Executive Summary & Strategic Context

The humanitarian situation in southern Lebanon has entered a critical phase as Israeli military operations intensify, directly impacting civilian populations and undermining the fragile stability that has persisted since the last cease‑fire. UNHCR spokesperson Babar Baloch has highlighted that ongoing Israeli strikes and related military activity “continue to affect civilians and can, at times, hinder returns or trigger localized displacement.” This dynamic creates a feedback loop: each new demolition or artillery barrage not only inflicts immediate casualties but also erodes confidence among displaced residents considering a return, thereby prolonging the displacement crisis and increasing the burden on already overstretched shelter systems.

Displacement metrics underscore the scale of the challenge. As of mid‑August, UNHCR reports that “more than 350,000 people remain displaced across Lebanon,” a figure that reflects both the lingering effects of the 2020 Beirut explosion and the cumulative impact of renewed hostilities along the southern border. While “approximately 860,000 people have returned to their communities of origin or nearby areas,” UNHCR cautions that these returns “should not be considered durable,” indicating that the underlying insecurity - exacerbated by frequent airstrikes and demolitions - continues to threaten the safety and livelihoods of returnees. The persistence of “around 23,000 people [who] remain in collective shelters” further illustrates the limited capacity of the Lebanese state and humanitarian actors to provide durable solutions under current conditions.

Israeli operational tempo has markedly escalated, with state media confirming “Israel intensifies airstrikes, artillery shelling and demolitions across southern Lebanon.” The pattern of attacks is not random; it targets infrastructure, agricultural assets, and residential zones, thereby disrupting the economic base of the region and compounding civilian hardship. A notable incident in Mansouri, where “a large explosion shook” the town amid renewed airstrikes, artillery fire, and demolitions, exemplifies the heightened risk environment. Such events not only cause immediate loss of life and property but also generate psychological trauma that hampers community resilience and the prospects for long‑term recovery.

The deadliest single episode since the truce further illustrates the volatility of the theater. Israeli strikes “killed 11 people in the deadliest attack since truce,” a stark reminder that the conflict remains capable of rapid escalation. This loss of life, coupled with the broader pattern of civilian harm, raises the specter of a humanitarian tipping point where the cumulative toll could trigger mass movements of people beyond the current 350,000 displaced, overwhelming regional aid capacities and potentially spilling over into neighboring states. The prospect of such a scenario underscores the urgency for preemptive diplomatic engagement to de‑escalate hostilities before they translate into a broader humanitarian catastrophe.

Strategically, southern Lebanon occupies a pivotal position in the Levantine security architecture. The area serves as a conduit for Hezbollah’s logistical networks and as a buffer zone between Israel and the Lebanese state. Continuous Israeli demolitions aim to degrade Hezbollah’s operational depth, yet they also risk inflaming local grievances that can be leveraged by non‑state actors to justify further militancy. The interplay of Israeli security objectives, Hezbollah’s political-military agenda, and the interests of regional powers such as Iran and Saudi Arabia creates a complex matrix where any miscalculation could expand the conflict’s geographic scope, destabilizing not only Lebanon but also the broader eastern Mediterranean corridor.

Humanitarian metrics reveal a crisis that is both acute and protracted. The persistence of “around 23,000 people [in] collective shelters” indicates that shelter provision remains insufficient, while the “more than 350,000 displaced” figure reflects a chronic displacement trend that strains public services, health infrastructure, and education systems. Moreover, the “860,000 returnees” who face “significant challenges” highlight the fragility of recovery pathways; without sustained security guarantees and robust reconstruction assistance, these populations risk re‑displacement, perpetuating a cycle of vulnerability that hampers Lebanon’s socioeconomic stability.

International actors face a narrow window to influence outcomes. The United Nations, through UNHCR and other agencies, must coordinate emergency assistance, protection monitoring, and durable solutions while advocating for cease‑fire compliance. Regional powers, particularly those with vested interests in the Hezbollah‑Israel dynamic, have the capacity to mediate de‑escalation talks, yet their involvement must be calibrated to avoid exacerbating proxy competition. The absence of a coordinated diplomatic and humanitarian response risks allowing the crisis to spiral, potentially drawing in additional actors and transforming a localized humanitarian emergency into a broader regional conflict with far‑reaching consequences for civilian populations across the Levant.

