Yemen's Strategic Chokehold: Why the World Cannot Look Away

There is a particular kind of war that the world only notices in fragments - a missile here, a sunken ship there, a famine statistic that flashes across a screen and disappears. Yemen has been that war for more than a decade. But in 2026, something has shifted. What was once dismissed as the Arab world's "forgotten conflict" has quietly become one of the most consequential flashpoints on the planet, sitting astride a maritime chokepoint that carries a meaningful share of global trade, hosting the most battle-hardened Iranian proxy force outside Lebanon, and now functioning as a live pressure valve for the wider Iran-Israel-Gulf confrontation. Yemen is no longer a sideshow. It is a control panel.

This report examines why Yemen's civil war, despite eleven years of grinding stalemate, has become strategically indispensable to understanding the Middle East's trajectory - and why every major power, from Washington to Beijing to New Delhi, now has skin in this game.

Executive Summary

Yemen in mid-2026 is a country fractured into three competing centers of power, sitting on top of one of the world's most sensitive maritime arteries, the Bab al-Mandab Strait. The Iran-backed Houthi movement (Ansar Allah), led by Abdul-Malik al-Houthi, controls Sana'a and the bulk of the population in the north. The Saudi-backed Presidential Leadership Council (PLC), chaired by Rashad al-Alimi, holds the internationally recognized government's seat in Aden. And a once-ascendant secessionist project, the Southern Transitional Council (STC), has just been militarily crushed and expelled from power after a failed bid to seize Yemen's eastern oil provinces in December 2025 - a move that triggered direct Saudi intervention against the very faction the UAE had spent eight years building up.

That single episode - Saudi Arabia bombing an Emirati-backed force inside Yemen - tells you everything about how far this conflict has evolved beyond its original Houthi-versus-government framing. Riyadh and Abu Dhabi, nominal partners in the original 2015 coalition, are now operating from visibly divergent threat perceptions inside the same battlespace.

Layered on top of this intra-coalition rupture is the bigger story: the Houthis' transformation from a domestic insurgency into a forward-deployed arm of Iran's "Axis of Resistance," capable of striking Israeli territory, throttling Red Sea shipping, and absorbing American and Israeli airstrikes while remaining functionally undefeated. Following the February 2026 Israeli-US strikes on Iran, the Houthis fired missiles at Israel for the first time since the broader regional war began, and UN officials have repeatedly warned that Yemen risks being "dragged" into a war it did not start. A US-Iran de-escalation track and the release of roughly 1,600 long-held Yemeni war prisoners in mid-2026 have created a fragile diplomatic opening - but Special Envoy Hans Grundberg has been blunt: what Yemen has now "is not peace."

For India and the wider Indo-Pacific trading world, Yemen's coastline is not an abstraction. It sits directly on the route connecting the Suez Canal to the Indian Ocean, meaning instability here has already reshaped shipping insurance costs, freight times, and energy flows for economies thousands of kilometers away. This is the strategic core of why Global Chanakya is tracking Yemen as a Tier-1 conflict, not a peripheral one.

Yemen Civil War: Key Events Timeline

The following chronology is drawn from events documented in this report.

2011: Arab Spring protests erupt across Yemen; President Ali Abdullah Saleh transfers power to his deputy Abd Rabbuh Mansur Hadi under GCC-brokered deal.
2014–2015: Houthi forces seize Sana'a; Hadi government collapses and flees to Aden. Saudi Arabia and coalition partners launch Operation Decisive Storm, beginning aerial campaign.
2015 onwards: War expands into grinding multi-front stalemate. UAE builds up Southern Transitional Council (STC) as parallel southern force.
2022: UN-brokered nationwide truce holds for six months — the longest sustained pause in the conflict. Truce expires without renewal; fighting resumes.
2023: Saudi-Iran rapprochement brokered by China creates diplomatic opening. UN Special Envoy Hans Grundberg advances a framework for a permanent ceasefire.
October 2023: Hamas attacks Israel; Houthis begin launching ballistic missiles and drones at Israeli territory in solidarity with Gaza.
Late 2023 – 2024: Houthis escalate to targeting commercial shipping in the Red Sea and Gulf of Aden. International shipping companies reroute around the Cape of Good Hope. US-UK Operation Prosperity Guardian strikes Houthi targets inside Yemen.
December 2025: STC forces launch military push into Yemen's eastern oil provinces (Hadramawt, Shabwa, Marib). Saudi Arabia intervenes militarily against STC — direct confrontation between former coalition partners.
Early 2026: STC expelled from eastern provinces. Saudi-backed Presidential Leadership Council (PLC) consolidates control over Aden and oil-producing regions.
February 2026: Israeli-US strikes on Iran. Houthis resume missile salvos at Israeli territory in response.
Mid-2026: US-Iran de-escalation diplomacy creates tentative opening. Yemen prisoner exchange of roughly 1,600 long-held detainees signals limited humanitarian progress.

