Joe Biden's Legacy in Global Strategy: An 18-Month Verdict

A week before leaving office, Joe Biden stood before the cameras one last time and made his case to history. He had left America safer, he said, and economically more secure. President-elect Donald Trump, he argued, would inherit a nation viewed as stronger and more reliable than it was four years earlier. It was the kind of valedictory speech every outgoing president delivers, equal parts genuine record and self-serving spin, and like most such speeches, its real test would not come from the applause in the room but from what happened to the architecture he built once he no longer controlled it.

Eighteen months later, that test has produced a genuinely mixed verdict, and not in the predictable partisan direction either side of the aisle would have guessed in January 2025. Some of Biden's signature achievements - the trilateral Japan-South Korea-US framework, the Quad's institutional deepening, the broad architecture of alliance-based China competition - have proven durable enough that even a transactional, alliance-skeptical successor has largely kept them running, if not always by design. Others - the China technology cordon Biden's team spent four years building brick by brick, the unconditional backing of Ukraine, the moral clarity he tried and largely failed to project on Gaza - have been substantially reworked, abandoned, or revealed as more fragile than his own rhetoric ever acknowledged. Assessing Biden's legacy in global strategy from the vantage point of mid-2026 means holding both of these realities simultaneously, resisting the temptation that afflicts nearly every immediate post-presidential assessment: judging a presidency's foreign policy before the world has had time to actually test it.

Executive Summary

Joe Biden's foreign policy, assessed eighteen months after he left office, presents a genuinely mixed legacy whose durable elements and unraveling elements do not divide cleanly along the lines either his supporters or critics predicted at the time. Biden deserves credit, even from skeptical historians, for never espousing a formal "Biden Doctrine" - the kind of grand strategic label that rarely survives contact with subsequent events - but the substantive record his administration left behind has fared unevenly under the Trump administration's considerably more transactional, less alliance-centric successor approach.

The most durable elements of Biden's legacy have proven to be precisely the ones built on genuine, multi-decade institutional momentum rather than personal diplomatic investment. Biden's diplomatic breakthrough bringing Japan and South Korea together at Camp David, his strengthened ties with the United Kingdom, India, and Australia to counter China, and his broader repair of relationships with European NATO allies have largely persisted, even as the Trump administration has pursued a considerably more accommodating posture toward Beijing specifically that sits in tension with the broader containment architecture Biden built. The least durable elements have been those most directly tied to Biden's own personal diplomatic choices and unresolved policy contradictions, particularly his Middle East approach and his failure to ever reconcile his stated "foreign policy for the middle class" with the enormous resource commitment Ukraine ultimately demanded.

Perhaps the most consequential, and most underappreciated, element of Biden's legacy has been his deployment of economic statecraft as a primary instrument of great-power competition - a new era of economic warfare that analysts at the time predicted would intensify regardless of who succeeded him, given that sanctions against Russia and targeted technology restrictions against China had become central tools of American strategy in ways no subsequent administration, regardless of party, would likely abandon. This prediction has proven only partially correct: Trump has continued and in some respects intensified sanctions-based economic warfare against Russia and Iran, even while substantially relaxing the technology restriction architecture Biden built against China specifically. This report assesses Biden's foreign policy record across its major theaters, examines which elements have proven durable under his successor and which have been unwound, and offers a clear-eyed verdict on what his presidency actually changed about American global strategy.

Background

Biden took office in January 2021 with an ambitious foreign policy agenda summed up by his campaign tagline "America is back," rooted above all in repairing damage done to American global standing during Trump's first term, when strained alliance relationships in Europe and Asia, raised tensions with Iran and Venezuela, and a damaging trade war with China had left bilateral relations with Beijing in their worst state in decades. His administration emphasized repairing American alliances, sought to restore the United States to a position of trusted leadership among global democracies, and drew explicitly from mid-twentieth-century liberal internationalism, with key advisors including Secretary of State Antony Blinken, Secretary of Defense Lloyd Austin, and National Security Advisor Jake Sullivan shaping a policy framework that the administration repeatedly insisted would prevent any other world power from surpassing the United States militarily or economically.

Biden's stated organizing principle for this approach was what his team called a "foreign policy for the middle class" - an explicit attempt to tie American diplomacy directly to domestic economic security and prosperity, reflecting an early recognition within his administration that American voters had grown weary of the costs of global leadership without commensurate domestic benefit. Charles Kupchan, a foreign policy scholar close to the administration's thinking, characterized the underlying sentiment driving this approach as "too much world, not enough America," with Biden understanding this fatigue well enough that it shaped his initial preference for strategic retrenchment, including the decision to complete the Afghanistan withdrawal despite the chaotic, politically costly evacuation that followed.