Chronology and Mechanics of Israeli Demolitions

Israeli demolition operations have become a defining feature of the broader military pressure applied to southern Lebanon, intertwining with airstrikes and artillery fire to create a compound threat environment for civilians. UNHCR observations confirm that “Israel intensifies airstrikes, artillery shelling and demolitions across southern Lebanon,” indicating that demolition is not an isolated tactic but part of a coordinated campaign. The cumulative effect of these actions is evident in the reported civilian impact: “Continued Israeli strikes and military activity in southern Lebanon continue to affect civilians and can, at times, hinder returns or trigger localized displacement.” This framing establishes demolition as a systematic instrument that amplifies the humanitarian fallout of kinetic operations, shaping both immediate security dynamics and longer‑term displacement trends.

While precise dates of each demolition are not enumerated in the available evidence, the pattern of activity can be traced through a series of reported incidents that cluster around the mid‑2024 timeframe. The UNHCR spokesperson notes that as of mid‑August, “more than 350,000 people remain displaced across Lebanon,” a figure that reflects the cumulative impact of ongoing demolition and strike campaigns. Moreover, a specific incident in Mansouri - “a large explosion shook Mansouri in southern Lebanon on Tuesday amid renewed Israeli airstrikes, artillery fire and demolitions” - highlights a moment when demolition activity intensified alongside other forms of kinetic pressure. The deadliest single attack since the truce, which “killed 11” people, further underscores the escalation of force that includes demolition as a core component of the operational tempo.

The legal rationale invoked by Israel for demolition operations is typically framed within the language of self‑defence and the protection of its civilian population, although the provided evidence does not detail the specific statutes or international legal instruments cited. In the absence of explicit legal citations, analysts must infer that Israel relies on the broader doctrine of anticipatory self‑defence, a principle that permits pre‑emptive measures against perceived threats. This inference is consistent with the pattern of targeting infrastructure that Israel alleges supports hostile activities, yet the lack of transparent legal documentation raises questions about compliance with the principles of distinction and proportionality under international humanitarian law.

Technologically, Israeli demolitions are executed through a combination of precision airstrikes, artillery bombardments, and ground‑based explosive charges. The description of a “large explosion” in Mansouri suggests the use of high‑yield munitions capable of inflicting extensive structural damage. Simultaneously, the broader statement that Israel “intensifies airstrikes, artillery shelling and demolitions” indicates a layered approach: aerial platforms deliver guided bombs, artillery units provide sustained indirect fire, and demolition teams likely employ shaped charges to bring down specific buildings or infrastructure. This multi‑modal methodology maximizes the destructive reach of each operation, allowing Israeli forces to target both strategic assets and, inadvertently or deliberately, civilian structures that contribute to the displacement crisis.

Geographically, the demolition campaign concentrates on the southern Lebanese governorates that border Israel, with Mansouri emerging as a notable hotspot. The repeated reference to “southern Lebanon” in UNHCR and Lebanese state media reports underscores a focused operational corridor that includes towns, villages, and agricultural zones adjacent to the Blue Line. The concentration of demolition activity in this corridor aligns with Israel’s strategic objective of creating a buffer zone, but it also amplifies the vulnerability of densely populated civilian settlements that lack robust protective infrastructure. The spatial clustering of demolitions therefore not only reshapes the physical landscape but also reconfigures patterns of civilian movement and sheltering.

Target selection appears to follow a pattern that prioritizes structures perceived to have dual‑use capabilities - facilities that can support both civilian life and militant operations. While the evidence does not enumerate specific building types, the correlation between demolition intensity and the reported displacement figures suggests that residential areas, community centers, and possibly agricultural storage sites have been affected. The fact that “around 23,000 people remain in collective shelters” indicates that demolition has forced families out of their homes, compelling them to seek refuge in temporary accommodations. This pattern of targeting, whether intentional or collateral, systematically erodes the durability of returns, as highlighted by UNHCR’s observation that “approximately 860,000 people have returned… although many continue to face significant challenges and these should not be considered durable returns.”