Background

Yemen's war formally began in September 2014, when Houthi forces - a Zaydi Shia movement rooted in the mountainous Sa'dah governorate near the Saudi border - swept into Sana'a and forced the internationally recognized government to flee. By March 2015, with the Houthis allied to forces loyal to former president Ali Abdullah Saleh and advancing on Aden, Saudi Arabia assembled a multinational coalition and launched Operation Decisive Storm, framing the intervention as a defense against an Iranian-aligned takeover on its southern border.

What followed was a decade-long demonstration of how difficult it is to defeat a deeply entrenched, ideologically motivated insurgency through airpower alone. The Saudi-UAE coalition conducted more than twenty-five thousand airstrikes, generated catastrophic civilian casualties, and triggered the imposition of a naval blockade that has been at the very center of Yemen's humanitarian collapse. The Houthis, far from being dislodged, consolidated control over the most populous parts of the country, including the capital and the critical Red Sea port of Hodeidah.

Three structural fractures have defined this war since its inception, and all three remain live today:

The Houthi-versus-Republic fracture - the core ideological and sectarian struggle between Zaydi revivalism in the north and the internationally recognized government structure in the south.
The Saudi-Emirati fracture - two Gulf monarchies that entered the war as allies but built rival client networks, Riyadh backing the PLC's mainstream factions and Abu Dhabi cultivating the separatist STC, producing a coalition that has periodically fought itself as much as it fought the Houthis.
The Iran-Saudi proxy fracture - the broader regional contest in which Yemen became one battlefield among several (alongside Syria, Lebanon, and Iraq) for influence between Tehran and Riyadh.

A landmark moment came in March 2023, when China brokered a surprise rapprochement between Iran and Saudi Arabia, under which Tehran reportedly agreed to curb military support to the Houthis and respect the UN arms embargo. That deal, alongside a UN-brokered nationwide truce that began in April 2022 and was never formally renewed but has largely held on the ground, froze Yemen's internal frontlines for the first time in years. Direct Houthi-versus-PLC/STC combat has been largely suspended since, even as the truce's architecture officially lapsed in October 2022.

But "frozen frontlines" did not mean "frozen conflict." Beginning in November 2023, in the wake of the Israel-Hamas war, the Houthis discovered something far more strategically valuable than territorial conquest: the ability to hold global shipping hostage from a position of near-total external impunity. This pivot - from a localized insurgency to a transnational maritime-disruption actor - is the single most important development in understanding why Yemen now matters to the entire world, not just to its neighbors.

Current Situation

The map of Yemen today reflects a conflict that has stopped converging toward resolution and instead splintered into three distinct, semi-autonomous zones of authority, each with a different external patron and a different strategic logic.

The Houthi North: Iran's Forward Operating Base

The Houthis, under Abdul-Malik al-Houthi and the political leadership of Mahdi al-Mashat's Supreme Political Council, control Sana'a and virtually all of former North Yemen barring eastern Marib governorate. This territory holds the majority of Yemen's roughly 42 million people. Critically, Houthi control extends along the Red Sea coastline, including the strategic port of Hodeidah, giving the group direct leverage over traffic transiting the Bab al-Mandab Strait - one of the most consequential chokepoints in global trade.