This retrenchment instinct collided almost immediately with events Biden's own team had not fully anticipated. Priorities changed practically overnight when Russia invaded Ukraine in February 2022, an event that consumed enormous administration bandwidth and limited opportunities to pursue the China-focused, middle-class-oriented agenda Biden had originally intended to prioritize, complicating his team's efforts to simultaneously work on trade, climate policy, and the broader China competition that had been his initial strategic focus. The Gaza war, erupting after the October 7, 2023, Hamas attack on Israel, represented a second major unplanned crisis that further diverted Biden's foreign policy bandwidth during his final fifteen months in office, ultimately becoming the single most consistently damaging element of his entire foreign policy record.

Current Situation: Assessing the Record Eighteen Months Later

Ukraine: A Foundation, Not a Resolution

Biden's response to Russia's full-scale invasion of Ukraine represents the centerpiece achievement his administration most consistently emphasized, and it has proven, on balance, his most durable single foreign policy legacy even as the war itself remains unresolved. With Russia's invasion, Biden rallied allies across Europe and beyond to provide Ukraine with billions of dollars in military and economic assistance, including more than $100 billion from the United States alone, allowing Kyiv to remain in the fight against Vladimir Putin's vastly larger and better-equipped military, while his administration coordinated sustained, expanding sanctions aimed at isolating the Kremlin economically.

Biden's own characterization of this achievement at the time was notably modest in its claims about resolution, framing his contribution as foundational rather than conclusive. Biden argued his administration and its allies had "laid the foundation" for a future negotiated end to the conflict, stating that Ukraine remained "a free and independent country with the potential for a bright future" even as the war continued unresolved at the moment he left office. This framing has aged reasonably well given the war's subsequent trajectory, examined in extensive detail elsewhere on this platform: Ukraine has indeed remained a free, internationally recognized state through 2026, even as the trilateral negotiating process under Trump has yet to produce the comprehensive settlement either administration ultimately sought.

China: The Unwinding Cordon

Biden's China strategy combined intensified technology restriction with deliberate diplomatic stabilization, an approach his administration described using the phrase "small yard, high fence" - narrowly targeted restrictions on the most strategically sensitive technologies, paired with continued broader economic engagement. Biden's China strategy featured substantial domestic investments to keep the United States ahead in key twenty-first-century economic sectors, combined with targeted restrictions ranging from investment curbs to export controls specifically designed to prevent Beijing from catching up technologically, with analysts at the time predicting these economic statecraft tools would persist and intensify regardless of the 2024 election's outcome.

This prediction has proven only partially accurate, and the partial failure is itself analytically significant. As examined in detail in Global Chanakya's China Strategic Intelligence Report, the Trump administration's 2026 pivot toward genuine accommodation with Beijing - relaxing advanced semiconductor export restrictions, removing China as a named strategic rival from core national security documents, and pursuing an unprecedented schedule of leader-level summits - represents a substantial, deliberate unwinding of precisely the technology restriction architecture Biden's team spent four years constructing. This reversal illustrates a genuine limit on Biden's economic statecraft legacy: tools built through executive action and bureaucratic implementation, however institutionally embedded, remain considerably more reversible by a determined successor than treaty commitments or formal alliance structures.

The Indo-Pacific Alliance Architecture: The Durable Core

Biden's Indo-Pacific diplomacy represents the clearest case of genuine institutional durability surviving the transition to a considerably less alliance-centric successor administration. Biden helped overcome generations of friction to bring Japan and South Korea together at Camp David, strengthened ties with the United Kingdom, India, and Australia specifically to counter China, and repaired relationships with European NATO allies - a diplomatic achievement Amanda Sloat, who served as senior director for Europe on Biden's National Security Council, characterized by suggesting Biden may be "the last truly Transatlantic president" America has, given how deeply his own formative political experience was shaped by the post-World War II institutional order.

This trilateral Japan-South Korea framework and the broader Quad institutionalization have proven genuinely resilient through the subsequent Trump administration, even amid significant friction in other dimensions of the relevant bilateral relationships. As Global Chanakya's coverage of both the Korean Peninsula and the broader Indo-Pacific security environment has documented extensively, the basic architecture of trilateral and Quad-based coordination has persisted and in some specific respects deepened, even as individual bilateral relationships - particularly Trump's friction with Taiwan over arms sales timing and his accommodating posture toward China specifically - have complicated the broader containment logic that originally animated Biden's Indo-Pacific diplomacy.

