Sudan's Forgotten War: Why It's a Global Crisis

Some wars announce themselves with headlines for years. Others bleed quietly, even as they outpace nearly every other conflict on the planet in human cost. Sudan belongs unmistakably to the second category. More than three years into a war between two generals who once jointly ruled the country, Sudan has produced the world's largest displacement crisis, credible findings of genocide in Darfur, a famine affecting hundreds of thousands, and a de facto partition of Africa's third-largest country - and it still struggles to hold the world's attention for more than a news cycle at a time.

That neglect is itself the story. Sudan is not a peripheral crisis happening in isolation. It is a live demonstration of how a Gulf rivalry between Saudi Arabia and the UAE can be exported into a full-scale proxy war, how unregulated drone proliferation is reshaping African conflict, how famine is being weaponized as a tactic rather than treated as a byproduct, and how regional powers from Egypt to Ethiopia are being pulled into a conflict whose outcome will help determine the balance of power across the Red Sea, the Horn of Africa, and the Sahel for a generation. This report sets out why Sudan deserves to be treated as a frontline geopolitical priority, not a footnote.

Executive Summary

Sudan's civil war, now in its fourth year since fighting erupted in Khartoum on April 15, 2023, pits the Sudanese Armed Forces (SAF) under General Abdel Fattah al-Burhan against the Rapid Support Forces (RSF) under General Mohamed Hamdan Dagalo, widely known as Hemedti - two commanders who jointly engineered the 2021 coup that derailed Sudan's democratic transition, only to turn their guns on each other over the terms of integrating RSF fighters into the regular military.

The war has settled into a grim, durable pattern of de facto partition. The SAF, after recapturing Khartoum in March 2025 and formally relocating the government back to the capital in January 2026, holds the north, east, and increasingly the center of the country. The RSF, having captured El Fasher - the last SAF-controlled population center in western Sudan - in October 2025, now dominates virtually all of Darfur and is pressing into the Kordofan states, with the strategic city of El Obeid the current focal point of an intensifying siege. Neither side can deliver a knockout blow; both continue feeding a stalemate that consumes civilian lives at an accelerating rate.

What makes Sudan globally significant is not just its scale - over 11.8 million people displaced, including more than 4 million who have fled into neighboring states, alongside famine conditions and a death toll plausibly running into the hundreds of thousands - but its structure. This is, by now, an open proxy war between two Gulf monarchies that present themselves internationally as partners: Saudi Arabia has aligned with the SAF, while the United Arab Emirates remains, by extensive documentation, the RSF's indispensable external backer, supplying weapons, drones, and logistics through supply corridors running via Chad, Libya, and increasingly Ethiopia. Layer onto this Egypt's deep alignment with the SAF over Nile security concerns, Ethiopia's alleged facilitation of RSF training camps as a counterweight to Cairo, and a 600 percent surge in drone-related civilian deaths between 2024 and 2025, and Sudan emerges as one of the clearest contemporary case studies of how regional rivalries metastasize into mass civilian catastrophe when the international system fails to intervene early.

Background

Sudan's war did not erupt from nowhere. It is the direct, almost mechanical consequence of a power-sharing arrangement that both of its principal architects always intended to break the moment it stopped serving their interests.

The roots trace to 2019, when mass protests forced the ouster of longtime dictator Omar al-Bashir after three decades of rule defined by Islamist governance, the genocidal Darfur war of the 2000s, and chronic economic collapse. Bashir's fall was achieved through an unlikely alliance: the SAF, Sudan's conventional military establishment, and the RSF, a paramilitary force descended directly from the Janjaweed militias that had carried out ethnic cleansing against non-Arab populations in Darfur two decades earlier. The RSF had been formally organized under Bashir himself in 2013 as a loyalist counterweight to his own army, and its commander, Hemedti, had built a vast personal fortune controlling Darfur's gold mines, eventually deploying RSF fighters as mercenaries in the Saudi-led coalition fighting in Yemen.

The two forces jointly carried out an October 2021 coup that derailed Sudan's fragile democratic transition, sidelining civilian Prime Minister Abdalla Hamdok and installing a Transitional Sovereignty Council led by Burhan, with Hemedti as his deputy. That arrangement was always a marriage of convenience between two men who each believed they were Sudan's rightful future ruler. The breaking point came over a framework agreement intended to integrate RSF fighters into the regular armed forces - a process whose timeline and command structure neither side could agree on, because neither side was willing to accept the other's terms for what amounted to a negotiation over who would ultimately control Sudan's coercive apparatus. Fighting erupted in Khartoum on April 15, 2023, and rapidly metastasized into a nationwide war that reignited Darfur's ethnic violence with horrifying speed.

