwidth and resources.
Lower-probability, high-impact risk: Chinese submarine force achieving the acoustic quieting and capability levels necessary to seriously contest US undersea dominance in the Pacific in the 2035-2040 timeframe, eliminating what US defense planners currently regard as one of the most critical asymmetric advantages available against China.

Future Scenarios

Scenario Analysis - the following are illustrative projections based on current development trajectories, not confirmed outcomes.

Scenario One: Managed Competition with Deterrence Stability (Most Likely)

China continues PLAN expansion at current pace, reaching six carriers and approximately 70 submarines by 2027-2030, while the United States begins implementing its 450-ship fleet plan, Japanese defense spending reaches 3 percent of GDP, and AUKUS submarine timelines accelerate modestly. The result is a higher-tension but deterrence-stable Pacific in which neither side has decisive military advantage in the Taiwan Strait, preserving the current ambiguous status quo through continued mutual deterrence - neither comfortable nor crisis-prone, but manageable if political leadership on both sides prioritizes crisis management over confrontation signaling.

Scenario Two: PLAN Achieves Regional Superiority Window Before US Counter-Build

Chinese carrier and submarine expansion proceeds at or above current pace, while US shipbuilding plan faces congressional funding constraints and industrial capacity bottlenecks. Between approximately 2028 and 2035, the PLAN achieves a genuine regional naval superiority window in the near-seas A2/AD zone - not global naval supremacy, but sufficient localized advantage that a Taiwan military contingency becomes operationally credible. This window, whether or not China chooses to act militarily, fundamentally reshapes the diplomatic calculus of every Pacific state regarding accommodation with Beijing versus alignment with Washington.

Scenario Three: Conflict in the Taiwan Strait

A Taiwan contingency - triggered by either a Chinese decision to act on the 2027 capability deadline or a crisis arising from Taipei's political trajectory toward formal independence - brings the PLAN's expanded capabilities into direct confrontation with US and allied naval forces. Even a successful Chinese military operation would likely entail severe military losses given US submarine advantage, long-range strike capability, and the combat experience differential between the two navies. The scenario most catastrophic for global stability is one where China miscalculates US willingness to intervene militarily, or where the US miscalculates China's political resolve - a risk that grows as PLAN capability narrows the gap that once made the outcome of any such confrontation unambiguous.

Scenario Four: Negotiated Maritime Framework

US-China diplomatic engagement - building on back-channel military-to-military communication - produces a framework agreement managing Taiwan Strait operations, South China Sea navigation rights, and strategic submarine patrols in ways that reduce acute crisis risk without resolving the underlying sovereignty disputes. This scenario requires political will from both leaderships that is not currently visible, but remains the only scenario in which PLAN expansion and US counter-build do not eventually produce a crisis whose outcome is determined by who blinked first.

Intelligence Forecast

First, the PLAN's trajectory - twenty-one major combatants commissioned in 2025, a 7 percent 2026 defense budget increase, a nuclear carrier under construction, and a submarine nuclear transition ahead of schedule - will continue through the remainder of the decade regardless of US diplomatic or economic pressure, because it reflects strategic decisions made and resourced at the highest levels of Chinese state power for the preceding decade.

Second, the Taiwan contingency window of concern to US defense planners - roughly 2027 to 2035, before US counter-build and AUKUS submarine programs materially shift the balance - will intensify rather than recede as PLAN capability milestones are achieved. The political decision to use that capability, however, remains Xi Jinping's personal choice, and is therefore as much a function of political timing, domestic legitimacy calculations, and global economic conditions as of military readiness.

Third, the submarine competition is the least visible and most strategically consequential dimension of the entire PLAN expansion, and the Brookes testimony's projection of potential PLAN challenge to US undersea dominance by the early 2040s should be treated as the critical long-term planning horizon around which US naval investment decisions - particularly the Virginia-class submarine production rate and the AUKUS SSN transfer timeline - need to be urgently evaluated.

Fourth, the gray zone maritime coercion toolkit - coast guard, maritime militia, PLAN over the horizon - will continue functioning as China's primary instrument for incrementally reshaping the South China Sea and East China Sea status quo, regardless of any specific developments in the more conspicuous carrier and submarine programs, because its effectiveness is calibrated precisely to remain below the response thresholds that would trigger formal military counter-measures.

Final Strategic Takeaway

There is a temptation, when examining the PLAN's expansion in aggregated statistics - hull counts, tonnage commissioned, carrier numbers - to treat this as a military-technical competition analyzable through the same lens as any Cold War-era arms race. That framing misses something essential. What China is building is not just a navy. It is the physical expression of a political project: Xi Jinping's determination to ensure that the scenario that humiliated China in 1996 - two US carrier groups operating unchallenged in waters China considers its own - can never happen again, and that by 2049, China's sovereign territory and strategic interests are defended by military power that no external actor can credibly challenge.

The honest assessment of where this leads is not comfortable for anyone. A Pacific in which China fields nine carrier groups, a predominantly nuclear-powered submarine force approaching the US in capability, and a hypersonic anti-ship arsenal that holds surface fleets at risk across the First Island Chain is a Pacific where the rules governing Taiwan's status, South China Sea navigation rights, and the credibility of US alliance commitments across the Indo-Pacific are all potentially renegotiated by the facts of military power rather than by treaty and diplomatic consensus.

Every government in Asia is already calculating what that Pacific looks like and positioning itself accordingly - Japan rearming at historic pace, Australia accelerating its AUKUS commitment, India deepening its Quad engagement, smaller South China Sea states hedging between Beijing's proximity and Washington's guarantees. The PLAN's expansion is not just China's story. It is the defining structural fact of Indo-Pacific geopolitics for the next generation, and every strategic decision made by every major power in the region will be made in its shadow.

China's Naval Expansion: The Fleet That Is Reshaping the Pacific