The Houthis have spent the past two and a half years converting that geographic leverage into a genuine strategic asset for Iran's regional axis. From November 2023 they launched sustained attacks against commercial and naval shipping in the Red Sea, framed as solidarity with Hamas during the Gaza war. They sank vessels, killed crew members, seized ships including the Galaxy Leader, and forced a meaningful share of global container traffic to reroute around the Cape of Good Hope. A US-led international naval coalition was assembled to protect shipping, and Washington and London conducted direct strikes against Houthi military infrastructure.

The pattern since has been one of escalation, pause, and re-escalation, tracking almost exactly with the wider regional temperature:

Houthi attacks on shipping continued intermittently through 2024 into 2025.
From March to May 2025, expanded US strikes under the Trump administration targeted Houthi capabilities directly, ending in an Oman-brokered ceasefire in which the Houthis agreed to stop targeting American vessels in exchange for a halt in US strikes.
Houthi attacks on non-US shipping resumed in July 2025, alongside continued long-range strikes on Israel.
The Houthis suspended these attacks following the October 2025 Gaza ceasefire - but explicitly signaled they would resume if that ceasefire collapsed.
Following the February 28, 2026, Israeli-US strikes on Iran, the Houthis crossed a new threshold: on March 27-28, they launched their first direct missile attacks on Israel since the wider regional war erupted, explicitly acting in support of Tehran rather than purely in the Gaza-solidarity framing they had used since 2023.

This is the single most important strategic data point in the entire Yemen file: the Houthis have demonstrated, repeatedly, that they can be switched on and off as a regional pressure instrument depending on Iran's calculus. They are no longer a Yemen-specific armed faction. They are functionally what one senior diplomat described to the UN Security Council as the "military arm of the Iranian Revolutionary Guard," using Yemeni sovereign territory as a launch platform for a cross-border regional agenda - a characterization Russia notably did not echo, instead framing the Houthi question as downstream of broader US-Iran dynamics.

Domestically, Houthi governance has hardened into an increasingly closed, securitized system. The group has arbitrarily detained dozens of United Nations staff, NGO workers, and diplomatic personnel - 73 UN personnel remain detained as of mid-2026, with three referred to a Houthi-run "special criminal court." This systematic targeting of humanitarian actors triggered a watershed moment in January 2026, when the World Food Programme terminated contracts for all 365 of its staff in Houthi-controlled northern Yemen - the area accounting for roughly 70 percent of the country's total humanitarian need - citing the insecure operating environment and Houthi obstruction as the decisive factors. When the organization feeding millions of starving people concludes it can no longer safely operate, that is not a humanitarian footnote. It is a strategic indictment of how the Houthis have chosen to govern.

The Southern Collapse: STC's Rise and Sudden Fall

The most dramatic shift inside the anti-Houthi camp over the past six months has been the implosion of the Southern Transitional Council's independence project - and it is a case study in how quickly Gulf patron rivalries can detonate an entire coalition structure.

The STC, founded in 2017 and long backed militarily and financially by the UAE, had been formally absorbed into the PLC's eight-member governing structure in 2022 as part of the effort to unify anti-Houthi forces. But the marriage was always one of convenience. In December 2025, STC forces moved to seize Yemen's eastern oil-producing governorates and the port of Mukalla - an aggressive bid to establish a fait accompli ahead of a planned independence referendum the group hoped to hold within two years.

Saudi Arabia's response was swift and unambiguous. On December 30, the Royal Saudi Air Force struck STC-controlled Mukalla, targeting what it described as a weapons shipment that had arrived from the UAE - an accusation Abu Dhabi denied. The internationally recognized government then ordered all UAE forces out of Yemen within 24 hours, imposed a blockade, and declared a 90-day state of emergency. By January 2, 2026, Saudi-backed government forces launched a counteroffensive that recaptured Seiyun on January 3 and Mukalla on January 4, fully reversing the STC's territorial gains within days. STC leader Aidarous al-Zubaidi was accused of treason, expelled from the PLC, and fled the country - reportedly via Somaliland to the UAE - while the UAE formally withdrew its remaining forces from Yemen entirely.