From the outset, this was never purely a domestic Sudanese contest. The RSF inherited extensive informal networks built during its Yemen deployment and its gold-trading relationships, networks that connected it directly to Gulf patronage - above all the United Arab Emirates, whose support has been documented extensively by UN panels of experts, US congressional testimony, and independent investigative reporting throughout the war. The SAF, meanwhile, drew on its institutional relationships with Egypt, whose own military establishment views a SAF victory as essential to Nile security and regional stability, and increasingly with Saudi Arabia, which has moved to counterbalance Emirati influence.

Current Situation

Three years and several months into the war, Sudan has crystallized into a pattern that experienced conflict analysts increasingly describe as durable de facto partition, even though neither warring party has formally accepted this outcome and both continue actively fighting for more.

The Military Map: Stalemate With Momentum Shifts

Control of Sudan today divides along clear, if contested, lines. The SAF holds authority over the north and east of the country, including the capital. After recapturing Khartoum from RSF control in March 2025 - a major symbolic and strategic victory following nearly two years of RSF occupation - the military-led government formally relocated back to the capital from its wartime base in Port Sudan on January 11, 2026, with Prime Minister Kamil El-Tayeb Idris pledging to begin restoring basic services to a city devastated by mass displacement, looting, and the near-total collapse of infrastructure.

The RSF, for its part, largely commands the west. Its most consequential recent victory came in October 2025 with the capture of El Fasher, the capital of North Darfur and the final SAF-controlled population center remaining in western Sudan after a brutal, extended siege. El Fasher's fall effectively completed RSF dominance over the entire Darfur region and triggered what UN officials have since described as atrocity crimes echoing the worst patterns of Darfur's 2003-2004 genocide - and which UN High Commissioner for Human Rights Volker Türk has explicitly warned could now be repeated in Kordofan as RSF and allied forces press eastward.

Since El Fasher, the war's center of gravity has shifted decisively to the three Kordofan states, the buffer zone separating RSF-dominated Darfur from SAF-controlled central and eastern Sudan. The key prize is El Obeid, capital of North Kordofan and now the SAF's principal headquarters in central Sudan - a city the RSF has prioritized capturing precisely because its fall would represent a fundamental rupture of the current stalemate, opening a path toward Khartoum itself. As of mid-June 2026, the RSF has imposed a partial siege on El Obeid from multiple directions, intensifying drone strikes since June 10 to a tempo not seen since March, destroying at least eight SAF fuel depots and several tanker convoys, crippling SAF resupply capacity into the city. The RSF has employed an identical playbook before successful offensives in Babanusa and El Fasher - heavy pre-assault drone bombardment targeting logistics rather than frontline positions directly - making the current intensification a meaningful warning indicator rather than routine escalation.

Nearby, the town of Dilling - under RSF siege for nearly two years - saw its supply lines briefly reopened by a SAF counteroffensive in January 2026, only for the RSF to nearly re-impose the siege by March through repeated contestation of the resupply road and a doubling of artillery and drone strikes on the town. This kind of seesaw fighting, gains won and then partially reversed within weeks, characterizes most of the current Kordofan campaign and reflects the deeper strategic reality: neither side currently possesses the combat power to achieve decisive victory, but both retain enough capability to deny the other a clean win.

The Southeastern Front: Blue Nile and a Widening War

A newer and increasingly dangerous front has opened in Blue Nile State, in Sudan's southeastern corner bordering Ethiopia and South Sudan - territory that had remained largely insulated from the worst of the war until early 2026. From late January, RSF forces combined with the SPLM-N al-Hilu faction - a rebel movement with its own decades-long grievances against Khartoum's central authority - launched a coordinated offensive into the state, reportedly staged in part from Ethiopian territory. By late March, RSF and al-Hilu forces had captured Kurmuk, Blue Nile's third-largest town, alongside several surrounding localities, before SAF counteroffensives through April and May recaptured some lost ground, including Magaja and Al-Kaili.

This Blue Nile campaign matters disproportionately to its size because of where it sits: directly on Sudan's border with both Ethiopia and South Sudan, two states whose own internal stability cannot be assumed and whose involvement - whether through territorial facilitation, alleged drone basing, or simple porousness - risks transforming a Sudanese civil war into a genuinely regional Horn of Africa conflict.