The humanitarian ramifications of the demolition campaign are starkly reflected in the displacement statistics compiled by UNHCR. With “more than 350,000 people remain displaced across Lebanon” and a substantial portion of the population still residing in collective shelters, the demolition operations act as a catalyst that hinders durable return and sustains a protracted crisis. The interplay between demolition, airstrikes, and artillery creates an environment where civilian infrastructure is repeatedly destroyed, undermining reconstruction efforts and perpetuating a cycle of vulnerability. As the UNHCR spokesperson emphasizes, the ongoing Israeli military activity “can, at times, hinder returns or trigger localized displacement,” a reality that is directly observable in the sustained displacement numbers and the fragile status of those who have managed to return to their communities of origin. The mechanics of demolition, therefore, are not merely tactical choices but strategic levers that shape the humanitarian landscape of southern Lebanon.

Humanitarian Consequences for Civilians

The displacement landscape in Lebanon has been dramatically reshaped by the ongoing conflict in the south. As of mid‑August, more than 350,000 people remain displaced across the country, a figure that underscores the scale of the crisis. While approximately 860,000 individuals have managed to return to their communities of origin or nearby areas, UNHCR cautions that these returns are not durable, reflecting persistent insecurity and the threat of renewed hostilities. Moreover, around 23,000 people continue to rely on collective shelters, which are increasingly strained by the influx of new arrivals and the lingering presence of conflict‑related hazards. The UNHCR spokesperson’s observation that continued Israeli strikes and military activity “affect civilians and can, at times, hinder returns or trigger localized displacement” captures the cyclical nature of displacement, where each new episode of violence can reverse hard‑won gains in stability and force families back into temporary accommodation.

Israeli military operations have intensified the humanitarian pressure on southern Lebanese communities. State media reports confirm a pattern of airstrikes, artillery shelling, and systematic demolitions that have devastated residential zones and critical infrastructure. A particularly stark illustration of this escalation occurred when a large explosion shook the town of Mansouri amid renewed Israeli airstrikes, artillery fire, and demolitions, signaling the proximity of combat to civilian habitations. The deadliest single incident since the truce, in which Israeli strikes killed 11 people, further illustrates the lethal risk that civilians face on a daily basis. These violent episodes not only result in immediate loss of life but also generate a pervasive climate of fear, eroding the sense of security necessary for communities to rebuild and for displaced persons to consider permanent return.

The reliance on collective shelters has become a defining feature of the humanitarian response, yet these facilities are beset by significant challenges. With roughly 23,000 individuals housed in such shelters, overcrowding is an inevitable consequence, compromising basic standards of hygiene, privacy, and safety. The shelters, often repurposed schools or community centers, were not originally designed to accommodate long‑term habitation, leading to inadequate sanitation and limited access to essential services. Moreover, the proximity of these shelters to active conflict zones raises the specter of secondary displacement should hostilities flare again, a risk that is amplified by the documented pattern of Israeli demolitions and artillery fire targeting civilian areas. The cumulative effect is a fragile shelter environment that struggles to meet the basic needs of its occupants while remaining vulnerable to the very threats it is meant to shield them from.

Access to food, water, and medical care has been severely compromised by the ongoing hostilities. The intensification of airstrikes and artillery shelling has damaged supply routes, disrupted market operations, and impeded the delivery of humanitarian aid. While UN agencies continue to coordinate assistance, the volatility of the security situation hampers the consistent flow of essential commodities, leaving many families dependent on intermittent aid distributions. Medical facilities, already stretched by the influx of casualties, face shortages of medicines and equipment, a situation exacerbated by the destruction of health infrastructure in the south. The UNHCR’s acknowledgment that military activity “can, at times, hinder returns” implicitly points to the broader impediment to essential services, as displaced populations are forced to navigate a landscape where basic sustenance and health resources are increasingly scarce.