The Middle East: The Lasting Wound

Biden's Middle East legacy remains, by near-universal assessment across the political spectrum, the most consistently damaging element of his foreign policy record, and the passage of time has done little to soften this judgment. Biden's misjudgments about Israel and Iraq will color any historian's review of his foreign policy record, with his unconditional support for Israel following the October 7 attack failing in several key respects: he could never persuade Prime Minister Netanyahu to identify clear objectives, honestly assess whether they were being met, or avoid the perils of revenge, and despite repeated urging, Netanyahu largely ignored Biden's requests to facilitate humanitarian assistance to Gaza.

Contemporary assessment from within Biden's own orbit of former officials was notably unsparing on this point even before he left office. Aaron David Miller, a former State Department Middle East negotiator, observed that while Biden's broader approach had put Iran on its heels strategically, he would pay a lasting reputational cost for the devastation in Gaza, characterizing the fundamental limitation directly: "the administration was either unable or unwilling to create any sort of restraint that normal humans would regard as significant pressure," and that exerting sustained, significant pressure capable of changing Israeli tactics was simply "beyond Joe Biden's emotional and political bandwidth."

Biden's decision to withdraw the anti-ISIS coalition from Iraq compounds this Middle East record further. Analysts including a former senior Special Operations Command and Central Command official, alongside Middle East Institute Senior Fellow Charles Lister, documented how ISIS attacks intensified and grew more sophisticated following this withdrawal, with American forces having remained integral to many essential functions of an effective Iraq-based counter-ISIS effort that the drawdown directly undermined.

The Doctrine That Never Quite Cohered

Biden's signature attempted organizing framework - foreign policy for the middle class - never achieved the coherence its own architects originally envisioned, and this incoherence represents perhaps the most analytically interesting element of his broader legacy. Biden struggled throughout his presidency to explain how the enormous sums spent on Ukraine fit coherently with his stated goals of a foreign policy oriented around middle-class economic benefit, and over time he largely stopped talking about those original goals altogether, as the war's resource demands and the broader return of great-power crisis management overtook his administration's original retrenchment-oriented instincts.

In practice, several of Biden's stated priorities bore a closer resemblance to his predecessor's agenda than his "America is back" rhetoric initially suggested: he followed through on Trump's original Afghanistan withdrawal deal without coordinating with NATO allies and paid a significant political cost for the chaotic evacuation that followed, while his "foreign policy for the middle class" framing was characterized by some observers as effectively a dressed-up version of Trump's own emphasis on prioritizing American interests over broader global commitments.

Strategic Analysis

The clearest analytical pattern emerging from this eighteen-month retrospective is that Biden's foreign policy legacy has divided cleanly along a single, predictable axis: institutional, multilateral commitments embedded in formal alliance architecture have proven durable, while policy choices dependent on sustained executive attention, personal diplomatic investment, or unresolved internal contradiction have proven considerably more fragile under a successor administration with fundamentally different strategic instincts. This is not a partisan observation; it is a structural one about how American foreign policy commitments of different types survive presidential transitions.

The Camp David trilateral framework and the broader Quad institutionalization survived precisely because they were built on genuine, multi-decade convergent interest among Japan, South Korea, India, Australia, and the United States regarding China's regional behavior - interests that exist independently of which administration occupies the White House and that Trump's own transactional instincts have found useful to maintain even while pursuing a considerably more accommodating bilateral posture toward Beijing itself. The China technology restriction architecture, by contrast, depended far more heavily on a specific strategic judgment about the optimal balance between competition and engagement that Biden's team held and Trump's team, for reasons rooted in the latter's own transactional diplomatic style and economic priorities, has not shared to nearly the same degree.

Biden's economic statecraft legacy deserves particular analytical attention precisely because of its genuinely mixed durability. The broader prediction that economic warfare would intensify "no matter how the coming election turns out" has proven correct regarding Russia and Iran specifically - Trump's administration has continued and in measurable respects intensified sanctions pressure on both, even while periodically offering targeted relief as a diplomatic tool - but has proven substantially incorrect regarding China, where Trump's accommodating turn represents a genuine strategic divergence from the bipartisan technology-denial consensus that had appeared, as recently as 2024, to be solidifying into a durable, cross-administration American posture. This divergence illustrates an important lesson about the limits of any single administration's ability to permanently lock in a particular strategic approach to a single rival power, however institutionally embedded that approach initially appears.