This episode matters far beyond Yemen's borders for three reasons. First, it confirms Saudi Arabia has decisively repositioned itself as the principal - arguably sole - external security guarantor of the Yemeni government, a role it had previously shared uneasily with the UAE. Second, it exposes a genuine and significant rupture in Saudi-Emirati strategic alignment, two states that are framed internationally as a unified "Gulf bloc" but that, in practice, have been running parallel and sometimes contradictory Yemen policies for years. Third, it removes - at least for now - the secessionist variable that many analysts viewed as the second-most-likely trigger for renewed full-scale civil war, even as STC structures and grievances persist on the ground and government forces have used force against pro-STC protests in Aden and Mukalla in subsequent months.

The Government in Aden: Consolidation Without Capacity

The PLC under Rashad al-Alimi now finds itself, on paper, stronger than at any point since 2022 - having absorbed the STC's territory and forces, with Saudi Arabia firmly established as its "principal sponsor and security partner." But analysts continue to describe the PLC as structurally fractured, and the harder test - actually integrating disparate armed factions including the National Resistance Forces into a unified national military - has barely begun.

The government's authority remains thin on the ground in parts of the south. Pro-STC demonstrations have continued in Aden and Mukalla, and government-aligned forces have responded with lethal force on at least two documented occasions in early 2026, drawing direct criticism from Human Rights Watch for excessive force and arbitrary detention of protesters. This is the paradox of the post-STC order: Riyadh has eliminated a rival power center, but has not yet built a government capable of governing the territory it formally controls.

The Diplomatic Track: Cautious, Fragile Momentum

Underneath the military picture, 2026 has also produced the most tangible diplomatic movement Yemen has seen in years. A US-Houthi ceasefire, brokered by Oman and effective from May 6, ended the intense American bombing campaign that had run since mid-March. Conflict-related detainee negotiations under the Stockholm Agreement framework resumed in December 2025 and continued in Amman through the spring. In a genuinely significant development, roughly 1,600 long-held Yemeni war prisoners were released in mid-2026, generating what UN Special Envoy Hans Grundberg called fresh momentum, compounded further by the broader US-Iran de-escalation track that followed the February 2026 conflict.

Grundberg has structured his renewed push for an inclusive political process around three guiding principles: that any process must reflect Yemen's current, more complex reality rather than relying on outdated 2015-era assumptions; that Yemen's political, economic, and security tracks must be negotiated simultaneously rather than sequentially; and that the process must be genuinely Yemeni-owned even as it requires sustained regional and international buy-in. His shuttle diplomacy has taken him to Moscow, Washington, and Riyadh in recent months - itself a signal of how many external capitals now consider themselves stakeholders in Yemen's outcome.

Yet Grundberg's own language has been carefully unsentimental. "What Yemen has now is not peace," he told the Security Council, pointing to continued mistrust between the parties, reports that some factions are still actively preparing for renewed war, and an economy on the verge of collapse. That sober assessment is the most accurate one-line summary of Yemen's strategic condition available today.

Strategic Analysis

Yemen as a Geographic Force Multiplier

Strip away the politics for a moment and look purely at the map. Yemen controls the eastern shore of the Bab al-Mandab Strait, the narrow chokepoint connecting the Red Sea to the Gulf of Aden and onward to the Indian Ocean. Roughly twelve percent of global trade volume has historically transited this corridor, including a substantial share of containerized goods moving between Asia and Europe, and significant energy flows from Gulf producers toward Western markets. Whoever controls Yemen's western coastline controls a lever that can be pulled to impose costs on the entire global trading system without needing a navy capable of contesting open water - a classic example of what military strategists call "sea denial" achieved through asymmetric, land-based missile and drone capability rather than a conventional fleet.