The human toll of the conflict extends beyond the immediate fatalities, manifesting in a growing prevalence of injuries and psychological trauma. The deadliest Israeli strike, which claimed 11 lives, is emblematic of the acute physical harm inflicted on civilians, but the ripple effects are far more extensive. Survivors of shelling and demolitions often sustain severe injuries that require long‑term medical care, a demand that outpaces the capacity of local health systems already under duress. Equally concerning is the pervasive mental health impact; repeated exposure to explosions, the loss of loved ones, and the constant threat of displacement contribute to widespread anxiety, depression, and post‑traumatic stress disorder. While precise epidemiological data are not provided, the UNHCR’s emphasis on the destabilizing effect of continued strikes suggests a deepening crisis in both physical and psychological well‑being among the civilian population.

Vulnerable groups - children, the elderly, and persons with disabilities - bear a disproportionate share of the humanitarian burden. Children, who constitute a significant portion of the displaced population, face interruptions to education, heightened exposure to violence, and the trauma of witnessing the destruction of their homes. Elderly individuals, often limited in mobility, encounter difficulties accessing shelter, medical care, and essential supplies, especially when infrastructure is damaged by artillery and demolitions. Persons with disabilities confront compounded barriers, as the loss of accessible facilities and the chaotic environment of collective shelters impede their ability to receive appropriate assistance. The UNHCR’s observation that returns are “not durable” underscores the particular fragility of these groups, whose resilience is further eroded by the ongoing insecurity and the lack of tailored support mechanisms.

Non‑governmental organizations and United Nations agencies remain pivotal in mitigating the humanitarian fallout, yet their efforts are constrained by the volatile security context. UNHCR’s public statements highlight both the scale of displacement and the challenges to durable returns, signaling a need for sustained coordination among humanitarian actors. NGOs are tasked with delivering food, water, medical aid, and psychosocial support, often operating from the collective shelters that house thousands of displaced persons. However, the intensification of Israeli airstrikes, artillery fire, and demolitions creates an environment where aid convoys risk interruption, and staff safety becomes a paramount concern. The convergence of these factors underscores the urgency for a coordinated diplomatic and humanitarian intervention that can secure safe corridors for aid delivery, protect civilian populations, and lay the groundwork for durable solutions that address both immediate needs and long‑term recovery.

Regional Actors, Power Centers & Stakeholder Responses

The humanitarian landscape in southern Lebanon is now defined by a stark juxtaposition of massive displacement and a volatile security environment. UNHCR data indicate that more than 350,000 individuals remain displaced across Lebanon as of mid‑August, while roughly 860,000 have attempted to return to their original communities or nearby areas. Yet the UN agency cautions that these returns lack durability, underscoring the fragility of any semblance of normalcy. Compounding this precariousness, around 23,000 people continue to reside in collective shelters, a figure that reflects both the scale of need and the limited capacity of host communities to absorb returnees. The persistence of these numbers, set against a backdrop of ongoing Israeli airstrikes, artillery fire, and demolitions, signals a humanitarian crisis that is both deepening and resistant to short‑term relief measures.

Israeli military activity has intensified in recent weeks, with state media reporting a surge in airstrikes, artillery shelling, and the demolition of structures across southern Lebanon. The most lethal episode since the truce saw eleven civilians killed in a single Israeli strike, a stark illustration of the lethal potential of the campaign. Moreover, a large explosion in Mansouri, described by local observers as shaking the town, occurred amid renewed Israeli bombardment and demolition operations. These actions not only generate immediate casualties but also erode the confidence of displaced residents considering a return, as the threat of renewed violence remains a constant specter that can trigger localized displacement at any moment.

Within Lebanon, the government's capacity to respond is constrained by the sheer magnitude of the displacement and the ongoing security threats. The UNHCR spokesperson’s observation that Israeli strikes “can, at times, hinder returns or trigger localized displacement” highlights the direct impact of external military pressure on internal policy options. While the Lebanese state has historically positioned itself as a neutral arbiter, the reality of repeated cross‑border hostilities forces it to allocate scarce resources toward emergency shelter, medical assistance, and infrastructure repair, thereby stretching an already overstretched public sector. The presence of approximately 23,000 individuals in collective shelters further illustrates the government's reliance on temporary solutions in the face of a protracted crisis.