The Middle East record's persistent damage to Biden's legacy reflects a deeper, structural failure that extends beyond any single policy choice: Biden never resolved the fundamental tension between his deep, decades-long personal commitment to Israel's security and his stated broader commitment to humanitarian restraint and international law, a tension that Gaza's devastating two-year war exposed in ways his administration's rhetoric never adequately addressed. This failure carries particular significance given how directly it shaped the diplomatic environment Trump's own subsequent Gaza ceasefire and Board of Peace framework, examined extensively elsewhere on this platform, would eventually have to navigate - inheriting a humanitarian catastrophe and a deeply damaged American credibility on the issue that Biden's approach had substantially worsened rather than contained.

A useful corrective to Biden-era self-assessment comes from contemporary critics who argued, even before he left office, that his administration's "democracy-forward" approach to economic and political order had incentivized a mirror-image authoritarian response, with Russia, China, Iran, and North Korea aligning together precisely in reaction to the mobilization of democratic allies and partners that Biden's team had pursued - and Global Chanakya's coverage of the deepening Pyongyang-Moscow axis, the broader Russia-China "no limits" partnership, and Iran's continued regional entanglement through 2026 suggests this critique has proven substantively accurate. Biden's alliance-deepening strategy, whatever its other merits, appears to have accelerated rather than constrained the consolidation of an opposing authoritarian bloc, a genuinely consequential and underappreciated element of his broader strategic legacy.

Global Impact

Biden's foreign policy legacy carries continuing implications for how America's allies and rivals alike calibrate their expectations of American strategic consistency across presidential transitions. The substantial reversal of his China technology policy specifically has taught every American ally and rival a lesson with consequences extending well beyond this single relationship: American strategic commitments built primarily through executive action, however extensively implemented, remain genuinely vulnerable to wholesale reversal by a sufficiently motivated successor, a lesson that complicates long-term planning for allies who must now factor genuine policy discontinuity risk into their own strategic calculations regarding American reliability.

For Europe specifically, Biden's Ukraine legacy has proven its most durable contribution, even as the war's ultimate resolution remains in Trump's hands rather than his own. The sustained European defense spending increases, NATO's continued enlargement momentum, and the broader transatlantic security mobilization Biden's diplomacy helped catalyze have persisted and, if anything, intensified under Trump's tenure - Macron's nuclear umbrella initiative examined elsewhere on this platform represents, in significant part, a European response to anxieties about American reliability that postdate Biden's own departure but trace their origin partly to the alliance architecture his administration helped rebuild after Trump's first term had strained it.

For the Global South, the continued lengthening queue of nations seeking BRICS membership throughout this period reflects an ongoing search for genuine alternatives to American-led order that began accelerating during Biden's own presidency, suggesting his administration's economic nationalism and the broader erosion of confidence in Bretton Woods-era institutions represented a more durable structural legacy - one shaping the broader multipolar trajectory examined throughout this platform's country intelligence coverage - than any of his administration's specific policy achievements in any single region.

For historians and future policymakers, Biden's case offers an instructive, ongoing natural experiment in how quickly a presidency's foreign policy legacy can be tested, partially reversed, and partially validated within a remarkably short subsequent timeframe, given how unusually active and transactional his immediate successor has proven across nearly every major theater Biden's own foreign policy touched.

Risk Assessment

The most significant ongoing risk to any durable Biden legacy assessment involves the continued instability of the China relationship specifically, given how dramatically the Trump administration's accommodating posture has already diverged from the technology-denial framework Biden built. Should Trump's accommodation prove durable through the remainder of his term, the verdict on Biden's China strategy will likely shift toward viewing it as a temporary, four-year deviation from a longer-run American pattern of selective engagement with Beijing rather than the beginning of a genuinely new, bipartisan strategic consensus, as many observers assumed as recently as 2024.

History is seldom kind to one-term presidents. Scholarly opinion of Biden is likely to rise in the decades since he left office, following the pattern set by Jimmy Carter and George H.W. Bush.

A second significant risk involves the durability of the Ukraine settlement process itself, given that Biden's own framing explicitly described his contribution as a foundation rather than a resolution. Should the trilateral negotiating process examined elsewhere on this platform ultimately collapse into renewed major escalation rather than producing a genuine settlement, the verdict on whether Biden's sustained military and financial support for Ukraine constituted a successful strategic investment or merely a prolongation of catastrophic, unresolved conflict will remain genuinely contested for years, dependent entirely on an outcome neither Biden nor Trump has yet secured.