The Humanitarian Catastrophe

Numbers alone struggle to convey what is happening inside Sudan, but they are the starting point. More than 11.8 million people have been displaced by the conflict, including 7.4 million displaced internally and over 4 million who have fled into neighboring countries - a displacement crisis larger in absolute terms than any other active conflict globally, surpassing even Ukraine. Famine has been formally declared in parts of the country, with close to four hundred thousand people facing acute starvation conditions, and UN officials describing the broader food crisis affecting Sudan as the world's largest hunger emergency, with over 33 million Sudanese in need of humanitarian assistance.

The character of the violence has grown more technologically sophisticated and, in important respects, more lethal for civilians specifically. UN data shows drone-related deaths rose 600 percent between 2024 and 2025, with civilian casualties up 81 percent over the same period - a direct consequence of both warring parties gaining access to increasingly capable unmanned systems, primarily supplied by external patrons with limited regard for how they are used. Türk reported that drone strikes alone killed over one thousand Sudanese civilians in just the first five months of 2026, striking markets, hospitals, schools, and residential neighborhoods with a regularity that suggests, at minimum, reckless disregard for civilian protection and, in numerous documented instances, deliberate targeting.

Both warring parties bear documented responsibility for war crimes. Human Rights Watch's 2026 reporting details SAF indiscriminate airstrikes on civilian areas including a June 2025 strike on a mosque in West Kordofan that killed 41 people, alongside markets and residential neighborhoods struck repeatedly in Khartoum, Omdurman, and South Darfur. The RSF's record is, by most independent assessments including Yale's Humanitarian Research Lab satellite analysis, considerably worse in both scale and intent: the UN's Independent International Fact-Finding Mission concluded the RSF and allied forces have used starvation as a deliberate method of warfare - a war crime - while a separate UN fact-finding mission identified what it termed the "hallmarks of genocide" in the RSF's targeting of non-Arab ethnic groups across Darfur, language that deliberately echoes the findings against the Janjaweed two decades earlier, the RSF's direct organizational ancestor.

The Political Track: A Parallel Government and Failed Diplomacy

Sudan's fragmentation now extends into formal governance structures. In July 2025, the RSF and its allied forces announced the creation of a parallel government based in Darfur - a direct challenge to the SAF-aligned administration's claim to sole legitimacy and a structural step that makes any eventual reunification considerably more complicated than a simple ceasefire would suggest, since it now requires resolving competing claims to sovereign authority, not merely ending hostilities.

International diplomatic efforts have proliferated without producing results commensurate with the effort invested. The "Quad" - comprising the United States, Egypt, Saudi Arabia, and the UAE, an unusual grouping given that two of its members are widely understood to be backing opposite sides of the war - advanced a roadmap in 2025 calling for an initial humanitarian truce followed by a permanent ceasefire, civilian-led political transition, and reconstruction support. The SAF initially rejected the proposal over concerns about the UAE's direct involvement as a mediator while simultaneously arming the RSF, while the RSF welcomed it in what most observers viewed as a tactical effort at image rehabilitation rather than genuine commitment.

A separate diplomatic track culminated in the third International Sudan Conference, held in Berlin on April 15, 2026, organized around a multilateral "Quintet" bloc - the African Union, European Union, Intergovernmental Authority on Development, League of Arab States, and United Nations - explicitly aimed at centering Sudanese civilian voices rather than the warring parties themselves. The conference produced a joint declaration calling for an end to the war and a Sudanese-owned political process, but both the SAF-aligned government and the RSF's political coalition criticized or objected to the format, underscoring how little genuine appetite either side currently has for a negotiated settlement that does not first deliver them battlefield advantage.

Sudan's own Transitional Prime Minister, Kamil Idris, presented a ceasefire proposal to the UN Security Council in December 2025 calling for complete RSF withdrawal from areas under its control as a precondition, alongside reintegration of RSF fighters into society - terms that, given the current military balance heavily favoring RSF control of the west, the RSF has no incentive to accept. This asymmetry between what diplomacy demands and what the battlefield currently makes achievable is the single biggest structural obstacle to any near-term resolution.

Strategic Analysis

The Saudi-UAE Proxy Dimension

The most consequential and least publicly acknowledged dimension of Sudan's war is its function as a live proxy theater for an intensifying Saudi-UAE rivalry - two states that present a unified front on most regional issues but have increasingly diverged in their approach to multiple files simultaneously, Sudan chief among them, alongside the parallel rupture visible in Yemen's Southern Transitional Council episode.