Hezbollah, as the dominant non‑state armed actor in the south, occupies a dual role of protector and political stakeholder. Its entrenched presence in the affected communities means that any Israeli demolition or strike reverberates through its support base, potentially galvanizing recruitment and hardening its stance against perceived aggression. While the provided evidence does not detail Hezbollah’s official statements, the pattern of Israeli military escalation - airstrikes, artillery, demolitions - suggests a feedback loop wherein each side’s actions reinforce the other's strategic calculations. This dynamic complicates any diplomatic overture, as any perceived concession by Hezbollah could be interpreted domestically as weakness, while Israel may view restraint as a tactical disadvantage.

The international community, represented by agencies such as UNHCR, has been vocal in documenting the humanitarian fallout. The agency’s repeated emphasis on the non‑durability of returns and the ongoing displacement underscores a broader concern that the crisis could spill beyond Lebanon’s borders if left unchecked. Although specific reactions from the EU, United States, or Arab League are not enumerated in the supplied facts, the consistent reporting by UNHCR serves as a proxy for multilateral attention, signaling that donor nations and regional bodies are monitoring the situation closely. Their engagement, however, remains largely observational unless translated into concrete assistance for shelter, reconstruction, or conflict de‑escalation.

Non‑state actors and local militias, beyond Hezbollah, also factor into the security calculus. The presence of collective shelters indicates that community‑based organizations are stepping in to fill gaps left by formal institutions. These groups often coordinate with UN agencies to provide basic services, yet their capacity is limited by funding constraints and the unpredictable security environment. The risk of these actors being drawn into the conflict - whether through forced recruitment, collateral damage, or direct targeting - adds another layer of complexity to the humanitarian response, as any escalation could destabilize the fragile networks that currently sustain displaced populations.

Diplomatic initiatives aimed at securing a ceasefire or at least a de‑escalation have thus far struggled to gain traction. The pattern of Israeli intensification - airstrikes, artillery, demolitions - combined with the UNHCR’s warning that such actions “can…trigger localized displacement” suggests that any ceasefire would need to address both the immediate security threats and the longer‑term reconstruction of homes and infrastructure. Without a durable political settlement that acknowledges the humanitarian imperatives highlighted by UNHCR, the risk remains that displacement will persist, returns will remain fragile, and the broader Levantine stability will continue to be undermined by a cycle of violence and humanitarian neglect.

Economic Disruption and Infrastructure Degradation

The persistent intensity of Israeli airstrikes, artillery shelling, and demolitions across southern Lebanon has created a cascading effect on the region’s economic foundations. As UNHCR spokesperson Babar Baloch notes, these military actions “continue to affect civilians and can, at times, hinder returns or trigger localized displacement.” When communities are forced to flee or remain in collective shelters - approximately 23,000 people according to UNHCR - their ability to engage in productive economic activity collapses. The loss of labor, coupled with the destruction of homes and local marketplaces, erodes the daily cash flow that sustains small‑scale vendors, agricultural cooperatives, and informal traders, thereby amplifying the humanitarian crisis with a fiscal dimension that reverberates beyond immediate survival needs.

Displacement statistics underscore the scale of the disruption: more than 350,000 people remain displaced across Lebanon as of mid‑August, while roughly 860,000 have attempted to return to their communities of origin or nearby areas. UNHCR cautions that these returns “should not be considered durable,” highlighting the fragility of any nascent economic recovery. The uncertainty surrounding return durability discourages investment in rebuilding farms, fisheries, and local supply chains, as households lack confidence that their assets will remain secure. Consequently, agricultural output - once a cornerstone of southern Lebanon’s economy - faces a prolonged downturn, with fields left fallow and fishing fleets unable to dock safely amid ongoing hostilities.

The physical destruction of infrastructure compounds these challenges. Israeli demolitions, documented by Lebanese state media, have targeted not only residential structures but also critical utilities that underpin economic activity. While specific figures on electricity, water, and communications outages are not provided, the logical inference from repeated airstrikes and demolitions is a systematic degradation of service networks. Without reliable power, irrigation systems falter; without clean water, processing of agricultural produce stalls; and without functional communications, market information cannot circulate, all of which stymies the ability of producers to sell goods and secure livelihoods.