This is precisely the capability the Houthis have built and demonstrated since late 2023. They do not need to sink every ship; they only need to make insurance underwriters and shipping conglomerates believe that any given transit carries elevated risk. That perception alone has been sufficient to push a meaningful share of Asia-Europe container traffic around the Cape of Good Hope - adding roughly ten to fourteen days and significant fuel costs to each voyage - even during periods when actual attack frequency has been low. Sea traffic through the Red Sea has not recovered to pre-2023 levels, and some shipping lines have continued avoiding the route even amid the broader 2026 Israel-US-Iran conflict, reflecting how durably the Houthis have damaged confidence in the corridor's security.

Iran's Calculated Use of an Expendable Proxy

From Tehran's perspective, Yemen offers something none of its other regional proxies can fully replicate: deniability combined with reach. Hezbollah is geographically constrained and has absorbed devastating losses from Israeli operations against its senior leadership. Iraqi militias operate under closer scrutiny given the US troop presence nearby. The Houthis, by contrast, sit at the edge of the Arabian Peninsula, beyond easy reach of a sustained Israeli ground or even consistent air campaign, while still possessing the missile and drone range to strike both Israeli territory and shipping lanes vital to the global economy.

This is precisely why Iran has been willing to absorb the political cost of the Houthis activating against Israel even while broader Tehran-Washington de-escalation talks are underway - it is a controllable pressure valve that can be opened or closed with minimal direct exposure for the Iranian state itself, and one that has proven remarkably resilient to both Saudi airpower since 2015 and direct American strikes since 2025. The Houthi calculation, meanwhile, is not purely subordinate to Iran. The group has its own domestic legitimacy incentives - striking Israel plays well with a Yemeni public that has been saturated with Gaza-war imagery for over two years, giving al-Mashat and Abdul-Malik al-Houthi a populist justification independent of any direct Iranian instruction.

The Saudi Dilemma: Exit Fatigue Meets Renewed Entanglement

Saudi Arabia's trajectory in Yemen over the past three years has been a study in contradiction. Crown Prince Mohammed bin Salman has spent enormous political and financial capital trying to extract the kingdom from a war that has cost an estimated $265 billion and consistently undermined the investor confidence central to Vision 2030. Riyadh pursued direct backchannel diplomacy with the Houthis through 2023, hosted Houthi delegations, and worked to position itself as a facilitator rather than a combatant.

Yet 2026 has forced Saudi Arabia back into a far more direct and assertive military and political role than it had hoped to play - first through the December 2025-January 2026 intervention against the STC, and now through its central position as the primary backer of a PLC government still working to consolidate authority. The kingdom's core strategic interest has not changed: it wants a stable, non-hostile southern border that does not host missile and drone platforms capable of striking Saudi territory, and it wants an end to a war that has become a permanent drag on its broader economic transformation agenda. What has changed is Riyadh's apparent recognition that achieving that outcome now requires more direct intervention against its own erstwhile allies, not less.

The UAE's Quiet Recalibration

The UAE's full withdrawal from Yemen in January 2026, following the collapsed STC gambit, marks the formal end of an eight-year Emirati strategy built around cultivating southern separatism as a hedge against both Houthi expansion and excessive Saudi dominance of the post-war order. Abu Dhabi's calculation appears to have shifted toward accepting that an independent or autonomous south was never going to be tolerated by Riyadh, and that continued investment in the STC risked a far more damaging open rupture with Saudi Arabia than the marginal benefits of a southern client were worth. This recalibration likely reflects the UAE's broader regional posture of prioritizing economic and diplomatic flexibility - including its own engagement with Israel under the Abraham Accords framework and its careful balancing act with Iran - over open-ended military entanglement in a conflict with diminishing returns.

The United States: Transactional Engagement, Not Resolution

Washington's Yemen policy under the Trump administration has been characterized by sharp, reactive military escalation followed by equally sharp disengagement once core American interests - specifically, the safety of US naval and commercial shipping - were addressed. The March-May 2025 bombing campaign, redesignation of the Houthis as a Foreign Terrorist Organization, and subsequent Oman-brokered ceasefire reflect a transactional logic: protect American assets, then exit. Notably, the May 2025 deal did not require the Houthis to halt attacks on Israel, a detail that drew criticism but that aligns with the administration's narrower framing of US interests in Yemen.