The UAE's relationship with the RSF predates the war itself, rooted in Hemedti's Yemen deployment, his control of Darfur's gold trade - much of which has historically flowed through UAE markets - and Abu Dhabi's broader strategic interest in cultivating influence across the Horn of Africa and Red Sea littoral, a region central to the UAE's commercial and military expansion strategy through Dubai-based ports operator DP World and its growing African basing network. UN panels of experts, US congressional hearings, and extensive investigative journalism have documented sustained UAE weapons and equipment transfers to the RSF flowing primarily through Chad, Libya, and - increasingly through 2026 - Ethiopia, with Emirati-linked flights carrying suspected weapons shipments continuing to land at multiple airports despite mounting international scrutiny and direct accusations from the SAF.

Saudi Arabia's position has evolved more gradually but has hardened meaningfully. Riyadh has increasingly mobilized regional and international support to shift the military balance toward the SAF, reflecting both a genuine strategic interest in preventing a UAE-aligned paramilitary force from controlling a strategically located Red Sea-adjacent state, and a broader pattern - also visible in Yemen - of Saudi Arabia reasserting itself as the dominant Gulf power willing to act decisively rather than simply coexist with parallel Emirati influence networks. The result, as regional analysts increasingly describe it, is a war in which two Gulf monarchies that jointly belong to forums like the GCC and present a unified diplomatic front internationally are simultaneously underwriting opposite sides of one of the world's deadliest active conflicts.

Egypt's Existential Stake

For Egypt, Sudan is not a discretionary foreign policy interest but a near-existential one. Cairo shares a long border with Sudan, hosts hundreds of thousands of Sudanese refugees, and views any RSF-driven fragmentation of the Sudanese state through the lens of Nile water security - a concern sharpened by the unresolved, long-running dispute with Ethiopia over the Grand Ethiopian Renaissance Dam. A Sudan fractured into RSF and SAF-controlled zones, or worse, formally partitioned, would complicate Egypt's ability to manage Nile water-sharing arrangements that have underpinned its agricultural and demographic survival for millennia. President Abdel Fattah el-Sisi's government has accordingly maintained consistent, if largely diplomatic and logistical, support for the SAF, framing the conflict explicitly as a threat to regional security rather than a purely internal Sudanese matter.

Ethiopia's Calculated Hedging

Ethiopia's role represents one of the more strategically significant and least scrutinized dimensions of the wider regional dynamic. Sudan has formally accused Addis Ababa of facilitating RSF operations, including hosting training camps in the Benishangul-Gumuz region near the Sudanese border and allegedly enabling drone strikes against Khartoum's airport and military installations - accusations Ethiopia has categorically rejected as baseless. Whatever the precise truth of individual incidents, the broader strategic logic is not difficult to discern: Ethiopia under Prime Minister Abiy Ahmed has its own complicated, occasionally tense relationship with Cairo over Nile water rights, and a RSF that owes some measure of gratitude to Addis Ababa offers Ethiopia a potential counterweight to a Sudan that might otherwise align reflexively with Egypt on regional water and security questions. This calculation - using the Sudan conflict as leverage in the broader Nile basin rivalry - illustrates how thoroughly Sudan's civil war has become entangled with conflicts and rivalries that predate it by decades.

The Drone Proliferation Problem

Sudan has become one of the starkest real-world illustrations of how the global proliferation of relatively low-cost, militarily significant drone technology is reshaping conflict dynamics in regions with weak institutional oversight and minimal export control enforcement. Both the SAF and RSF have gained substantially enhanced strike capability through externally supplied drones, transforming a war that began as largely conventional ground combat into one increasingly defined by long-range strikes against logistics, infrastructure, and - disproportionately - civilians. The 600 percent rise in drone-related fatalities between 2024 and 2025 is not an abstract statistic; it reflects a structural shift in how this war is being fought, one that UN High Commissioner Türk has explicitly identified as a primary driver of prolonged hostilities and deepening civilian harm.

Global Impact

The World's Largest Displacement Crisis

Sudan's displacement numbers - exceeding even Ukraine's in absolute scale - represent a direct, sustained burden on neighboring states with limited capacity to absorb them. Chad, Egypt, South Sudan, and Ethiopia have collectively received millions of Sudanese refugees, straining infrastructure, services, and, in Chad's case, contributing directly to a deteriorating bilateral relationship with Khartoum serious enough that Chad shut its eastern border indefinitely in February 2026, citing repeated cross-border incursions and mounting insecurity. South Sudan, itself one of the world's most fragile states, faces the dual burden of absorbing refugees while simultaneously serving, by multiple accounts, as a staging ground for cross-border RSF and allied operations into Sudan's Blue Nile state.