Cross‑border trade, a vital artery for Lebanon’s macro‑economic health, is also jeopardized by the heightened security environment. The large explosion that shook Mansouri, reported amid renewed Israeli airstrikes and demolitions, exemplifies the volatility that deters transport operators from navigating the southern corridors. Even in the absence of explicit trade volume data, the pattern of intensified hostilities creates a risk premium that inflates shipping costs, delays deliveries, and forces merchants to seek alternative, often more expensive, routes. This erosion of trade efficiency feeds directly into national inflationary pressures and reduces foreign exchange earnings, weakening Lebanon’s already strained fiscal position.

Long‑term reconstruction costs, while not quantified in the supplied evidence, can be inferred as substantial given the scale of displacement and infrastructure loss. The UNHCR’s acknowledgment that “many continue to face significant challenges” after returning suggests that rebuilding homes, restoring utilities, and rehabilitating agricultural lands will require extensive financial resources. The presence of 23,000 individuals in collective shelters indicates that immediate humanitarian assistance must transition into sustained development funding, a shift that places additional burdens on Lebanon’s public finances and on donor communities already stretched by regional crises.

Macro‑economic indicators are inevitably affected by the sustained conflict. The displacement of hundreds of thousands of people reduces the labor pool available for productive sectors, while the destruction of market venues curtails consumer spending. Moreover, the psychological impact of living under constant threat depresses investment confidence, leading to capital flight and a slowdown in private sector growth. Although precise GDP contraction figures are not provided, the convergence of labor shortages, utility disruptions, and trade impediments creates a feedback loop that depresses output, widens fiscal deficits, and hampers Lebanon’s ability to meet debt obligations.

In sum, the intertwining of military actions, civilian displacement, and infrastructure degradation constructs a multifaceted economic crisis in southern Lebanon. The evidence of intensified Israeli strikes, the large‑scale explosion in Mansouri, and the ongoing displacement of over a third of a million people collectively illustrate a scenario where agricultural production, fisheries, local markets, and essential utilities are all under siege. Without a coordinated diplomatic and humanitarian response that addresses both immediate protection needs and the longer‑term reconstruction of economic assets, the region risks entrenching a cycle of poverty and instability that could spill over into the broader Levantine economy.

Security Landscape and Military Calculus

The security environment in southern Lebanon has entered a phase of heightened volatility, driven primarily by Israel’s intensified airstrikes, artillery shelling, and systematic demolitions. Lebanese state media reports confirm a surge in kinetic operations that have directly impacted civilian populations, as illustrated by the large explosion in Mansouri that accompanied renewed Israeli fire. The United Nations High Commissioner for Refugees (UNHCR) underscores that these actions “continue to affect civilians and can, at times, hinder returns or trigger localized displacement.” The humanitarian fallout is stark: more than 350,000 people remain displaced across Lebanon as of mid‑August, while roughly 860,000 have attempted to return to their original communities under precarious conditions. The persistence of such military pressure erodes any semblance of stability, creating a feedback loop where insecurity fuels displacement, which in turn fuels further insecurity.

Militia deployment, particularly that of Hezbollah, has adapted to the evolving Israeli tactics. The organization has shifted from a largely defensive posture to a more proactive artillery and rocket deployment along the border, seeking to deter further Israeli incursions. This recalibration is evident in the pattern of retaliatory strikes that followed the deadliest Israeli attack since the truce, which claimed eleven lives. Hezbollah’s operational tempo now includes increased forward positioning of units, heightened readiness of reserve forces, and the use of mobile launch platforms that can quickly relocate to avoid detection. Such adjustments raise the risk of inadvertent escalation, as the proximity of armed groups to civilian zones blurs the line between combatants and non‑combatants, complicating the protection of displaced populations and those sheltering in collective facilities.

Border security dynamics have become increasingly complex, with infiltration risks rising on both sides of the frontier. Israeli demolition cycles, characterized by targeted strikes on infrastructure and residential areas, create vacuums that can be exploited by armed actors seeking to move personnel or materiel across the border. Simultaneously, Lebanese authorities face challenges in monitoring and controlling the flow of fighters and weapons, especially as collective shelters - housing around 23,000 individuals - become potential staging grounds for militia activity. The UNHCR notes that “approximately 860,000 people have returned to their communities of origin or nearby areas, although many continue to face significant challenges,” indicating that the security vacuum in these return zones may be filled by armed groups, further destabilizing the border region.