This pattern has continued into 2026. The administration has supported sunsetting UN mechanisms like UNMHA, arguing such mission have "outlived their usefulness," while simultaneously authorizing the military to repurpose intercepted Houthi-bound weapons shipments for its own drawdown purposes under the 2026 National Defense Authorization Act. The consistent thread is a US posture focused on threat suppression and resource denial rather than sustained investment in Yemen's underlying political settlement - leaving the harder diplomatic lifting disproportionately to the UN, Oman, and Saudi Arabia.

China's Quiet but Consequential Footprint

China's role in Yemen is rarely framed in dramatic terms, but it is structurally significant. Beyond brokering the 2023 Iran-Saudi rapprochement that initially constrained Iranian arms flows to the Houthis, Chinese-origin dual-use goods have continued reaching Houthi-controlled territory in volumes serious enough that US officials told the Security Council in 2026 that more than 70 percent of prohibited or restricted dual-use items intercepted under UN verification mechanisms between January 2025 and April 2026 originated in China. Whether this reflects deliberate state policy, weak export enforcement, or private commercial networks operating with limited oversight is genuinely contested - but the practical effect is the same: a steady trickle of components sustaining Houthi missile and drone production capacity, even amid official Chinese rhetoric supporting Yemeni stability and freedom of navigation.

Global Impact

Maritime Trade and the Reordering of Global Shipping

The most immediate and measurable global consequence of Yemen's instability has been the structural disruption of Red Sea shipping patterns. Major container lines diverted significant volumes around the Cape of Good Hope from late 2023 onward, and that diversion has proven stickier than many analysts initially expected - sea traffic through the Red Sea still has not recovered to pre-2023 levels even amid periods of relative Houthi quiet. This has compounded shipping costs, lengthened delivery timelines for goods moving between Asian manufacturing hubs and European consumer markets, and forced energy companies to periodically pause transits altogether during acute escalation periods.

For India specifically, this matters directly. A significant share of Indian trade with Europe and the Mediterranean transits via the Suez-Red Sea corridor; sustained disruption raises freight costs for Indian exporters and importers alike and adds strategic weight to New Delhi's parallel investment in alternative connectivity corridors, including its participation in the International North-South Transport Corridor and growing interest in the India-Middle East-Europe Economic Corridor framework discussed alongside the G20.

Energy Security Implications

While Yemen itself is not a major energy producer, its coastline borders the approach routes to both the Suez Canal and the Strait of Hormuz region's broader maritime architecture. Sustained Houthi disruption capability raises the specter - explicitly flagged by UN officials - of Yemen's waters becoming "another commercial shipping chokehold, akin to Iran's strategy in the Strait of Hormuz," effectively giving Tehran's regional network two pressure points rather than one through which to threaten global energy and trade flows simultaneously during periods of acute crisis.

Humanitarian Catastrophe as Geopolitical Liability

Yemen's humanitarian crisis is not a side effect of the geopolitical contest - it has become a strategic factor in its own right. More than 18 million Yemenis, over half the population, are now acutely hungry, with over 2.2 million children under five acutely malnourished. The 2026 Humanitarian Needs and Response Plan calls for $2.16 billion, yet Yemen's 2025 appeal was funded at only 29 percent, forcing systematic cuts to life-saving programs precisely as needs intensified. This is a crisis any external actor seeking influence in Yemen must eventually reckon with, and it provides Houthi authorities a recurring tool of leverage - controlling access to a starving population gives them negotiating weight disproportionate to their formal diplomatic standing.

Precedent for Asymmetric Maritime Warfare

Perhaps the most underappreciated global implication of the Yemen conflict is doctrinal. The Houthis have demonstrated, in real time, that a non-state actor with limited resources can impose meaningful costs on global trade using relatively low-cost missile, drone, and naval mine technology against a chokepoint, without needing to defeat any conventional navy in open battle. This is now studied seriously by naval planners worldwide - including in the Indo-Pacific, where the same logic applies with even greater force to scenarios involving the Strait of Malacca, the South China Sea, and the Taiwan Strait. China's own People's Liberation Army Navy doctrine around anti-access/area-denial draws on related principles; Yemen has become an unintended live-fire laboratory for how such strategies perform against a determined international naval response.