Red Sea and Horn of Africa Strategic Stakes

Sudan's roughly 530-mile Red Sea coastline places it directly within the same strategic corridor whose stability Global Chanakya has tracked extensively in the context of Yemen and Houthi maritime disruption. A Sudan destabilized by prolonged civil war, or worse, a Sudan in which RSF control of significant territory translates into UAE-aligned strategic access along the Red Sea littoral, would add yet another variable to an already crowded and contested maritime security picture stretching from the Suez Canal through the Bab al-Mandab Strait. Port Sudan, which served as the SAF-aligned government's wartime capital for nearly three years, sits directly on this coastline and has itself become a target of contested control efforts and external interest.

Precedent for Gulf Rivalry Spillover

Sudan offers the clearest available case study of what happens when an intra-Gulf rivalry - in this instance, Saudi Arabia and the UAE - is allowed to play out through proxy competition in a fragile third state rather than being contained through direct diplomatic channels. The same dynamic, on a smaller and less destructive scale, has now also become visible in Yemen, where Saudi Arabia's intervention against the Emirati-backed Southern Transitional Council in January 2026 represented a similarly direct manifestation of Riyadh-Abu Dhabi friction. Sudan demonstrates the worst-case trajectory such rivalries can produce when neither side moderates its support in response to mounting civilian catastrophe - a pattern regional analysts increasingly worry could recur elsewhere across Africa or the wider Middle East if left unaddressed by the broader international community, including through firmer multilateral pressure on both Gulf states to curtail their respective support.

Humanitarian Funding Collapse

Sudan's crisis has also become a stark illustration of declining international humanitarian funding capacity at precisely the moment need has peaked. International aid for Sudan in 2026 remains funded at only around 40 percent of stated requirements, while reductions in US foreign assistance funding - including significant cuts affecting USAID-supported programs - have contributed to the closure of more than 60 percent of Sudanese-run emergency food kitchens, according to humanitarian monitoring organizations, threatening to push additional areas of the country into full-blown famine conditions precisely as fighting intensifies in Kordofan.

Risk Assessment

High-Probability Risks

El Obeid falling to the RSF: Given the intensity of the current drone campaign against SAF logistics and the historical pattern preceding RSF victories at Babanusa and El Fasher, a successful RSF assault on El Obeid within the coming months is a serious and rising possibility, one that would fundamentally alter the war's strategic balance.
Continued famine deterioration: With humanitarian funding running at roughly 40 percent of need and both warring parties continuing to obstruct aid access, further deterioration in famine-affected areas is highly likely absent a major funding and access breakthrough.
Further drone-related civilian casualties: The current trajectory of drone proliferation and use against civilian infrastructure shows no sign of reversing, making continued high civilian casualty rates from aerial strikes near-certain.

Moderate-Probability Risks

Wider Blue Nile and southeastern escalation: Continued RSF-SPLM-N al-Hilu coordination, combined with alleged Ethiopian territorial facilitation, raises meaningful risk of the conflict drawing South Sudan and Ethiopia into more direct, harder-to-deny involvement.
Formal RSF parallel state consolidation: With a parallel government already declared in Darfur, further institutional consolidation of a de facto RSF state - including potential moves toward formal recognition-seeking - remains a real possibility, particularly if the UAE continues backing such efforts diplomatically as well as militarily.
Deepening Chad-Sudan rupture: Given the indefinite border closure and mutual recriminations, further deterioration in Chad-Sudan relations, including potential direct military incidents along the border, is plausible.

Lower-Probability but High-Impact Risks

Formal Sudan partition: While de facto partition already exists on the ground, formal international recognition of a divided Sudan remains unlikely in the near term given near-universal regional opposition, led by Egypt, to any precedent of redrawn African borders.
Direct Saudi-UAE diplomatic rupture over Sudan: Despite documented friction, both Gulf states retain far greater shared strategic interests - regional stability, economic diversification, GCC cohesion against Iran - than the Sudan file alone is likely to outweigh, making an open, public breach improbable in the near term.
Genocide tribunal or binding international intervention: Despite mounting genocide findings and ICC engagement on historic Darfur crimes, the realistic probability of binding Security Council action - given the geopolitical alignments of permanent members with various regional actors - remains low absent a dramatic escalation in international pressure.

Future Scenarios

Scenario Analysis - the following projections are illustrative simulations based on current trajectories, not confirmed events.