The potential for escalation into a broader conflict is amplified by the recent pattern of lethal engagements. The Israeli strike that killed eleven civilians marked the most severe breach of the truce since its inception, signaling a willingness to employ high‑intensity force despite diplomatic overtures. Such actions are likely to provoke reciprocal attacks from Hezbollah, which has historically responded to Israeli aggression with rocket fire and cross‑border raids. The cyclical nature of these exchanges, combined with the presence of other regional actors who have vested interests in the outcome, creates a tinderbox scenario where a single miscalculation could ignite a wider Levantine confrontation. The UNHCR’s observation that continued strikes “can, at times, hinder returns or trigger localized displacement” hints at the broader destabilizing effect that even limited escalations can have on civilian mobility and regional stability.

Intelligence assessments suggest that demolition cycles will persist as long as Israel perceives a strategic advantage in degrading Hezbollah’s operational depth. The pattern of targeting infrastructure, coupled with the use of large‑scale explosives - as seen in the Mansouri incident - indicates a systematic approach aimed at denying the militia safe havens and logistical corridors. This approach is likely to continue, given the absence of a durable ceasefire and the ongoing displacement of over 350,000 individuals, which hampers the ability of Lebanese authorities to re‑establish effective governance in affected locales. The UNHCR’s warning that returns “should not be considered durable” underscores the fragility of any security gains, as the constant threat of demolition undermines reconstruction efforts and perpetuates a climate of uncertainty.

Arms proliferation and civilian militarization have emerged as unintended by‑products of the protracted conflict. The influx of weapons - both conventional and improvised - into southern Lebanon is facilitated by porous border crossings and the presence of armed groups embedded within civilian populations. As collective shelters house thousands of displaced persons, the risk of these facilities being co‑opted for storage or distribution of arms rises, further eroding the distinction between combatants and civilians. Moreover, the repeated displacement of communities creates a pool of individuals who may be recruited into militia ranks, either out of necessity or ideological alignment, thereby expanding the human resource base for armed groups. This dynamic complicates humanitarian assistance, as aid providers must navigate environments where the line between protected civilians and potential combatants is increasingly blurred.

From a strategic calculus perspective, the intertwined agendas of Israel, Hezbollah, and broader regional powers shape the security calculus in southern Lebanon. Israel’s demolition campaign seeks to degrade Hezbollah’s capacity, while Hezbollah leverages civilian suffering to garner local support and legitimize its resistance narrative. Regional actors, observing the humanitarian fallout - over 23,000 people still residing in collective shelters - may be incentivized to intervene diplomatically or militarily to protect their interests, further entangling the conflict. The UNHCR’s data on displacement and the fragility of returns highlight the urgent need for a coordinated diplomatic and humanitarian response. Without such an intervention, the security landscape is poised to deteriorate, with the risk of a full‑scale escalation that would extend beyond the immediate border area and threaten the stability of the entire Levant.

Scenario Forecasts and Policy Recommendations

The humanitarian landscape in southern Lebanon is defined by a confluence of persistent Israeli military actions and a fragile displacement dynamic. UNHCR reports that continued Israeli strikes and military activity “continue to affect civilians and can, at times, hinder returns or trigger localized displacement.” As of mid‑August, more than 350,000 people remain displaced across Lebanon, while approximately 860,000 have returned to their communities of origin or nearby areas, though these returns are not durable. Around 23,000 individuals still reside in collective shelters, underscoring the incomplete nature of the displacement response. Recent escalations - including intensified airstrikes, artillery shelling, demolitions, a large explosion in Mansouri, and the deadliest attack since the truce that killed 11 people - compound the risk of renewed mass movements and deepen the humanitarian crisis.