Risk Assessment

High-Probability Risks (12-18 Month Horizon)

Renewed Houthi-Israel exchanges: Given the precedent set in March 2026 and the group's demonstrated willingness to activate in solidarity with Iran or Gaza-linked triggers, further Houthi missile or drone strikes on Israel remain highly likely if regional tensions resurge, with corresponding Israeli retaliatory strikes on Hodeidah port, Sana'a airport, or power infrastructure.
Continued humanitarian deterioration: With funding chronically short and WFP operations curtailed across Houthi territory, further deterioration in malnutrition indicators is near-certain absent a dramatic funding and access breakthrough.
Localized southern instability: Pro-STC sentiment in Aden, Mukalla, and surrounding governorates has not disappeared simply because the STC's leadership was expelled. Further protests, and further heavy-handed government responses, are likely.

Moderate-Probability Risks

Resumption of Red Sea shipping attacks: Should the Gaza ceasefire collapse or the broader Iran-Israel-US confrontation reignite, the Houthis have signaled clear intent to resume attacks on commercial shipping, a capability they have paused but never relinquished.
Stalled detainee and political negotiations: The Amman talks and prisoner releases represent genuine progress, but the underlying mistrust Grundberg describes - including reports that factions are still preparing for war - means formal political negotiations could stall or collapse without warning.
UN operational withdrawal: Continued Houthi detention of UN personnel and obstruction of humanitarian access could trigger further agency withdrawals beyond WFP, deepening the access vacuum in northern Yemen.

Lower-Probability but High-Impact Risks

Full collapse of the north-south truce: A return to direct large-scale Houthi-versus-PLC ground combat would represent a genuine rupture of the de facto ceasefire that has held in various forms since April 2022 - possible but currently contradicted by the interests of all major external patrons, none of whom want to fund renewed full-scale war.
Saudi-UAE open rupture: While the STC episode exposed real friction, both kingdoms have far greater shared interests - regional stability, economic diversification, and counterbalancing Iran - than the Yemen file alone would suggest is worth jeopardizing through open confrontation.
AQAP resurgence: Al-Qaeda in the Arabian Peninsula has shown renewed activity amid the broader chaos and reduced counterterrorism focus from external actors distracted by the Houthi-Israel-Iran dimension; a security vacuum in contested areas could allow further entrenchment.

Future Scenarios

Scenario Analysis - the following projections are illustrative simulations based on current trajectories, not confirmed events.

Scenario One: Managed Fragmentation (Most Likely)

Yemen continues as a de facto partitioned state for the foreseeable future - Houthi north, Saudi-backed government south - with the current uneasy truce holding in fits and starts. Periodic Houthi-Israel exchanges occur whenever regional tensions spike, met by proportionate Israeli retaliation, without escalating into full reconquest attempts on either side. Diplomatic talks under Grundberg continue incrementally, producing further detainee exchanges and possibly a renewed economic and salary-payment framework, but no comprehensive political settlement materializes within the next two years. This scenario essentially extends the post-2022 status quo indefinitely, with Yemen remaining a persistent but contained source of regional friction.

Scenario Two: Regional Conflagration Spillover

Should the broader Iran-Israel-US confrontation reignite at scale - whether through renewed strikes on Iranian nuclear or military infrastructure, or a collapse of the current de-escalation track - the Houthis activate fully as Iran's forward platform, resuming sustained attacks on both Israel and Red Sea shipping simultaneously. This would likely trigger a renewed, larger-scale US and Israeli air campaign against Houthi infrastructure, push global shipping insurance costs sharply upward, and risk drawing Saudi Arabia and the UAE - despite their reluctance - into providing at least logistical or basing support to US operations, reigniting the very entanglement both kingdoms have spent years trying to exit.