Scenario One: Entrenched De Facto Partition (Most Likely)

Neither side achieves decisive victory over the next twelve to eighteen months. The SAF retains the north, east, and center, including Khartoum and El Obeid (with continued contestation), while the RSF consolidates its hold over Darfur and expands its parallel governance structures, formalizing what amounts to two competing Sudanese states in practice if not in international law. Periodic diplomatic conferences continue producing declarations without enforcement mechanisms, while civilian suffering continues largely unabated and humanitarian funding remains chronically insufficient.

Scenario Two: RSF Breakthrough in Kordofan

The current RSF siege campaign against El Obeid succeeds, following the same drone-intensive playbook that delivered Babanusa and El Fasher. This would represent a major strategic breakthrough, potentially opening a more direct path toward central Sudan and forcing a significant SAF strategic reassessment, possibly including deeper reliance on Saudi and Egyptian support to prevent further territorial loss, and would likely trigger renewed, more urgent international diplomatic engagement given the scale of strategic shift involved.

Scenario Three: Negotiated Federal Settlement

Sustained pressure from the Quad and Quintet frameworks, combined with battlefield exhaustion on both sides as the war enters a costly fifth year, eventually produces a negotiated settlement involving some form of federal or decentralized power-sharing arrangement that formalizes regional autonomy without full partition - a structurally difficult but not impossible outcome given precedents elsewhere in fragile state transitions, though it would require both Saudi Arabia and the UAE to genuinely align behind a shared outcome rather than continuing to hedge their respective proxies.

Scenario Four: Regional Conflagration

Continued cross-border dynamics in Blue Nile, combined with deepening Chad-Sudan rupture and unresolved Ethiopia-Egypt Nile tensions, produce a broader regional conflict drawing in South Sudan, Chad, and potentially direct Ethiopian military involvement beyond alleged covert support - transforming a Sudanese civil war into a genuine multi-state Horn of Africa crisis with implications extending well beyond Sudan's borders.

Intelligence Forecast

Based on current trajectories, Global Chanakya's assessment for the next twelve to eighteen months centers on four core judgments.

First, the battle for El Obeid will be the single most important near-term military indicator to track. Its outcome will determine whether the current stalemate persists or whether the war enters a new, more dangerous phase favoring RSF momentum into central Sudan.

Second, the Saudi-UAE proxy dynamic will continue shaping the conflict's trajectory more decisively than any UN or multilateral diplomatic process, meaning genuine de-escalation is unlikely to emerge from Quad or Quintet declarations alone without a parallel, harder-to-achieve recalibration of Gulf state behavior.

Third, humanitarian conditions will continue deteriorating absent a dramatic, currently unlikely, funding and access breakthrough, with famine indicators likely to worsen further across both RSF and SAF-controlled territories given persistent aid obstruction by both parties.

Fourth, regional spillover risk - particularly involving Chad, Ethiopia, and South Sudan - will continue rising incrementally rather than dramatically, meaning the war's most dangerous escalation pathway is gradual normalization of cross-border involvement rather than any single dramatic trigger event.

Final Strategic Takeaway

Sudan's tragedy is compounded by a second, quieter failure: the failure of the international system to treat it with anything approaching the urgency its scale demands. A war that has displaced more people than any other active conflict on the planet, produced credible genocide findings, and pulled in at least five external states through direct or alleged proxy involvement continues to receive a fraction of the diplomatic energy, media coverage, and humanitarian funding directed toward conflicts of comparable or even lesser scale elsewhere.

Sudan is not a humanitarian crisis with geopolitical side effects. It is a geopolitical crisis - a live proxy contest between rival Gulf patrons, layered onto unresolved Nile basin rivalries and Horn of Africa power competition - that happens to be generating humanitarian consequences of almost unprecedented scale.

For India, the Gulf states, and the wider international community, Sudan carries lessons that extend well beyond its borders. It demonstrates how quickly an intra-alliance rivalry between ostensibly aligned partners can metastasize into a devastating proxy war when neither party faces meaningful consequences for their support. It demonstrates how unregulated drone proliferation is changing the character of conflict in regions with weak governance and limited oversight. And it demonstrates, perhaps most uncomfortably, how selective global attention can be - how a war this consequential can unfold for years with comparatively muted international response, simply because it lacks the geopolitical proximity to major power capitals that other conflicts command. Until that changes, Sudan will remain what it has tragically become: the clearest available proof that scale of suffering and scale of global attention are not the same thing.