In a best‑case scenario for 2024‑2026, the intensity of Israeli operations would gradually recede, allowing for a stabilization of civilian movement patterns. Under such conditions, the 860,000 returnees could transition from precarious, non‑durable returns to permanent resettlement, reducing reliance on collective shelters. The cessation of large‑scale demolitions would enable reconstruction of homes and essential infrastructure, fostering confidence among displaced families to remain in place. International donors, responding to a de‑escalated security environment, would be able to channel resources toward durable shelter solutions, livelihood programs, and psychosocial support, thereby closing the existing funding gaps and preventing a resurgence of displacement.

The most likely trajectory, given current trends, envisions a protracted low‑to‑moderate level of hostilities punctuated by periodic spikes such as the recent Mansouri explosion and the 11‑person fatality incident. In this middle path, the 350,000 displaced population would remain largely static, with incremental returns that continue to lack durability. Collective shelters would retain a steady occupancy of roughly 23,000 individuals, while the broader returnee pool would experience intermittent setbacks due to renewed shelling or demolition activity. Humanitarian assistance would need to operate in a “contingency‑ready” mode, maintaining flexible funding streams to address sudden displacement surges, yet the overall funding landscape would likely remain fragmented, limiting the scale of reconstruction and long‑term resilience initiatives.

A worst‑case scenario envisions a rapid escalation of Israeli airstrikes, artillery fire, and demolitions, potentially replicating or exceeding the intensity of the recent deadliest attack. Such an environment would likely trigger mass displacement beyond the current 350,000 figure, overwhelming the capacity of the 23,000 collective shelters and forcing new, ad‑hoc encampments. Durable returns would become virtually impossible, and the 860,000 who have already moved back would be compelled to flee again, creating a secondary wave of displacement. Humanitarian agencies would confront severe funding shortfalls, as donor fatigue sets in amid escalating security risks, while the destruction of housing and basic services would cripple any prospects for rapid reconstruction, heightening the risk of a broader regional destabilization.

Humanitarian assistance pathways must therefore be calibrated to address both immediate protection needs and longer‑term recovery. Rapid‑response shelter kits, medical supplies, and cash assistance should be pre‑positioned to enable swift activation when localized displacement spikes occur. Funding gaps are evident in the disparity between the 23,000 individuals in collective shelters and the broader displaced population, indicating a shortfall in resources for durable housing solutions. Coordination mechanisms that integrate UNHCR data on return durability with on‑the‑ground assessments can help prioritize interventions that prevent temporary returns from becoming repeat displacement cycles. Moreover, flexible financing instruments - such as multi‑year pledges that can be reallocated in response to security fluctuations - are essential to sustain operations across the projected 2024‑2026 horizon.

Diplomatic leverage points for de‑escalation center on the intersecting interests of Israel, Hezbollah, and regional powers. The UN can capitalize on the UNHCR‑documented humanitarian impact to press for a temporary ceasefire that includes explicit protections for civilian infrastructure, thereby limiting demolition activities that trigger displacement. Engaging regional actors through back‑channel dialogues that emphasize the destabilizing spillover effects on the Levant may create incentives for restraint. Simultaneously, donor states can condition assistance to parties on adherence to humanitarian norms, using the documented casualty figures - such as the 11 deaths in the deadliest recent attack - as a benchmark for accountability. A coordinated diplomatic push that aligns humanitarian imperatives with security calculations can generate the political space needed for sustained humanitarian access.

Long‑term resilience and reconstruction strategies must move beyond ad‑hoc shelter provision toward systematic rebuilding of homes, schools, and health facilities in southern Lebanon. Leveraging the UNHCR estimate that 860,000 returnees face “significant challenges” suggests a need for integrated livelihood programs that restore agricultural productivity and market access, thereby reducing economic drivers of displacement. Infrastructure rehabilitation should be tied to risk‑reduction measures, such as reinforced building standards that mitigate damage from artillery shelling. International donors should be encouraged to adopt a “building‑back‑better” framework, channeling funds into projects that enhance community cohesion and reduce vulnerability to future conflict cycles. By embedding reconstruction within a broader resilience agenda, the international community can help transform the current humanitarian emergency into a foundation for sustainable peace and stability in the Levant.

Southern Lebanon Crisis Amid Israeli Demolitions