Scenario Three: Negotiated De-Escalation Breakthrough

Building on the May 2026 US-Houthi ceasefire, the prisoner releases, and the broader Iran-US diplomatic track, a more durable Saudi-Houthi bilateral framework emerges - addressing border security, reconstruction financing, and a phased normalization of north-south economic relations, even without full Houthi disarmament. This would not resolve Yemen's internal political legitimacy questions but could meaningfully reduce both humanitarian suffering and external escalation risk. Given Saudi Arabia's demonstrated economic incentive to exit the conflict and the genuine diplomatic momentum visible in 2026, this scenario is plausible but contingent on Iran's continued willingness to restrain - not just pause - Houthi external operations.

Scenario Four: Southern Re-Fragmentation

Continued government mishandling of pro-STC sentiment in Aden and the eastern governorates - particularly further use of lethal force against protesters - triggers a renewed, more diffuse southern uprising, this time without unified STC leadership but potentially more difficult to suppress precisely because it lacks a single addressable command structure. Saudi Arabia would face the uncomfortable choice of deeper direct military administration of southern Yemen or risking a second secessionist wave, this time without UAE backing to negotiate against.

Intelligence Forecast

Based on current trajectories, Global Chanakya's assessment for the next twelve to eighteen months centers on five core judgments:

First, the Houthi movement will remain functionally undefeated and increasingly normalized as a permanent regional security variable rather than a temporary insurgency awaiting resolution. Neither Saudi airpower since 2015 nor American strikes since 2025 have meaningfully degraded its core missile and drone capability or its political control over northern Yemen.

Second, Saudi Arabia's direct military and political re-engagement, triggered by the STC collapse, is likely to deepen rather than reverse in the near term, as Riyadh works to consolidate a PLC government that currently lacks the institutional capacity to govern independently of Saudi backing.

Third, the Red Sea will remain a contested, elevated-risk corridor for global shipping for the foreseeable future, with traffic volumes unlikely to return to pre-2023 levels even during quiet periods, given the persistent underlying capability - not just intent - that the Houthis have demonstrated.

Fourth, the humanitarian crisis will continue to deteriorate on its current trajectory absent a dramatic funding and access breakthrough, and will increasingly function as a Houthi leverage tool in any political negotiation rather than purely a tragedy requiring outside intervention.

Fifth, Yemen's trajectory will remain tightly coupled to the broader Iran-Israel-US relationship rather than driven primarily by its own internal dynamics - meaning the single most important variable to watch is not anything happening inside Yemen itself, but the state of negotiations and tensions between Tehran, Washington, and Jerusalem.

Final Strategic Takeaway

Yemen has spent over a decade being misread by the outside world - first as a simple proxy battlefield between Saudi Arabia and Iran, then as a humanitarian catastrophe demanding aid rather than analysis, and more recently as a shipping-lane nuisance to be managed through periodic airstrikes. Each of these framings captured something real and missed the larger picture.

What Yemen actually represents in 2026 is a live demonstration of a new kind of strategic geography - one where a fractured, impoverished state with no functioning central government can nonetheless impose costs on the global economy, host a forward-deployed proxy force capable of striking a nuclear-armed regional power, and force three Gulf monarchies, two global superpowers, and the United Nations Security Council into sustained, anxious engagement. Population size and GDP no longer determine strategic relevance the way they once did. Geography, asymmetric capability, and the willingness to absorb punishment without collapsing now matter just as much.

The lesson radiating outward from Yemen is uncomfortable but increasingly undeniable: in the contemporary security environment, a determined non-state actor sitting on the right strip of coastline can hold more leverage over the global trading system than most mid-sized states possess through conventional means.

For India, the Gulf states, and the wider Indo-Pacific trading community, the message is clear. Yemen is not a problem that will resolve itself through patience, nor one that can be permanently solved through airpower. It requires sustained, multilateral, economically serious engagement - the kind that addresses Saudi Arabia's genuine desire to exit, the Houthis' entrenched governance reality, the south's unresolved political identity, and Iran's calculated use of Yemeni territory as a regional pressure valve, simultaneously rather than sequentially, exactly as Special Envoy Grundberg has argued. Until that happens, Yemen will remain what it has become: not a forgotten war, but a strategic chokehold the world cannot afford to ignore.