A third risk involves the continued, unresolved damage to American credibility from the Middle East record specifically, given how directly Gaza's continued instability through 2026, examined extensively elsewhere on this platform, traces back to the diplomatic dynamics Biden's approach helped entrench. Continued failure to achieve genuine resolution in Gaza compounds rather than resolves this element of his legacy, regardless of subsequent administrations' own choices.

Future Scenarios

Scenario Analysis - the following projections are analytical simulations grounded in current trends, not confirmed intelligence or guaranteed outcomes.

Scenario One: Bifurcated Legacy Solidifies (Most Likely, roughly 50% probability)

The current pattern continues through the remainder of Trump's term: Biden's Indo-Pacific alliance architecture and Ukraine foundation persist as durable, broadly bipartisan achievements, while his China technology restriction framework remains substantially unwound and his Middle East record continues to be viewed as a significant, largely unredeemed failure. Historical assessment settles into a genuinely mixed verdict rather than a clear vindication or repudiation.

Scenario Two: China Policy Pendulum Swings Back (Moderate Likelihood, roughly 25% probability)

Domestic American political pressure, congressional pushback, or a deterioration in the Trump-Xi personal relationship produces a partial restoration of technology restrictions on China more closely resembling Biden's original framework, retroactively strengthening the case that his administration's China strategy reflected a durable bipartisan strategic consensus rather than a uniquely Biden-specific policy choice.

Scenario Three: Ukraine Settlement Validates the Foundation Framing (Lower-Moderate Likelihood, roughly 15% probability)

The trilateral Ukraine negotiating process eventually produces a genuine, durable settlement, retroactively validating Biden's own characterization of his administration's role as having "laid the foundation" for an eventual negotiated peace, strengthening the case that his sustained Ukraine support represented successful strategic investment rather than indefinite conflict prolongation.

Scenario Four: Continued Middle East Deterioration Further Damages the Record (Lower-Moderate Likelihood, roughly 10% probability)

Gaza's continued instability, examined extensively elsewhere on this platform, deteriorates into renewed full-scale conflict, further entrenching the assessment that Biden's Middle East approach represented a fundamental, lasting failure of American crisis management with consequences extending well beyond his own presidency's timeframe.

Intelligence Forecast

Watch the durability of the Trump-Xi accommodation closely, given its direct relevance to whether Biden's China technology restriction framework is ultimately remembered as a lasting bipartisan strategic shift or a temporary four-year deviation. Watch the Ukraine negotiating process's eventual outcome specifically against Biden's own "foundation" framing, since a genuine settlement would substantially strengthen his legacy while continued deadlock or renewed escalation would weaken it considerably.

Watch continued scholarly and journalistic retrospective assessment of Biden's presidency as the available distance from his term lengthens, given the well-established historical pattern, noted even at the time he left office, that one-term presidents like Jimmy Carter and George H.W. Bush have seen their reputations rise considerably in the decades following their departure from office. Watch the durability of the Camp David trilateral framework and broader Quad institutionalization specifically, as the clearest test of whether genuinely multilateral, interest-based alliance architecture can survive presidential transitions in ways more personality-dependent policy choices cannot.

Final Strategic Takeaway

Joe Biden's foreign policy legacy, assessed honestly from eighteen months' distance, resists the simple narratives both his strongest defenders and harshest critics offered at the time he left office. He did not, as his own valedictory rhetoric claimed, leave behind an unambiguously stronger and more reliable America whose foundations his successor would simply build upon. Nor did he, as his critics insisted, preside over a uniformly weak, reactive presidency defined entirely by Afghanistan's chaotic exit and Gaza's devastating toll. The honest record is considerably more textured: genuine, durable institutional achievement in the Indo-Pacific and in mobilizing sustained Western support for Ukraine, sitting alongside a China strategy whose technology-restriction core has proven far more reversible than its architects assumed, and a Middle East legacy that remains, by virtually every available measure, the single most consistently damaging element of his entire foreign policy record.

What this eighteen-month test reveals most clearly is a structural truth about American foreign policy that extends well beyond Biden's own presidency specifically: institutional, multilateral commitments rooted in genuine convergent interest among allies survive presidential transitions considerably better than policy choices dependent on a single administration's particular strategic judgment, however confidently that judgment is asserted at the time. Biden built some of each. History's eventual verdict on his presidency, like that of the one-term predecessors his own advisors invoked even before he left office, will likely take considerably longer than eighteen months to fully settle - but the early returns suggest a legacy considerably more durable in the Indo-Pacific than in the Middle East, considerably more durable in alliance architecture than in technology policy, and considerably more foundational than conclusive on the single conflict, Ukraine, that consumed more of his presidency's strategic bandwidth than any other.
